KUALA LUMPUR: A warning has been shot at local defence companies to abide with laws on arms trade enforced by Malaysia as well those of international bodies like the United Nations.

Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said this morning that local firms, especially those run by former or retired servicemen, faced "grave consequences" if they dabbled in deals that tarnished the country's image.

"Although these private companies are regulated by the Companies Commission of Malaysia and not the ministry, they must adhere to the laws on arms trade or face grave consequences," he said after launching the second Territorial Army unit involving civilian agencies under the Defence Ministry.

Ahmad Zahid said any sale of military equipment disposed of by the Malaysian armed forces must be in accordance with the country's regulations as well as the United Nations.

"Of course, we do not want any of our military equipment which are disposed of ending up in the hands of undesirable elements," he said when asked to comment on The Malay Mail's exclusive report last Thursday on an attempt by a local company to export some 30,000 assault rifles to Burundi, worth more than RM200 million.

We had reported that the local company, fronted by retired and ex-military personnel, had proposed to sell Steyrs, previously the standard assault rifles for the Malaysian Army, to Burundi, a country emerging from a civil war.

Once word got out that the UN wanted to make sure the deal did not go through, Malaysian government officers promptly stopped any contact with the company's officials.

The local firm's attempt was also rebuffed as the army had no plans to sell the Steyrs although most of the weapons are now in storage.

The blocked deal had nearly caused Malaysia to be censured by the United Nations Security Council if not for the prompt action by officials from the Permanent Mission of Malaysia to the UN who had managed to assure the world body that the Government had not sanctioned the deal and the local company would not be allowed to proceed with the transaction.

The firm had also been involved in other arms brokerage in the past.

Since 2000, the UN has set up several organisations in Africa to prevent the stockpiling and illicit trafficking in small arms and light weapons, in an attempt to reduce conflict among nations and ruinous civil wars.

As a member of the UN body, Malaysia had agreed to abide by the Security Council resolutions on the export of arms, especially to nations and regions in conflict or those just emerging from one.

Burundi is one of the world's poorest nations, emerging from a 12-year, ethnic-based civil war. Since its independence in 1961, the country has been plagued by tension between the dominant Tutsi minority and the Hutu majority.

The ethnic violence which sparked off in 1994 made Burundi the scene of one of Africa's most intractable conflicts. It is now beginning to reap the dividends of a peace process but faces the formidable tasks of reviving a shattered economy and forging national unity.

It was feared that the Steyr rifles, should they be exported to Burundi, would be siphoned to the various militias in the country or be smuggled to neighbouring Rwanda and Democratic Republic of Congo.

Both Rwanda and Congo are still emerging from an ethnic-based civil war.

2,749 minit bersama tentera

Pengalaman menjalani kehidupan sebagai anggota platun infantri yang melaksanakan operasi dalam peperangan menentang insurgensi memberi keinsafan kepada saya betapa dalam lena dibuai mimpi di keselesaan rumah, ada anggota tentera yang sanggup bersengkang mata demi memastikan tidur kita tidak terganggu oleh anasir jahat yang menjejaskan ketenteraman awam.

DI satu lokasi di Tasik Temenggor, sebuah bot pancing yang dinaiki sekumpulan VIP tenang melayan joran masing-masing. Namun, ketenangan itu tidak lama apabila sekumpulan lanun menyerang dan menculik mereka.

Tebusan disembunyikan di dalam bangunan di sebuah pulau kecil. Pihak kerajaan meminta pasukan keselamatan melalui Regimen Gerak Khas (RGK) menjalankan operasi menyelamat.

Dengan menggunakan skil dan peralatan tentera yang moden dan canggih, satu serangan mengejut dilaksanakan untuk membebaskan tebusan.

Dalam operasi itu, aktiviti menyusup masuk ke bangunan tersebut dilaksanakan oleh pasukan perenang tempur yang menggunakan teknik Halo Casting dan menaiki bot Zodiac (CCBA).

Atur gerak menyelamat tebusan pula menggunakan teknik fast roping (dengan kerjasama TUDM menerusi penggunaan helikopter Nuri), Rapid Touch n go menerusi penggunaan helikopter Agusta, bot RIRC dan jet ski. Teknik-teknik lain yang digunakan adalah Spie Rig dan Winching di dalam air serta Fast Recovery.

Akhirnya, tebusan berjaya diselamatkan, lanun ditangkap dan bangunan diletupkan. Itulah antara ringkasan demonstrasi serangan mengejut untuk membebaskan tebusan yang diadakan dalam program bersama media peringkat Angkatan Tentera Malaysia (ATM) pada 11 hingga 13 Disember 2009 yang lalu. Kesemua 71 wakil media menyaksikan demonstrasi itu dari sebuah pontun.

Turut menyaksikan 'adegan cemas' itu ialah Panglima Angkatan Tentera (PAT), Jeneral Tan Sri Azizan Ariffin. Selesai demonstrasi, wakil media dibawa masuk ke hutan Royal Belum untuk merasai sendiri kehidupan sebenar anggota tentera dalam melaksanakan tugas.

Ketua Staf Markas 8 Briged, Leftenan Kolonel Hafizueddin Jantan, berkata, program yang dinamakan 2749 Minit Menghayati Suasana Di Dalam Hutan itu merupakan program tahunan bertujuan memperingati pengorbanan dan perjuangan pasukan keselamatan terdahulu dalam mempertahankan kedaulatan dan keamanan negara semasa menentang insurgensi.

Menurutnya, ia juga diadakan untuk mengeratkan hubungan antara ATM dan media sekali gus mencorakkan imej yang baik dalam kalangan warga ATM di mata masyarakat umum.

"Selain itu, ia diadakan untuk meraikan kejayaan 20 tahun ATM bebas daripada ancaman pengganas komunis dan sempena hari ulang tahun ATM yang ke-76," katanya kepada Kosmo! ketika ditemui di Royal Belum, Perak baru-baru ini.

Tahun ini adalah giliran Markas Tentera Darat Malaysia untuk menganjurkan program tersebut. Konsep yang dipilih adalah 'Sehari Menghayati Suasana Operasi' dan belantara Royal Belum menjadi pilihan penganjur bagi tujuan tersebut.

"Program ini dianjurkan secara bergilir antara Tentera Darat, Tentera Laut Diraja Malaysia (TLDM) dan Tentera Udara Diraja Malaysia (TUDM)," katanya..

Jumlah anggota yang terlibat adalah 38 pegawai dan 585 anggota lain-lain pangkat termasuk dari 21 RAMD (Rejimen Askar Melayu Diraja), 11 RGK, 4 Rejimen Sempadan (RS) Kem Gerik, Markas Taktikal (MK Tak) 749 Kem Banding, 16 RAMD, Unit Anjing Perang Pulada, Markas 2 Divisyen, serta pasukan perubatan ATM. TUDM turut memberi kerjasama melalui penggunaan helikopter Nuri dalam demonstrasi pada hari kedua program, 12 Disember 2009.

Penulis berasa bertuah kerana dapat mengikuti program tiga hari dua malam itu. Walaupun beberapa aktiviti terpaksa dibatalkan kerana kesuntukan masa, namun keseluruhan program berjalan lancar. Sungguhpun begitu, tanggungjawab sosial terhadap masyarakat masih sempat diadakan menerusi program bersama penduduk Orang Asli di Kampung Sungai Kejar, Tasik Temenggor. Dalam aktiviti itu, Azizan menyampaikan sumbangan makanan kepada penduduk.

Secara peribadi, penulis mendapati program seperti itu memberi manfaat kepada semua wakil media yang menyertainya. Lebih penting, wakil media dapat merasai sendiri keperitan dan pengorbanan para anggota keselamatan yang bertugas setiap detik dan waktu.

Malah selepas program berakhir, saya menyimpulkan bahawa kerjaya sebagai anggota tentera bukanlah satu tugas yang mudah. Bukan calang-calang orang yang sanggup menempuh kehidupan sebagai anggota tentera terutama bagi yang menjalankan operasi di dalam hutan, mahupun mengikuti latihan selama berbulan-bulan di belantara tebal.


"Kami (pihak penganjur) memang sengaja menyusun aktiviti seperti ini bagi memberi peluang kepada wakil-wakil media menghayati sendiri suasana operasi di dalam hutan. Kepayahan dan kegetiran yang dilalui anggota tentera sepanjang menjalankan tugas diharap dapat memberi keinsafan kepada masyarakat menerusi laporan media yang ditulis kelak.

"Kami mahu menekankan bahawa dalam keamanan dan kesejahteraan yang dinikmati negara sekarang, terdapat anggota tentera yang sanggup bertugas sepanjang masa demi mencegah sebarang ancaman keselamatan," ujar Hafizueddin.

Bagi memastikan program itu benar-benar berkesan, kesemua wakil media menyarung pakaian No.5 (celoreng) sepanjang menjalani kehidupan sebagai anggota tentera dalam program ini.

Beri Keinsafan

Selain itu, wakil media turut diberi peluang melalui sendiri pengalaman sebagai anggota platun infantri yang melaksanakan operasi dalam peperangan melawan insurgensi dengan membina pangkalan dan bermalam di dalam hutan. Saya ditempatkan di dalam Platun C (Platun Kuning) yang diketuai oleh Leftenan Shaiful Bahri Ihsan dan dibantu oleh Sarjan Roslim Abu dari 21 RAMD.

ADEGAN cemas VIP diculik oleh sekumpulan lanun di Tasik Temenggor.

Walaupun keletihan menguasai diri kerana terpaksa 'berjemur' di tengah mentari dalam perbarisan perasmian dan penutup program, menaiki bot tempur ke kawasan demonstrasi dan kem pangkalan di Royal Belum selama berjam-jam (juga di tengah terik mentari yang membakar kulit), bangun awal pagi untuk menjayakan setiap aktiviti yang telah disusun kemas oleh pihak penganjur dan tidur lewat malam bagi mendengar taklimat dan memeriahkan majlis makan malam barbeku, namun kami puas hati kerana dapat mengumpul sekelumit pengalaman yang amat berharga.

Dalam pada itu, pengalaman melakukan sentri pada awal subuh turut mencabar keberanian wakil media terutama wakil media wanita yang sanggup berkorban waktu tidur bagi menjayakan setiap aktiviti yang telah disusun.

"Kak Ana...giliran sentri pukul 2 sampai 3 pagi ya...,nanti saya kejutkan akak dari tidur,'' kata Ketua Platun Kuning, Raja Syahrir Raja Abu Bakar, wartawan akhbar Utusan Malaysia kepada saya. Saya bersama Rajmah Hasan (wartawan Utusan Malaysia) mengambil keputusan untuk terus berjaga menanti giliran sentri. Bimbang jika tertidur, 'liat' pula nak meneruskan tugas yang telah diamanahkan. Pengalaman itu ternyata memberi keinsafan kepada saya dan rakan-rakan media betapa dalam lena dibuai mimpi di keselesaan rumah, ada anggota tentera yang sanggup bersengkang mata demi memastikan tidur kami tidak terganggu oleh anasir jahat yang menjejaskan ketenteraman awam.

Ini membuatkan kami berasa terharu dengan pengorbanan yang telah dilakukan. Justeru, tentunya program seumpama itu perlu diadakan pada setiap tahun. Bukan sahaja ia boleh merapatkan hubungan erat media dan ATM, malah ia boleh memberi pengetahuan berguna kepada media dalam menulis laporan mengenai pasukan keselamatan negara.

"Kami harap selepas program ini, pihak media lebih memahami tanggungjawab yang dipikul oleh pasukan keselamatan. Kami juga berharap laporan yang melibatkan ATM dapat disampaikan kepada masyarakat dengan adil dan bertanggungjawab," ujar Hafizueddin mengakhiri temu bual.

Jual senjata ke luar negara

KUALA LUMPUR - Kementerian Pertahanan memantau penglibatan syarikat tempatan yang dimiliki bekas anggota tentera yang melakukan penjualan senjata api ke luar negara dalam usaha melindungi aset pertahanan negara.

Menterinya, Datuk Seri Dr. Ahmad Zahid Hamidi berkata, setakat ini, beliau belum menerima sebarang laporan mengenai perkara itu dan siasatan terperinci akan dijalankan sekiranya terdapat laporan tentang kewujudan penjualan senjata api itu termasuk aset pertahanan negara lain.

"Oleh kerana syarikat itu di bawah Suruhanjaya Syarikat Malaysia (SSM), kita tidak dapat mengawal perjalanan syarikat berkenaan. Namun, jika ada pihak melaporkan sebarang aktiviti melibatkan persenjataan, aset dan peralatan pertahanan serta keselamatan negara, siasatan segera akan dilakukan," katanya kepada pemberita selepas menyempurnakan Majlis Pelancaran Kumpulan Kedua Askar Wataniah di kementerian itu di sini semalam.

Menurut beliau, penjualan sebarang aset pertahanan yang telah digunakan atau dilupusgunakan mesti mengikut peraturan yang ditentukan mana-mana agensi dalam dan luar negara termasuk Pertubuhan Bangsa-bangsa Bersatu (PBB).

"Aset pertahanan negara ini kita sedaya upaya yang mungkin mesti ikut peraturan yang ditentukan bukan sahaja oleh majlis PBB atau mana-mana agensi dalam atau luar negara supaya senjata tidak jatuh ke tangan mereka yang tidak dikategorikan berhak menggunakannya," jelas beliau.

Pemain bola ATM jadi askar kerahan Wataniah sepenuh masa

KUALA LUMPUR 15 Dis. - Bukan setakat bermain bola sepak secara profesional malah turut menyahut cabaran menjadi askar kerahan Wataniah sepenuh masa.

Itulah komitmen terpuji 14 pemain bola sepak profesional yang memilih menabur khidmat kepada pasukan Angkatan Tentera Malaysia (ATM) dalam saingan Liga Malaysia (Liga M) musim 2010.

Antara pemain tersebut ialah bekas penyerang Kelantan dan kebangsaan, Khalid Jamlus; Chan Wing Hong, Danial Fadzly Abdullah, V. Saravanan dan Nasril Nourdin yang pernah mewakili Perlis, UPB-MyTeam dan Selangor.

Turut menyertai mereka ialah tujuh pemain kontrak dan berpengalaman luas dalam Liga M, Ahmad Tharmini Saiban, Mohamed Aslam Haja Najumudeen, Fahrul Nizwan Abd. Nasir, Mohammad Syahman Zainuddin, Nafuzi Zain, Mohd. Alafi Mahmud dan Nizam Daud.

Menteri Pertahanan, Datuk Seri Dr. Ahmad Zahid Hamidi semasa mengumumkan perkara itu menyatakan kekaguman, kebanggaan dan teruja terhadap komitmen para pemain yang kebanyakannya tidak pernah menjalani latihan ketenteraan sebelum ini.

"Semasa ditawarkan kontrak, pihak pengurusan turut mempelawa pemain menjadi Askar Wataniah (AW) dan apa yang membanggakan mereka bukan setakat menerimanya tetapi sanggup menyahut cabaran menjadi askar kerahan Wataniah sepenuh masa.

"Bayangkan Saravanan yang memakai subang di telinga sanggup membukanya malah terdapat juga pemain yang berambut panjang sanggup memotong pendek.

"Saya sanjung komitmen mereka ini, ia cabaran dan tamparan kepada pegawai dan kakitangan awam di Kementerian Pertahanan yang sihat tubuh badan tetapi masih belum menyertai perkhidmatan AW," katanya.

Beliau berkata demikian kepada pemberita selepas majlis pelancaran Kumpulan Kedua AW Kementerian Pertahanan di sini hari ini.

Dalam perkembangan lain, beliau ditanya mengenai laporan majalah berkaitan persenjataan antarabangsa mendakwa terdapat beberapa syarikat Malaysia diterajui bekas tentera menjual senjata kepada negara lain terutama di Afrika.

Ahmad Zahid berkata, sehingga kini ATM tidak menerima sebarang laporan mengenai wujudnya kegiatan seumpama itu memandangkan sebarang urusan kawal selia dan pemantauan aktiviti syarikat tertakluk kepada bidang kuasa Suruhanjaya Syarikat Malaysia (SSM).

Namun, tegas beliau, jika terdapat pihak yang melaporkan sebarang aktiviti penjualan senjata, aset dan peralatan pertahanan serta keselamatan yang memerlukan siasatan telus dilakukan, ATM akan segera melakukannya.

"ATM memberi jaminan sebarang aset yang digunakan termasuk yang dilupus akan mematuhi peraturan ditetapkan, bukan sahaja oleh Majlis Keselamatan Pertubuhan Bangsa-Bangsa Bersatu tetapi mana-mana agensi dan badan dalam negara dan luar negara.

"Langkah ini perlu bagi memastikan senjata ini tidak jatuh ke tangan mereka yang tidak dikategorikan berhak menggunakannya," katanya.

Ahmad Zahid mengingatkan kalangan bekas anggota tentera yang terlibat dalam perniagaan supaya mematuhi garis panduan ditetapkan oleh SSM dan peraturan negara bagi memastikan imej Malaysia tidak terjejas dengan aktiviti menyalahi undang-undang.

Kapal perang jadi tumpuan

Kapal selam pertama milik Tentera Laut Diraja Malaysia, KD Tunku Abdul Rahman menjadi tarikan utama pameran maritim LIMA 2009 di Langkawi, baru-baru ini.

PAMERAN Udara dan Maritim Antarabangsa Langkawi (LIMA) 2009 menjadi tarikan terbaru kerana mencipta kelainan dan keistimewaan tersendiri apabila buat pertama kali melibatkan lebih banyak penyertaan sektor maritim berbanding udara.

Daripada segi sejarahnya, LIMA merupakan pameran udara dan maritim yang berkaitan dengan penerbangan komersial dan pertahanan.

Pameran dwitahunan itu dibahagikan pada dua segmen yang berlainan yang mana pameran udara biasanya diadakan di Pusat Pameran Antarabangsa Mahsuri (MIEC) yang berdekatan dengan Lapangan Terbang Antarabangsa Langkaw, manakala segmen maritim berlangsung di Awana Porto Malai.

LIMA merupakan ilham bekas Perdana Menteri Malaysia keempat, Tun Dr. Mahathir Mohamad dengan pameran yang pertama telah diadakan pada tahun 1991.

Pada mulanya, pameran itu bertujuan menjadi platform bagi pesawat-pesawat ringan dan eksperimen untuk diterbangkan bagi mengelak kesesakan trafik udara berdasarkan model EAA AirVenture Oshkosh di Amerika Syarikat (AS).

Kini, LIMA telah berubah dan menjadi satu tempat terbaik bagi pengeluar dan industri yang berkaitan dalam bidang udara (aeroangkasa) dan maritim khususnya pertahanan untuk mempromosikan teknologi terkini kepada para pemimpin awam dan tentera di Malaysia dan negara-negara Asia Pasifik.

Pada tahun ini, LIMA 2009 yang bermula 1 dan berakhir 5 Disember lalu menyaksikan segmen maritim diberi tumpuan kerana mendapat penyertaan lebih besar berbanding udara.

Kehadiran kapal-kapal perang di perairan Langkawi berjaya menarik kehadiran ramai pengunjung ke pameran maritim.

Sebanyak 99 kapal mengadakan pertunjukan statik maritim di Awana Porto Malai berbanding 71 kapal pada LIMA 2007.

Lebih menarik, orang ramai berpeluang melihat kapal selam pertama Malaysia, KD Tunku Abdul Rahman yang turut berlabuh di Awana Porto Malai.

Seramai 3,506 pegawai dan anggota lain-lain pangkat (LLP) daripada sektor maritim menyertai LIMA kali ini.

Kesemua mereka melibatkan pegawai dan LLP daripada Tentera Laut Diraja Malaysia (TLDM), Agensi Penguatkuasaan Maritim Malaysia (APMM), Pasukan Gerakan Marin dan kapal-kapal tentera asing.

TLDM menghantar seramai 1,123 pegawai dan LLP, APMM (163), Pasukan Gerak Marin (26) dan kapal asing (1,923).

Ia juga menjadi tumpuan apabila pegawai dan anggota LLP daripada kapal-kapal asing atau tentera laut asing paling ramai menyertai pameran kali ini.

LIMA 2009 menyaksikan TLDM mempamerkan kapal paling banyak iaitu sebanyak 14 buah kapal, APMM (4 buah), Pasukan Gerak Marin (2) dan kapal-kapal asing sebanyak 11 buah.

Kapal-kapal milik TLDM ialah KD Sri Inderasakti, KD Lekiu, KD Tunku Abdul Rahman, KD Lekir, KD Laksamana Tan Pusmah, KD Laksamana Hang Nadim, KD Jerai, KD Ledang, KD Kinabalu, KD Perantau, KD Perak, KD Perdana, KD Gempita dan Kapal Layar Diraja (KLD) Tunas Samudera.

Kehadiran kapal selam pertama negara yang berlabuh di Awana Porto Malai juga menarik perhatian pengunjung termasuk pelawat diraja dan tetamu kenamaan lain.

Bagaimanapun atas alasan keselamatan dan ruang yang sempit, pelawat awam tidak dibenarkan menaiki kapal tersebut.

Namun mereka berpeluang menaiki dan melihat lebih dekat beberapa kapal perang lain antaranya KD Lekiu dan KD Perak.

APMM pula menyaksikan kapalnya iaitu Kapal Maritim (KM) Langkawi, KM Marlin, KM Mulia dan KM Siangin, manakala Pasukan Gerak Marin melalui kapal KPD Tumpat dan KPD Temenggung.

Kapal-kapal asing pula ialah dua kapal dari Pakistan iaitu PNS Khaibar dan PNS Moawin, ROKS Chungmugong Yi Sun Shin dan ROKS Dokdo dari Korea dan BRP Quezon dan BRP Dagupan City dari Filipina.

Tentera Laut Amerika Syarikat (AS) menghantar kapal pemusnah USS Mustin, Singapura pula dengan Formidable, Australia dengan HMAS Glenelg, Thailand (HTMS Songkhla) dan INS Kesari dari India.

Pertunjukan itu melibatkan beberapa pasukan dan agensi seperti APMM, Polis Marin, Kastam dan Pasukan Khas Laut (Paskal) TLDM.

Kesemuanya menampilkan pelbagai formasi dan gaya pertunjukan yang menarik untuk tontonan orang ramai yang hadir ke Awana Porto Malai.

Antara pertunjukan yang menarik perhatian pengunjung yang hadir untuk menyaksikan pameran segmen maritim di Awana Porto Malai adalah dari pasukan Polis Marin.

Dengan formasi dan demonstrasi yang cukup menarik, Polis Marin bukan sahaja berjaya menggegarkan sekitar Awana Porto Malai malah mengejutkan pengunjung yang hadir ke situ untuk menyaksikan LIMA 2009.

Selain daripada itu, LIMA 2009 juga melibatkan penyertaan Kementerian Pelancongan yang mengadakan pameran makanan, kraftangan serta persembahan kebudayaan.

Ia juga melibatkan persembahan artis jemputan yang diadakan pada setiap malam bermula hari pertama sehingga berakhirnya LIMA 2009.

Kementerian Pelancongan memeriahkan lagi LIMA kali ini dengan penganjuran Karnival Pelancongan LIMA 2009 di Awana Porto Malai dan Kompleks Pekan Rabu, Kuah.

Langkah bijak MINDEF which should have been done many years ago. Jika MINDEF diberikan pengecualian daripada procurement policy makna kata, dasar yg sama boleh dilaksanakan diseluruh Kem/Agensi kerajaan..no need anymore supplies, computer parts & services dan consultancy through mandatory local suppliers/reps but can procure at source principal. On the other hand, sedikit sebnyak akan menjejaskan usahawan Bumi yg sekian lama bergantung kepada kontrak perolehan Kerajaan..

Modernization of The Malaysian Armed Forces (1)


“Truly Asian!” The Malaysian Armed Forces

The latest tribulation for this tourist haven is economic recession. Malaysia has been impacted by the financial tsunami, and General Tan Sri Azizan Ariffin, appointed Chief of Defence Forces on 1 September 2009, stated, “The current global economic crisis does have an impact on the Malaysian economy and for sure it has an impact on the Malaysian Armed Forces (MAF) whether we like it or not. As such we need to prioritise our development plan accordingly and we will proceed back as usual when the situation permits.”

The MAF is transforming into a balanced, conventional war-fighting force, and is now implementing its Fourth Dimension Malaysian Armed Forces (4D MAF) capability plan. The strategic 4D MAF plan has three key foci – joint force, information superiority and multi-dimensionality in subsurface, surface, air and information realms.

This article examines the state of the MAF, and outlines current and future acquisition programmes. Malaysia is presently implementing its 9th Malaysia Plan (9MP) covering the 2006-10 period, but further progress is entirely dependent on whatever budget the government makes available. General Ariffin hoped most of the 4D MAF plan could be funded under 10MP in 2011-15, while observers also hope tri-service interoperability and integration will be better addressed.

Malaysia faces new asymmetric threats in the post-9/11 era, particularly in the form of international terrorism, kidnappings in Sabah, smuggling and regional piracy. To enhance its counterterrorism capability, the MAF is investigating the creation of a Special Forces Command directly subordinated to the MAF headquarters. This would oversee all current Special Forces units, and possibly the 10th Parachute Brigade too.

Malaysian defence revolves around three pillars of self-reliance, regional cooperation and external assistance. Malaysia does not have the industrial capacity to produce all its military hardware, but it does wish to act independently without need of foreign assistance in low/mediumlevel security threats. Malaysia places great emphasis on regional cooperation, and encourages bilateral defence cooperation within the ASEAN framework. The Five Power Defence Arrangement (FPDA) with the United Kingdom, Australia, New Zealand and Singapore is an important alliance, though its significance has been lessened somewhat with Malaysia’s growing independence.

The Malaysian Army’s (Tentera Darat Malaysia, TD) transformation into a conventional-warfare force is almost complete in structural terms. The 3rd Division continues to develop into a fully fledged combined- arms division, including the 11th Royal Armoured Regiment equipped with 48 Polish PT-91M Pendekar Main Battle Tanks (MBT). Malaysia’s final PT-91M rolled off the Bumar-Labedy production line in January 2009. The army desires up to 100 more MBTs to equip two further tank regiments in its armoured brigade. It remains to be seen whether the PT-91M or another MBT type will be selected, as even Poland has spurned further PT-91s for its own army.

In the field of artillery, there is a need for 155mm self-propelled howitzers. “We have decided it will be a mix of wheeled and tracked vehicles,” said the Chief of Army, General Tan Sri Muhammad Ismail. Because of Malaysia’s geographic peculiarities, air-transportable artillery systems are essential. Owing to mountainous interiors and river networks, Malaysia relies on its road networks rather than railways, so wheeled vehicles offer better mobility than tracked howitzers. The Army is reportedly impressed with the 155mm Caesar from France, and it is considered a leading contender. Meanwhile, the South Korean tracked K9 is prime candidate for the armoured brigade. Any procurement
would likely include a regiment each of wheeled and tracked howitzers in 10MP.

Eight 120mm mortars mounted in FNSS ACV-S stretched hulls will be delivered
before the year’s end to provide organic firepower to mechanised battalions.
Furthermore, approximately 40 additional ACV-300 Adnan tracked vehicles were
ordered to supplement 211 existing Adnans. Malaysia received an additional 18 Brazilian-made AVIBRAS ASTROS II Multiple Rocket Launchers (MRL) in
September to equip the 52nd Royal Artillery Regiment. These will be operational in 2010 to augment 18 MRLs already in service.

Asymmetric warfare in Iraq and Afghanistan has amply demonstrated the need for armoured tactical vehicles, and Malaysia has opted for 85 Spanish-built URO VAMTAC vehicles to meet its requirement. These Humvee-lookalike vehicles can mount 0.50-cal machine guns, 40mm automatic grenade launchers or Metis-M Anti-Tank Guided Missiles (ATGM).

A key programme that has not gained traction, despite its urgency, is new armoured vehicles to replace 450+ geriatric Condor 4x4 and 184 SIBMAS 6x6 vehicles. A total of 521 8x8 vehicles to equip a battalion in each of the army’s four divisions are required. Six variants on a common platform are specified – ATGM, 25mm cannon, surveillance, command, ambulance and fitter/recovery. A global tender was floated in June 2008 for airtransportable vehicles weighing less than 25 tonnes. However, this programme has foundered, deferred yet again, in Malaysia’s current budgetary morass.

While the MAF has been buying shiny new equipment, often smaller but more essential items are forgotten. For example, troops serving in UN deployments are the only ones equipped with body armour, while those in the new Border Security Regiment on the troublesome Thai border go without. To help repel new threats like Singapore’s recently acquired Leopard 2A4 MBTs, the Army has expressed a desire for 18 vehicle-mounted ATGMs. Three finalists are the Denel Ingwe, Metis-M and Kornet-E. The army has ordered 16 FN-6 Man- Portable Air-Defence Missile Systems (MANPADS) from China, and, “For the next couple of years the army will focus its attention on getting its point-defence and short-range organisation set up properly,” revealed the Chief of Army. He is also focusing on establishing appropriate command networks to manage his air defences.

The Army Air Corps already has 11 AgustaWestland A109 LOH helicopters, but the formation will be enlarged once an air cavalry unit is formed with utility and attack helicopters some time beyond 9MP. Six attack helicopters will eventually be acquired, and the Army seems inclined towards the Eurocopter Tiger platform. However, the Tiger faces competition from the AH-64 Apache, A129 Mangusta and AH-1Z Super Cobra.

Navy Treads Water

Malaysia’s area of strategic interest ranges from the Andaman Islands to the South China Sea, embracing the Straits of Malacca and Singapore. Securing sea and air lanes between Peninsular Malaysia and East Malaysia is of utmost importance, and the Royal Malaysian Navy (RMN), or Tentera Laut Diraja Malaysia (TLDM), has an enormous EEZ to administer.

Certainly, the RMN’s biggest news as it fulfils its vision of the RMN Future Fleet was the September 2009 delivery of the first Scorpene CM-2000 submarine, KD Tunku Abdul Rahman. Meanwhile, a second submarine awaits delivery from France. The submarines, based at Sepanggar Bay in Sabah, will give the RMN a new offensive capability and make Malaysia the third ASEAN country to have an underwater combat capability. The most advanced vessels in the RMN, these Scorpene submarines will shift the naval balance in Southeast Asia, though in a time of budgetary constraints, the RMN now finds itself having to fund a new Submarine Command. The 1,450-tonne SSKs are equipped with Black Shark torpedoes and up to 16 MBDA SM39 Exocet antiship missiles. The TLDM aspires to enlarge its submarine fleet in the future, but submarines cannot serve in isolation as they need force protection from ship-borne Anti-Submarine Warfare (ASW) helicopters. Hence, the acquisition of six Super Lynx 300 ASW helicopters is planned.


As for the surface fleet, the RMN has four Italian-manufactured Laksamanaclass corvettes, and two 2,300-ton Lekiuclass frigates based on the F2000 design armed with Exocet MM40 Block 2 missiles. There are two German-built Kasturi-class frigates delivered in the early 1980s. These are to undergo a Service Life Extension Programme (SLEP) and will receive updated radar and fire control systems to enable ten more years of service.

A Letter of Intent (LOI) was delivered to BAE Systems for two 2,400-ton F2000 Batch II Jebat-class frigates. The 112m-long vessels will be fitted with Evolved Sea Sparrow Missiles (ESSM), eight Exocet MM40 Block 3 missiles, Thales SMART-S Mk2 radar, and Saab Ceros 200 fire control system. In line with plans to build them in East Malaysia, BAE Systems added a risk clause that escalated the price of each frigate to more than $875 million. Because of the hefty price tag, this frigate project was one of the first items cut in the recession. Procurement will not take place until 10MP assuming the government eventually gives a green light.

Another major programme illustrating the problems many Asian countries face is the Kedah-class Next-Generation Patrol Vessel (NGPV), the programme kicking off in 1996 with an ambitious plan for 27 vessels based on the Meko A-100 design. A contract for the first six NGPVs was signed in 2003, with the third NGPV onwards to be constructed locally. Unfortunately, mismanagementby Malaysia’s main contractor produced delays and a full-blown crisis. The government subsequently appointed Boustead Naval Shipyard as the new contractor to get the project back on track. Although the third and fourth NGPVs were delivered in 2009, they failed to meet operational-readiness requirements. They are not fully armed nor are embarked helicopters available. The final two NGPVs should be delivered in 2010. “The continuation of the second batch of NGPVs will depend very much on the performance of the ongoing first-batch project,” revealed General Ariffin. A second batch of six could be ordered in 10MP and these will be better armed with ASW and anti-ship weapon systems. Contenders include the BrahMos, Kongsberg NSM and Chinese C-802.

In the interim, the TLDM is investigating the possibility of acquiring Brunei’s three unwanted Nakhoda Ragam-class corvettes (the same family as Malaysia’s Lekiu class) docked in the United Kingdom. “The offer is probably one of the best options to be considered in efforts to mitigate a lack of platforms and serious capability gap issues in the RMN,” said General Ariffin.

Malaysia also requires three 12,000-15,000-ton Multipurpose Support Ships (MPSS) for peacekeeping and humanitarian-assistance scenarios, with potential contractors including Chinese, Dutch, French, Italian, South Korean and Spanish shipbuilders. However, as part of the government’s 20% cut in the MAF’s 2010 budget, this $1 billion plan is deferred indefinitely. The Navy is lobbying hard to have the MPSS reinstated in 10MP, so just one vessel may be procured. This kind of ship could be used for anti-piracy missions in the Gulf of Aden, where three ships are currently deployed.

The Malaysian Maritime Enforcement Agency (MMEA) was established in 2005 with the transfer of RMN assets like Kerisclass patrol boats. The MMEA has now taken up most of the RMN’s coastal-patrol functions within the EEZ, thus allowing the RMN to focus on blue-water activities with its ship and submarine platforms. Since the MMEA would be absorbed by the RMN during wartime, equipment standardization is necessary between these two-tiered maritime forces. The MMEA needs twelve medium-lift helicopters, and has recently taken delivery of two Bombardier CL-415 amphibious aircraft.

Air Force Flaps its Wings

The most potent weapon in the arsenal of the Royal Malaysian Air Force (RMAF), or Tentera Udara Diraja Malaysia (TUDM), is the Russian-built Su-30MKM multirole fighter. A $934.9 million agreement was signed in 2003 for 18 fighters, with the last batch of six delivered on 17th August 2009. This batch had been delayed because of contractual disputes over avionic integration problems on the twelve aircraft already handed over.

Despite receiving new Russian fighters, the RMAF needs at least 18 further multirole fighters, with the Gripen, Rafale and Super Hornet all considered contenders. The RMAF is allegedly keen on the F/A-18F Super Hornet to equip its second multirole squadron, which could augment eight F/A-18D Hornets already in service. Other commentators advise more Su-30MKMs to establish a standardised fighter fleet. Following a review of whether an upgrade was feasible, the RMAF has decided to progressively withdraw all 14 MiG-29N fighters by the end of 2010.

The RMAF, like the MAF as a whole, faces particular problems relating to government policy. The government mandates foreign defence procurements must be done via registered Bumiputera companies owned by Malays. This means new equipment and spare-part acquisitions must be done through local middlemen, their commission duly adding to the cost. The end result is a lack of spares and support equipment due to artificially inflated prices and a lack of funds. Furthermore, these brokers do nothing to advance offsets that would help the local defence industry. A problem peculiar to the TUDM is a mix of Western and Russian aircraft that does little to simplify the logistics chain.

Malaysia has a 4,800km coastline requiring regular surveillance, one method of which is by aerial reconnaissance. Serial production of the ALUDRA Mk.I Unmanned Aerial Vehicle (UAV) is to proceed in 2010, despite the need for design improvements. Developed by Unmanned Systems Technology (UST), the 150kg ALUDRA has a 150km range and six-hour endurance. Its surveillance payload will no doubt require overseas cooperation, even as development of the Mk.II ALUDRA is gathering pace.

The RMAF received the last of its eight Alenia Aermacchi MB-339CM advanced/lead-in trainers from Italy in late 2009. The first two aircraft arrived in March 2009, and these will eventually replace MB-339AM trainers. The Pilatus PC-7 Mk II will replace 34 existing PC-7 basic trainers. Tragically, two pilots were killed in a PC-7 crash at Langkawi on 11th September 2009. Malaysia ordered four Airbus A400M transport aircraft in 2005 for delivery in 2013. However, considering the A400M programme’s troubles, Malaysia may well be rethinking its options.

Replacement of the 40-year-old S-61A-4 Nuri helicopter fleet has been a long-running saga, reignited by a fatal crash in July Despite receiving new Russian fighters, the RMAF needs at least 18 further multirole fighters, with the Gripen, Rafale and Super Hornet all considered contenders 2007. Thus far, 89 people have been killed in 15 Nuri accidents. A tender was issued in December 2007 and the Eurocopter EC725 Cougar was duly selected for airmobility and search-and-rescue roles. An LOI was issued for an initial batch of twelve Cougars, with an additional 15 or so slated for 10MP. In a sudden reversal, the government announced it was aborting the Cougar deal on in October 2008. The reason given was financial difficulties, although the selection process had drawn criticism for being overpriced, probably due to mark-ups by local Bumiputera agents.

To rectify its weak air-defence umbrella, the MAF needs a comprehensive radar network plus medium/long-range Surface-to- Air Missiles (SAM). At one stage the Chinese KS-1A was mooted as a candidate, but it apparently did not live up to modern expectations. The KS-1A option subsequently faded into oblivion. Alternative systems are the Buk-M1-2, Aster 30 SAMP/T and Hawk-AMRAAM.

Up to eight low-cost Airborne Early Warning & Control (AEW&C) aircraft are eminently desirable to improve situational awareness for the fighter fleet, but these remain out of reach due to budgetary constraints. They remain on the table for 10MP and 11MP, however. The RMAF lists contenders like the Embraer EMB-145 SA, Boeing E-2C Hawkeye 2000, Israeli G550 Phalcon and Saab 2000 Erieye. In December 2008, the RMAF Chief, General Ariffin, said the AEW&C procurement would be the next big-ticket item after more multirole fighters had been bought.

Conclusion

To transform into a conventional force, the MAF has purchased new equipment to counter asymmetric threats and sustain traditional rivalries with neighbours like Singapore. However, Malaysia’s defenceprocurement policies are often chaotic, and the MAF has ended up with an international hodgepodge of equipment. Some recent acquisitions reveal serious deficiencies relating to integration of Western and Russian systems, most obviously in the fighter fleet. While indigenous production is commendable in a quest for self-reliance, the country at times overextends itself. SEKITAR tahun 1998, pasukan Polis Diraja Malaysia (PDRM) dianggap paling sibuk kerana terpaksa berdepan dengan segelintir kumpulan yang melakukan rusuhan jalanan menuntut reformasi daripada kerajaan.

Tidak terkecuali Sarjan V. Gunaratnam yang merupakan penolong pegawai penyiasat di Balai Polis Trafik Tun H.S. Lee ketika itu, sibuk dengan tugasan mengawal lalu lintas agar rusuhan haram yang diadakan tidak mendatangkan masalah kepada pengguna jalan raya di ibu negara.

Baginya yang kini berusia 46 tahun, berada di celah-celah kumpulan perusuh itu adalah satu tugas yang sudah biasa.

Namun, di sebalik kebiasaannya itu, ada satu kisah yang mungkin tidak akan dilupakan oleh Gunaratnam sepanjang hayatnya.

Peristiwa itu berlaku ketika Gunaratnam ditugaskan untuk menjaga laluan di persimpangan lampu isyarat Jalan Raja Abdullah dan Jalan Sultan Ismail bersama seorang lagi anggota.

Sebaik sahaja mendapat tugasan itu, beliau keluar ke lokasi menaiki motosikal Yamaha 100 Sports miliknya dan sampai di persimpangan itu kira-kira pukul 6.30 petang.

Tujuan beliau ditempatkan di persimpangan tersebut ialah bagi melancarkan perjalanan Setiausaha Negara Amerika Syarikat ketika itu, Madeleine Albright yang melakukan lawatan ke negara ini.

Pada masa yang sama, terdapat hampir 300 orang dikhabarkan bakal berarak ke simpang berkenaan bagi menyekat laluan Albright.

Selepas dua jam berada di situ dengan seorang lagi anggota, beliau ternampak kumpulan perusuh itu mula berarak ke arahnya.

"Pada mulanya mereka berarak dengan aman, tetapi bila semakin dekat dengan kami di simpang lampu isyarat itu, perusuh terbabit mula bertindak liar memaki saya dan seorang lagi anggota yang bertugas di situ.

"Bimbang sesuatu yang buruk berlaku, kami berdua membiarkan sahaja mereka, namun tindakan kumpulan itu semakin agresif apabila membaling batu dan kayu ke arah kami," katanya ketika ditemui Gaya Polis baru-baru ini.

Tambahnya, apabila keadaan menjadi semakin tidak terkawal, terdapat hampir 300 perusuh berlari ke arah mereka berdua sambil menjerit 'Reformasi' dan memaki hamun.

Bagi Gunaratnam, dia yakin perusuh tersebut pasti akan membelasah mereka berdua jika terus berada di situ.

"Melihat keadaan itu, saya terus berlari melintas jalan di persimpangan itu dan meninggalkan motosikal di situ.

"Semasa saya tiada arah untuk berlari lagi, tiba-tiba sebuah kereta berhenti di sebelah, pemandunya membuka pintu dan meminta saya masuk dengan cepat," ceritanya bersemangat.

Namun, ketika dia sudah berada dalam kenderaan tersebut, masih terdapat segelintir perusuh yang bertindak ganas dengan mengetuk cermin dan cuba mengugutnya.

Selepas beredar keluar dari kawasan tersebut, Gunaratnam meminta pemandu kereta itu menghantarnya ke balai polis trafik.

"Sebaik sahaja sampai di balai, saya terus menelefon rakan setugas tadi dan dimaklumkan rakannya itu berlari masuk ke dalam sebuah hotel untuk menyelamatkan diri.

"Tidak lama selepas itu, saya diberitahu motosikal Yamaha milik saya dan sebuah motosikal berkuasa tinggi milik rakan setugas telah dibakar oleh kumpulan perusuh terbabit," ujarnya.

Meskipun kehilangan motosikal berkenaan namun beliau gembira kerana telah mendapat seorang rakan baru iaitu pemandu kereta yang menyelamatkannya.

Persahabatan Gunaratnam dengan pemandu terbabit yang dikenali sebagai Azim semakin rapat selepas itu.

"Bukan setakat kejadian itu tidak boleh dilupakan Gunaratnam malah pertolongan Azim juga akan sentiasa saya ingati sampai bila-bila pun," katanya.

Beliau memberitahu, tidak lama selepas kejadian itu, UMNO Bahagian Ampang Jaya telah menghadiahkan beliau sebuah motosikal Modenas Kriss.

Gunaratnam yang dibesarkan dalam keluarga sederhana mendapat kursus asas polis di Pusat Latihan Polis Ayer Hitam (Pulapah) di Jempol, Negeri Sembilan.

Sebaik tamat kursus, beliau berkhidmat sebagai polis hutan selama 12 tahun sebelum menggalas tugas anggota trafik selama 14 tahun sehingga sekarang.

Pada tahun 1988, perhubungan cinta beliau dengan M. Shanti berakhir dengan perkahwinan dan hasil perkongsian itu, mereka dikurniakan empat orang cahaya mata.

Anak sulung beliau iaitu Manoratnam kini sedang menunggu keputusan untuk turut sama berkhidmat sebagai anggota trafik.
