Subsidi Bersasar Diesel Tak Dikenakan Kepada Bas Sekolah, Pengangkutan Awam Elak Kenaikan Tambang

Subsidi bersasar bagi diesel yang akan dilaksanakan kelak, tidak akan dikenakan kepada bas sekolah dan pengangkutan awam untuk mengelak berlaku kenaikan tambang, kata Timbalan Menteri Kewangan Datuk Seri Ahmad Maslan.


Beliau berkata pelaksanaan subsidi bersasar bagi diesel akan bermula apabila perisian Sistem Kawalan Diesel Bersubsidi (SKDS) siap iaitu dijangka pada separuh kedua tahun ini.

"Kita akan cuba menyelesaikan perisian untuk subsidi diesel, baru kita boleh lancarkan (subsidi bersasar diesel) tapi subsidi bersasar diesel ini tidak akan dikenakan kepada bas sekolah dan pengangkutan awam kerana kita tidak mahu ada kenaikan dari segi tambang," katanya.


Beliau berkata demikian kepada media selepas melancarkan e-Kaunter dan Piagam Pelanggan Lembaga Pembiayaan Perumahan Sektor Awam (LPPSA), di sini hari ini. Turut hadir Ketua Pegawai Eksekutif LPPSA Mohd Farid Nawawi.


Bagi subsidi bersasar petrol, Ahmad berkata perkara itu akan disegerakan iaitu jawatankuasa khas untuk perkara tersebut telah ditubuhkan melibatkan beberapa jabatan untuk melihat kepada kaedah pelaksanaan.


"Ada ahli Parlimen semalam menyebut tidak semua T20 boleh diketepikan daripada mendapat subsidi ini kerana T20 berpendapatan RM10,000 di Kuala Lumpur dengan T20 berpendapatan RM10,000 di Pontian tidak sama, tekanan kepada T20 di Kuala Lumpur tentu lebih tinggi.


"Ini antara perincian yang perlu diteliti sebelum kerajaan memutuskan untuk melaksanakan subsidi petrol RON95 secara bersasar," katanya.


Ahmad berkata sekiranya subsidi bersasar bahan api iaitu petrol, diesel dan gas dilaksanakan bagi B40 dan M40 sahaja, kerajaan dapat menjimatkan sekitar RM16 bilion ke RM17 bilion.


Sementara itu, Ahmad berkata penggunaan sistem invois elektronik (e-invois) akan diperhebatkan bermula tahun depan kerana ia akan membantu menambah pendapatan negara, memandangkan sistem tersebut dapat memastikan ketelusan maklumat perniagaan, sekali gus pelarian cukai dapat dielakkan.


"Jika kita belum lagi boleh melaksanakan Cukai Barang dan Perkhidmatan (GST) maka sistem e-invois ini perlu diperhebatkan. Invois elektronik ini menyebabkan segala perniagaan menjadi telus dan kurang ekonomi gelap," katanya.


Ahmad berkata model sistem percukaian negara ketika ini tidak mampan kerana pendapatan negara daripada cukai hanya 11.5 peratus daripada Keluaran Dalam Negara Kasar (KDNK), berbanding 38 negara di bawah Kerjasama Ekonomi dan Pembangunan (OECD) lain, yang puratanya lebih 30 peratus.


Mengenai e-Kaunter LPPSA, Ahmad berkata kaunter maya itu membolehkan pelanggan berhubung secara terus dengan pegawai khidmat pelanggan menerusi panggilan video untuk urusan permohonan pembiayaan.


Antara perkhidmatan yang ditawarkan e-Kaunter LPPSA adalah pengiraan kelayakan, semakan tunggakan, pertanyaan status pinjaman, penghantaran dokumen sokongan seperti pemakluman persaraan dan kematian peminjam.


LPPSA kini membiayai 776,000 peminjam dengan jumlah pinjaman bernilai RM100 bilion.


Dalam pada itu, Ahmad berkata peletakan jawatan Datuk Seri Sulaiman Md Ali sebagai Ketua Menteri Melaka, Rabu lepas, tidak menjejaskan imej UMNO untuk berdepan Pilihan Raya Negeri (PRN) kerana ia merupakan masalah kesihatan dan bukannya bersifat politik.


"Saya kira tidak jejaskan apa-apa (persiapan PRN) sebab masalah kesihatan dan ini sesuatu yang berlaku di luar jangkaan, yang perlu diambil alih," katanya yang juga ahli Majlis Tertinggi UMNO.
