SHAH ALAM: Looking through glass. If you are like me and everyone else, it is likely you are on social media, basically to keep up with things that interest you, though nowdays its more like what people want to get you to be interested in.

Anyhow within a month before the presentation of the 2018 budget, from the things posted on the social media channel of those in the Defence Ministry, one is likely to surmise that next year will not be the year of the MRCA.

Condor Re-Manufacturing Program

SHAH ALAM: The Condors deployed to the Malaysian unit in UNIFIL – Malbat 850-5 – will be shipped home in batches to undergo refurbishment and upgrades.

Armed Forces Chief Gen Raja Affandi Raja Muhammed Nor says the Armored Re-manufacturing Program (ARP) will allow the Condors to continue serving the Army for the foreseeable future.

Keel Laying Ceremony for MMEA OPV

SHAH ALAM: The keel laying ceremony for the first out of three MMEA OPV is expected to be held this December. It will be held at the THHE-Destini shipyard in Pulau Indah, in Port Klang.

Industry sources told Malaysian Defence steel cutting for the first OPV is already underway in Singapore and it was a matter of time before the prepared materials are shipped to Port Klang for the building process to start.

SAE Gone Foreign

SHAH ALAM: Sepang Aircraft Engineering (SAE) the maintenance provider for RMAF fleet of four A400Ms has been fully acquired by Airbus it was announced on Oct. 12, 2017.

I am trying to get an official statement from the Defence Ministry on the implications of the ownership of SAE by Airbus. As stated above, SAE provides spare part and technical support services for the A400Ms. The contract was initially signed in 2015 and was renewed for another two years at LIMA 2017.

RM50 Million For SF

PENANG: As stated in the previous post, the Defense Ministry was hoping that the Special Forces will get an extra allocation from the 2018 budget.

It appears that they had. Prime Minister DS Najib Razak when announcing the 2018 budget stated that an allocation of RM50 million will be given to the Special Forces. However he did not say what the allocation will be used for.

MRSS and MPA, Really?

PENANG: It appears that the government had approved plans for the long delayed MRSS program for the navy and the MPA for air force.

With the approval, Defence Ministry can now finalise the technical requirements for both programs before it could proceed to decide whether to hold an open tender or not to select the respective contractors.

Once the decision to go ahead are green lighted and contractors chosen, the LOI could be signed after the government allocated the funding for the programs though the timelines remained hazy at the moment.

Urban Warfare Training Centre Inaugurated

SHAH ALAM: Army chief Jen. Zulkiple Kassim today inaugurated the Operation in Built Up Area (OBUA) training facility at the service’s combat training centre (Pulada) at Kem Ulu Tiram, Johor. The OBUA facility was built at the southern firing range of Pulada.

The new facility was dubbed the Zulkiple’s Urban Combat Village (ZuCOV) in honour of the Army chief, the service says in a statement. ZuCOV was completely funded by the Australian Army as part of the Defence Cooperation Programme between Australia and Malaysia.

Zulkiple later told reporters that soldiers need to be trained in urban warfare as it was different from jungle warfare which the Army excels in.

New Upgraded Condor Prototype

BANGKOK: New Condor. At the Merdeka Parade this year, two prototype Condors took part in the parade. One was the APC variant while the other was the logistics version. At the Defence and Security Exhibition ( DSE) here today, another newly upgraded Condor was displayed for the first time.

This Condor was upgraded by Chaiseri, Deftech’s Thailand collaborator, the original manufacturer of Lipan Bara. The upgraded Condor in the APC guise is the main attraction of Chaiseri showcase at DSE.

LIFT, MRCA and More

BANGKOK: LIFT, MRCA and more. Far from the rain and humidity of Southeast Asia, RMAF long term plan has finally been articulated.

At a Berlin conference on Tuesday, a two-star RMAF officer offered a glimpse into its current situation and the service’s view of the future.

Here are some of the talking points and not at ad verbatim.

In the immediate term, it needs to get at least ten more F/A-18 Hornet airframes though it remained to be seen whether they will get them at anytime soon.

The general said that they were mostly looking at the Kuwaiti Hornets as this was the most closest in term of specifications to its own Hornets. Ten single seaters will do nicely. High-hour Hornets though available, are not desirable.

Nexter Systems LG1 105mm Howitzer

KUALA LUMPUR: Nexter Systems LG1 105mm howitzer. Shortly after the 2018 Budget was announced, the Defence Ministry came out with a statement that some 20 assets will be purchase. Among those items stated in the statement was “105mm pack howitzer”. The media understandably reported it as such including Malaysian Defence.

However, I can revealed that the statement is incorrect. The army is not buying the 105mm pack howitzer. As Leonardo, the new name for Oto Melara, is no longer marketing the 105mm pack howitzer, this was puzzling to say the least. Many assumed that we are buying the Norinco-made copy of the pack howitzer which reportedly have been sold to Mexico.

Well the Army is buying the 105mm howitzer but its the Nexter Systems LG1 105mm howitzer. Although I wrote in the previous post that the decision to get new 105mm guns came out of the blue, it must be noted that Nexter displayed the LG1 at last year’s DSA.

Training Ships To Be Commissioned Next Year

SHAH ALAM: The two RMN training ships, Gagah Samudera and Teguh Samudera, are expected to be commissioned into service early next year. The commissioning ceremony will be held for both ships at the same time when work on Teguh Samudera is completed by year end.

RMN Assistant Chief of Staff Human Resources Rear Admiral Azhari Abdul Rashid says the ceremony is expected to be held in January once work on Teguh is completed. He says the two ships would be commissioned as the legal problems that had prevented them from doing so had been resolved.

Communications Suite for Lekiu and Jebat

SHAH ALAM: It was reported on Oct. 30 that the government had awarded a RM19.5 million to Boustead Heavy Industries Corp Bhd (BHIC) to supply and deliver a communications suite for Squadron 23rd Frigate of the Royal Malaysian Navy.

BHIC said the contract, valid for the next two years, was awarded to its wholly-owned unit, BHIC Defence Techservices Sdn Bhd (BDTS).

“A formal contract between the government of Malaysia and BDTS will be signed at a later date,” BHIC said in a statement filed with Bursa Malaysia.

Bajet Angkatan Tentera Malaysia 2018



MMP seperti biasa akan bagi satu ulasan ringkas mengenai bajet pertahanan negara sebelum pergi lebih terperinci.

Secara amnya bajet pertahanan meningkat sebanyak 5.3%.

Bajet Kementerian Pertahanan akan meningkat dari  RM15.1 bilion kepada RM15.843 bilion.

Walau pun ada peningkatan namun bila di bandingkan dengan GDP bajet sebenarnya berkurang jika di ambil kira bajet keseluruhan 2018.

Peningkatan 5.3% ni masih rendah jika di bandingkan Bajet Pertahanan 2015. 7% lebih rendah berbanding 2015.

Penambahan tu juga sebenarnya pergi kepada kos operasi Mindef dan Angkatan Tentera Malaysia. Nampaknya kos operasi, dan pengurusan tidak menurun malah bertambah. Ianya peningkatan sebanyak 7.6%. Sebelum ini bajet operasi dan pengurusan sebanyak RM11.7 bilion meningkat kepada RM12.56 bilion.

Pecahan Bajet

Malaysia sudah menubuhkan Pusat Serantau Digital Memerangi Mesej Melalui Komunikasi (RDG3) bagi mengekang ideologi ekstremisme seperti militan Daesh.

ATM turut menerima RM3.2 bilion bagi pembelian dan penyelenggaraan aset pertahanan merangkumi darat, laut dan udara bagi memperkukuhkan keselamatan negara.

Selain itu satu pelan tindakan Perumahan Keluarga ATM untuk membina lebih 40,000 unit kediaman secara berperingkat menjelang 2030 akan di laksanakan

Peruntukkan RM40 juta bagi menaik taraf lima hospital, empat poliklinik dan hospital veteran angkatan tentera

RM50 juta tambahan untuk meningkat upaya pasukan khas.

Nampak gaya bajet bagi 4 buah pesawat MPA juga telah di luluskan.

Bajet yang di luluskan bagi pembelian dan naik taraf aset peruntukan di bawah agenda Kesiapsiagaan Aset, Keselamatan dan Latihan.

Sebahagian dari aset yang di umumkan ialah dari previous funding. Kami pun tak faham kenapa gomen nak umumkan sekali dengan bajet 2018.

Contohnya Gowind dan LMS.

Apapun berikut senarai aset baru yang telah diluluskan bajetnya dan akan menyertai Angkatan Tentera Malaysia.

6 x Light Attack Helicopter (MD 530-G). Ini merupakan kontrak yang sekian kali di umumkan namun delay kerana masalah funding.

20 + Meriam 155/ mm Self Propelled Howitzer M109 A5 dari program EDA Tentera Darat Amerika. Program ini juga menghadapi delay sebelum ini di sebabkan bajet bagi refurbish dan upgrade sebelum ini belum di luluskan kerajaan.

Meriam 105mm Pack Howitzer. Yang ni misteri yang MMP tak pernah dengar lagi tetapi sebelum ini kita pernah ditawarkan 105mm LG1 light howitzer.

Peralatan khas bagi Gerup Gerak Khas (GGK)

Multi Role Support Ship (MRSS) di bawah Program Transformasi 15-to-5. Ada dua syarikat perkapalan yang tender rekabentuk kapal MRSS iaitu Makassar Class Indonesia dan Damen LPD 10000.

4 unit pesawat Maritime Patrol Aircraft (MPA). Belum di umumkan jenisnya tetapi ada tiga saspek utama. P8 Poseidon, P3 Orion dan CN235

Memperkukuh tahap keselamatan di Sabah dan Sarawak menaik taraf pos kawalan sedia ada serta membina 18 pos kawalan baru di sempadan Sabah/Sarawak dengan Kalimantan.

Penaiktarafan ini melibatkan lima pos kawalan sedia ada yang akan dinaik taraf menjadi pos gabungan iaitu dua di Sabah (Pos Saliliran dan Pos Serudong) serta tiga di Sarawak (Pos Kandie, Pos Tebedu dan Pos Serikin.

Nexter LG1 105mm Howitzer Malaysia



Akhirnya teka teki teka tekuk pembelian 105howitzer Tentera Darat terjawab.

Malaysia akan beli sekurang2 satu rejimen meriam LG1 105mm untuk tentera darat.

Pembelian ini kemungkinan bukan untuk menggantikan meriam Pack Howitzer 105mm Tentera Darat.

Air Drop-able Rescue and Survival System

SHAH ALAM: In June, the Defence Ministry issued a request for tender for a multi-modal transporter (MTO) to transport two units of “Air Drop-able Rescue and Survival System (ADRSS) together with the support equipment under the procurement project of the Sukhoi Su-30MKM aircraft.

As the selection of the MTO was announced in July, we can assume that the ADRSS has already been delivered to the 11th Squadron, the operator of the Flankers, based at the Gong Kedak airbase.

However as the MTO tender does not identify the make of the ADRSS we have to rely on a Google search to find which systems are available out there.

About Time To Produce Our Own Tactical Helmet

For the past 80 years, the Malaysian Army has seen the evolution of combat helmet beginning with the unique Brodie Helmet used by the men of the Malay Regiment during World War 2 to the iconic M1 steel helmet throughout most part of the Second Insurgency.

As the Army begins to embrace conventional warfare after decades of counter insurgency warfare, the men began to receive PASGT Kevlar helmets. The PASGT helmets have been produced locally and are in widespread use among all of the Army’s formation as well as those of the Royal Malaysian Air Force (RMAF) and the Royal Malaysian Navy (RMN).

Nevertheless, along with the advancement of military technologies, the current Kevlar helmet will also see its last days soon as next generation soldiers will have more compact and lightweight combat gear and weapon to bring along into the front line.

The Army is also striving towards Network Centric Operations (NCO) thus has for several years developing its own Future Soldier concept. Equipping a Future Soldier means that troop will not only have to carry his combat load but also will have additional weight of carrying electronic equipment. Thus, every single load that he carries will have be lighten through adoption of lightweight materials.

The PASGT helmet has been replaced by the lighter Tactical Helmet in order to accommodate more sensors and electronics that connects a single troop into the larger network.

Generally, Tactical Helmet is not just for Future Soldier. It has also find its way among Special Forces as well as specialised units in the Malaysian Army.





The 10th Parachute Brigade’s Patfinder Company or the PANDURA wears Tactical Helmet in place of Oakley helmet.



The men and women of the “Ready to Deploy Battalion” are also equipped with Tactical Helmet. Elements from the 4th Brigade seem to be equipped Tactical Helmet as seen during the visit to Sirajuddin Camp in Gemas by His Majesty the Seri Paduka Baginda Yang Dipertuan Agong, the King of Malaysia.



Also being equipped with Tactical Helmet are the Battalion Mobile Reserve (BMR) unit of the MALBATT 850 peacekeeping contingent which are mostly made up of special forces operators from the GGK, PASKAL and PASKAU.

Perhaps, it is about time that the Science and Technology Research Institute for Defence (STRIDE), an agency under the MINDEF to embark on research and development program for indigenous Tactical Helmet.

STRIDE has been instrumental in developing compact Army ration, light weight bullet proof vest, infantry webbing, ‘breathable’ uniform, lightweight PASGT Kevlar helmet and hydration back pack for the infantrymen. The Agency has also been instrumental in the development of the Army’s Future Soldier.

Now is the time for STRIDE to go even further with such research. Already, similar efforts have been made by neighbouring countries to enhance the capabilities of its soldiers through adoption of various new technologies.

Second NGPC Operational

SHAH ALAM: The second NGPC of the Malaysian Coast Guard (MMEA), KM Sri Aman has been put into service, yesterday (Dec. 4, 2017). Sri Aman is the second of six NGPC to enter service with MMEA. The first was KM Bagan Datuk.

Dari MMEA:

Kapal Ronda Generasi Baharu Agensi Penguatkuasaan Maritim Malaysia Wilayah Sarawak, KM SRI AMAN telah dirasmikan pengoperasiannya oleh Yang Amat Berhormat Datuk Patinggi (Dr) Abang Haji Abdul Rahman Johari bin Tun Datuk Abang Haji Openg, Ketua Menteri Sarawak pada pagi ini.

Pada majlis tersebut, beliau telah dibawa untuk menaiki Kapal KM SRI AMAN bagi menyempurnakan upacara perasmian. Persembahan khas lintas hormat dan demonstrasi aset-aset Maritim Malaysia Wilayah Sarawak telah memeriahkan lagi majlis setelah YAB Ketua Menteri Sarawak menandatangani plak di kapal. YAB Ketua Menteri Sarawak juga telah dibawa dalam pelayaran ringkas di atas KM SRI AMAN bagi memperlihatkan kepada beliau bagaimana kapal tersebut dioperasikan.

Di dalam ucapan perasmian beliau, YAB Ketua Menteri Sarawak telah menyatakan bahawa sekarang adalah masa yang tepat untuk penambahan aset baru di Negeri Sarawak memandangkan keluasan perairan Negeri Sarawak yang sebanyak 39% daripada keluasan perairan negara adalah cukup luas. Penambahan aset Maritim Malaysia ini dapat membantu melonjakkan pembangunan ekonomi Negeri Sarawak khususnya dari aspek keselamatan, pelancongan dan perikanan secara tidak langsung. Beliau turut menyatakan kesudian Kerajaan Negeri Sarawak untuk mendahulukan dana bagi pembinaan kapal-kapal baru Maritim Malaysia Wilayah Sarawak melalui Bank Pembangunan Negeri Sarawak yang baru ditubuhkan jika perlu.
