Decision on Eurocopter by Friday

KUALA LUMPUR: The government is expected to make a firm decision on the purchase of new helicopters for the Royal Malaysian Air Force, under the Nuri Replacement Programme, by Friday.
Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said the ministry had finalised its negotiations with European Aeronautic Defence and Space Co (EADS) on the purchase of the the Eurocopter EC725.
Although he declined to reveal the purchase deal, industry sources billed the package amount in excess of RM1.6 billion for an initial delivery of six helicopters, including training of crew, spares and technical and logistics support.
Should the procurement go through, it is expected to be part of the RM10.4 billion worth of contracts to be clinched during the ongoing Defence Services Asia (DSA) 2010 at the Putra World Trade Centre.
The New Straits Times has learnt some of the other major procurements lined up are:
- RM8 billion for 233 eight-wheeled armoured personnel carriers;
- RM210 million for small arms and ammunition;
- RM130 million for navigational and combat equipment for the two Scorpene submarines;
- RM100 million for technical assistance for the Sukhoi SU-30MKM Flanker aircraft; and
- RM100 million for spare parts for the army's main battle tanks.
"The details (for the helicopter deal), like the schedule of payment are being worked out and we are awaiting for the prime minister (Datuk Seri Najib Razak) to return from Japan to chair the weekly cabinet meeting," Zahid said after receiving a courtesy call from United States Undersecretary of Defence for Policy Michele Flournoy on the sidelines of DSA 2010, which opened yesterday.
He said the working paper on the helicopter purchase had already been forwarded for cabinet approval last year.
"The time has now come for the cabinet to make a decision on the percentage of deposit payment. To my understanding, there should not be any difficulties in terms of meeting their package offer price and Malaysia's ability to make good the payment," he said.
The helicopter purchase was put on hold last year owing to financial constraints and negotiations were believed to have resumed during the Langkawi International Maritime and Aerospace 2009 exhibition last December.
On the replacement for the destroyed Royal Malaysian Navy multi-role support ship KD Sri Inderapura, Zahid said the ministry had sent out a restricted tender by invitation to shipbuilders around the world.
"We are not subject to buy products from any specific country. Therefore, we are carefully studying the offer, including the financial package.
"What is important is the specifications should meet our design requirements."
On another note, Zahid said there was a possibility of the armed forces deploying a first-level medical team to Afghanistan before and after the US troops pull out from there.
"This is to show our commitment to promote peace in Afghanistan. We are also offering to train Afghan troops to take over peacekeeping duties on their own," said Zahid, who will follow up on the matter when he visits Washington DC next month.
Malaysia is expected to deploy peacekeepers in Afghanistan later on. |
