PENANG, Feb 12 (Bernama) -- The Finance Ministry has issued a stop work order on a company commissioned to carry out upgrading works on the Swettenham Pier after delays in its completion schedule.
Penang Port Commission (PPC) chairman Tan Cheng Liang said the upgrading project worth RM65 million started in May 2006 and was supposed to have been completed by 18 months or Nov 2007.
"The Finance Ministry issued the stop work order in December because the contractor had failed to complete the work on schedule.
"Before the final decision was made, we had given the contractor three extension periods but the contractor had been able to complete only 86 per cent of the job," she told reporters after receiving USS New Orleans (LPD-18) Commander Scott Davies from the United States navy on its maiden visit here today.
Tan added that following the Finance Ministry's decision, a special committee was formed to identify and study a probable solution to complete the project which includes the building of an international cruise terminal and a new 400m pier that can berth large cruise ships.
"We will do our utmost best to complete the project as the Port Swettenham pier will be vital to attract more international cruises to berth and bring their passengers to Penang. The pier that currently handles 50,000 passengers will also be able to handle 100,000 passengers when completed," said Tan.
The pier would also have a new three-storey building and house customs and immigration offices, quarantine areas, parking and commercial areas.
Meanwhile, Davies said the USS New Orleans was a San Antonio class amphibious ship and is passing by Malaysia on her way from San Diego in one of a regular scheduled series of port calls.
"Sailors from USS New Orleans look forward to discovering Penang and enjoying the great food and warm hospitality of Penangites," he added.

Warship docks in Butterworth

THE Royal Navy of the United Kingdom’s largest warship — the HMS Ocean — docked in Penang for the first time re-cently.
The impressive 203.4m-long, 14-deck ship anchored at the Butterworth Wharf for a seven-day operational stand-down on June 16.

The Landing Platform Helicopter vessel was deployed on Feb 17 this year to the Mediterranean as part of the TAURUS 09 Task Group which forms the biggest Royal Navy deployment to the Far East in more than a decade.
Commanding Officer Captain Simon Kings said the ship had conducted multinational exercises in amphibious and anti-submarine warfare off the coasts of Cyprus and Turkey and had last stopped in Singapore about four weeks before.
“The HMS Ocean is the biggest warship in the navy and the ship’s been used for the most operations over the last 10 years.

“The reason for this is because we have a huge amount of space to put things and are able to carry large numbers of troops and helicopters,” Captain Kings, 44, told reporters in an interview.
“The ship is an amphibious warfare helicopter carrier. ‘Amphibious’ means we are equipped to fight from sea to land.
“So in the event of an attack, Ocean would carry the troops in and fly them to shore by helicopter,” he said.
The HMS Ocean is also fully equipped with the most advanced medical facilities, with a full hospital, operating room, a 12-bed ward not including two high dependency beds and three doctors in tow.

Like the ship, this trip to Asia has been Captain Kings’ first, despite him serving in the Royal Navy for 27 years.
“This is my third captain’s job and I’ve spent time in the Gulf, the Falklands, America, South America, the Black Sea and the Mediterranean but this is my first time to Asia.
“So far, our journey’s been fantastic. We’ve done very good exercises and worked with the navies from Malaysia, Singapore, Australia, New Zealand and the USA,” he said.

He said he had been able to take five days’ leave off the ship to travel to Singapore, Kuala Lumpur, Bangkok, Phuket and Pulau Tioman which he rated as his personal favourite.
“The best part of the trip for me has been two things. First, we did an exercise off Turkey with six large ships where we practised an amphibious invasion at night with hundreds and hundreds of marines.
“This huge attack at 2am was such an im-pressive sight.
“The second thing must be visiting Tioman which is probably the most beautiful place I’ve ever been.
“I went snorkelling with the sharks and turtles which is something I’ve never done before and I’m already planning a trip back here next year with my wife,” he said.
Commander Matthew Clark, the ship’s Commander Logistics who was among several officers leading pressmen on a tour of the HMS Ocean, said the ship had just spent 10 days off the coast of Brunei for intensive jungle warfare training.
“Brunei’s primary jungles are very dense which makes it a fantastic place to train.
“Just moving from point A to point B is so difficult, so training in that environment makes it easier for the Royal Marines to do it in places like Afghanistan,” he said.
He said the ship had eight port stops along the way and Penang would be the last stop before they returned to Plymouth in August.
He said HMS Ocean could also carry up to 18 helicopters, depending on their sizes, and currently housed four Merlin Mk1 and three Lynx Mk7 helicopters.
The smaller Lynx helicopters were used largely for reconnaissance work while the large Merlins were designed for anti-submarine warfare.
Flight observer Lieutenant Karen Snel, one of the four women in the 820 Squadron who look after the Merlins, said the job on board HMS Ocean was demanding but she “couldn’t imagine doing anything else”.
The 820 Squadron has about 150 engineers and 50 aircrew officers on the warship.
Snel, 27, said she barely noticed the gender lines on board the ship as mixed gender crews are now the norm on British and American ships,
“I don’t really notice the difference. We are virtually a family here and everyone looks out for one another. I suppose it is like having 20 brothers and that is never a bad thing,” she said. |
