Another ex-ISA man owns up

Kota Kinabalu: A second former Internal Security Act (ISA) detainee has stepped forward to admit that he, too, was involved in the issuance of Identity Cards (ICs) to foreigners "but only to those eligible".

Jabar Khan said during the 1980s he "assisted mostly Filipinos and Indonesians who have been staying here for a long time to acquire genuine ICs, which was provided for under the law anyway."

Like another ex-ISA detainee on Saturday, Hassnar Ebrahim, Jabar said he was also willing to testify in court so that the truth can be known.

"Yes, I was involved, if not I would not be under ISA detention," said Jabar, who was held under the ISA from July 26, 1997 till Dec. 24, 1999 and was placed under Restricted Residence (RR) in the State Capital from January 2000 to January 2002.

However, the 65-year-old Putatan Umno member said the time has also come for the people to move forward, instead of harping on the issue.

"They should focus on addressing a more serious matter, i.e. that of fake ICs being sold to illegal immigrants and I believe the number having these is far greater," he said.

"This (fake ICs) is what the political leaders at both State and Federal level should be tackling rather than engage in pointless debate or pinning blame."

He also said as far as he knew, the Federal Government cannot be blamed, was not involved and probably was not aware until it was too late. "The situation was created by the PBS Government then due to its confrontational stand against Federal and pulling out of Barisan Nasional...some people with authority saw it as a golden opportunity and abused their powers."

Speaking at the Daily Express office Monday, Jabar, a founder-member of Parti Bersatu Sabah, said he was never involved in the issuance or sale of fake ICs and that though he knew about Sandakan businessman Hassnar Ebrahim, he was not part of the latter's operations.

Hassnar had said that he declined police requests to be interviewed on the matter because he had spoken at length of his involvement in a court case while other evidence have been published in books. However, Jabar said he was willing to be a key witness and also tell all in the event Hassnar is taken to court. Both Jabar and Hassnar were prominently mentioned in a latest book entitled "IC Projek" penned by M.D Mutalib, which is being sold for RM1,000 each.

"For helping those who had resided for a long time in Sabah and were eligible, I was detained under ISA. But what about those selling fake ICs and are still roaming freely? "Some, I understand, have returned to their hometowns in the Philippines and Indonesia in order to escape arrest after making millions of ringgit," claimed Jabar. He alleged that the going market price for fake ICs then was between RM3,000 and RM5,000 for Pakistanis and RM500 to RM1,000 for Filipinos and Indonesians.

"A lot of people were involved and money changed hands. At that time the economy was good so money was not a problem," he said. "This, the Federal Government must investigate and act before it is too late."

As a former PBS Supreme Council member, Jabar said he headed the party committee monitoring the issuance of ICs to foreigners.

However, his membership (1985 to 1991) was suspended when he was accused of assisting a PBS' "opposition" candidate, the late Datuk Mark Koding, who was then the president of Akar Bersatu in the Ranau by-election.

He said since Sabah was led by a PBS opposition government "people saw it as an opportunity" (to provide fake ICs to illegals and turn them into voters or in other words for political leverage).

"I am coming out in the open to tell the truth also because our Prime Minister (Datuk Seri Abdullah Ahmad Badawi) has asked us to tell the truth and to work with him," said Jabar, a former Chairman of Safma.

He said the government especially the police, National Registration Department, community leaders particularly village heads and village development and security committee (JKKK) chairmen should work together to find ways to nab those with fake Ics.

"Though the Government can also take action against foreigners who obtained genuine ICs a few decades ago, they must consider that these people have already been living in the State for several generations now. What is important is to go after the fake IC holders," he said.

"If there are too many people having these fake ICs it can jeopardise the security of the nation. If action is delayed then it will allow them to procreate and by then it will be too late.

"That is why we have street children problems. They are not accepted by our government nor the Philippine government because their nationalities leave question marks," he said.

On the street children, he suggested the Government formulate a programme for the people to adopt the street children and turn them into good citizens instead of letting them loose on the street. "If the government can do it for the Acheh orphans why not here?," he asked.

Jabar said the relevant authorities especially the NRD must also immediately carry out registration exercises for locals to get ICs and late birth certificates in the remote areas of Sabah.

"There are a lot of Murut, Lundayeh, Dusun, Sungai and even Tambanuh who have yet to get their ICs," he said.

Jabar, meanwhile, claimed he had told Umno that it was not appropriate for the Government to relocate the Sri Tanjung squatters affected by the airport expansion project to the area near Kampung Ma'ang in Penampang.

"Because these people (squatters) will bring about a culture shock and they are aggressive in terms of expanding (populating) quickly. I suggested better to move them to Kinarut," he said.

Jabar said the people in Sri Tanjung are genuine IC holders and not illegal immigrants.

Knocked unconscious and robbed

Tawau: Three robbers made off with RM325 after knocking unconscious a 20-year-old man near Bank Rakyat, here, on Monday.

Acting District Police Chief, Supt Ramli Ali Mat, said the man was walking alone in an alley nearby when the suspects confronted him.

"The man passed out after being punched by the suspects眅 later found his money in his wallet gone when he regained consciousness," he said.

Meanwhile, a Bugis woman in her 40s lost her mobile phone, gold necklace, bracelet and a ring at Kg Sentosa, here, the same day.

The woman was in her kitchen about 11am and found her items missing after going into her room.

In an unrelated case, a teenage girl was arrested in connection with the theft of a mobile phone worth about RM1,500, belonging to a 20-year-old Bugis woman, in town on Tuesday.

Villager loses only son in mishap
Tuaran: A Kampung Tinuhan villager lost his only son in a road accident at Kampung Bunga, about 100 metres from his village in Tenghilan, near here, late Wednesday. A motorcycle the 21-year-old Rolsin Roupin was riding on collided with an oncoming Proton Iswara, which was heading to Kota Belud, at about 10.40pm. Rolsin and his bike were dragged underneath the car for about 100 metres before ending up in a roadside ditch. His body, which was pinned underneath, only managed to be retrieved after the car was pulled out of the ditch. District Traffic Police and Public Order Chief, ASP Daniel Toyad, said a traffic police team went to the scene following public information at about 10.40pm. Rolsin, who was working as a housekeeping staff at a resort here, was heading home from Tenghilan township then, he said, adding the impact resulted in the motorcycle splitting into two. He said the 27-year-old driver of the Iswara, who stays in Penampang, also sustained a neck injury and was admitted to the district hospital. His condition was reported to be stable. Rolsin was the only son of five children of his farming family. The rests are girls aged between three and 18 years.

Student stabbed to death at Tamu
Keningau: A Form Four SMK Sook student was fatally stabbed in the chest after a misunderstanding at the Tamu Ground, Sook, near here, on Thursday.

District Police Chief, DSP Zahari Mohamed said Chalwiwmco Kiris, 16, fled from his assailant after being stabbed with a sharp object to seek help but collapsed soon after by the roadside.

He said passers-by helped send the boy to a nearby clinic but due to his serious injuries was sent to the district hospital at about 10.45am. Chalwiwmco was pronounced dead at the hospital at about 11pm despite efforts from doctors to save him, Zahari said, adding the hospital informed the police about the matter after that.

"Police believe the boy was among several teenagers aged between 12 and 17 who were at Tamu Ground Sook at about 10pm.

"Probably a misunderstanding developed and the boy ended up being stabbed in the chest," he noted.

He urged those with information to come forward and assist the police in their investigations or they could call the district police at 087-332222.

Flood rises to dangerous level in Pitas <br />
Pitas: The flood level in Pitas has risen to a dangerous 4.8 metres (appox 15ft) and a total of 26 villages are affected, the District Office, said Friday. <br />

A senior officer, Pitrus Apin, said rains fell since 4pm on Thursday and the number of villages affected may be more as 23 villages in the district have yet to submit any report to the Operations Room which was activated on Thursday. <br />
<br />
He said the district is facing manpower shortage to investigate the flood situation in each village as well as face communication problem as many of the villages do not have phones. <br />
<br />
Pitrus said so far 208 people from Kusilad have been evacuated and are now staying at the SMK Pitas II. Another 29 families from Kabalasan Laut have also been evacuated to the village's chapel hall or are staying with relatives. <br />
<br />
In KENINGAU, Deputy Chief Minister-cum-Rural Development Minister Datuk Joseph Pairin Kitingan said the District Flood Disaster Relief Committee should be mobilised in preparation for any emergency. <br />
<br />
While there was no sign of imminent serious floods in the district, this would not mean that nothing could happen, considering the current unpredictable weather condition, he said,Thursday, after being briefed by Assistant District Officer George Kandavu. <br />
<br />
In his briefing, George said in some places the water level had not reached the dangerous stage yet. The affected areas are Dalit, Karamotoi, Membulu and Kuala Kahaba. <br />

In MEMBAKUT, Deputy Plantation Industries and Commodity Minister Datuk Anifah Aman reminded recipients of boats complete with 15-hp outboard engines to assist the flood victims in their respective areas. <br />
<br />
He said this while distributing the boat to six areas in the affected kampungs, at the Membakut Sub-District Office here, Friday. <br />
<br />
According to him, the boats allocated were based on reports by village development and security committees, village heads and the Membakut Assemblyman himself. <br />
<br />
He was optimistic that the boats would be well used in the event of future flash floods, especially like distributing food items to the victims as well as transportation for residents cut off by flood waters. <br />
<br />
He said the 17ft x 14ft boat could withstand strong currents of the flood waters which affect oil palm plantations, trees and suspension bridges. <br />
<br />
The distribution was made to Kampung Sinoko, Bambangan, Sinduk, Baitam, Piasau and Limadang, as a result of donations by Anifah, Membakut Assemblyman Haji Ariffin Mohd Arif and corporate individuals Datuk James Wong and Michael Chea. <br />
<br />
In SANDAKAN, the non-stop deluge over the last few days has taken a toll on several areas with landslides and floods in the municipality. <br />
<br />
The scariest was a landslide which resulted in the collapse of a retaining wall behind a five-storey apartment building at Singapore Road on Thursday. <br />
<br />
Hundreds of occupants were evacuated, as the building was declared "unsafe" following an inspection by engineers from the Public Works Department. Mudslide also caused a tree in the area to topple over. <br />
<br />
Meanwhile, the road leading to Jalan Cecily from Tanah Merah was closed Friday afternoon, after a portion of the stretch was also declared "unsafe". <br />
<br />
Local community leader Lawrence Tan Kian Yee said that the depression on the road near SK St Gabriel was caused by non-stop heavy rainfall over the last few days. <br />
<br />
In this respect, motorists residing at Cecily have to take a detour via Jalan Utara or Batu Sapi towards their respective destinations, he said.
