Pulau Pinang naikkan kadar cukai taksiran tahun depan

       

GEORGETOWN: Kerajaan Pulau Pinang akan menaikkan cukai taksiran dianggarkan sehingga 30 peratus yang dinilai mengikut kategori hartanah, bermula tahun depan.

Pengerusi Jawatankuasa Perumahan, Kerajaan Tempatan dan Perancangan Bandar dan Desa negeri, Jagdeep Singh Deo, berkata kenaikan itu berdasarkan kadar cukai taksiran sedia ada yang tidak disemak sejak 15 tahun lalu, selain peningkatan kos pengurusan oleh pihak berkuasa tempatan (PBT).

“Kerajaan negeri pada mesyuarat Majlis Mesyuarat Kerajaan (MMK) pada 19 Julai lalu meluluskan permohonan Majlis Bandaraya Pulau Pinang (MBPP) dan Majlis Perbandaran Seberang Perai (MPSP) untuk menyemak semula Senarai Nilaian sedia ada yang berasaskan Nilai Tahunan pada 15 tahun lalu.

“Dengan mengambil kira unjuran perbelanjaan kedua-dua PBT itu yang meningkat setiap tahun serta beban kewangan yang perlu ditanggung, MBPP dan MPSP perlu menaikkan pendapatan dan hasil cukai taksiran sebagai satu cara untuk meningkatkan pendapatan,” katanya pada sidang di sini hari ini.

Jagdeep berkata, ketika ini, MBPP menanggung kos perbelanjaan pengurusan RM196.3 juta atau 291 peratus kenaikan berbanding 2005, manakala MPSP pula menanggung peningkatan kos perbelanjaan pengurusan RM107 juta atau 784 peratus berbanding 2005.

“Berdasarkan kajian penilaian semula, Senarai Nilaian Baharu 2020 dijangka dapat meningkatkan pendapatan MBPP sebanyak RM54.3 juta dan RM39.7 juta bagi MPSP,” katanya.

Mengulas lanjut, Jagdeep berkata, kenaikan kadar cukai taksiran yang baharu bergantung kepada kategori hartanah, lokasi dan saiz hartanah terbabit.

Contohnya, sebanyak 77 peratus pemilik kondominium di bawah pentadbiran MBPP perlu membayar sehingga RM50 kenaikan kadar penilaian, dengan baki daripadanya perlu membayar lebih RM50.

“Penilaian ini adalah tertakluk kepada akta, di mana ia akan dinilai berdasarkan Nilai Tahunan hartanah terbabit. Nilai Tahunan itu pula adalah berdasarkan keluasan, lokasi, dan sebagainya.

“Bagaimanapun, kenaikan ini lebih rendah berbanding di Kuala Lumpur, Petaling Jaya, Subang Jaya, Shah Alam dan Kota Kinabalu,” katanya.

Jagdeep berkata, pemilik hartanah yang tidak berpuas hati dengan Senarai Nilaian Baharu 2020, berhak untuk membuat bantahan mengikut Seksyen 142 Akta Kerajaan Tempatan 1976.

Katanya, bantahan bertulis boleh dibuat kepada PBT masing-masing pada atau sebelum 14 Oktober ini.

“Kedua-dua PBT itu juga sudah menghantar notis pemberitahuan kepada pemilik hartanah seperti yang diperuntukkan mengikut Seksyen 141 Akta Kerajaan Tempatan 1976, dan maklumat lanjut boleh diperoleh di Aras 12, KOMTAR, dan Tingkat 10, Menara MPSP,” katanya.

Penang govt told to reconsider new assessment rates amid possible property price hike

GEORGE TOWN, Sept 13 — The Penang state government must reconsider its decision to review the assessment rates of all properties in the state, Penang Gerakan chairman Oh Tong Keong said.

“The state government can’t increase the total assessment rates just because the two local councils are having deficit budgets, it is not right,” he told Malay Mail today.

He said the people should not be penalised with increases in assessment rates that will be between 40 to 55 per cent higher than this year.

“We have received numerous complaints from property owners on the sudden increase in total assessment rates they had to pay, some had to pay even more than 60 per cent higher than this year,” he said.

He showed the new assessment rate notice he received for his apartment on the island in which he paid RM340.38 this year but next year, he would have to pay RM531.

The annual value for his property had more than doubled from RM3,600 this year to RM8,850 next year but the annual percentage rate had decreased from 9.3 per cent to six per cent.

The annual value, as stipulated under Section 2 of the Local Government Act 1976, is the estimated gross annual rent while the percentage rate is fixed annually by the council according to its financial needs.

“The percentage rate may have dropped but they increased the annual value, at more than double the original value, so naturally the total amount we had to pay the council will increase too,” Oh said.

Oh said another homeowner’s notice showed that his annual value increased from RM20,010 to RM30,020, the percentage rate decreased from 11.55 per cent to nine per cent but the amount he had to pay increased from RM2,311.16 to RM2,701.80.

“The Penang state government has always prided itself of recording surpluses each year and very good at managing its finances, so why is it now burdening the people?” he asked.

He pointed out that the state even bought new cars for the state exco and some of the state excos often go overseas without bringing back anything concrete.

“Everyone can see they have been spending the state’s money freely and now they are burdening the people by increasing the assessment, it is not fair to the people,” he said.

He added that all categories of properties are affected by this, including those in the lower income group as low-cost and low-medium-cost housing will also see an increase in the rates.

Oh, who is also Gerakan vice president, said the state government should be cutting its expenditure instead of putting the burden on the people.

Earlier today, state exco Jagdeep Singh Deo said the assessment rates for all properties in the state, under both Penang Island City Council (MBPP) and Seberang Perai Municipal Council (MPSP), will be reviewed with increases that could go into a few thousands depending on the size, location and property type.

The Penang lawmaker did not divulge the percentage of increases despite being asked for a rough estimate of the increases but stressed that there was no single standard rate as each property was rated differently.

i tidak rasa bangsa dap akan tertekan untuk lakukan apa saja demi dap....i tidak pasti di bahagian penang yang lain ....but my parent housing area mereka undi dap sebab memang sokong parti  bukan untuk ambil kesempatan pada ph menifesto ..... nampak seperti mereka tidak perlu pun ....undi sebab ketuanan mereka jah ....

GEORGE TOWN, Sept 13 — Penang's assessment rates for properties in the whole state are still among the lowest in the country even after it they are reviewed, state exco Jagdeep Singh Deo said.

He said the assessment rates of other local councils in the country such as that of Dewan Bandaraya Kuala Lumpur (DBKL), Perbadanan Putrajaya, Majlis Bandaraya Petaling Jaya (MBPJ), Dewan Bandaraya Kota Kinabalu (DBKK), Majlis Bandaraya Shah Alam and Majlis Perbandaran Subang Jaya were higher in comparison.

Both Penang Island City Council (MBPP) and Seberang Perai Municipal Council (MPSP) will review the assessment rates next year for all properties in the state.

The new reviewed assessment rates for properties on the island starts from RM18 up to RM105 for low-cost flats, which is considerably lower when compared to RM64 and RM196 (DBKL) and RM114 (MBPJ).

The figures used for MBPJ is based on its 1992 rates and the city council is also currently reviewing its rates.

The new assessment rates for double-storey terrace houses on the island are between RM346 and RM941 while DBKL’s rates are from RM384 to RM1,440; RM1,400 to RM1,600  for Perbadanan Putrajaya and RM464 for MBPJ.

Over on the mainland, low-cost flats will pay assessment rates of between RM60 and RM106 to MPSP while in DBKK this is RM230; RM168 for MB Shah Alam; between RM170 and RM210 for MP Subang Jaya.

Jagdeep said this showed that despite the review of assessment rates in Penang, it remained relatively low compared to other cities in the country.

"We have not reviewed the rates for 15 years so it is time that we review it to increase the revenue for both local councils," he said.

Last week, he announced a review of the assessment rates citing the annual deficit budgets of both councils as the main reason for the review.

While he did not reveal the percentage of increase in the rates, Penang Gerakan claimed that ratepayers had complained of increases of 50 per cent and more.
