SPRM Siasat ‘Penyelewengan’ RM92.5 Billion, Bukan RM600 Billion Macam Anwar KataLast updated Dec 14, 2022

SPRM akan panggil Muhyiddin, bekas menteri kesihatan Khairy Jamaluddin dan Menteri Perdagangan Antarabangsa dan Industri Tengku Zafrul Tengku Abdul Aziz untuk memberi keterangan.

(Malaysiakini) – Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) mengarahkan siasatan terhadap dana kerajaan sebanyak RM92.5 bilion yang didakwa diseleweng ketika pentadbiran Muhyiddin Yassin sebagai perdana menteri.

Suruhanjaya itu hari ini menjelaskan siasatan awal mendapati hanya jumlah itu membabitkan dana kerajaan sedangkan RM437.5 bilion lagi bukan daripada kerajaan.

“Pihak Kementerian Kewangan sedang memperincikan pecahan tersebut dan akan menyerahkannya kepada SPRM pada minggu hadapan,” kata badan itu.

Kenyataan itu dikeluarkan selepas SPRM menerima butiran daripada Kementerian Kewangan mengenai pecahan dana pakej rangsangan ekonomi yang dibelanjakan kerajaan pada tahun 2020 dan 2021 berkaitan pengurusan Covid-19.

Anwar Ibrahim selepas mempengerusikan mesyuarat kabinet pertama pada 5 Disember mendakwa terdapat “pelanggaran” dalam pemberian kontrak berjumlah RM600 bilion tanpa tender.

Perdana menteri bagaimanapun tidak mendedahkan butiran lanjut.

Muhyiddin pula berkata dia tidak pasti bagaimana angka itu boleh timbul dan mencadangkan pengkritiknya terkeliru dengan peruntukan RM530 bilion dalam pakej rangsangan ekonomi.

Katanya daripada keseluruhan RM530 bilion itu, sebahagian besarnya tidak melibatkan perbelanjaan kerajaan kerana ia termasuk pengeluaran wang Kumpulan Wang Simpanan Persekutuan (KWSP), moratorium bayaran pinjaman bank dan jaminan kerajaan untuk pinjaman syarikat.

Kontroversi mengenai penggunaan dana kecemasan ketika berdepan pandemik Covid-19 itu pernah dibangkitkan oleh bekas ketua menteri Melaka Adly Zahari pada 15 Nov lepas.

PUTRAJAYA (Dec 6): Prime Minister Datuk Seri Anwar Ibrahim today cautioned Perikatan Nasional (PN) chairman Tan Sri Muhyiddin Yassin against challenging his government regarding the issue of RM600 billion funds that were allegedly misappropriated by the government under the latter’s administration.

The prime minister said that based on the information obtained, there were some processes and procedures that were not followed by the PN government and that there were companies with interest involving families involved.

“So, don’t challenge me. I want to focus on governing the country, driving economic growth and providing welfare to the people.

“But, once we are challenged, we will have to look into things,” said Anwar in his first press conference as Finance Minister.

Yesterday, Muhyiddin told a media conference after delivering a speech at the PN Grand Finale talk in conjunction with the 15th General Election (GE15) of the Padang Serai parliamentary seat, that Anwar should investigate the matter pertaining to the RM600 billion fund before making any statements.

Anwar,  who is Pakatan Harapan (PH) chairman, questioned Muhyiddin on his statement when he was Prime Minister,  claiming that it was misleading.

“The statement is misleading, it is as if the government spent so much money for the people, (but) a large amount is actually EPF (Employee Provident Fund) money which belongs to the people. I commented on this two years ago in Parliament.

“The people thought the government was spending so much (for them). Now he (Muhyiddin) has admitted, actually, it was not the government’s money because the money is EPF money and money belonging to banks through the moratorium.

“But there are other tens of billions of ringgit, which shows there is a violation of the rules,” he said.

On a statement by  PAS secretary-general Datuk Seri Takiyuddin Hassan seeking the prime minister to provide evidence that Perikatan Nasional (PN) had received funding from gaming companies for the recent general election,  Anwar advised him not to be hasty in issuing statements on the matter.

“Don’t be hasty because I am now the Minister of Finance, I have the file,” he added. – Bernama

Anwar asked for pardon twice, lawyer claims

A lawyer has challenged Prime Minister Anwar Ibrahim's recent statement on the royal pardon given by Sultan Muhammad V during his time as Yang di-Pertuan Agong in 2018.

Rafique Rashid also shared a copy of what appeared to be Anwar's order for immediate pardon and release, showing that the PKR president had applied for a pardon twice, in 2015 and 2017.

Both times, the applications were rejected by the Pardons Board.

The Federal Court, in February 2015, upheld a Court of Appeal decision sentencing Anwar to five years in prison after finding him guilty of sodomy.

According to the document, the Pardons Board meeting for the federal territories of Kuala Lumpur, Labuan and Putrajaya on March 16, 2015 and Feb 27, 2017 had considered the prisoner's appeal and the facts of the case.

The Pardons Board nevertheless advised that Anwar's five-year prison term be continued.

"And it is reasonable in His Majesty's opinion that mercy should be shown to Anwar Ibrahim," the document signed by then prime minister Dr Mahathir Mohamad said.

It continued with the king's order that Anwar be given a full pardon and considered as never having committed a wrongdoing, and immediately released.

Rafique said the document showed that Anwar had applied for a pardon before, and that his request had been rejected.

"Mr Prime Minister, please get the facts right," he added.

"The Pardons Board is under Article 42 of the Federal Constitution. In any event, it is crystal clear that you had twice, in 2015 then in 2017, tried to obtain your pardon unsuccessfully. Let the record speak for itself."

He also said that the pardon appeal was only for Anwar's second sodomy case and did not include the abuse of power case against him during his time as deputy prime minister in 1998.

"That remains an offence of which a sentence was served and, in legal parlance, is known as spent."

In the Dewan Rakyat today, Anwar said he had never applied for a pardon, and that he had received one on the initiative of Sultan Muhammad V.

He said Sultan Muhammad, who had actively followed the developments of his case, called him to tell him personally that he would grant him a full pardon.

"I did not ask for a pardon because I was punished, let this be clear on the record," he said.

"It was the Yang di-Pertuan Agong at the time who took the initiative."
