Job Title: Project Engineer, Engineering Department
Reports directly to: Line Manager “Mechanical Equipment & Systems”
Reports functionally to: Assigned Lead Engineer (LE)
Direct subordinates: ACAD Draftsperson, Designers
JOB DESCRIPTION
General:- To comply to the Company’s EHS Policies, Rules and Procedures
Specific to the Engineering Function:
In general, the Project Engineer complies with the Plant Business Management System MEGA, the Plant Business Manuals (PBM) and the Project Engineering File (PEF), and applies the imposed tools. He/she ensures on time delivery of the project engineering activities to contractual requirements. The following are the general project engineering task & responsibilities:
- Report to the Lead Engineer the status of the assigned tasks
- Provide input for the preparation of system time schedule and flat file upon request by LE
- In case of supplier and/or customer meetings, prepare or ensure the preparation of meeting reports
- Provide information to prepare the engineering progress upon request by LE
- Ensure completeness and full compliance of the deliverables with the contractual specifications
- Ensure that documents are prepared according to the engineering time schedule (flat file)
- Analyse client comments and elaborate comprehensive answers
- Participate in design and/or technical reviews (internal/external)
- Represent the assigned scope at meetings with the customer if required
- Validate documents with the appropriate engineering status and distribute according to the project specific distribution key
- Support the erection and commissioning activities
- Prepare reply of Non Conformance Reports (NCR) and take the necessary actions
- Prepare FSI in case of changes during construction if necessary
- Close out punch list items to obtain PAC and FAC as required by the LE
- Prepare as-built documentation as required by the LE
- Support claim management
- Ensure the feed-back of experience from the project via the Lead Engineer or directly in the Experience Response System (ERS)
Particularly, the Project Engineer for Process Engineering has the following technical and time schedule responsibility for the engineering work and/or services assigned to him/her by the LE:
- Prepare piping and instrumentation diagrams and ensure follow-up
- Provide input for the preparation of the equipment calculation notes
- Deliver on time the project process engineering documentation (mainly P&ID’s, system descriptions, signal exchange lists, analogue and logic diagrams (PFUPs), mechanical interfaces lists, electrical consumers list, piping list, valve list, operating instructions)
- Provide the design data for electrical, valve and piping engineering
- Provide requirements for the preparation of the instrumentation package
- Ensure that the arrangement and the piping routing correspond to the process requirements
- Manage the interfaces with internal participants and external partners, and take action if necessary
- Prepare cost to complete if required by the LE (engineering hours)
- Ensure the studies of the instrumentation erection design
- Provide and follow-up the instrumentation equipment specification
- Analyse and prepare comments on electrical and control parts of equipment documentation
- Provide the O&M documentation for his/her scope of supply and services
Particularly, the Project Engineer for Product Engineering has the following technical and time schedule responsibility for the engineering work and/or services assigned to him/her by the LE:
- Participate in the elaboration of the procurement concept (Engineering/Procurement Plan EPP) as required by the LE or the Project Engineering Manager (PEM), and implement the EPP
- Take the basic input data from the LE in order to prepare the technical dossier
- Prepare the Technical Dossier for Procurement to issue for quotation ensuring that it complies with the contract client technical document requirements and contract time schedule for delivery of equipment and documents
- Support the preparation of the Quality Control Plan (QCP)
- Prepare the Request for Quotation (RfQ) and Purchase requisition with the appropriate template
- Negotiate and agree with the suppliers the technical solution of the equipment
- Prepare the technical tender analysis (supplier evaluation) including comparison with basis used for tender PCDB
- Prepare and sign the final equipment technical dossier
- Provide support to Procurement to define the technical input to the liquidated damages and guarantee document
- Technically manage the equipment subcontract
- Support Procurement in the management of all claims and variations from the subcontractor
- Manage interfaces between the equipment subcontractor and all internal participants and external partners, and take action if necessary
- Ensure completeness and full compliance of the deliverables with the contractual specifications. In case of unavoidable deviation between ALSTOM and supplier requirements, ask for approval by the LE
- Ensure on time equipment follow-up (EFU-process) for the preparation of the packing list
- Prepare cost to complete if required by the LE (engineering hours and hardware cost)
- Participate in acceptance test at the supplier’s as required and prepare the corresponding acceptance checklist
In addition, the Project Engineer has the following tasks and responsibilities within the Line Organization:
- Provide assistance in establishing documentation of know-how in his/her respective area
- Consolidation of feedback from executed projects and development of technical solutions in cooperation with Lead Centres
- Support technical tendering activities
Performance Measurement:
- Objectives, Targets and Performance Measurements are defined on a yearly basis.
Authority:
- Obtain on-time decisions from LE
- Receive on-time comprehensive and binding information relevant for the task to be performed from those functions involved in the project
- Receive technical support from LE and Product Expert
- Access to technical tools and corresponding support as well as specialists’ know-how
Qualification, Competencies & Experience:
Education:
- University Degree in Engineering
- Experience in power plant engineering or related industries
Specific knowledge and skills:
- Good command of written and spoken English
- Able to work in a teamwork environment with minimum supervision
- Knowledge of power plant systems or products
- Knowledge of engineering processes and tools

Job Title : Inspection Coordinator
Role: - Coordination with Purchasing, Project Teams, Supplier Quality Managers, Suppliers
- Performing all the internal and external communication related to the task.
- Implementation of Pre-Shipment Inspections.
- Evaluation of offers in collaboration with the Q-Coordinator and preparation of orders.
- Enquiring inspection services based on technical input received from Supplier Quality Managers.
- Ensures right reporting at the right time for the assigned respective Project(s)
- Ensures Specific requests on interventions are handled in prompt and efficient manner to the satisfaction of Project
- Proactively manage intervention for the Supply Quality Managers such that resources are managed efficiently and cost optimized.
- Ensures regular updating of the data related to his / her scope in the respective IT Tools
- Coordinates the Supplier Performance Rating process from its initiation till hand over to the respective
- Preparing and issuing of purchase orders inspection companies.
- Preparations of inspection requests and follow up on purchase orders.
- Performance of Commercial follow up of purchase orders including check of received invoices, payment release and filing of all related documents.
- Performing analysis of statistical data and preparation of statistical reports.
- Introduction and maintenance of the Supplier Monitoring Codes and Standards Library.
- Managing of completeness of component lists and loading in EPC SYSTEM.
- IT tool Owner (e.g. SUMO or Power Source Database)
Accountabilities:- Supports the Supply Quality Manager(s) and is responsible for:
- The overall organization of the inspection assignments in prompt and efficient manner.
- Continuous improvement of the inspection process.

- Administration of the LOGINS tool.
Performance Indicators:- Is measured on the adherence to intervention planning for TPIC’s.

- Further Objectives, Targets and Performance Measurements are defined on a yearly basis.
