i'm not a mod. 
anyway, in that case, there's a possibility this issue is related to hardware. try use different switch or router.

kalau macam tu, cuba suruh your isp technician check physical connectivity between your premise to the isp gateway. i knew you said they've checked but try have them double check. may be they missed something.
i use cable at home, and this happen to me several times before. the first few times of troubleshooting, i had to change modem twice. then they checked connectivity and bandwidth - all looked okay. the last time it happened, it turned out that the cable that connects my house to the isp was kind of loose. once they tightened it up, i never had that problem again.
sometimes they forgot to ground one of the wires and resulted in leak signal (even though it never happen before). also, do you use any wireless router?

suma yg ko suruh tu aku dah try buat. kecuali panggil tm net punya orang je blom. aku try GFILAN yg orang letrik tu suruh. nampak ader perubahan skit. |

Kat office macam ni gak... IT naik pening sebab semua dah buat termasuk panggil orang tm net... anak buah pun dah pening kepala nak buat kerja tak boleh... saya pulak pening nak menjawab pada Boss yang buta IT. So minta HR keluarkan modal lebih sikit untuk beli perisian scan virus terbaru. OK lepas tu. Tapi masalah bila virus lebih canggih pulak menyerang. So cam biasa minta kat HR budget lagi... OK le sampai sekarang. Harap dia tak buat hal lagi sebab kesian tengok IT sampai 3 orang kerja tak tidur malam nak kerjakan satu persatu komputer yang ada dalam office tu. |

aku cadangkan belajar pkai linux. konfem xrisau =x. kalu virus masuk pon. xdek effect pape kat system  |

silap silap anti virus ko buat hal. kadang2 anti virus ni melembapkan connection network ngan internet dan proses membuka fail. sebabnya dia nak scan satu-satu file yang digunakan. tapi bukan semua anti-virus begitu. ko pakai anti virus apa? ko pakai software ntuk cc ke? yang pakai server ngan client. kalau kau pakai MOLCyberCafe tak heran la lembap connection ko.
