QR CODE <-> Database

Hi all,
I have a question here regarding QR CODE.
I know how to generate and scan it.
However, i have few question in my mind.
How to make qrcode to link to database through HTML?
Is it through some programming code?
For example, I can scan the qrcode, the qrcode will decode the information and directly find the file or folder in database (in PC).
I link is my concern now. How am I link it and is there any QRCODE generator that can make that function other than just website url, information, and text...

you need the link to auto-run or what?and beside that, u need a custom reader to do such function.
