RI hopes Asean to agree on rice reserve plan soon

Jakarta (ANTARA News) - Indonesia hopes members of the Association of Southeast Asian Nations (ASEAN) would agree at ASEAN meetings this year on an Emergency Rice Reserve procurement plan.

"The discussion last year did not produce any agreement but e hope it will be reached this year," Trade Minister Mari Elka Pangestu said at a press conference on Indonesia`s leadership in ASEAN for 2011 at her office here on Tuesday.

The director general for international trade cooperation of the ministry of trade, Gusmardi Bustami, meanwhile said ASEAN agriculture ministers had already discussed the plan to procure a rice reserve for emergency use by ASEAN member countries at a meeting in Cambodia last year.

He said among the issues on which they had not yet reached agreement at the meeting in Cambodia were the procurement mechanism and rice procurement sources, amount of stocks and the funding for the implementation of the common reserve procurement system.

The system was aimed at stabilizing the rice price in the region and helping other ASEAN countries form a rice reserve.

"In 2011 as the ASEAN chair Indonesia had an obligation to continue what was done at the meeting in Cambodia in 2010. Hopefully it can be accomplished," he said.

Vice Trade Minister Mahendra Siregar said the issue of food and commodity price movements would indeed become one of the focuses in the ASEAN meetings this year.

"Food and commodity price movement will become the main topic of discussion in the international forums in 2011. So it is normal for ASEAN to also be able to make significant achievement in this case," he said. (*)

RI journalists to promote press freedom

Jakarta (ANTARA News) - Indonesian journalists are to encourage and promote freedom of the press in the international world through a journalist forum called Medialog Indonesia.


"One of the missions of Medialog Indonesia is to encourage people of ASEAN and international to guarantee freedom of the press," Saiful Hadi, chief editor of ANTARA news agency , said here Wednesday.


Indonesia was one of the countries in ASEAN region in which freedom ofthe press was guaranteed by the law besides Philippines, he said at a gathering which was held in Gran Melia Hotel Jakarta, Wednesday.


Some other countries in ASEAN might not have freedom of press as it was in Indonesia, Saiful who was elected as the chairman of Medialog Indonesia said.


Journalists might not be able to enter some countries in ASEAN due to its policy that forbid freedom of press and they might be targets of murders in such countries, he said adding that one of the aim of Medialog Indonesia was to promote freedom of press in ASEAN and international region.


Medialog Indonesia also has a role as a bridge for dialogue between journalists around the world, Saiful Hadi said.


"I hope this forum could be a homeground for dialogue between journalists," he said.


According to him, Medialog would conduct numbers of activities for journalists such as, seminars, workshops, exchanges, and overseas trips as its programs.


M. Selim Caglayan, an Indonesian representative of Cihan News Agency said dialogue between journalists was necessary and Medialog would be a great bridge to accommodate such dialogue.


On the same occasion, Nasuhi Yurt, Ebru TV`s Vice President of Production said media was a powerful tool to solve issues.


Therefore, media has to be responsible and to bring people together as well as to bridge culture, he said.(*)

RI trying to forge defence cooperation with other Asean members

Jakarta (ANTARA News) - Indonesia is trying to forge its defence cooperation with other ASEAN member states by holding an ASEAN Defence Ministers Meeting (ADMM) this year, an official said.

Deputy Defence Minister Sjafrie Sjamsoeddin made the statement on Wednesday in commenting on the results of his working visit in Malaysia, the Philippines and Brunei Darussalam.

During the visit, Sjafrie officially extended invitations to the three countries to attend the 5th ADMM 2011 to be held in Jakarta on May 18-20. Indonesia will host the meeting in the capacity as chairman of the ASEAN Defence Forum 2011.

In Malaysia, Sjafrie met with Defence Minister Dato` Seri Ahmad Zahid bin Hamidi and his deputy Datok Abdul Latiff Ahmad. At the closed-door meeting, Sjafrie informed them of the agenda of the ADMM 2011 aimed at intensifying defence cooperation between the two countries and among ASEAN member states.

Sjafrie also disclosed the same agenda during his meeting with Philippine Defence Minister Voltaire T. Gazmin. At the end of his meeting, Sjafrie presented an assault rifle SS2-V1 made by Indonesia`s state-owned arms manufacturer PT PINDAD, to Gazmin as a souvenir.

After visiting Malaysia and the Phlippines, Sjafrie continued his journey to Brunei Darussalam for the same purpose. (*)

ASEAN Perlu Waspadai Prediksi Perang Pasifik II

Makassar (ANTARA News) - Asosiasi Bangsa-Bangsa Asia Tenggara (ASEAN) perlu mewaspadai prediksi yang memungkinkan terjadinya Perang Pasifik II.

Pengamat Lembaga Ilmu Pengetahuan Indonesia (LIPI) Prof Ikrar Nusa Bhakti di Makassar, Rabu, mengatakan, dalam hal ini, ASEAN Security Community harus mampu menstabilkan kondisi hubungan internasional di kawasan Asia Timur, termasuk Australia.

"Pada tingkatan regional Asia Pasifik, tampak jelas bahwa betapa hegemoni Amerika Serikat semakin menurun, dan membuat sejumlah negara Asia Pasifik, seperti China, India, dan Australia semakin memperkuat kapabilitas pertahanan yang cukup tingi," terangnya.

Bahkan, kata dia, dalam Buku Putih Pertahanan Asutralia tahun 2009, sudah mengisyaratkan kesiapannya untuk membangun kekuatan pertahanan dalam menghadapi kemungkinan terjadinya Perang Pasifik II pada tahun 2030.

Negara-negara tersebut telah memiliki rencana strategis pembangunan militer dan cenderung membeli alutsista untuk tujuan-tujuan ofensif, seperti kapal induk, kapal selam, kapal perusak, dan pesawat tempur.

"Jika ASEAN Security Community tidak siap untuk membendung potensi ini, maka hal yang paling ditakutkan bisa saja terjadi," tuturnya.

Menurut dia, hal ini sudah menjadi konsekuensi dari perubahan arsitektur dunia yang baru.

Namun, ia menilai, ASEAN masih cenderung lamban bergerak untuk membahas isu mengenai keamanan tradisional, yang dikarenakan faktor sejarah dan perkembangan kerja sama internasional.

ASEAN sendiri masih terus berupaya membangun tiga komunitas, yaitu komunitas keamanan, komunitas ekonomi, dan komunitas sosial budaya dan satu lagi bangunan yang sedang berjalan yaitu East Asia Summit (EAS).

"Yang menjadi tugas berat saat ini adalah bagaimana Indonesia sebagai ujung tombak ASEAN bisa mengajak negara-negara anggota untuk mewujudkan cita-cita dalam tiga komunitas tersebut yang pada akhirnya mampu membendung prediksi Perang Pasifik II," ungkapnya.

Selain itu, ASEAN juga dapat menjadi pengarah dari berbagai pertemuan puncak regional Asia Timur yang tidak dikendalikan oleh negara besar di luar Asia Timur. (*)

With Indonesia at the Helm, Asean Can Chart a Course for the Wider World

The enthusiasm with which Indonesia picked up the torch of Asean leadership in the new year was both exciting and propitious. Debates within and beyond Asean have mostly revolved around whether member states would be able to handle the challenges of increasingly dynamic regional and international realities. Now, with a strong and steady-handed leader at the helm, Asean can move on from this debate and head bravely into the next decade.

The new debate has shifted to the direction Asean will choose in the coming year. Foreign Minister Marty Natalegawa has already stated that he intends to focus on three major tasks during the coming year: making progress toward the fulfillment of the Asean Community, establishing a “dynamic equilibrium” between Asean and the world’s major powers and increasing Asean’s role in the global community of nations.

There is no denying that these are worthy goals for the organization. But simultaneously deepening ties within the organization and expanding its influence and interaction beyond is a tricky business, especially given that Indonesia has only a year to execute its plans.

Historically, reform and development in Asean has been extremely slow.

After it was created in 1967, it took a full nine years before it was able to convene its first summit-level meeting. And if Asean is going to make a stronger name for itself internationally, it will first have to fix some internal cankers.

So what should the priorities be?

Certainly greater international influence and “equalizing” with major powers are goals worth fighting for. Indeed, an increased Asean presence on the world stage would enable the organization to better negotiate while acting as a strong counterweight to the influence of other powerful entities like India, China, or the United States.

Second, international actors have found Asean to be a useful platform for engagement, a role that should continue. In the past a number of regional structures have emerged with Asean at the core: the Asean Regional Forum, Asean Plus Three, various Asean+1 dialogues and the East Asian Summit, to name a few.

Asean has also increased its involvement in various strategic issues that are affecting the region. For example, the EAS this year is expected to tackle issues as diverse as nuclear non-proliferation, maritime cooperation, human trafficking, climate change and the Korean peninsula.

Asean has also seen gains from widening their direct engagement with other Asian tigers.

China is making individual countries nervous with its increasingly confident interactions, and Asean has proven to be a stronger negotiating partner than each of the members individually.

This is even more relevant given China’s recent comment that it is a fact of life that there are large countries and there are small countries.

And while Asean countries are encouraged by US support for the group (given Asean’s ability to act as a hedge against China’s rising power), they recognize that the same cooperation can be a unified front to counter growing US influence in the region as well.

But passive blocking is not the only role for Asean. Active engagement will underline the grouping’s role as a regional bloc and a strong negotiating partner.

And with this higher level of engagement might come further opportunities for engagement, such as Asean mediation in international disputes.

To make any of this possible, there are various quandaries that must be addressed, and Asean’s track record in terms of its ability to integrate and coordinate is still mixed.

One obvious reason for this is the fact that Asean is an organization made up of diverse countries that have disparate histories and interests.

Vietnam, the previous chair in 2010, faced great difficulty in bringing together the often incongruent opinions of members to create a common position on global issues.

But there are also more practical roadblocks. For example, the dominant non-interference policy often prevents attempts to push members too strongly in a certain direction.

There is the problem that many member countries are poor and underdeveloped, making them more concerned with bringing growth to their people than solving international problems.

This may lead to what some see as an undercurrent of narrow economic nationalism and realpolitik. Asean countries also often compete internally as they have similar industrial sectors and lack complementary industries.

Still, there are methods by which Asean can work toward greater integration. Increased economic cooperation and the Asean Economic Community will be a key factor — creating a common market will enable members to increase economic interaction while also helping grow their economies and keeping the region competitive.

Expanding Asean influence to join in debates on competing demands for power, climate change and regional security will also be important. Further expansion will both help mitigate issues and familiarize the member countries with methods of negotiating.

Luckily, moves have been made in this direction. Since its adoption in 2007 the Asean Charter has been fundamental, giving Asean legal standing in international law and introducing a more integrated, rules-based organization with enhanced institutional capacities.

The Asean Intergovernmental Commission on Human Rights has also been significant in terms of creating a system which will force members to adhere to the “Association line,” and potentially providing a system for addressing the actions of member state excesses.

Expanding negotiations into new areas of international concern is also important.

On the terrorism front, the Asean Convention on Counterterrorism was signed in 2007, calling on members to share intelligence, training, curb terrorist financing and rehabilitate convicted terrorists. T

he 2009 Asean Political-Security Community Blueprint reinforces this.

Similarly, maritime cooperation has been an active area of engagement, with negotiations and agreements over the South China Sea being an important aspect of Asean’s work. Using these integration tools to their full will be well worthwhile.

The issues that Asean will be facing in the coming decades, ranging from environmental change, terrorism and increased stridency from China, India and the United States are inherently international issues that will be so much more difficult to tackle without a strong international bloc.

Furthermore, integration will make Asean more relevant and agile. And a strong regional bloc will allow states to focus on growth and development rather than on protecting their national interests.

Given these circumstances, how should Indonesia go about attaining its three goals in the coming year?

First, given the limited time-frame, Indonesia may wish to pick two or three key areas (such as human rights, maritime cooperation, or migrant rights) to focus on.

This would provide Asean with experience in working together on concrete issues relevant to all of them while developing channels of negotiation and making important steps towards becoming a more cohesive grouping.

At the same time, it would signal to the international community that the group is serious about becoming a more effective partner and is willing to do the tough work to help negotiations succeed.

Second, putting an emphasis on the increased unity of Asean at upcoming regional summits throughout the year would help lift its profile internationally.

And when broaching important international issues, such as those emerging in the South China Sea, a unified stance would make Asean a more solid and valued entity on the international stage.

Such gravitas, brought about by a thoughtful, shared stance on a variety of key issues, will not only bring Asean together and reinforce the importance of the organization in the eyes of the world, but will also allow Asean to widen its influence — and to benefit in ways that perhaps are not yet clear even to its member states .

Yudhoyono: Indonesia has moral responsibility over Cambodia-Thailand conflict

Jakarta (ANTARA News) - Indonesia which is the current chairman of the Association of Southeast Asian Nations has a moral responsibility to become part of the solution of the conflict between Cambodia and Thailand.

"This year Indonesia as the chairman of ASEAN has a moral responsibility to become part of the solution (of the Cambodia-Thailand conflict)," he said at his office here on Monday.

In view of that he said he had sent foreign minister Marty Natalegawa to Cambodia and Thailand to meet his counterparts.

"I have sent the foreign minister to Cambodia and Thailand. Today he will be in Cambodia and tomorrow in Thailand," he said.

President Yudhoyono said there had been communication before between the Indonesian foreign minister and his Cambodian and Thai counterparts regarding the intention of his visit to their countries.

The recent clash between the Cambodian and Thai military forces was not the first.

Before on several occasions President Yudhoyono had already held separate meetings with the Thai and Cambodian prime ministers to discuss their border dispute.

"At the time they made commitment to exercise restraint to prevent unwanted incidents," he said.

In view of that President Yudhoyono hoped the mission carried out the foreign minister now would be fruitful and a peaceful solution could be found in line with the ASEAN Charter.

The ASEAN sectretary general, Surin Pitsuwan, earlier called for Thailand and Cambodia to accept the ASEAN offer to help find a temporary ceasefire to reduce tension and emotion for the sake of the bigger interest of the two countries` peoples and ASEAN.

He said the escalation in the situation on the border between Thailand and Cambodia could decrease confidence in ASEAN and affect tourism, investment and economic recovery efforts in the region morever the clash had claimed lives.

The armed conflict flared up on Friday (Feb 2) along the disputed area not far away from the old Preah Vihear Hindu temple.

The border conflict between the two countries had escalated for the past few years because, despite the International Court of Justice`s decision declaring that Preah Vihear belongs to Cambodia in 1962, the area around the temple remained a disputed area.(*)
