SAF task group foils pirate attacks in Arabian Sea

The Singapore Armed Forces (SAF) task group, comprising Landing Ship Tank (LST) RSS Endeavour and two Super Puma helicopters, disrupted two separate attacks by suspected pirates on merchant vessels that were transiting through the Arabian Sea, south of Oman, on 1 Nov.

The SAF task group is operating under the Combined Maritime Forces (CMF) counter-piracy mission Combined Task Force (CTF) 151.

The LST was patrolling east of the Internationally Recognised Transit Corridor (IRTC) in the Arabian Sea, when it responded to a call which the CTF 151 flagship USS Anzio had received from merchant vessel MV BW Broker, that it was being chased by a suspicious skiff. The skiff had a ladder on its side, indicating a possible intent to board and attack the vessel.
RSS Endeavour immediately launched one of the Republic of Singapore Air Force's (RSAF's) helicopters on board to investigate the skiff, while it proceeded to the location of the merchant vessel. The suspicious skiff was unable to board the vessel and broke off the attack.

Less than two hours later, RSS Endeavour was contacted by another merchant ship, MV Elka Athina, in the vicinity. The vessel was being approached at high speed by a skiff with five people carrying weapons. RSS Endeavour launched a helicopter again to investigate. By the time the helicopter arrived, the skiff had broken off its attack.

The LST remained in the vicinity to survey the area. The helicopter later located the suspicious pirate skiff which was heading towards the dhow, Shu'ai 3. CTF 151 had previously identified Shu'ai 3 as a pirate mothership associated with other attempted piracy activities.

The helicopter continued to shadow the skiff as RSS Endeavour closed in on both the skiff and the dhow. The suspected pirates aboard the skiff surrendered. As the helicopter approached the mothership dhow, a large bag, suspected of containing pirate paraphernalia, was thrown overboard from the pirate dhow.

The suspected pirates complied with orders to board the dhow which was to return to Somalia, while their skiff would be destroyed so that it could not be used further for piracy activities. When the men were aboard the dhow, the RSAF helicopter was directed to fire at the abandoned skiff to sink it.

Commenting on the successful disruption of the two attempted pirate attacks, Commander CTF 151 Rear Admiral Kaleem Shaukat, from the Pakistan Navy, said: "The goal of Combined Task Force 151 is to prevent and disrupt acts of piracy on the high seas. This morning's disruptions by RSS Endeavour were an excellent fulfilment of that goal.

"I commend the Commanding Officer and crew of RSS ENDEAVOUR on a job well done and also thank CMF and the other naval forces in the area that cooperated in this successful disruption. Thanks to all of these combined efforts this morning, two merchant vessels were able to continue transiting safely to their destinations."

CTF 151 is one of three task forces operating under the United States-led CMF, a 25-nation coalition. CTF 151's counter-piracy operations focus on the Gulf of Aden, Southern Red Sea, Arabian Sea and Somali basin, an area covering 2.5 million square miles.

                     Suspected Pirates abandon attack skiff

ARABIAN SEA – Combined Maritime Forces (CMF) warship RSS Endeavour of the Republic of Singapore, assigned to the mission-based counter-piracy Combined Task Force (CTF) 151, disrupted two separate attacks by suspected pirates on merchant vessels transiting the Arabian Sea south of Oman, Nov.1.

RSS Endeavour was conducting counter-piracy operations east of the Internationally Recommended Transit Corridor (IRTC) in the Gulf of Aden.  The Merchant Shipping Industry Best Management Practices (BMP) encourages merchant vessels to register with the United Kingdom Maritime Trade Organisation (UKMTO) whilst in the high risk area for piracy.  The MV BW BROKER contacted UKMTO at approximately 8:00am and stated they were being chased by a suspicious skiff with seven people on board.  A ladder, which is a tool used by pirates to board vessels, was visible in the skiff and this indicated to the crew that it may be pirates.  (CTF) 151 Commander, Rear Admiral Kaleem Shaukat, Pakistan Navy, authorized RSS Endeavour to take appropriate steps to respond.   RSS Endeavour altered course to intercept the MV BW BROKER and established direct communication with the merchant vessel.  RSS Endeavour also launched one of its embarked helicopters to rapidly provide direct support to the merchant vessel.


Buoyant with confidence due to RSS Endeavour’s helicopter support, MV BW BROKER used speed , evasive manoeuvring and other BMP measures to prevent the suspected pirates from boarding and they broke off their attack.


Less than two hours later, at approximately 10:00am, CTF 151 received another report from a merchant vessel under attack from suspected pirates.  MV ELKA ATHINA, in close proximity to the MV BW BROKER, contacted RSS Endeavour via bridge-to-bridge radio and reported that their ship was being approached at high speed by another skiff.  The skiff had five persons on board carrying weapons.  Once again, a helicopter from RSS Endeavour was tasked to investigate and again the suspected pirates were deterred from boarding the merchant vessel.  RSS Endeavour’s helicopter then located the suspected pirate skiff and followed it to its mothership.



When the suspected pirate skiff and helicopter both reached the vicinity of the suspected pirate dhow, communication was established between the helicopter and the suspected pirates.  The dhow was identified as a known pirate mothership that has previously been responsible for acts of attempted piracy.  RSS Endeavour’s efforts resulted in the suspected pirates abandoning their attack skiff and retreating to their mothership.  RSS Endeavour’s helicopter destroyed the attack skiff and all associated pirate equipment.



After these successful disruptions, Rear Adm. Shaukat said, “The goal of Combined Task Force 151 is to deter and disrupt acts of piracy on the high seas.  This morning’s disruptions by RSS Endeavour were an excellent fulfilment of that goal.  I commend the Commanding Officer and crew of RSS Endeavour on a job well done, and also thank CMF and the other naval forces in the area that cooperated in this successful disruption.  Thanks to all of these combined efforts this morning, two merchant crews are safe and their vessels were able to continue to their destinations.”


CTF 151 is a mission based counter-piracy task force that operates in the Southern Red Sea, Gulf of Aden, Arabian Sea, Somali Basin, Gulf of Oman and the Indian Ocean in order to deter and disrupt piracy, protecting maritime vessels of any nationality and securing freedom of navigation for the benefit of all.

Singapore is part of the Combined Task Force-151, an international US-led fleet of warships off the Gulf of Aden. Two Singaporean rear admirals have commanded the fleet twice. Singapore has been sending both ships and Maritime Patrol Aircraft to support the fleet.

Singapore requests AMRAAM missiles

SINGAPORE, April 5 (UPI) -- The U.S. Defense Security Cooperation Agency reports that Singapore is seeking the purchase of 20 AIM 9X-2 Sidewinder Block II All Up Round Missiles.

The contract, if approved by Congress, would include associated equipment, parts and support and would be worth $36 million.

" This proposed sale will contribute to the foreign policy and national security of the United States by increasing the ability of the Republic of Singapore to contribute to regional security, "  the agency said, " Its contributions to counter-piracy and counter-terrorism efforts continue to stabilize a critical chokepoint where much of the world's goods and services transit en route to and from the Asia Pacific region. "

Associated equipment to be supplied under the Foreign Military Sales package includes eight CATM-9X-2 captive air training missiles, five CATM-9X-2 Block II missile guidance units, two AIM-9X-2 Block II tactical guidance units, containers, spares and repair parts.

" The Republic of Singapore requires these missiles to meet current and future threats of enemy aircraft, " the agency said. " The proposed sale will enhance RSAF's ability to operate with coalition forces in bilateral and multilateral exercises and potential air defense operations. "

The prime contractor for the deal would be Raytheon Missile Systems.

SAF Increases Armour Training in Germany

Minister for Defence Dr Ng Eng Hen visited the Singapore Armed Forces (SAF) troops participating in Exercise Panzer Strike at the NATO-Bergen Training Area, Germany, on 23 April 2013.

During his visit, Dr Ng was briefed on the conduct of the exercise and witnessed a successful bilateral live-firing involving the 2nd Company of the 48th Battalion of the Singapore Armoured Regiment and their German counterparts from the Bundeswehr's 33rd Panzer Battalion. Both armies had been engaged in rigorous training and exchange of pointers in the lead-up to the joint exercise, which involved the execution of tactical manoeuvres.

Speaking to the servicemen at the visit, Dr Ng emphasised the importance of overseas training in providing realistic and challenging training opportunities for the SAF to hone its operational readiness and extended his appreciation to them for their professionalism and dedication. Giving his thoughts on the exercise, Dr Ng said, " I think all servicemen recognise and realise that they have to optimise these very precious training resources. It makes a big difference for them, they know that that once they have done this, they are very confident that they can fire accurately on the move and they are confident as a crew. I think that is something they have achieved that cannot be taken away from them - that they feel very confident of themselves. "

Exercise Panzer Strike is the fifth in the series and has included a bilateral live-firing component for the second consecutive year. It will involve more than 1300 armour personnel, 14 Leopard 2SG Main Battle Tanks and 11 Bionix I Infantry Fighting Vehicles. These training opportunities in Germany have helped build up the professionalism and capabilities of the SAF Armour. Due to a recent agreement, SAF Armour will now be able to double their training time in Germany.

IMDEX 2013 : World navies Gather in Singapore

Changi Naval Base, Singapore : 15 warships from nine countries around the world, including the latest patrol vessels, frigates, corvettes and destroyers, sailed into Singapore for the Warships Display at IMDEX Asia 2013 this week. The US Navy’s first ever littoral combat ship, USS Freedom, in its maiden overseas deployment, was among the warships at Changi Naval Base.

The picture shows some of the visiting vessels cisiting IMDEX this year, including (in clockwise order): RSS Valiant (Victory Class corvette P91), RSS Bedok mine countermeasure boat (M105), RSS Formidable (F68) and RSS Tenacious (F71), both Formidable (La Fayette) Class frigates.

In the background, left is Ladroite, the French experimental OPV, with the Royal Thai Navy HTMS Rattanakosin (F441) to its right, the Shivalik class Frigate INS Satpura (F48) and Kora class Corvette (P62) INS Kirch, both from India. The Australian Armidale class Patrol Craft HMAS Bathurst is seen by the side of the USS Freedom, the first Littoral Combat Ship of the US Navy.

The Malaysian frigate KD Lekiu frigate (30), Indonesian KCR 40 class patrol craft KRI Kujang [642] and Diponegoro Class Corvette KRI Frans Kaisiepo [368] are closing this impressive line up at the Changi Naval Base in Singapore. Two vessels from Singapore are filling in for the two vessels that were scheduled to arrive from South Korea.
