BUTTERWORTH: Two years ago, she was forced to quit school to take care of her sickly parents.
Only 17 then, Fatimah Salleh juggled her time between caring for her family and working in a factory.

Despite her daily struggle, she was determined to resume her studies and work towards a better future.

She saved whenever she could and now, she has enough to enrol for a catering course at a college in Kepala Batas.

Edisi Utara: Petani bimbang siput gondang emas mengganas

GEORGETOWN: Lebih 25,000 keluarga pesawah di Pulau Pinang kerugian puluhan ribu ringgit apabila benih padi yang disemai awal bulan lalu, musnah diserang siput gondang emas.

Pengerusi Lembaga Pertubuhan Peladang (LPP) negeri, Datuk Jamaludin Omar, berkata serangan siput itu membabitkan lebih 50 peratus kawasan padi seluas lebih 12,000 hektar di negeri ini.

Katanya, keadaan itu menjejaskan pendapatan pesawah kerana terpaksa menyemai semula benih padi dan ini membabitkan kos tinggi iaitu kira-kira RM300 bagi setiap hektar.

Kos itu tidak termasuk upah membajak dan menanam padi serta meracun.

揢saha menghapuskan haiwan perosak ini sukar kerana bilangannya sangat banyak dan tidak terhad di petak sawah saja, malahan di tali air.

" Pelbagai cara digunakan termasuk meracun tetapi sukar mengatasi masalah itu, tambahan pula kini musim hujan, menyukarkan kerja membunuh siput gondang," katanya ketika dihubungi, semalam.

Jamaludin berkata, musim hujan yang dijangka berterusan sehingga akhir tahun turut menyumbang kepada kerugian pesawah.

Beliau berkata, berbanding musim sebelumnya, serangan kali ini lebih serius kerana musim hujan berterusan.

"Hujan berterusan akan merosakkan padi yang sedang membesar dan memudahkan siput membiak. Haiwan itu cepat membiak di kawasan berair dan aktif pada sebelah petang dengan memakan tunas padi yang baru tumbuh," katanya.

Sehubungan itu, beliau berharap jabatan yang berkaitan memberi perhatian serius bagi menangani masalah berkenaan yang berlaku saban musim penanaman padi.

" Pesawah mengeluh kerana mengalami kerugian yang besar terutama di kawasan Permatang Tok Gelam dan Permatang Tiga," katanya.

Padi yang ditanam selama 110 hari dijangka mengeluarkan hasil pada Februari tahun depan. Secara purata pesawah di negeri ini menghasilkan sebanyak 4.6 tan padi sehektar.

Mayat terapung bawah jambatan

GEORGETOWN: Seorang pekerja lelaki yang melakukan tugas terkejut apabila menemui mayat seorang lelaki dalam keadaan meniarap dan terapung di bawah Jambatan Pulau Pinang, dekat sini, semalam.

Mayat yang ditemui kira-kira jam 12 tengah hari, dikenali sebagai Ooi Chee Beng, 34, berdasarkan penemuan kad pada mangsa dan didapati berpakaian lengkap dengan kemeja-T dan berseluar jeans.

Timbalan Ketua Polis Marin Wilayah Utara, Superintendan R Mogan, berkata pihaknya menerima panggilan mengenai penemuan mayat sebelum menghantar dua bot ronda PC3 dan PAC 455 dengan 10 anggota polis ke tempat kejadian.

Menurutnya, sebaik tiba di tempat kejadian, anggota menemui mayat seorang lelaki dalam keadaan berpakaian lengkap dan meniarap terapung di bawah Jambatan Pulau Pinang.

GEORGETOWN: Kerakusan 10 syarikat pemborong mengaut keuntungan berlipat ganda pada musim perayaan akhirnya mengundang padah selepas diserbu dalam satu operasi di Lebuh Campbell, di sini, semalam.

Serbuan Ops Perayaan dilakukan kira-kira jam 11 pagi hingga jam 2.30 petang membabitkan sepasukan 35 pegawai penguat kuasa Kementerian Perdagangan Dalam Negeri dan Hal Ehwal Pengguna (KPDNHEP) negeri.

Ketua Pegawai Penguat Kuasa KPDNHEP negeri, M Gunaselan, berkata pihaknya melakukan serbuan berkenaan secara serentak selepas melakukan intipan sejak beberapa minggu lalu.

Menurutnya, dalam pemeriksaan itu, pelbagai barangan tiruan seperti beg, pakaian, seluar jeans, cermin mata dan aksesori wanita yang menggunakan jenama terkenal dirampas.

Katanya, antara jenama terkenal tiruan itu termasuk Billaborg, Adidas, Quicksilver dan Levi's yang semuanya dianggar bernilai RM150,000.

" Pemeriksaan ke atas 10 syarikat pemborong itu berjaya merampas sejumlah 1,955 baju, jeans (180), kasut Adidas (40), topi (229), tali pinggang (58) termasuk aksesori wanita.

"Kami turut menahan 10 pekerja berusia dalam lingkungan 20 hingga 30-an untuk siasatan lanjut," katanya.

Gunaselan berkata, siasatan dilakukan mengikut Akta Perihal Dagangan 1972 yang jika sabit kesalahan bagi individu boleh didenda RM100,000 atau penjara tiga tahun atau kedua-duanya sekali.

Katanya, bagi kesalahan syarikat pula, denda tidak melebihi RM250,000 atau tiga tahun penjara atau kedua-duanya sekali.

Banduan Penjara Pulau Pinang Bayar Zakat


PULAU PINANG, 3 Okt (Bernama) -- Seramai 109 banduan di Penjara Pulau Pinang turut membayar zakat semalam.

Pengarah penjara Ibrisam Abdul Rahman berkata pihak penjara tidak memaksa banduan membayar zakat tetapi mereka sendiri yang mahu membayarnya.

Sebanyak RM545 dipungut dari banduan itu dan akan diserahkan kepada Pusat Zakat Pulau Pinang, katanya pada majlis berbuka puasa di penjara tersebut.

Kutipan zakat dipenjara itu dilakukan sejak 2004.

Tanjung Tokong Dibangun Pertengahan Tahun Depan


PULAU PINANG, 3 Okt (Bernama) -- Projek membangunkan kawasan penempatan orang Melayu di Tanjung Tokong akan bermula pertengahan tahun depan selepas 251 keluarga berkenan dipindahkan ke penempatan sementara hujung tahun ini bagi memberi laluan kepada proses pembangunan fasa pertama kawasan itu.

Pembangunan kawasan tersebut yang merupakan perkampungan Melayu terakhir di Georgetown dan menelan belanja antara RM800 juta dan RM1 bilion akan mengubah lanskap kawasan pinggiran pantai Tanjung Tokong.

Pengarah Urusan Uda Holdings Bhd, Datuk Jaafar Abu Hassan berkata pembangunan kawasan itu akan dibuat dengan teliti tanpa menjejaskan persekitaran kehidupan masyarakat Melayu yang telah lama mendiami kawasan tersebut.

Bercakap kepada pemberita selepas majlis berbuka puasa bersama-sama 170 anak yatim di sini malam tadi, beliau berkata 180 unit rumah transit dijangka disiapkan bulan ini sebelum penduduk dipindahkan semasa cuti sekolah akhir tahun.

"Pembangunan kawasan seluas 29.4 hektar itu yang melibatkan tapak lama Kampung Tanjung Tokong serta kawasan tebus guna tanah, akan menempatkan kawasan perumahan mampu milik dan kawasan komersil supaya masyarakat setempat tidak ketinggalan," katanya.

Beliau berkata pembangunan Tanjung Tokong melibatkan empat fasa dan dijangka mengambil masa antara 8 dan 10 tahun untuk disiapkan.

Tanah di sepanjang jajaran pantai Tanjung Tokong dan Tanjung Bungah merupakan antara kawasan tumpuan utama pembangunan industri pelancongan serta tumpuan pemaju kerana nilainya yang tinggi.

Keadaan Kampung Tanjung Tokong yang masih kekal dengan ciri rumah kampung lama dan tidak tersusun, kian dihimpit pembangunan pesat kawasan sekitarnya.

Jaafar berharap semua 830 penduduk berkenaan dapat ditempatkan di rumah pangsa seluas 850 kaki persegi serta dilengkapi dengan pelbagai kemudahan prasarana moden.

"Kita harap keadaan masyarakat Melayu di kawasan ini lebih baik dan tinggal dalam persekitaran yang jauh lebih selesa, bersih dan terancang," katanya.

Mengenai bantahan segelintir penduduk berhubung projek pembangunan itu, beliau yakin masalah itu dapat diselesaikan secara baik sebelum keseluruhan projek siap sepenuhnya.

"Bukan setakat pemilik asal yang akan mendapat rumah, malahan anak-anak mereka yang berkeluarga dan mendiami rumah yang sama akan turut mendapat rumah sendiri," katanya.

11 PBT Dinilai Suku Pertama Tahun Depan


PULAU PINANG, 4 Okt (Bernama) -- Sebanyak 11 pihak berkuasa tempatan (PBT) di seluruh negara akan dinilai tahap prestasi dan kecekapan menerusi sistem penggredan mulai suku pertama tahun depan.

Menteri Perumahan dan Kerajaan Tempatan Datuk Seri Ong Ka Ting berkata baki sebanyak 93 PBT lagi akan dinilai secara berperingkat mulai suku kedua hingga hujung tahun depan.

"Usaha untuk penggredan itu selaras dengan hasrat kerajaan untuk meningkatkan lagi sistem penyampaian perkhidmatan dan prestasi PBT berdasarkan pemberian taraf bintang antara satu dan lima," katanya kepada pemberita selepas merasmikan Balai Bomba dan Penyelamat Paya Terubong di sini hari ini.

Beliau berkata melalui sistem itu, kerajaan dapat menentukan tanda aras prestasi setiap PBT.

"Mana-mana PBT yang kemampuan atau prestasinya rendah akan diberi perhatian oleh pihak berkuasa di peringkat negeri dan pusat melalui Kementerian Perumahan dan Kerajaan Tempatan untuk memperbaiki prestasinya," katanya.

Ong berkata tahap prestasi dan kecekapan PBT berkenaan akan dinilai setiap dua tahun oleh sebuah panel khas.

Tujuh aspek yang diambil kira dalam penilaian itu ialah kepimpinan dan pentadbiran iaitu sebanyak 20 peratus, pengurusan kewangan dan hasil (10 peratus), bina upaya dan pembangunan sumber manusia (20 peratus), pelaksanaan undang-undang, dasar-dasar kerajaan, peraturan dan garis panduan (25 peratus), perkhidmatan komuniti dan masyarakat (10 peratus), perkhidmatan pelanggan (10 peratus) dan program ICT dan laman web (lima peratus).

Untuk memperoleh taraf lima bintang, setiap PBT perlu mendapat antara 90 dan 100 markah, empat bintang (75-89 markah), tiga bintang (60-74 markah), dua bintang (46-59 markah) dan satu bintang (45 markah dan ke bawah).

Peserta Felcra Diminta Ambil Peluang Pembangunan NCER, ECER


KEPALA BATAS, 4 Okt (Bernama) -- Peserta Felcra di negara-negeri utara dan timur diingat supaya mengambil peluang memperbaiki taraf hidup mereka dengan menceburkan diri dalam pelbagai bidang pertanian lain selain tanaman kelapa sawit seiring dengan pembangunan Wilayah Ekonomi Koridor Utara (NCER) dan Wilayah Ekonomi Pantai Timur (ECER).

Timbalan Menteri Kemajuan Luar Bandar dan Wilayah Datuk Zainal Abidin Osman berkata sebanyak 94,000 hektar tanah sedang diusahakan oleh peserta Felcra di kedua-dua wilayah itu yang dimanfaatkan untuk pelbagai sektor pertanian seperti penternakan dan akuakultur.

"Bagi kawasan NCER, sebanyak 14,000 hektar tanah yang diusahakan oleh peserta Felcra dan bagi kawasan ECER pula tanah seluas 80,000 hektar boleh dimanfaatkan untuk pelbagai aktiviti pertanian sampingan selain tanaman kelapa sawit," katanya kepada pemberita selepas menyampaikan dividen kepada peserta Felcra Pulau Pinang di sini hari ini.

ECER ialah wilayah ekonomi ketiga yang akan dilancarkan oleh Perdana Menteri Datuk Seri Abdullah Ahmad Badawi, bulan depan. Ia meliputi Kelantan, Terengganu, Pahang dan Mersing di Johor.

Wilayah Pembangunan Iskandar (WPI) ialah wilayah ekonomi pertama, meliputi selatan Johor, diikuti Wilayah Ekonomi Koridor Utara (NCER) yang melibatkan Perlis, Kedah, Pulau Pinang dan utara Perak.

Mengenai rungutan peserta Felcra di Pulau Pinang yang terpaksa membayar premium tinggi untuk memperbaharui tanah mereka yang dipajak, Zainal Abidin berharap kerajaan negeri dapat menimbang untuk mengenakan premium yang lebih rendah supaya tidak membebankan peserta Felcra.

"Peserta tidak mampu membayar kadar premium yang tinggi ikut kadar semasa," katanya.

Beliau berkata sebagai contoh tanah seluas 1.8 ekar dikenakan premium RM300,000 dan ini terlalu tinggi dan di luar kemampuan peserta Felcra.

"Bagi negeri seperti Pulau Pinang dan Melaka, premium sangat tinggi. Kita harap kerajaan negeri dapat kurangkan premium dan kelonggaran perlu diberikan kepada mereka yang terlibat dalam bidang pertanian seperti peserta Felcra," katanya.

Unemployed man dies after arguing with friend

NIBONG TEBAL: A 34-year-old unemployed man died hours after he was stabbed by a friend.

K. Sankaranathan and the friend had gone out drinking in Taman Murai Jaya on Tuesday and got into a fight.

Sankaranathan died of multiple stab wounds to the face and arms, according to police.

According to a spokesman, the two men were drinking samsu with several others when an argument sprang up. Police received an emergency call at 6.40pm.

Sankaranathan, who lived in Taman Merak Jaya, Simpang Ampat, was taken by ambulance to Sungai Bakap Hospital. He was later transferred to Penang Hospital, but he died about 9.40pm.

According to the police, a man in his 30s is helping with their investigations, but the main suspect is believed to be in hiding.

Council puts end to hearings on project

GEORGE TOWN: There will be no further hearings on the Penang Global City Centre Project (PGCC), says the Penang Island Municipal Council (MPPP) president.

Datuk Zainal Rahim Seman said yesterday, the council had met with the residents who would be directly affected by the RM25 billion project on the Turf Club grounds so there was no need for any more discussion.

He added that under the Town and Country Planning Act by-laws, the council had discharged its obligations by consulting the people who lived and owned property in the vicinity of the project.

"We have done our part ... it is impossible for us to get the views of the whole population of Penang before the project is approved. The project will never take off if we were to consult every party."

Last Thursday, a closed-door meeting took place, attended by Zainal, 16 representatives of the Residents Association of Jesselton (RAJ) and Datuk Patrick Lim, executive chairman of Equine Capital Bhd, the project developer.

The two-hour meeting was arranged after residents in the area expressed concern over the massive project on their doorstep.

Zainal said the meeting was adequate as those directly affected had raised their concerns about the project and the developer had given assurances.

On fears raised about the high density of the PGCC, which would take about 15 years to complete, Zainal said the council had proposed four sets of plot ratios, depending on the contours of the 104-hectare piece of land.

Under the yet-to-be approved building plan, Zainal said the council would restrict development on the hilly parts of the land and allow more buildings on the flat areas.

Abad Naluri Sdn Bhd, a subsidiary of Equine, will carry out the project in about a year's time.

PENANG: Outside the Leng Hong Keung Temple, a ko tai performance and large crowd had gathered to celebrate a deity's birthday.  

The merry-making was a stark contrast to the sombre mood inside the temple on Lorong Slim where little Shearwel Ooi Ying Ying抯 father was conducting a special ceremony for her last night.

If she had not met such a gruesome death three months ago, Ying Ying would have celebrated her fourth birthday yesterday.

Her father Ooi Eng Chew, 29, brought along masak-masak (cookery toy set), a plastic tambourine and trumpet, packets of curry-flavoured Mamee snacks, colourful lollypops, gummi bears, biscuits with sugared icing, and a cake.

Temple medium Lai Seng Hee then turned to a group of reporters and asked them if they had any questions for Ying Ying.

Buoys causing boat crash

FISHING boats heading to the open sea have been invol- ved in collisions beneath the Penang Bridge with buoys used to anchor floating platforms in the ongoing bridge widening project.

The fishermen cannot see the objects in the dark as the buoys do not have lights.  

Sungai Udang Cage Fish Breeders Association chairman Chew Thong Tai said the solid metal barrels used as buoys were not fixed with safety lights or reflectors and had been the cause of a few boat accidents in the area.

揟here have been four accidents in the past two months. Unsuspec-ting fishing boats have knocked into these half-submerged buoys during their journey out to the sea between 4am and 6am,

Hotel chefs do Penang proud

THREE chefs from Parkroyal Penang were placed second in the 13th Culinary Gathering of Cooks and Chefs 2007 competition held in Bangkok.  

Tan Jee Aun, Eric Cheam Kah Boon and Lee Sheng York won the silver medal in the Western-style cooking category. The contest, held at the Ro-yal Paragon Hall Exhibition and Con-vention Centre, was organised in conjunction with the International Food and Hospitality Show 2007.

There were 15 contest categories including The Gourmet Team Chal-lenge, Thai Food Restaurant Contest as well as Asian Type Cooking Con-test.  

In the Western-style cooking contest, participants were required to cook and serve a five-course menu within three hours for the judges and another set for the booth display.

The Penang contingent prepared Cured Salmon and King Crab Timbale as the cold appetiser, pumpkin soup, Duck Patties with Sweet Potato Mash with Pan-Fried Duck Foie Gras as the hot appetiser, Slow Braised Australian Beef Cheek as the main course and Crispy Peach Samosa with Plum Confit as the dessert.  

According to Senior Sous Chef Tan Jee Aun, the competition was challenging because all the dishes must be ready in three hours.  

揑t was an extremely good expe-rience for us to be able to compete internationally against some outstanding chefs from different countries. We are also proud to be able to represent Malaysia in this competition and bring home silver medals,

RM6mil in drugs seized

Police seized more than RM6mil worth of drugs with the arrest of 3,659 people in Penang in the first nine months of the year.

Penang Narcotics Department chief Supt R.S.S. Batumalai said the drugs seized included 139.2kg of cannabis, 43.3kg of heroin, 6kg of syabu, 3kg of ketamin, 14,432 Erimin 5 pills, 4,306 Ecstasy pills and 19.9kg of Ecstasy pills in powder form.

Man killed in drunken brawl

NIBONG TEBAL: A 34-year-old jobless man was killed in a quarrel with a group of friends during a drinking session.

K. Sankaranathan, from Taman Merak, Simpang Ampat, died upon admission at the Penang Hospital at 9.30pm on Tuesday after he was transferred from the Sungai Bakap Hospital.

South Seberang Prai deputy OCPD Asst Supt Mohamad Rosli Mohd Ali said a police team rush-ed to Taman Murai Jaya at 6.40pm on Tuesday after being informed that someone was injured in a fight.

He said the victim sustained serious facial and head injuries and was rushed to the Sungai Bakap Hospital.

ASP Mohamad Rosli said the victim was believed to have been attacked with a sharp object and police have yet to recover the murder weapon.
