Ask And You Might Get What You Wish For

SHAH ALAM: On my previous post on PDRM New Helicopters, FareedLHS commented that it will better if a bigger helicopter either the EC145 or the AW169 be chosen for programme.
Well what do you know as soon as I saw the comment, I got an email from Eurocopter Malaysia PR company on an upcoming demonstration flight of the EC145 T2. The demo flights marked the active marketing of the helicopter in Malaysia and the region. The T2 is the Fenestron version of the EC145, the newest 4-ton class twin engine, multi-purpose helicopter in the Eurocopter product range, the latest evolution of the EC145/BK117 family. This family of aircraft has seen more than 800 deliveries worldwide and has accumulated more than 3 million flight hours.

More on the AV8 Part ?

SHAH ALAM: Despite the reluctance by the Army and Deftech to discuss the development of the AV8, it appears that its Turkish partner, FNSS have no such qualms.
Yes, FNSS is marketing the PARS 8X8 and 6X6 Wheeled Armoured Combat Vehicle (WACV) on its own but its obvious without the Malaysian contract it will not be able come up with such a nice marketing tool.

Saab looks to additional partnerships in Malaysia
Jon Grevatt, Bangkok - IHS Jane's Defence Industry
Saab is looking to enhance its footprint in Malaysia by establishing additional industrial partnerships to develop a range of defence systems, including electronic warfare.
Thomas Lindén, Saab Malaysia's country manager, told IHS Jane's on 21 November that the company wanted to expand an existing tie-up with Malaysian company DRB Hicom as well secure additional industrial relationships.
Saab established its teaming arrangement with DRB Hicom in 2011. The partnership is focused on meeting Malaysia's requirement for an airborne early warning and control (AEW&C) system.
Lindén said: "Saab has a strong, strategic partnership with DRB Hicom, which we hope to develop further."

Thai-Malaysia collaborate on 4x4 for Malaysian Army

Thailand's Chaiseri Metal & Rubber Company and Malaysia's DRB-Hicom Defence Technologies (Deftech) are collaborating on promoting the Thai company's First Win 4x4 multipurpose armoured vehicle to the Malaysian Army.
The two companies are jointly displaying the vehicle at the General Police and Special Equipment Exhibition at Putrajaya, Malaysia, which runs 2-6 October. They plan to offer the vehicle to meet elements of a requirement within the Malaysian Army for a new 4x4 platform to replace some of its Rheinmetall Condor armoured personnel carriers, which entered service in the early 1980s.
Noparath Koolhiran, the import-export manager of Chaiseri, told IHS Jane's on 4 October that should the First Win vehicle be selected to meet the Malaysian Army requirement an initial batch of vehicles would be produced in Thailand, while additional batches would be co-produced and licensed-produced by Deftech in Malaysia.

Yes I know with such a burden one would think the financial planners will make sure our defence and national security spending is prudent and responsible but again, we are not living in a perfect world.

2014 Here We Come!

SHAH ALAM: With just a few days before the New Year, I had wanted to write something about 2014, without sounding too pessimistic however.
Nonetheless with the word that there is a push to get the Prime Minister to step down by next March, the mood I must admit sound more pessimistic than before. Even if the rumoured takeover failed to materialise one must expect that the chance for any extra defence and national security spending for 2014 remained remote.

IAe To Convert RMAF CN235 As MPAs????
Indonesian media has reported that the Indonesian Aerospace (IAe) is expected to produce 21 CN-235 and 54 NC-212 Aviocar for various service in the Indonesian Armed Forces (TNI).
It has also been revealed that IAe will also produce 3 CN-235 and 3 NC-212 for various ASEAN military and para-public agencies. A CN-235MPA has been ordered by Brunei’s TUDB, probably to complement its sole CN-235MPA.
The Philippines is said to be ordering 2 NC-212 while Royal Thai Police has been reported to order 2 CN-235 and an NC-212 aircraft.
Should the report is indeed founded, this would be the former’s first order with the IAe while the additional CN-235 and NC-212s ordered by the latter would eventually replace the Fokker F-50 and complement the police’s sole CN-235-200M.
Also part of the report was that two of RMAF CN-235 would be upgraded and converted by the IAe as MPA variant. The RMAF is currently operating 6 CN-235-220M in troop transport role while 2 newer CN-235-100 are being configured as VIP transport. The IAe did not specified which variants would be converted into MPAs.

No MRCA and AEW But…

KUALA LUMPUR: Both of RMAF most capital extensive programmes – MRCA and AEW – has been put into the backburner.
RMAF chief Jen Tan Sri Rodzali when confirming this today said there was no indication on when both projects will be revived.
He was answering queries from Malaysian Defence on the status of both projects following the announcement of the 2014 budget. See budget announcement.
However, all is not doom and gloom. Jen Rodzali said the air force obtained the allocation for the procurement of the Pilatus PC-7 Mk 2 turboprop trainers and the upgrades for both the Nuri and C130H Hercules fleet.

Recapitalising the Navy, Sort Of

KUALA LUMPUR: The contract which will kick off the construction of the LCS/SGPV is expected to be signed by the end of the month, Royal Malaysian Navy chief Admiral Tan Sri Abdul Aziz Jaafar said today.
He however declined to say when actual construction for the first of the six-class LCS/SGPV will start as according to him, it depended on various factors. He said currently Boustead Naval Shipyard personnel were in France to finalise details on RMN’s latest vessel – expected to be in service by 2018.
Abdul Aziz admitted that it was quite important for the construction of the LCS/SGPV to start as soon as possible as the RMN was facing challenges in its ability to conduct its maritime operations as mandated by the government due to lack of hulls. He said RMN was involved in in eight operations presently which forced the command to be “very intelligent” to allocate precious resources.

Back in the Saddle, Again

SHAH ALAM: After almost seven years sitting in the dock, KD Kasturi is set to return to operational status. One hurdle however, remains, the ship and its crew need to ace the Operational Readiness Evaluation (ORE) set for next week.
Kasturi Commanding Officer Kdr Mohd Zaidi Ibrahim and his crew are quietly confident passing the ORE with flying colours. After spending the last three months or so conducting sea trials which was preceded with the Workup phase to get ready for the ORE, it was evident Kasturi’s hardworking crew did not want to fail at the last hurdle.
He was speaking to reporters during a visit to the ship berthed at the Lumut Naval Base on Jan 15.
According to Mohd Zaidi, the Workup phase and the ORE were a normal procedure for ship coming out from a long term refit. He said the ORE determine whether a ship’s crew were ready for all the operational tasking ordered by the RMN.

Joint Procurement, Wishful Thinking?

SHAH ALAM: This post is an expansion on the comments I made concerning joint procurement. Some had extrapolated that I meant that it will be an Asean-wide joint procurement like those envisioned by both the current and previous defence ministers.
However, my idea is more limited, between Malaysia and Singapore as we are already bound together under the Five-Power Defence Arrangement (FPDA). Yes I understand whats the FPDA is all about, there is no specific commitment to intervene militarily in the event of an attack on the peninsular of Malaysia or Singapore. However as stated in Wikipedia ” The FPDA provides for defence co-operation, and for an Integrated Air Defence System (IADS) for Peninsular Malaysia and Singapore based at RMAF Butterworth under the command of an Australian Air Vice-Marshal (2-star). RMAF Butterworth, until 1988 under the control of the Royal Australian Air Force, is now run by the Royal Malaysian Air Force but hosts rotating detachments of aircraft and personnel from all five countries.”
It is in this spirit, my idea concerning joint procurement notably for similar assets which will not only be beneficial in terms of cost (due to bigger economy of scale) and also to increase trust between Malaysia and Singapore.

Going, Going, Gone

SHAH ALAM: Before I go further, let me wish a Happy Lunar New Year to all those celebrating. Anyhow, I initially thought I will be hunkering down for the holidays and there was no need to update the site. But then came the reports that Malaysia was buying the Airbus Helicopters Tiger attack helicopter.
With various readers asking me about the report, despite the answers I gave in the comments section, I believed I need to respond to the questions in a separate post.
The original story about the Tiger came from the French defence magazine Air-Cosmos website. As the story was in French, I had to use Google Translate to read it.
The story was basically headlined “When Will Malaysia Signed the Contract for Tiger HAP?”. In short, it stated that Malaysia had asked for six Tiger helicopters to be delivered in early 2014. However, despite readying six Tiger HAP (support protection) from the stocks of the French Army Light Aviation (ALAT) there was no word when the contract will be signed. Nonetheless, the report said that Airbus Helicopters was confident that the project will continue in the near future as Malaysia was a good customer for its products.|

Malaysia Standard Rifle

SHAH ALAM: Its not yet official – I am not sure it will ever be proclaimed as such – but lets call the kettle black – the Colt M4 Carbine is Malaysia’s standard rifle.
It is now in service with three branches of the Armed Forces – Army, Navy and Air Force and soon it will be the standard rifle for the police also. With the police under its belt, its no guess other agencies in the Home Ministry – prisons and probably immigration – will also be supplied with the M4 if the need arises.
I had posted previously that the police was keen to re-equip some of its units with the HK416s to replace the M16A1s and Bushmaster M4s especially for those earmarked for deployment to the east coast of Sabah. Apparently the request had been rebuffed. The Bushmasters M4 famously went to the VAT69 – the elite police commando unit – which had specifically requested for the 416s.

Australia Intends To Provide Two Retired Patrol Boats To Malaysia By Mid-2015
Australia intends to provide two retired Australian Customs and Border Protection Bay Class patrol boats to Malaysia by the middle of next year, said Australian Minister for Immigration and Border Protection Service, Scott Morrison
PUTRAJAYA, Feb 5 (Bernama) -- Australia intends to provide two retired Australian Customs and Border Protection Bay Class patrol boats to Malaysia by the middle of next year, said Australian Minister for Immigration and Border Protection Service, Scott Morrison.
He said the boats would be used by Malaysian Maritime Enforcement Agency (MMEA) to counter people-smuggling operations throughout the region as both Australia and Malaysia had cooperated closely to combat this illegal activity.
"Providing two Bay Class boats to our valued partners is a practical operational strategy to stem this criminal trade closer to the point of origin," he said in a statement issued by MMEA here Wednesday.
He said Australia would provide training with the patrol boats which would involve Australian Customs and Border Protection Services officers assisting in the development of MMEA's existing capability.
The Bay Class Patrol boats have a range of 1,000 nautical miles at 20 knots, are crewed by 12 officers and equipped with two response tenders capable of being launched from moving patrol boat in most sea states.
Earlier this morning, MMEA General Director Admiral Maritime Datuk Mohd Amdan Kurish received Morrison at the MMEA office in Putrajaya.
