Diplomat Korea Utara ada imuniti politik, kata IGP






Setiausaha kedua, kedutaan Korea Utara yang dikehendaki berkaitan dengan siasatan pembunuhan Kim Jong-nam memiliki imuniti politik daripada ditahan oleh polis tempatan.

Ketika mengesahkan perkara itu, Ketua Polis Negara Tan Sri Khalid Abu Bakar berkata Malaysia akan mengikut protokol undang-undang antarabangsa bagi menyoal lelaki itu.

"Dia ada imuniti jadi sebab itu saya kata kita perlu ikut protokol," katanya kepada pemberita ketika ditemui selepas menghadiri Majlis Sambutan Tahun Baru Cina, Polis Kontinjen Kuala Lumpur hari ini.

Menurut Perkara 29 Konvensyen Vienna, seorang ejen diplomat yang diiktiraf tidak boleh dikenakan sebarang bentuk penangkapan atau penahanan.
Khalid berkata polis Malaysia juga telah mengemukakan surat permohonan rasmi untuk menemubual diplomat itu, bersama dengan seorang lagi warga Korea Utara yang dikenal pasti sebagai kakitangan Air Koryo.

“Pekerja syarikat penerbangan itu tidak memiliki sebarang kekebalan diplomatik dan (kita) boleh menahannya pada bila-bila masa dan akan mengeluarkan waran tangkap sekiranya dia gagal menyerah diri," katanya.

"Jika kamu tidak cuba sembunyikan sesuatu, usahlah takut," katanya ketika ditanya kemungkinan bahawa Korea Utara tidak akan memberi bekerjasama dalam siasatan itu.

Khalid berkata, pihaknya yakin maklumat daripada kedua-dua suspek amat penting dalam menyelesaikan kes berkenaan.
Channel News Asia pagi ini memetik seorang pegawai kanan polis sebagai berkata diplomat Korea Utara itu dirakamkan oleh kamera litar tertutup (CCTV) menghantar empat suspek yang melarikan diri pulang ke Pyongyang.

Don't visit North Korea, Nazri tells Malaysians

KUALA LUMPUR: Datuk Seri Mohamed Nazri Abdul Aziz has discouraged Malaysians from visiting North Korea, citing security reasons.

The Culture and Tourism Minister described North Korea as a "rogue" state which is highly unpredictable.

"I don't encourage Malaysians to visit North Korea.

"You cannot predict what they will do," he said after attending the launch of the 15th National Craft Day here Thursday.  


He agreed with Foreign Minister Datuk Seri Anifah Aman that North Korea was under the delusion that Malaysia was in cahoots with a foreign power in the assassination of Kim Jong-nam on Feb 13.

North Korea had also demanded the return of Jong-nam's body while blaming Malaysia for his death.

"They are a rogue state. This is not North Korea, this is Malaysia. We have our laws," he said.

On calls to revoke free visas for North Koreans visiting Malaysia, Mohamed Nazri said the move was not necessary.

"There is no need to revoke the visa as North Koreans aren't allowed to travel out of their country in the first place," he said. He added that only North Korean officials travelled here.

Jong-nam, 45, the estranged half-brother of North Korea leader Kim Jong-un, was assassinated on Feb 13 at Kuala Lumpur International Airport 2 by two women who poisoned him.

Four people have so far been arrested in relation to the case. They are Vietnamese Doan Thi Huong, 28; Indonesian Siti Aisyah, 25; North Korean Ri Jong-chol, 47, and Siti Aisyah’s boyfriend, Muhammad Farid Jalaluddin, a Malaysian.   

The remand for Doan and Siti Aisyah was extended for a further seven days while the boyfriend would be released on police bail.  

The four North Koreans who were involved in the murder have returned to Pyongyang.  

Malaysian police have requested the North Korean government hand them over.

Malaysia may expel N. Korean envoy over airport killing comments, source says


KUALA LUMPUR, Feb 23 — Malaysia is considering expelling North Korea’s envoy to the Southeast Asian nation or shutting its embassy in Pyongyang, as tensions escalate over the killing of the estranged half-brother of the North’s leader Kimg Jong-un, a senior government official said.

Kimg Jong-nam, 46, was killed at Kuala Lumpur International Airport on Feb. 13 with what police believe was a fast-acting poison, as he prepared to board a flight to Macau where he lived in exile with his family under the protection of Beijing.

North Korea’s ambassador said last week his country “cannot trust” Malaysia’s handling of the probe, and also accused the country of “colluding with outside forces” — a veiled reference to bitter rival South Korea.

A senior Malaysian government official who is familiar with the discussions said Ambassador Kang Chol’s comments have angered Malaysia and it was preparing a response, which could including declaring the ambassador “persona non grata”.

Such a move would be the strongest response Malaysia could take against a foreign diplomat, and would mean Kang Chol would have to leave the country.

The source said Malaysia was also considering other options. The country, which has until now been one of the few nations to maintain friendly ties with the isolated North, could close its embassy in Pyongyang, or end visa-free travel for North Koreans entering Malaysia.

If the criticism from North Korea did not stop, all diplomatic and trade ties could be cut, the source added.

The Malaysian foreign ministry did not answer phone calls seeking comment.

Malaysian Prime Minister Datuk Seri Najib Razak said earlier his week that the ambassador’s comments casting doubt over Malaysia’s investigation were “diplomatically rude”.

“The statement by the ambassador was totally uncalled for ... But Malaysia will stand firm,” Najib told reporters on Tuesday.

‘Crossed the line’

Malaysia is among the few foreign countries that North Koreans can travel to easily, thanks to a visa-free policy for visitors that is largely reciprocated by Pyongyang.

Since the 1980s, North Korea has used the Southeast Asian nation as a hub to promote its strategic and business interests, legitimate and otherwise, some analysts say.

But the tensions with Malaysia may further isolate North Korea.

Pyongyang’s nuclear arms and weapons programmes have alarmed the West, most recently its test of a ballistic missile earlier this month in its first direct challenge to the international community since Donald Trump became US president.

Malaysian police on Wednesday named a North Korean diplomat and a state airline official who they said were wanted for questioning over the killing of Kimg Jong-nam.

In all, police say they have identified eight North Korean men, one Vietnamese woman and one Indonesian women in connection with the killing. They said at least four of the suspects have fled the country and are most likely in Pyongyang.

North Korea has not responded to Malaysia’s allegations of the possible involvement of its diplomat in the case. Attempts by Reuters to contact the North Korean embassy by phone were unsuccessful, and reporters were not allowed to enter the embassy to seek comment.

South Korean and US officials believe the killing of the elder half-brother of Kimg Jong-un was an assassination carried out by agents of the North.

North Korean diplomats spent hours last week trying to talk Malaysian officials out of conducting an autopsy on Kimg Jong-nam’s body, sources familiar with the discussions told Reuters, but Malaysia rejected the requests.

The body is still at a hospital in Kuala Lumpur, as the autopsy has yet to be completed.

Today, Malaysian Defence Minister Datuk Seri Hishammuddin Hussein said that the North’s ambassador had breached diplomatic norms with his comments.

“He crossed the line. To me, this is a diplomatic irregularity,” he was quoted as saying in The New Strait Times. — Reuters

Datuk Seri Najib Tun Razak mempengerusikan mesyuarat tergempar Majlis Keselamatan Negara (MKN), sebaik tiba dari Jakarta petang ini, berhubung tindakan Korea Utara menghalang rakyat Malaysia meninggalkan negara itu.
Perdana menteri tiba di Lapangan Terbang Tentera Udara Diraja Malaysia di Subang, pada pukul 5.40 petang dan mempengerusikan mesyuarat itu di situ.
Beliau berada di Jakarta sejak semalam bagi menghadiri sidang
kemuncak Negara-negara Pesisir Lautan Hindi (IORA) yang berakhir hari ini.
Antara yang hadir pada mesyuarat tergempar MKN itu ialah Timbalan Perdana Menteri Datuk Seri Dr Ahmad Zahid Hamidi, Menteri Komunikasi dan Multimedia Datuk Seri Dr Salleh Said Keruak, Ketua Setiausaha Negara Tan Sri Dr Ali Hamsa dan Ketua Polis Negara Tan Sri Khalid Abu Bakar.
Turut hadir ialah Ketua Pengarah Imigresen Datuk Seri Mustafar Ali, Ketua Pengarah Majlis Keselamatan Negara Tan Sri Zulkifeli Mohd Zin, Peguam Negara Tan Sri Mohamad Apandi Ali dan Panglima Angkatan Tentera Jeneral Tan Sri Raja Mohamed Affandi Raja Mohamed Noor.
