Juruterbang TUDM Perlu Miliki Kemahirah Sensor - Panglima
ALOR SETAR, 25 Mac (Bernama) -- Juruterbang Tentera Udara Diraja Malaysia (TUDM) bukan sahaja perlu mahir dalam ilmu penerbangan tetapi juga sebagai pakar sensor, kata Panglima TUDM, Jeneral Tan Sri Azizan Ariffin.
Ini berikutan pelancaran satelit kedua negara RazakSAT pada 21 April ini di Pulau Omelek, Republik Kepulauan Marshalls, Lautan Pasifik, yang memerlukan juruterbang TUDM memiliki kepakaran baru itu, katanya.
"RazakSAT yang menggunakan aplikasi remote sensing juga sesuai digunakan untuk tujuan keselamatan. Ia berupaya mengenal pasti objek walaupun sekecil saiz kereta, dari atas angkasa.
"Justeru itu TUDM memerlukan juruterbang dan jurusensor yang mempunyai kepakaran dalam mengendalikan pesawat moden dan peralatan berteknologi tinggi," katanya pada upacara perbarisan dan penyampaian sayap penerbangan kepada pelatih Kursus 69 Sayap Kaku, Helikopter dan Jurusensor Senjata, di sini hari ini.
Di majlis itu, seramai 10 pelatih kursus latihan penerbangan lanjutan Pilatus PC-7 dan lapan pelatih kursus asas helikopter menerima sayap penerbangan, manakala tujuh orang pegawai menamatkan latihan kursus asas Jurusensor Senjata.

Bercakap pasal razaksat...it was a surprise that ada 2 lagi mini sat yang tumpang payload...BTW, hangpa semua perasan tak last week berita pasal razaksat kata dia ada military application...tup2 senin lepas boss ATSC kata untuk tujuan aman dan tiada military application...misteri sungguh capability sat ni..member wa yg terlibat (tak tahu stage mana involvement dia) cakap its more than meets the eye...

PDRM Tambah Dua Timbalan Ketua Polis, Enam Jabatan Baru
KUALA LUMPUR, 25 Mac (Bernama) -- Polis Diraja Malaysia (PDRM) akan distruktur semula di peringkat Ibu Pejabat Polis Bukit Aman, ibu pejabat polis kontinjen dan ibu pejabat polis daerah dan balai-balai polis.
Ketua Polis Negara Tan Sri Musa Hassan berkata penstrukturan semula itu turut membabitkan penambahan dua lagi jawatan Timbalan Ketua Polis Negara dan penubuhan enam jabatan baru kepada tujuh jabatan yang sedia ada.
Beliau berkata penstrukturan itu adalah sebahagian daripada usaha untuk memperkasakan PDRM dan ia akan dilaksanakan sebaik sahaja mendapat kelulusan Jabatan Perkhidmatan Awam (JPA).
"Saya telah berbincang dengan Ketua Pengarah JPA dan Ketua Setiausaha Negara dan kertas kerja mengenainya telah dihantar kepada mereka. Jika tiada kekangan kita akan dapat laksanakannya dalam tempoh terdekat," katanya kepada pemberita di Pusat Latihan Polis Kuala Lumpur (PULAPOL) hari ini.
Beliau berkata penambahan dua jawatan Timbalan Ketua Polis Negara yang masih ditahap penelitian, penting untuk memastikan PDRM dapat merancang dan memfokuskan kepada usaha membanteras jenayah dengan lebih teratur.
Seorang Timbalan Ketua Polis Negara akan bertanggungjawab terhadap operasi, seorang lagi pengurusan dan yang ketiga risikan, katanya.
Musa berkata tranformasi yang dicadangkan di semua struktur dan peringkat itu adalah wajar untuk menambahbaik keseluruhan pasukan polis.
Selain itu, tambah Musa, PDRM merancang untuk membina sebuah pusat latihan polis di setiap negeri.
"Dengan adanya pusat-pusat latihan ini anggota kita boleh menjalani latihan intensif secara berterusan," kata Musa.
Katanya PDRM juga telah memohon kepada kerajaan untuk melengkapkan lagi kenderaan PDRM dengan sistem komputer bagi membantu operasi cegah jenayah.
"Dengan adanya kemudahan ini anggota kita akan dapat bertindak dengan lebih cepat dalam mengesan sebarang kegiatan jenayah," tambahnya.
Katanya hari ini PDRM telah memperoleh 25 buah Kereta Peronda Polis (MPV) jenis Mitsubishi Evolution X (Evo-10).
Selain itu sebanyak 426 buah motosikal Honda ST 1300 akan digunakan bagi mengiringi Yang di-Pertuan Agong, Perdana Menteri dan tetamu-tetamu kenamaan negara selain untuk digunakan sebagai penugasan kawalan trafik.

Interview: General Tan Sri Muhammad Ismail Jamaluddin, Chief of the Malaysian Army

A number of key Malaysian Army procurement programmes have been postponed to the timeframe of the 10th Malaysia Plan (2011-2016) due to the Malaysian government's need to deal with the global financial crisis.
However, according to Malaysian Army Chief General Tan Sri Muhammad Ismail Jamaluddin, this situation is understandable and the Malaysian Army continues to modernise.
"We have to bear in mind the global financial crisis and would it be proper for us to spend a large amount of money on weapons when there is a need for money to be spent to offset the effects of the crisis?" Gen Tan Sri Ismail said.
Among the programmes postponed were the 8x8 armoured fighting vehicle (AFV) replacement for the army's Sibmas and Condor armoured personnel carriers (APCs), the army's self-propelled artillery system programme and the replacement for the army's Starburst manportable surface-to-air missile system.
The postponement of the 8x8 AFV programme has led the Malaysian Army chief to order overhauls and service life extension works on the 88 Sibmas APCs in service to keep them operational until the replacement vehicles finally come into service.
"We now are planning for these programmes to begin during the 10th Malaysian plan, but in the meantime I have directed the army to give priority towards ensuring that the equipment we have will remain operational until the replacement programmes begin," Gen Tan Sri Ismail said.
At the same time the Malaysian Army is still continuing to enhance its capabilities with the delivery of earlier purchases, chief among them 48 PT-91M Pendekar main battle tanks from Poland.
Gen Tan Sri Ismail said the last 18 PT-91Ms are scheduled to arrive in the country in April, although it will still be a year before the 11th Regiment, Royal Armoured Corps (RAC), becomes fully operational.
Thirty PT-91M tanks are already in Malaysia and the last tank rolled off Bumar's production line in January 2009.
Gen Tan Sri Ismail said that currently the regiment has enough ammunition for its 125 mm main gun for training and additional ammunition for combat use will be procured later.
He revealed that the army has cancelled its plan to assign the 11th Regiment, RAC, to the 1st Infantry Brigade and convert it to an armoured brigade. The 11th will now form part of the 4th Mechanized Brigade, while the 1st Brigade will remain as an infantry brigade.
The two brigades are already part of the 3rd Division, which the army is in the process of transforming to a combined arms division as part of its capability plans.
"Once the tank regiment reaches operational capability, we will have a combined arms division and in the long term we hope to be able to transform a second division into a combined arms division," said the army chief.
Gen Tan Sri Ismail also said that eventually the army plans to expand the battle management system (BMS) used by the 11th Regiment, RAC, to the rest of the 4th Mechanized Brigade, with priority of installation going to the brigade's ACV-300 Adnans IFVs. However, an army-wide BMS is not planned as yet due to the lack of available bandwidth.
"We don't have enough bandwidth capability in the country yet to support an overall BMS for the army and only when we have that can the army proceed with the general use of BMS for all its units," he said.
The army will also take delivery of an additional 18 Astros II multiple rocket launchers in September and form a second regiment to add to the regiment currently in service.
Deliveries of munitions for the launchers have already commenced, with most of them already in-country. The 18 launchers, their various support vehicles and munitions were ordered in 2007. Malaysia already has 18 launchers in service from an earlier order that was delivered in 2002.
Gen Tan Sri Ismail also said that the Malaysian Army would be giving priority to the purchase of attack helicopters for the Army Air Corps (AAC) during the timeframe of the 10th and 11th Malaysia plans. He added that originally the AAC had planned to take over the tactical helicopter transport role from the Royal Malaysian Air Force (RMAF), with the RMAF transferring its S-61 fleet to the AAC. However, the failure of the Malaysian government to approve the purchase of 12 EC 725 helicopters to replace the RMAF's S-61s has resulted in that plan being put on hold until the RMAF finally obtains a replacement helicopter for the S-61s.
Gen Tan Sri Ismail said that the long-term plan of the army was to have an aviation regiment comprising a squadron each of light observation, tactical transport and attack helicopters. The AAC currently has a squadron of light observation helicopters in the form of 11 Agusta A 109 helicopters.
Gen Tan Sri Ismail also confirmed that a tender for medium-range anti-tank guided weapons for the Malaysian Army has been completed but he declined to disclose details, saying that a formal announcement would be made later.
However, an earlier 2007 tender that was aborted due to lack of funding called for 18 launchers and 200 missiles and had narrowed down selection to three candidates: the South African Denel Ingwe and the Russian KBP Metis-M and Kornet-E systems.
The Malaysian Army is also focusing on its facilities and role in providing humanitarian aid and disaster relief assistance to the Malaysian authorities.
"We have over 100 camps and many of them are old. We are in the process of refurbishing 11 camps under the Army Care programme and hope to refurbish more as funding permits," Gen Tan Sri Ismail said. |

Malaysia approves supplementary funding bill

The Malaysian Parliament approved on 19 March a supplementary funding bill of MYR127.9 million (USD35.18 million) for the purchase of multiple rocket launcher (MRL) munitions and to cover Royal Malaysian Navy (RMN) fuel costs.
MYR100 million of the amount was allocated for the purchase of Astros II MRL munitions, which are part of the ongoing purchase and delivery of 18 Astros II MRLs to add to the 18 already in service.
The remaining MYR27.9 million was to pay for fuel costs incurred by the RMN in its 2008 deployments to the Gulf of Aden to protect ships belonging to Malaysian shipping company MISC.
The approval of this funding eases concerns in the RMN, as the navy was initially told that the funding for these deployments would have to come out of its existing operational budget. This would have resulted in the RMN having to scale down its training in 2009 to accommodate such costs.
In the parliamentary discussion on the allocation, Deputy Defence Minister Datuk Wira Abu Seman Yusop said that the Malaysian government was bearing all costs in regard to the RMN operations in Aden and that the government had not asked MISC to reimburse any costs, although the company was welcome to do so if it wanted.
RMN Chief Admiral Datuk Abdul Aziz Jaafar told Jane's in January that if the RMN's presence in the Gulf of Aden was extended beyond February with no funding allocated, he would request that MISC contribute towards the operational costs. The RMN currently has the training frigate KD Hang Tuah deployed in the Gulf of Aden and the ship is expected to return to Malaysia in April.
In other developments, Prime Minister and Defence Minister Datuk Seri Abdullah Ahmad Badawi stated in a written reply to parliamentarians on 23 March that the Defence Ministry allocated MYR280 million for maintenance of the country's fighter aircraft in 2008: an increase from the MYR225 million set aside for the same purpose in 2007.
He was replying to an opposition MP who had wanted to know the cost of maintaining the jets for 2007 and 2008 as well as the number of aircraft and the number of pilots qualified to handle them.
Abdullah said 74 pilots had been trained to fly 19 Hawk light strike aircraft, 40 to fly 16 MiG-29 fighters, 32 to fly eight F/A-18D fighter jets and seven to fly 12 Sukhoi Su-30MKM fighters, adding that additional pilots were being qualified on the Sukhois.
However, this figure may not accurately reflect the number of Royal Malaysian Air Force (RMAF) operational pilots as it probably includes qualified pilots currently assigned to staff and command positions and makes no mention of how many pilots are multi-aircraft qualified. At any rate, most RMAF pilots have to qualify on the Hawks before flying more advanced fighters.
In another written reply, Abdullah said the operating expenditure for the Defence Ministry in 2009 was MYR10.65 billion and the development expenditure for the year was MYR2.35 billion. |
