You cannot and should not measure other people's intelligence by their command of English BUT without good understanding of the language, it will be harder to access; retrieve and understand knowledge, information etc. |

Intelligence itself is not solely based on the language proficiency. Other factors may contribute to intelligence too. |

English is just another language. Language is just one of the communication tools. How does that (English & Language ) is related to intelligence in the first place...? |
