Pledge to boost our air defence

2010/05/16

By Adrian [email protected]

GONG KEDAK: Russia and India are committed to reinforcing Malaysia's air defence and combat capability, in so far as the Sukhoi Su-30MKM Flanker squadron is concerned.

The assurance came from Russia's warranty team leader Vladimir Konnov from aircraft manufacturer Irkut Corporation and Indian Air Force's (IAF) chief flight instructor Group Captain K.V.R. Raju.

At the same time, defence superpowers like China, Britain and France are reportedly providing supporting roles via various transfer-of-technology and offset deals to enhance Malaysia's defence prowess.

"The fact that a foreign country is permitted to groom, train and equip your front line pilots is by itself a testament of the confidence and faith they have in us.

"This is a strong demonstration of a high level of friendship and diplomacy which is very commendable," said Raju, who leads a team of four instructor pilots, one weapons systems officer, two engineers, 22 technicians and two administrative servicemen.

While the rest complete their two-year tour of duty in July, the IAF pilots will be retained until August.

Raju said the trilateral Russian-Indian-Malaysian collaboration was something unique as it provided a stepping stone for the country to groom its next generation of airmen.

"Thus far, our assessment of the RMAF crew shows they are of an exceptional high standard and I am confident the current crew will pass on their expertise and experience to others to take Malaysia to the next level of competency."

Aircraft engineer Konnov, speaking through interpreter Yuri Utyzhnikov, said that while his team was responsible for the aircraft's serviceability, performance, snag rectification and technical support, they also ensured the Malaysians mastered the required skills.

"We have high respect for the Malaysians who are good learners," said Konnov, who leads a 30-man team specialising in airframe, engine, radar and avionics.

His team is the second after an earlier group of pilots and engineers was sent here to test, verify, certify and standardise the Sukhois.

Asked what would happen when their three-year tenure ended on June 6, Konnov said he hoped Malaysia would extend their presence here as he felt that there was a lot more unfinished work to be done.

"The Sukhoi is a very complex and complicated aircraft to operate. As Malaysia is still in its infancy, it will be wise to retain the Russian and Indian specialists to fully acquire the proficiency and realise its potential.

"This is more so as the next batch of pilots, engineering and technical crew lack sufficient experience handling advanced fighter jets, when compared with the current airmen who have had thorough training in Russia and India.

"The present mature crew will move on in their careers or complete their terms of service," he said.

RMAF 11th Squadron commanding officer Lt Col Mohamad Asghar Khan said Malaysia's "love story" with Russia and India began in 1994 with the purchase of 18 MiG-29N Fulcrum aircraft under a RM1.3 billion deal.

Asghar, who was among the pioneer MiG-29N pilots, said Malaysia's involvement with the two countries had since blossomed to a "love affair" with the Su-30MKM purchase.

"We have come a long way and hope to reinforce our relationship with Russia and India over the long term to chart our air defence and combat capability.

"I believe strongly in this partnership, especially with the support of the proven Irkut Coporation and India's Hindustan Aeronautics Ltd in terms of obtaining reliable spares and equipment," he said, referring to the pioneer batch of six pilots, four engineers and 53 technical crew sent to Russia and over 100 technical crew sent to India for training.

Russia has since deployed nearly 50 technical crew here, while India has trained 23 RMAF engineers and 260 technicians to date.

RMAF chief Gen Datuk Seri Rodzali Daud shared their sentiments by adding that Russia and India were highly credible nations in operating new-generation combat jets like the MiG-29 and Su-30.

"They have vast experience and dexterity in the field of aviation and aerospace. We can learn a great deal in terms of technicalities, professionalism, tactics and other defence essentials from them via various transfer-of-technology and offset programmes," said Rodzali, referring to Russia's assistance in launching Malaysia's first astronaut, Datuk Dr Sheikh Muszaphar Shukor into space last year.

The deal was part of the US$900 million (RM3.4 billion) contract for the Sukhois.

Meanwhile, HeiTech Padu and the Sukhoi Design Bureau have completed installing two Su-30MKM flight simulators at the base.

HeiTech Padu's operations manager Major (R) Mohamad Nazarudin Mohamad Nazir said the first simulator was installed by the Russian firm while his company installed the second under a transfer-of-technology programme.

"The simulators will greatly assist in pilot training as they allow for errors without endangering the aircraft or the pilot," he said.

In 2006, HeiTech Padu clinched a 13-year contract worth RM258 million with the government to design and build the simulator which comprise high-fidelity Tactical Operational Flight and computer-based trainers.

Another development at the base is the arrival of auxiliary fuel tanks from Britain to enable aerial refuelling of the Sukhois to enhance their operational capability with extended endurance of 11/2 hours.

Kalau nak tambah, beli 6 bijik sudah. So 6 + 18 = 24 bijik. 24 bijik boleh buat 2 squadron dgn 12 bijik Su30 each squadron.
