What's On Kate Bosworth's Head?

We know that hats are usually part of traditional Derby Day outfits, but we are still a little confused by Kate Bosworth's unusual headgear that she wore to the Victoria Derby Day in Melbourne, Australia over the weekend. We can't help thinking that it looks an awful lot like something Cher would have worn in the 80's, and it's a little late for a Halloween costume.
