Georgia 'pulls out of S Ossetia'
Russia accused Georgia of genocide against the South Ossetian people

Georgia says its troops have withdrawn from the breakaway region of South Ossetia and that Russian forces are in control of its capital, Tskhinvali. An government spokesman told the BBC it was not a military defeat but a necessary step to protect civilians. But a Russian military spokesman said Georgia had not withdrawn its forces and the situation remained tense. Russian PM Vladimir Putin has suggested it is unlikely that South Ossetia will re-integrate with the rest of Georgia. Meanwhile, Russian warships are being deployed to impose a naval blockade on Georgian ports on the Black Sea coast to prevent arms and military shipments, Russian media reports say. Georgia says an additional 10,000 Russian soldiers have crossed into South Ossetia and Abkhazia, another breakaway region. The separatist authorities in Abkhazia have announced full military mobilisation. The BBC's Richard Galpin, who is on the crossing point between Georgia and South Ossetia, says he has heard artillery fire between Georgian and Russian troops in the area. Local residents fleeing the area told him there was continued fighting on the outskirts of the Tskhinvali, although the city itself was said to be relatively quiet with Russian forces in full control. Three bombs had been dropped on the airfield, where there is a factory producing Sukhoi Su-25 fighter jets, they said. There was no independent confirmation of the attack, although the BBC's Gabriel Gatehouse, who was in the city at the time, said he heard a loud explosion. The current fighting began three days ago when Georgian forces launched a surprise attack to regain control of South Ossetia, which has had de facto independence since the end of a civil war in 1992. The move followed days of exchanges of heavy fire with the Russian-backed separatists. In response to the Georgian crackdown, Moscow sent armoured units across the border frontier.

On Saturday, Georgian President Mikhail Saakashvili called for an immediate ceasefire after Russian planes carried out air strikes on the Georgian town of Gori, not far from South Ossetia. Scores of civilians were reported killed. The Georgian parliament approved a presidential decree declaring a "state of war" for 15 days. In the absence of independent verification, there are conflicting figures about the casualties suffered on both sides but the numbers appeared to rise sharply on Saturday. Based on Russian and South Ossetian estimates, the death toll on the South Ossetian side was at least 1,500, mostly civilians. Georgian casualty figures ranged from 82 dead, including 37 civilians, to a figure of about 130 dead. Thousands of people are known to have fled into the neighbouring Russian region of North Ossetia and other parts of Georgia. The UN High Commissioner for Refugees, Antonio Guterres, called for civilians trapped in conflict areas to be granted safe passage out. Abkhazia concerns Speaking to the BBC, Georgian interior ministry spokesman Shota Utiashvili said Georgian troops had pulled back to positions at or south of those held before 6 August, when the hostilities began. From there, he said, they were engaged in fighting Russian forces, who are still understood to be inside South Ossetia and in full control of the regional capital.

Mr Utiashvili told the BBC that the withdrawal was necessary because of the mass civilian and military casualties both within Georgia and South Ossetia. He said that Georgia was now facing a "humanitarian catastrophe", adding that 100 soldiers Georgian soldiers had been killed, and many more wounded. A spokesman for the Russian peacekeepers said Georgia had not withdrawn its forces from South Ossetia and insists Georgia had to do that before any kind of ceasefire could come into effect. A Russian commander in the conflict zone, Maj-Gen Marat Kulakhmetov, said the situation remained tense, and there was no negotiation process. Both sides were preparing for further military action, he suggested. Earlier, Georgia said Russia had bought an additional 10,000 troops across Georgia's frontiers - 6,000 by land into South Ossetia and 4,000 by sea into the breakaway republic of Abkhazia. The head of the pro-Russian separatist authorities in Abkhazia also said he had sent 1,000 troops to the Tbilisi-controlled Kodori gorge and announced the "full mobilisation" of reservists. "We are ready to act independently," Sergei Bagapsh told reporters. "We are ready to enforce order and go further if there is resistance from the Georgian side." The UN's Assistant Secretary-General for Peacekeeping, Edmond Mulet, said on Saturday that he feared the Abkhaz separatists were preparing to launch an offensive. "At this point we are particularly concerned that the conflict appears to be spreading beyond South Ossetia into Abkhazia," he said. Speaking on Saturday in the nearby city of Vladikavkaz, Russian Prime Minister Vladimir Putin accused Georgia of seeking "bloody adventures" and trying to drag other countries into the conflict. In an outspoken attack, he referred directly to Georgia's aspirations to join Nato, a move which Moscow strongly opposes. Mr Putin described the actions of Georgian soldiers as genocide against the South Ossetian people and defended Moscow's military action to intervene directly. He said the territorial integrity of Georgia had "suffered a fatal blow". Redrawing the map Meanwhile, a joint delegation of the US, EU and the Organisation of Security and Co-operation in Europe is heading to Georgia in the hope of brokering a truce.

It comes as a third emergency session of the UN Security Council ended without an agreement on the wording of a statement calling for a ceasefire. But emissaries from the US and Europe who are Nato members may not be seen as honest brokers by the Kremlin when it comes to Georgia, the BBC's diplomatic correspondent Bridget Kendall says. The danger now is that Russia will not only use this crisis to demonstrate its military power in the region, but argue it is time to redraw the map, she adds. Moscow has said there can be no "consultations" with Georgia unless Georgian forces withdraw to the positions they held outside South Ossetia before Thursday.

Mana tahan kena lanyak dengan superpower macam Rusia, aku kira Georgia silap percaturan..dia fikir US atau negara NATO akan memprotes dan datang menyokong dia..dgn lame duck Bush menunggu masa je nak pencen, jgn harap US cavalry akan datang menolong...dah cukup parah dgn Iraq dan Afghanistan.

Konflik Georgia-Rusia semakin meruncing

KETEGANGAN yang berlarutan antara Rusia dan negara bekas Kesatuan So- viet, Republik Georgia telah mencetuskan perang pada Jumaat lepas. Laporan berita Barat menyebut bahawa peperangan ini telah mengakibatkan ratusan orang awam mati dan ribuan lagi menjadi pelarian menyelamat nyawa mereka.

Daripada laporan media juga dapat ditanggapi bahawa tumpuan utama peperangan ialah usaha daripada pihak Georgia ingin menguasai lingkungan atau enklaf kawasan Ossetia Selatan, yang sedang berusaha membebaskan diri daripada penguasaan pusat (Georgia) dan telah berjuang mencapai kemerdekaan sejak 16 tahun lalu.

Tindakan Georgia ini mengundang campur tangan Rusia bagi menangkis serangan tersebut. Laporan juga mengehadkan kepada liputan peperangan antara Rusia dan Georgia dan tidak mendalami isu besar konflik daripada persengketaan yang berlaku.

Secara kritikalnya konfrantasi berdarah di Ossetia Selatan berpunca daripada dasar Amerika Syarikat (AS) yang imperialis mewujudkan hegemoninya ke atas sumber tenaga besar yang tidak diterokai secara meluas di Kaukasus dan Asia Tengah.

Biasanya penonjolan dasar luar AS sering diperlihatkan melalui kekuatan tenteranya atau melalui diplomasi kapal perang (gun boat diplomcy).

Keadaan ini tentunya mencabar elit berkuasa di Moscow yang ingin mencengkam kuasa mereka di rantau tersebut setelah runtuhnya kekuasaan empayar Kesatuan Soviet pada 1991.

Ketegangan antara Washington dan Moscow - kuasa utama nuklear dunia - mencetuskan suasana tegang di Kaukasus.

Keadaan antara dua negara ini diperhebatkan lagi melalui usaha-usaha pentadbiran Presiden AS, George W. Bush yang ingin memasukkan Georgia ke dalam perikatan Pertubuhan Perjanjian Atlantik Utara (NATO), langkah yang di- anggap Moscow sebagai suatu cubaan pengepungan ketenteraan ke atas Rusia.

Rejim Georgia pro-AS, President Mikheil Saakashvili telah menghantar unit ketenteraan ke Ossetia Selatan pada pagi Khamis lalu selepas mendakwa bahawa pemisah Ossetian Selatan telah melanggar gencatan senjata unilateral yang diisytiharkan Tbilisi, ibu negara Georgia.

Menteri Luar Rusia, Sergei Lavrov menuduh Georgia menjalankan keganasan dengan tujuan memaksa penduduk Ossetia melarikan diri. "Kami menerima laporan bahawa dasar pembersihan etnik dikendalikan di Ossetia Selatan, dengan meningkatkan kebimbangan, jumlah pelarian sedang meningkat kerana menyelamatkan nyawa," kata Lavrov.

Menurut Moscow, antara yang mati adalah sepuluh orang tentera pengamannya sementara 30 lagi tercedera daripada serangan ke atas berek tentera oleh tentera Georgia. Tentera pengaman dihantar sebagai sebahagian daripada perjanjian yang dimeterai antara Moscow, Tbilisi and Ossetia Selatan bagi menamatkan peperangan yang tercetus berikutan pembubaran negeri-negeri atau wilayah-wilayah di bawah Kesatuan Soviet dan usaha-usaha penduduk Ossetia Selatan dan Abkhazia yang ingin memisahkan diri daripada Georgia.

Penduduk di kedua-dua kawasan tersebut bimbang regim Georgia yang baru merdeka akan menghapuskan status autonomi yang dinikmati mereka.

Maka sejak itu Tbilisi menuduh tentera Rusia menyokong tentera Ossetian Selatan. Rusia beranggapan kematian tenteranya dan penduduk awam sebagai justifikasi untuk menghantar tenteranya ke Ossetia Selatan.

Mereka pun bertempur dalam peperangan sengit dengan unit tentera Georgia yang dibawah kawalan Tskhinvali.

Campur tanganBayangkan daripada konflik pemisah di Georgia telah bertukar menjadi peperangan antara dua negara Georgia dan Rusia yang mungkin akan membawa campurtangan AS pula.

Kepentingan AS di Georgia dilihat sebagai penghubung dan pembuka laluan utama kepada sumber minyak dan gas berharga di Lembangan Kaspia dan sebagai laluan strategik bagi menyalurkan minyak ke luar rantau tersebut dengan memintasi Rusia atau pun Iran.

Saluran paip Baku-Tbilisi-Ceyhan (BTC) sejauh 1,770km (1,100 batu) yang siap tahun lalu mengepam sehingga 1 juta tong minyak sehari dari Baku di Azerbaijan ke Yumurtalik, Turki dan akan dipunggah ke kapal tangki untuk dihantar ke Eropah dan AS. Sekitar 249km laluan melalui Georgia, dengan bahagian 55km melalui Ossetia Selatan. Ia tentunya akan mempengaruhi harga minyak di pasaran dunia.

Bagi mengukuhkan hubungan dengan rejim Georgia, Washington telah menyediakan ratusan juta dolar dalam bantuan ketenteraan sementara menghantar sejumlah besar pelatih tentera AS ke sana.

Sejumlah 2,000 kontinjen tentera Georgia di Iraq dan ia merupakan kontijen tentera ketiga besar di sana. Tbilisi juga mengharapkan bantuan sejumlah 1,000 tentera AS bagi membantu mereka menentang Rusia di Ossetia Selatan.

Bulan lalu, Setiausaha Negara AS Condoleezza Rice semasa membuat lawatan ke Tbilisi telah menyelar sikap Rusia terhadap Georgia dan mengulangi sokongan AS yang menjadikannya sebagai ahli NATO.

Majlis Keselamatan Pertubuhan Bangsa-Bangsa Bersatu (PBB) gagal menyokong resolusi Rusia supaya menghentikan segala peperangan kerana penentangan Washington terhadap klausa yang menggesa semua pihak "menghentikan segala penggunaan kekerasan".

Ini dengan jelas menunjukkan sokongan AS ke atas tindakan ketenteraan yang diambil Georgia.

Cetusan perang melalui hasutan dan dasar provokasi AS sejak runtuhnya Empayar Kesatuan Soviet 17 tahun lalu telah mengakibatkan berlakunya banyak konflik dalam negeri bekas Kesatuan Soviet itu. AS telah berjaya memanipulasi keadaan untuk tujuan ketenteraan dan hegemoni ekonomi kapitalis mereka dan ia dapat dilihat dengan perang saudara di bekas Republik Yugoslavia.

Persoalannya sekarang adakah ini bermakna AS akan campur tangan dalam konflik dan perang terbuka antara Georgia dan Rusia? Jika AS campur tangan ia akan membawa kepada konflik terbuka di wilayah Kaukasia ini.

Ia juga merupakan ketegangan terbuka antara AS dan Rusia yang sedang pun berada dalam perang dingin khususnya dalam isu AS dan Iran.

tank georgia ni dah la tak banyak...habih semua kena belasah....kena tinggal pon ada pasai mmg tak boleh lawan punya kuasa udara rusia dan infantrinya yg well equiped tuh...semoga menjadi pengajaran kpd negara, dah la satu spesis tank, ERA pon keliling pinggang jugak...pesawat pejuang pon tak der la banyak mana. Kalau kena full scale macam tu, harap2 ada pelan kontinjensi ler....
