Kontrak Dan Perjanjian Bernilai RM10 Bilion Ditandatangani Di DSA
KUALA LUMPUR, 20 April (Bernama) -- Sebanyak 20 perjanjian bernilai RM10.355 bilion telah ditandatangani oleh Kementerian Pertahanan dan agensi berkaitan lain dengan 11 syarikat termasuk lima firma asing sempena Pameran Perkhidmatan Pertahanan Asia (DSA) 2010 di sini hari Selasa.

Perjanjian itu termasuk lapan kontrak, lima Memorandum Persefahaman (MoU) tiga Surat Penerimaan (LOA) dan empat Surat Hasrat (LOI).

Menteri Pertahanan Datuk Seri Dr Ahmad Zahid Hamidi berkata setakat ini perjanjian ini adalah terbesar ditandatangi pada DSA tahun ini, walaupun ada sesetengah syarikat yang menyertai terkandas akibat pembatalan penerbangan ke Eropah.

Bercakap kepada pemberita selepas menandatangani perjanjian itu di DSA yang berlangsung di Pusat Dagangan Dunia Putra (PWTC) di sini, kontrak yang ditandatangani itu antara lain adalah pembekalan alat keselamatan Navigasi Kapal Selam jenis Scorpene, Sistem Pertempuran, Sensor dan Simulator Periscope untuk Tentera Laut Diraja Malaysia (TLDM) bernilai RM128.5 juta; pembekalan dan penyampaian Mortar 120mm 2R2M untuk Angkatan Tentera Malaysia (ATM) bernilai RM60 juta; pembekalan Artikel, Perkhidmatan dan Bantuan Teknikal untuk pesawat SU-30MKM (Sukhoi) bernilai RM100 juta dan pembekalan da penyampaian Rounds 90mm HE-T dan Rounds 90mm HEA-T bernilai RM19.2 juta.

Perjanjian itu juga untuk membekal dan menyerahkan Rounds 12.7mm Mixed Belt 4 BIT bagi ATM bernilai RM12 juta; membekal dan menyerahkan 105mm HE Fuzed untuk ATM bernilai RM10.3 juta; membekal dan menyerahkan Bom Mortar 60mm (MAPAM) untuk ATM bernilai RM4.98 juta dan membekal dan menyerahkan Maritime Assault Rifle Complete dengan peralatan untuk TLDM bernilai RM6.9 juta.

LOA adalah untuk membekal dan menyerahkan helikopter dengan kemudahan mencari dan menyelamat (SAR) bernilai RM1.6 bilion; membekal alat penyelenggaraan dan sokongan untuk ATM bernilai RM86.4 juta dan membekal dan menyerahkan jambatan modular besi keluli untuk Projek Ekonomi Residen Ba'kelalan di Sarawak.

LOI pula untuk membekal Armoured Personal Carrier 8x8, membekal peluru kecil, membekal dan menyerahkan alat ganti dan penyelenggaraan kereta tangki perang utama PT-91M dan peralatannya dan membekal serta menyerahkan kenderaan tentera untuk Tentera Darat Malaysia.

Sementara itu MoU juga ditandatangani antara MFDM holdings dan Perkhidmatan Teknikal Royal Brunei, Universiti Islam Antarabangsa Malaysia (UIAM) dan Havelsan Electronic Turkey, Composite Technologies Research Malaysia Sdn Bhd dan Advanced Technologies and Engineering, Ujud Sentosa Sdn Bhd and Irkut Corporation Russian dan AMP corporation (M) Sdn Bhd (AMCOP) dan Techno-Science Inc USA.

DSA empat hari itu yang merupakan pameran pertahanan dan keselamatan terbesar Asia dan antara pameran seperti itu yang kelima paling berprestij di dunia, mempamerkan teknologi terkini untuk ATM, TLDM dan Tentera Udara Diraja Malaysia (TUDM) serta agensi keselamatan dan penguatkuasaan negara.

    betul la beb...wa pegi dsa on 19th....dah agak dah yg naza wat jv ngan bumar sebab nampak logo naza sebijik macam kia forte tu...anyway, at least dpt jugak replacement tu dari takde langsung..kite pun dok cakap bagi peluang kat syarikat tempatan...mungkin ada hikmahnya...jgn tak tahu yg engineer m'sia ni terer2 semua...asal bole bergerak je dia modify....mana  tahu pars versi tempatan ni lagi canggih dari terrex...lepas tu kalau nak tambah tak payah kecoh2...sebab facilities dah ada..macam pakcik pendekar tu....

anyway..dsa kali ni "mengecewakan" sebab tak byk souvenier.......

AV8 derivation from Pars 8 x 8 mempunyai  turret commonality dengan Adnan. FNSS and Deftech... (Turkey-Malaysia collaboration).. OK lah.. AV8 & Adnan should be able to compliment tank brigade nicely.

RM8b to replace army's armoured vehicles

KUALA LUMPUR: DRB-Hicom Defence Technologies Sdn Bhd (Deftech) is participating in what could be a multi-billion ringgit programme to replace the aging fleet of armoured personnel carriers in the Malaysian army.

The government has given the wholly-owned subsidiary of DRB-Hicom Bhd a letter of intent, entrusting it to develop the 8x8 Armoured-Wheeled Vehicle (8x8 AWV) programme with the support of the Defence Ministry, Malaysian Army and the Malaysian Defence Industry Council.

Deftech has been working on a prototype for for the last two-and-a-half years and is expected to hand over two test vehicles for the army to evaluate by January 2012.

"We have an order for 257 8x8 AWV units but right now, we are going to come up with the prototypes meant for testing purposes by the army before we develop the whole range of armoured vehicles," Deftech chairman Datuk Seri Mohd Khamil Jamil said at a press conference during the 12th Defence Services Asia 2010 exhibition yesterday.

Earlier, the Defence Ministry had said that the programme to build all 257 of the 8x8 AWV will cost the government RM8 billion.

"We are not sure how much it will cost per unit but the armoured vehicles will be build locally in our plant in Pekan, Pahang," Khamil said.

He said the programme will provide job opportunities for 200 local engineers.

"The armoured vehicles that the nation has right now is old, somewhere between 20 to 30 years, and they need to be replaced desperately. It will be too expensive to refurbish them, that is why its best to build new ones."

Khamil said Deftech is the largest supplier to the Malaysian army and hoped that the 8x8 AWV programme could help spur its efforts to penetrate into the world market.

"Right now we are partnering with several international companies such as Daimler AG, Germany, Denel SA, South Africa and Sapura Thales Electronics (STE) Malaysia for this 8x8 AWV programme," he said.

Deftech chief executive officer Abdul Harith Ab dullah said the company had invested RM70 million since the programme started.

"We will be investing another RM400 million to expand our plant in Pekan, purchase new equipment and machinery and to invest on local talent," he added.

KUALA LUMPUR: The RM10.4 billion worth of deals signed at the Defence Services Asia (DSA) 2010 exhibition here yesterday will spur the growth of the proposed Malaysian Defence Security Technology Park (MDSTP) in Sungkai, Perak.

Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said the contracts would provide spin-offs for local industries to develop their indigenous capabilities and compete with world players through the dedicated support of original equipment manufacturers.

"The MDSTP will promote the country as an Asean defence industrial hub to provide the necessary facilities and infrastructure for research and development, production of equipment and parts, maintenance, repair and overhaul, and other technical related services.

"We will draw up attractive incentives to lure foreign companies to set up their manufacturing and R&D (research and development) base here," he said.

Zahid was speaking after witnessing the signing of eight contracts, five memorandums of understanding, three letters of acceptance (LOA) and four letters of intent (LOI) at the exhibition held at the Putra World Trade Centre.

The eight contracts were worth a total of RM341,790 million, the three LOAs at RM1.69 billion and the four LOIs at RM8.32 billion.

The two largest deals -- the RM1.6 billion for the supply and delivery of 12 Eurocopter EC725 Cougar utility helicopters and RM8 billion for 233 8x8 armoured personnel carriers (APC) and several other support vehicles -- were presented as a LOA and LOI, respectively.

"The contracts proper are only expected to be clinched after satisfying various other government formalities and requirements.

"This includes the quantum of payment, offset programmes and supplementary agreements," said Zahid.

Eurocopter of France has offered the Cougars with search and rescue capability, spares, tools, test equipment, training and technical services as a replacement for the 40-year-old Sikorsky S-61N Nuri of the Royal Malaysian Air Force.

DRB-Hicom Bhd subsidiary Defence Technologies Sdn Bhd (Deftech) is to supply the 8x8 APCs to replace the near-obsolete 6x6 Sibmas and 4x4 Condors of the army.

On financing for the helicopter and APC deals, Zahid said it was on a special fast-track, budget basis to meet the country's requirements to safeguard its sovereignty.

He added that the latest deals were an extension of the RM21 billion, or 10.6 per cent of the development expenditure, under the 9th Malaysia Plan to modernise the defence and security sector.

Zahid said it was for this reason several major assets were procured to strengthen the armed forces' capabilities.

He said Malaysia was exploring the possibility of procuring armoured-wheel vehicles, multi-role support ships, combat aircraft, new-generation patrol vessels, frigates and network-centric operations systems.


However, Zahid cautioned that with the shrinking budget, buyer nations were more prudent and consciously sourcing for products with greater value-for-money when expanding their military capabilities.

"In this regard, I hope foreign players will not merely fulfil their contractual obligations in terms of transfer of technology and offsets but go way beyond in sharing their technology know-how and create lasting partnerships in this highly competitive market," he said.

He called upon international exhibitors to use DSA as a platform to promote smart partnerships and strategic alliances with regional and local players.

At the same time, he encouraged Malaysian defence firms to establish networks and business alliances through the Malaysian Defence Industry Council (MDIC), bilateral arrangements, offsets, foreign direct investments and joint ventures.
