Parents liable to heavy penalties for neglecting child
KUALA LUMPUR: The action of neglecting a child to the extent of being able to cause death is a criminal offence which can be severely punished. Bukit Aman Criminal Investigation Department, Sexual Crimes, Domestic Violence and Child Abuse Investigations Division principal assistant director ACP Hamidah Yunus said parents who neglected their children could be fined not more that RM20,000 or jail not more than 10 years or both. "Section 31(1) of the Children Act 2011 contains the offences, namely, oppression, neglect, dumping or abuse of children. "If the evidence is complete following the statements of all quarters that one of the elements exists in court, action will be taken against the parents involved," she told Bernama. She said many parents regarded the action of neglecting their children was not other people's business, to the extent they could do as they pleased. "The notion is clearly way off. We have laws to protect children. Parents should not think they can get off the hook," she said. Commenting on the case of a handicapped youth Muhammad Firdaus Dullah, 15, who was found in a pathetic and neglected state at the Taman Semarak Flats, Nilai on Saturday, Hamidah said the action of the mother had caused sufferings and health problems which could have resulted in the youth's death. Meanwhile, Universiti Pertahanan Nasional Malaysia Defence Management Faculty Counselling Pychology expert, Prof Dr Mohamed Fadzil Che Din said the law should be more strictly enforced so that cases of neglect, oppression, abuse or torture of children could be tackled more effectively. – Bernama
