KUALA LUMPUR: More than 25,000 senior teachers who are eligible for promotion under the time-based promotion scheme are in a dilemma.
They must now sign a declaration saying they are willing to be transferred to any part of the country, including Sabah and Sarawak, before they are promoted. These teachers, mostly women above 40, fear they will have to uproot themselves which will disrupt their family lives.
Just when these senior teachers, who are mostly married with children, thought that their long and frustrating wait was over, they have been slapped with this clause, and it has upset them.
They are also to state whether they have served in a rural school.
According to a ministry source, the shortage of teachers and school heads in rural areas has reached a critical stage and the promotion exercise was being used as a leverage to fill the vacancies.
The exercise, which would see these teachers earning a school head抯 salary without being appointed to the post, was announced recently by the Education Ministry to pacify the senior teachers and keep them in service.
The National Union of the Teaching Profession (NUTP), which was instrumental in fighting for the promotional posts, is in a fix now that the new clause are discouraging many eligible teachers from applying for the DG48 posts.
Under the exercise, teachers in the DG44 scale who have reached a certain basic salary are eligible for promotion to DG48 and must apply for it.
NUTP secretary-general Lok Yim Pheng said the ministry抯 move to reward long serving teachers under the time-based promotion, which would see salary increases of between RM500 and RM1,500, was a splendid move to keep the experienced ones in the profession.
揥hile we can understand the nation抯 interest, it will be unfair to deprive these teachers of their rightfully deserved rewards,'' she told The Star.
Lok cited the problems faced by hundreds of non-graduate teachers sent far away from their homes after they obtained their degrees under the ministry抯 special programme.
