Welfare Department says adoptions rising since 2008 but most prospective parents only want fair, cute, healthy one-year-old babies
T.K. LETCHUMY TAMBOO
Wednesday, May 18th, 2011 11:36:00
KUALA LUMPUR: WANTED: Only fair-skinned, curly-haired, chubby and healthy babies, preferably below the age of one.
These are the most popular features prospective adoptive parents are looking for, as revealed by the Social Welfare Department.
Interestingly, these popular traits are desired by most applicants -- regardless of race!
"It has been quite a problem to cater to the criteria these possible foster parents look for in a child they wish to adopt," said the department's deputy director general (planning), Inau Edin Nom.
"After all, just how many fair-skinned babies under the age of one do we have?
"Just yesterday, a possible foster parent rejected a child we had matched to her because the child has a dark complexion. She claimed no one in her line of ancestors had dark complexion and she did not want to break the pattern."
Despite this, the department is undeterred with the important task of matching available orphans as best as they can to meet the demands and requirements of their potential adopters.
"Usually we ensure the religion of the children is similar to the religion of their possible foster parents. We also try our best to match the children's gender and age group according to the wants of the possible foster parents," said Inau.
The issue, however, has not stopped the number of people applying to the department to adopt children which has been growing every year.
According to the department's statistics, the number of applicants vying to adopt children in 2008 were 119. The figure increased to 127 in 2009 and 180 last year.
"The reason for the rise of this figure is because awareness on child adoption among people has gradually increased. More and more people are coming forward to adopt children because they realise it is not a difficult process after all,' said Inau.
"It is straightforward and it only takes a month or two to match successful applicants to the best possible child, depending on the child's availability."
As of last year, there are 69 children from the department's 12 children's home who are ready for adoption.
Inau said the department would match children with applicants on a first-come, first-served basis.
"The successful applicants will be placed on a waiting list. The higher they are on the list, the faster they will get a child.
Foster parents have to undergo two-year probation
"If we have match made a child to possible foster parents in the list but they are not satisfied with the child, they will be pushed to the bottom of the waiting list."
For parents who are happy with the child we have match made for them, the child will officially belong to them after going through a probation of two years.
He said for Muslims, the two-year probationary period was compulsory, after which they could register their child under the Registration of Adoption Act 1952.
"For non-Muslims, they could choose between going through the probationary period or obtaining a court order under the Adoption Ordinance 1952."

Not a difficult process if you're thinking of adopting a child
KUALA LUMPUR: Applying to adopt a child is not as difficult as many think, says Social Welfare Department deputy director-general (planning) Inau Edin Nom.
It is actually quite an easy process, he says.
Inau lists the following procedure:
1. After a couple agrees to adopt a child, they have to go to the nearest Social Welfare Department district office -- there are 104 district offices throughout the country -- and submit an application by filling up the child adoption application form. Alternatively, they could download the form from the department's website, fill it in, prepare the necessary documents and head towards the nearest district office.
2. A district welfare officer will interview the applicants, either on the spot or at a later date. The applicants will be interviewed on a range of topics, including their reasons in wanting to adopt a child, and their employment status and income, for the purpose of making an inquiry report to obtain a foster child.
3. The officer will conduct a compulsory visit to the applicants' home to ensure it is physically and psychologically safe or conducive.
4. After the visit, the officer will compile a report and submit it to the state welfare director. There are 15 state welfare directors in the country.
5. The state welfare director will forward the report to the children's division of the Social Welfare Department headquarters.
6. The children's division will inform the couple on whether their application is successful. The approved applicants will then be put on the waiting list.
The requirements
THOSE seeking to adopt children must be:
1. Malaysian citizens and residing in the country.
2. Aged between 25 and 60 years.
3. Legitimately married for more than five years. An exception to a marriage of less than five years is allowed if the spouses have reproductive health complications or health problems which, in turn, cause pregnancy problems or if it is a late marriage.
4. Slim opportunities to get pregnant because of the age factor
5. An applicant who is single may apply but the age difference between the applicant and the child must be over 21 years. Single male applicants are only allowed to adopt boys.
6. Have an income that can sustain a family.
7. Mentally and physically healthy.
8. Clean and have no criminal record.
9. Have good character and noble morality.
10. Living condition is suitable and safe
11. Professing the same religion as the children.
Random spot checks to monitor foster families
FOSTER parents caught misusing the privileges of taking care of a child, especially during the two-year probationary period, have to answer to the law.
"Social Welfare Department officers are entitled to conduct spot checks anytime at the foster parents' premises without prior notice during the probationary period," said the department's deputy director-general (planning), Inau Edin Nom.
"If the foster parents are caught treating the foster child in an improper way, for example using the child for labour, they could be penalised under Section 37 of the Child Act 2001," he said.
Inau also said no foster parents have been penalised for wrongful treatment of their foster children so far.
Different method at Kewaja
THE adoption process under the Social Welfare Department may be simple but what about those of other non-governmental organisations (NGOs)?
They are different from the department's adoption process, said Kem Modal Insan Kewaja (Kewaja) principal Ruzitah Bahrum.
"Parents who look forward to adopting a child only have to pay Kewaja a visit and fill up the child adoption application form. They have to attach the relevant documents to the form. Kewaja will give applicants a call once a child is available for adoption."
Ruzitah said Kewaja would then make arrangements for the potential foster family to meet with the child's real family.
"Kewaja will also make arrangements for the potential foster family to meet the child. If everything goes well, members of the real family of the child need to sign the adoption consent form.
"Usually, the grandmother or the grandfather of the child will sign the form if the child is below the age of 21. Once the processes are successful, the foster family has to make a report to the police as well as the Social Welfare Department."
Ruzitah said after two years, the foster family has to head to the National Registrations Department to update the child's birth certificate.

ciku nk share sikit kat sini...baru2 ni ciku daftarkan anak(irfan) n interview kat JPN sbb dah 2thn lebih ciku jaga...surat pengangkatan tu ada masalah pulak...sedih tul...dlm surat tu ada tulis nama budak lelaki (ayah irfan)...dulu masa isi surat tu dpn persuruhjaya sumpah...n p/jaya sumpah tu yg suh buh sekali nama budak tu...bila p interview kat JPN, JPN kata surat tu xbole pakai sbb mereka xkawin...yg sepatutnyer nama mak baby jer patut ada dlm surat tu...sama mcm dlm sijil lahir..masa isi dulu mane la kita tau pape...skrg ni kes ni JPN bw ke JKM..JPN takut budak laki ni tuntut anak satu hari nnti..
JPN suh kami buat semula surat pengangkatan tu...masalahnyer kami dh terputus hubungan gn mak irfan xtau mane nk cari...tu yg JPN bw kes ni ke JKM...maknanyer kami kena tunggu 6bln lagi paling cpt pon 2bln..utk dpt sijil lahir dan sijil pengangkatan yg baru..tu pon kena tunggu JKM dtg check kat umah n interview...lamanyer kena tunggu...ingat sume berjalan gn lancar...tp ada dugaan lak nie...so ni utk peringatan utk kwn2 yg nk amik anak angkat..make sure cume ada nama ibu baby jer dlm surat pengankatan tu..klu x nnt jd mcm ciku kena tunggu lama nk dpt sijil baru...
dokumen anak yg ada skrg cume copy sijil lahir jer...mykid + sijil lahir ori dah bg kat JPN..."bin" pon dh siap tukar masa isi borang pendaftran baru..dulu "bin" Abdullah ni tukar guna salah satu 99 nama Allah..
proses interview gn JPN ari tu ok jer..tanya soalan2 biasa ..gaji..alamat umah, keja mane, ada anak lain x..brp lama kawin,..anak sapa jaga bila keja,..pegawai JPN tu tanya kat anak sapa nama...panggilan kami apa..tp masa pegawai tu tanya anak ciku xlayan dia main segala benda yanga ada atas meja pegawai tu..nasib baik pegawai tu ok jer...anak ciku ni bole tahan sikit orgnyer...
sapa2 yg nk p interview gn JPN dokumen yg perlu dibawa.:
