'to' + verb-ing

my friend asked me the other day:

after 'to' usually followed by root word, in what circumstances that we allow 'to' + verb-ing ??

i cant answer in grammar point of view as i am no english teacher. but i know i used some of those things that she asked. hehe
someone help me please???
