Mystery over who bombed Turkish convoy allegedly carrying weapons to militants in Syria

A Turkish convoy, which according to some reports was transporting weapons to terrorist organizations, has been hit by apparent airstrikes in northwestern Syria.

Footage released online by the Istanbul-based Humanitarian Relief Foundation (IHH) shows plumes of smoke from the burning trucks and people running about in panic. At least 20 trucks were engulfed in flames.

The mission, however, wasn’t sponsored or organized by the IHH, the group said. No organization has as yet confirmed that the convoy belonged to them.

"Our teams helped to extinguish the fire... The trucks do not belong to us and there is no information on who bombed them," Mustafa Özbek, an official from İHH, told Reuters.
At least seven people were killed and 10 injured in the incident, according to the Turkish Anadolu agency. The trucks were reportedly heading to the town of Azaz in northwestern Syria.
Since the news emerged, media has been furiously speculating about who was behind the attack, what the trucks were transporting, what the convoy’s humanitarian mission was, or maybe it was carrying a more sinister load.
One of the aid workers who survived the incident said the trucks had been deliberately targeted, Reuters reported.
The nature of the ‘humanitarian aid’ is also in question. Turkish media and the IHH say the trucks were transporting humanitarian aid to refugees in Azaz.
However, the Turkish Cumhuriyet newspaper cited sources close to the Syrian government saying the convoy was delivering weapons to terrorist organizations.

The Hawar news agency reported that Turkey repeatedly sent convoys with arms to the Al-Nusra Front and other terrorist organizations under the guise of humanitarian aid.

Reports on Twitter went further – they identified the arms as allegedly “Docka machine guns” and “small arms with ammunitions.”

In the wake of the recent downing of a Russian Air Force bomber over Syria by Turkish fighter jets, some reports suggested the Russians were “avenging” the pilot’s death. Many media outlets thought it was the work of Vladimir Putin.

Anadolu cited ‘Syrian opposition sources,’ who claimed that Russian jets attacked the convoy.

Other sources suggested the airstrikes were carried out by Syrians, without specifying whether it was members of the Syrian Army loyal to President Bashar Assad, or one of the various Syrian rebel groups.

Neither Turkish, nor Russian authorities have yet commented on the incident. However, before the Azaz incident Tayyip Erdogan commented on an event that took place in 2013, when a Turkish security service convoy was stopped on the way to the Bayırbucak region in northwestern Syria. The Turkish president said: “If there were any weapons, then what? And if there weren't, what would change?”

Confrontation grows between Moscow and Ankara, as Turkey refuses to apologize for shooting down a Russian Su-24 bomber jet on its border with Syria on Tuesday.

Vladimir Putin says Russia would have deployed its S-400 anti-aircraft defense systems "a long time ago" if it realized its planes were under threat.

"It didn't enter our heads that we could be attacked by a country we considered our ally," the Russian president said after talks with his French counterpart Francois Hollande in Moscow.

The Russian Defense Ministry has said that all channels of military cooperation with Turkey were suspended on Thursday, including a hotline set up to share information about Russian air strikes in Syria. Moscow has also recalled its military representative from Turkey.

“Today, in accordance with the decision taken earlier, all channels of cooperation between the Russian Defense Ministry and the armed forces of Turkey were suspended,” said ministry spokesman General-Major Igor Konashenkov.

Russia's foreign ministry representative Maria Zakharova has derided the audio recording in which Turkish ground control purportedly warns Russia's plane that it will cross the border as a fake.

"The internet is full of recordings, some very interesting, others very funny... How long did it take to edit together this masterpiece? Several days? Well, it's value is clear now," the official said during a press briefing in Moscow.

In a public speech to regional heads in Ankara, Recep Tayyip Erdogan has officially denied that Turkey buys oil off Islamic State, instead saying the Islamists sell the resources they have captured in Iraq and Syria to Bashar Assad.

Erdogan was responding to an accusation Vladimir Putin made in an earlier speech.

Russian foreign ministry representative Maria Zakharova says that NATO has given "Turkey a license to break the law" by backing up Ankara's version of events, during its meeting on Wednesday.

Zakharova has also urged Turkey to officially deny it has any links with Islamists fighting against the government of Bashar Assad in Syria.

Vladimir Putin and Recep Tayyip Erdogan have exchanged angry words over Turkey's lack of apology over the downing.

"We still haven't heard any apologies from the leadership of Turkey, nor have we heard any proposal to compensate damages or to hold those responsible for this heinous crimes to account," said Vladimir Putin during an official address in Moscow.

"I think if there is a party that needs to apologize, it is not us," Erdogan told CNN in Ankara. "Those who violated our airspace are the ones who need to apologize."

The head of Russia's tourism agency, Oleg Safonov, said that co-operation with Turkey in this area will "obviously" cease in response to the downing of the Russian Su-24. The agency has already instructed tour operators to stop selling travel packages, and Safonov estimates that Turkey's hospitality industry will suffer losses of $10 billion a year from the move.

Turkey is the top foreign destination for Russian tourists, above Egypt, which has also recently been closed due to the explosion of the Russian passenger in Sinai jet last month. Safonov predicted that Russians will take 40 percent fewer foreign trips next year.

Turkey's foreign minister Ahmet Davutoglu says Ankara has no plans to apologize to Russia over the Su-24 downing.

"There is no reason for us to apologize in a situation in which we are in the right. We have already expressed our condolences to Moscow," the official said during a trip to Northern Cyprus.

Russia’s prime minister Dmitry Medvedev has ordered for a freeze of economic relations with Turkey, and said the government is preparing to impose “indefinite” across-the-board sanctions.

“The length of these sanctions will depend on the international situation, on questions of security, and more generally, on our relationship with Ankara,” said Medvedev.

US knew flight path of plane downed by Turkey: Putin

Moscow (AFP) - President Vladimir Putin said on Thursday that Russia had given prior information to the United States of the flight path of the plane downed by Turkey on the Syrian border.

"The American side, which leads the coalition that Turkey belongs to, knew about the location and time of our planes' flights, and we were hit exactly there and at that time," Putin said at a joint press conference with French counterpart Francois Hollande in the Kremlin.

Ahead of the Hollande talks, Putin and Turkish President Recep Tayyip Erdogan traded barbs, with the Russian leader saying he was waiting for an apology and Erdogan ruling out any such move.

Putin on Thursday dismissed as "rubbish" Turkey's claim that it would not have shot down the jet if it had known it was Russian.

"They [our planes] have identification signs and these are well visible," Putin said. "Instead of [...] ensuring this never happens again, we are hearing unintelligible explanations and statements that there is nothing to apologise about."

Putin has also accused Turkey of buying oil from the Islamic State jihadist group, whose financing heavily relies on the sale of energy resources.

Putin said there was "no doubt" that oil from "terrorist-controlled" territory in Syria was making its way across the border into Turkey.

"We see from the sky where these vehicles [carrying oil] are going," Putin said. "They are going to Turkey day and night."

"These barrels are not only carrying oil but also the blood of our citizens because with this money terrorists buy weapons and ammunition and then organise bloody attacks," he added.

Moscow has deployed its newest S-400 air defense missile system to Khmeimim in Syria as part of a security boost following the downing of a Russian jet by Turkey earlier this week.

“In accordance with the decision of the Supreme Commander of the Russian Armed Forces, today (on Monday) an S-400 air defense missile system has been promptly delivered, deployed and already began combat duty to provide cover for the area around the Russian Khmeimim air base in Syria,” General-Major Igor Konashenkov, Russia’s Ministry of Defense spokesman, said.


Commenting on the decision, Russia's President Vladimir Putin said there was previously no need for such measures, because "no-one imagined the Russian aircraft could be in danger. Russia would've brought S-400s to Syria a long time ago to protect its warplanes, if it entertained the possibility of a traitorous backstab."

Putin reiterated, however, that the S-400 systems are not targeting Russia's partners, "with whom we fight terrorists in Syria together."

But the downing of the Russian Su-24 bomber by Turkey prompted Russia to “ensure the safety of our aircraft during their operations against IS [and] against terrorists LIH and other terrorist groups via more reliable means,” Defense Ministry spokesman Konahsenkov said in a media briefing.

The S-400 is the most advanced anti-aircraft defense system in Russia, and is unparalleled in the world.

It’s designed to ensure air defense using long- and medium-range missiles that can hit aerial targets, including tactical and strategic aircraft as well as ballistic and cruise missiles, at ranges of up to 400 kilometers.

The system consists of a set of radars, missile launchers and command posts, and is operated solely by the Russian military.

Earlier on Tuesday, the Russian Su-24 was shot down by a Turkish F-16 fighter jet near the Turkish-Syrian border.

One Russian pilot was killed by Syrian rebels while parachuting, with the other one was rescued and delivered to Khmeimim airbase.

Despite claims from Ankara, Moscow maintains that its jet, which crashed in Syria, didn’t violate Turkey's airspace.

Shortly after the incident, the MoD announced three steps which were to be taken following the attack on the Russian Su-24 bomber, including the provision of aerial cover by fighter jets for every airstrike, the boosting of air defense by deploying guided missile cruisers off the Latakia coast, and suspending all military-to-military contacts with Turkey.

Khmeimim airbase in Latakia, Syria, accommodates Russian Air Force squadrons of Su-27SM and Su-30 fighter jets, Su-34 and Su-24 tactical bombers, which are all taking part in airstrikes on Islamic State and other terror groups in the country.

The airbase is protected by state-of-the-art air defense systems and radars. Khmeimim also has a fully operational unit for maintaining fixed- and rotor-wing aircraft and providing logistical assistance to pilots.
