Presenting: The Singapore Army's new Armoured Recovery Vehicle
As the saying goes, a picture says it all.

Ladies and gentlemen, behold: the Leopard 2 Bergepanzer III Armoured Recovery Vehicle (ARV), also known as the Buffel (Buffalo).



Singapore Armed Forces (SAF) watchers will have a field day updating themselves on developments in the Lion City's defence forces come 9 August 2010 at this year's 45th National Day Parade.

From the sneak preview of the first Combined Rehearsal (CR1) at the Padang on Saturday 19 June 2010, it was clear that the SAF is keen on highlighting more than a handful of new capabilities and war machines.

Interestingly, some new additions like the Bergepanzer III ARV will make their debut as part of the supporting cast to the military hardware that will trundle or roll past City Hall for the first time.

You know an excursion has hit the sweet spot when a bus load of militarynuts go wild over the first public sighting of the Buffel ARV in Singapore's city centre. The Buffel ARV was tucked away in a quiet corner off the parade ground, waiting for a call for its muscle should one of the Leopard 2A4 main battle tanks need a helping hand.

The combat weight of each Leopard 2A4 main battle tank demands an ARV with the heft and engine power to tow the German-built warhorse out of a sticky situation.

The acquisition of the Buffel ARV speaks volumes of the way the SAF builds its defence capabilities.

Just as it would be silly to acquire submarines without concurrently building and supporting a submarine rescue capability, it makes little sense buying main battle tanks when you have nothing in your inventory to tow these monsters should they break down in the field or on the road.

The SAF's growth trajectory is guided by a capabilities-based and not a threat-based approach.

And building capabilities entails a thorough understanding of the whole chain of systems, processes and manpower requirements needed to ensure war machines work as advertised.

Put simply: SAF war machines are more than parade trophies.

The appearance of the Singapore Army's Buffel ARV makes a compelling statement that the Army's Leopard 2A4s were not a standalone purchase but a capability development that was well-thought through and balanced.

The story of how quickly the SAF managed to make the capability jump from SM1 light tanks to MBTs is one that cannot be told in full without running afoul of the Republic's tight info security regulations.

But those who know, will know and draw comfort from the fact that the SAF Armour's promise of delivering a Swift and Decisive knockout punch against the aggressor(s) is more than an empty promise.

Hmmm..They should give Singapore Leo 2 tanks a new name. Either use the Leo 2 Revolution name or give a new acronym like Leo2 SG. Singapore's upgraded Leo 2 tanks are so so much different from the original Leo 2A4. Officially known upgrades(mentioned by the Chief of army in ADJ) - new fire control systems, new auxilliary power unit, new armour, "data-bus" network-centric systems(digitization) and Singapore's digital battlefield management system. Chief of Army also mentioned that Singapore's Leos will be using advanced kinetic energy and programmable fuze and multi-purpose tank rounds(includes guided precision missile rounds as well i suppose like the lahat).

Sudan 'arms ship' allowed to leave Cyprus waters

NICOSIA — Cyprus said on Friday that a cargo ship detained since June 11 could continue its journey to Sudan as the explosives and tanks on board were not in contravention of UN sanctions.

The Antigua and Barbuda-flagged "Santiago", which was bound for Sudan and Singapore, has been anchored off the southern city of Limassol under police guard with a suspected military cargo that would contravene a 2004 UN embargo on arms sales and deliveries to Sudan's war-torn Darfur region.

Commerce Minister Antonis Paschalides told reporters that after a thorough check of the ship's papers everything was in order and above board.

"We have issued an export permit for the military equipment to Singapore and also permitted the export to Sudan of explosives loaded on the same boat."

He said that Cyprus, as an EU member, had an "obligation and responsibility" in following the correct procedures to ensure the ship's documentation was genuine.

Cyprus police said the Santiago would be on its way once it has refuelled.

The decision to free the vessel comes after Sudan said the cargo ship seized by Cyprus has explosives on board for a gold mining firm.

"The boat contains explosives destined for Port Sudan, for mining firm Ariab which needs them to work a gold mine," Abdelbaqi al-Gilani, Sudan's minister responsible for mining, told AFP on Wednesday.

"Sudan has been importing explosives since the early 1990s to work this gold mine, and has never had any problems in the past. It's the first time this has happened. It's absurd," al-Gilani said.

Cypriot officials examined the vessel after US authorities alerted them that it was carrying a large amount of explosives bound for Sudan, as well as tanks for Singapore, Phileleftheros newspaper reported.

The paper said there were over 250 tonnes of explosives on the cargo ship and at least a dozen Leopard tanks.

The United Nations says 300,000 people have been killed and more than 2.2 million have fled their homes in the Darfur conflict since 2003. Khartoum puts the death toll at 10,000.

Tak salah 3SIR, tapi so far only one company has been trained on it. This company will train the rest of the battalion same as how the armour battalion that has the leopard started with one company trained and that company will train the rest of the battalion.

Tak. The changes are very extensive so far. New running gear(because of added weight), new axulliary power system, new firing control systems, new data-bus networked connectivity systems, installation of new battlefield management system, new armour which can cope with a range of threats 360 degrees, enhanced multi-purpose and precision guided weapons, etc. So far, these are the declared upgrades by Singapore's chief of army.

You can certainly expect Singapore to keep upgrading her Leos in the future too. Singapore does it inhouse effectively.

In a recent photo, a RSAF F-5 was spotted with a pair of ECM pods, which some have speculated that is the EL/L-812/22, which works against radar guided weapons systems. The above picture shows the RSAF's commitment to ensure that even our old fighters up-to-date in EW counter measures.

SAF to provide artillery training to Afghan officers

SINGAPORE : Singapore military personnel will provide artillery training for Afghan officers from September. This will be carried out in a school to be set up either in the Afghan city of Kabul or Kandahar.

Defence Minister Teo Chee Hean revealed this ahead of SAF Day, which falls on Thursday. It is part of multi-national efforts to help the country's national security forces build up their capability.

This is the fourth year that SAF personnel are deployed in war-torn Afghanistan. They are currently in two provinces - Oruzgan and Bamiyan - providing support services like medical and surgical treatments.

A 21-man team is also manning a Weapon Locating Radar in Oruzgan province.

Explaining the deployments, Mr Teo said what happens in Afghanistan has a bearing on Singapore's security.

He said: "Our purpose in Afghanistan is to support the international efforts there, to try and bring stability to Afghanistan so that Afghanistan will not be a location from which terrorism is exported to other parts of the world, including to our region and to Singapore."

Following a review, Mr Teo said MINDEF will conclude deployments to Bamiyan this October.

Mr Teo added: "The kind of things we were doing in Bamiyan province - which is basically construction - is really being taken up by other groups coming into Bamiyan. So we've decided to pass this on to them, leave them to do this work."

But Singapore will deploy institutional trainers - starting with six to 10 people - to Afghanistan from September.

Mr Teo said: "We'll work together with our Australian friends, Australian Defence Force, to do training for artillery in a school which will be set up either in Kabul or Kandahar.

"We will help to set up the school, including things like training methodology, curriculum and so on, and we will train the artillery men for the Afghan National Security Forces - that means how to operate, how to use artillery guns, and the key principles involved in using artillery systems."

The SAF will also extend the deployment of the Weapon Locating Radar till the end of this year.

It will also deploy an unmanned aerial vehicle task group to Oruzgan for a three-month stint from August. The group will provide surveillance and security information to the security forces operating in the region.

On the SAF's ongoing transformation into a third generation fighting force, Mr Teo said it will continue to unfold in the next five to seven years.

He said: "Total number terms, we have come down. In capability terms, we have magnified the effect of each soldier. I expect that the developments of the 3rd generation SAF will continue to unfold over the next five to seven years.

"It's a big organisation, (with) many complex systems. Each of the systems themselves can take five to seven years to deliver, and then you got to fit all the parts together as they come in."

He also spoke about how having a capable SAF helps Singapore to shape the security environment in the region.

One such initiative is the Information Fusion Centre at the Changi Command and Control Centre, which brings together liaison officers from seven countries to work together on maritime issues.

Mr Teo said: "Because we can bring something to the table, we can contribute something to the security environment to facilitate interaction between different countries and armed forces, and to help to bring them together, so that the peaceful cooperative security environment that we want to see can develop."

He said Ministry of Defence will also leverage on new channels to engage the public.

One initiative is an 18-part mini-series which tracks a group of servicemen as they go through basic military training. The programme will be available on Youtube (www.youtube.com/cyberpioneertv) next week.

Singapore chooses Italy's M-346 Trainer Jet

SEOUL - Singapore's government has selected Italy's Alenia Aermacchi, maker of the M-346 aircraft, as the preferred bidder in its trainer jet contest, industry sources here said July 1.

As a result, South Korea's T-50 Golden Eagle aircraft suffered a second defeat, following a loss last year in a trainer jet competition in the United Arab Emirates (UAE).

The UAE selected the M-346 over the T-50, jointly built by Korea Aerospace Industries (KAI) and Lockheed Martin of the United States, as the preferred bidder for a $1.3 billion deal to acquire 48 trainer jets. The Italian company has failed to finalize an agreement with the UAE, reportedly over a side deal concerning the joint development of UAVs.

"I've been told that the T-50 suffered another defeat apparently, as the M-346 has been picked up as the preferred bidder for the trainer jet contest in Singapore," an industry source said, asking not to be named. "The Singapore government has yet to make public the result of its decision on the successful bidder, and is expected to announce it soon."

Neither KAI nor South Korea's Defense Acquisition Program Administration (DAPA), responsible for T-50 overseas sales, confirmed the information.

"I understand the announcement on the final bidder will be made as early as in mid-July, or it could be delayed to September or October," a DAPA spokesman said. "But I don't know what decision the Singapore government has made."

KAI officials were not available for comment, while an Aermacchi spokesman said he had no information to provide on the matter.

Once confirmed, however, the defeat in the Singapore competition will likely deal a serious blow to KAI's potential trainer jet tenders in other nations, such as Poland, the United States and Iraq, observers here say.

KAI also hoped to reopen talks with the UAE over the sale of T-50s by capitalizing on the Gulf state's stalled talks with Aermacchi, and on a landmark $20 billion deal with South Korea involving nuclear reactors.

Moves to privatize KAI also likely will gain strength. The administration of South Korean President Lee Myung-bak began an effort last year to privatize state assets, including its stake in KAI.

The state-owned Korea Development Bank (KDB) announced in April 2009 that it would sell its 30.5 percent stake in KAI, which has three other major local shareholders - Samsung Techwin, Doosan Infracore and Hyundai Motors, each with a 20.54 percent stake.

But KDB temporarily withdrew from its decision in the face of opposition from KAI's labor union, which argued that the privatization effort could hurt overseas sales of the T-50.

Currently, the Korea Finance Corp. (KoFC), which was spun off from KDB, holds the government's stake in KAI.

Earlier this year, a KoFC official said, "If KAI fails to sell the T-50 to Singapore, discussions of the KAI privatization would certainly be resurfaced. Our position will be re-established after that."

The T-50 and M-346 are considered to be among the best advanced trainer jets on the global market. Although they have been purchased by their respective home customers, the air forces of Italy and South Korea, the UAE contest was their first duel in an international market, with the M-346 appearing to claim victory.

The difference between the UAE and Singapore evaluations is that Singapore will contract for a total training system, including simulators and classroom trainers. The UAE is choosing an aircraft and will then hold a separate competition for a training system provider.

Aermacchi teamed up with Singapore defense company ST Aero to compete with the KAI-Lockheed team in Singapore. The ground-based training system to support the M-346 would be provided by Boeing's training systems division, which is a third partner on the ST Aero-Aermacchi team.

Both KAI and Aermacchi are seeking to pitch their trainer jets to the U.S. Air Force to replace its aging T-38 trainers. The Italian company, part of the Finmeccanica industrial group, also has teamed with EADS to propose the M-346 for a long-planned pan-European project known as the Advanced European Jet Pilot Training program.

Singapore's Seahawk integration programme concludes successfully

The Republic of Singapore Navy's (RSN's) Formidable-class frigate RSS Stalwart and three of the RSN's six Sikorsky S-70B Seahawk naval helicopters are preparing to return to Singapore after completing four months of integration training with the US Navy's Helicopter Maritime Strike Weapon School and the US 3rd Fleet in San Diego.

Teo Chee Hean, Singapore's Deputy Prime Minister and Minister for Defence, told Jane's on 25 March that the Seahawk integration programme, which began in November 2009 with the inauguration of the RSN's Peace Triton naval helicopter detachment, had successfully concluded with a "high-tempo, week-long exercise" involving five surface ships, a submarine, maritime patrol aircraft and F-18 Hornet combat jets.

The frigate and aircraft would be returning home "shortly", Teo said, enabling the Singapore Armed Forces (SAF) to focus "for the next two years on integrating the operations of its new assets - such as the S-70B helicopters, Formidable-class frigates and Archer-class submarines - into the SAF's overall force structure". He implied that further naval procurements were not expected while this integration work continues.

The addition of the Seahawks, which the Singaporean Ministry of Defence (MoD) acquired in 2005, "will enhance the RSN's ability to carry out maritime security operations in Singapore's sea lines of communication", Teo explained, and "will allow the frigates to conduct standoff surveillance and prosecution of suspicious contacts at sea".

Providing the six frigates with an organic aviation capability, the S-70Bs will have two main roles: anti-submarine warfare (using dipping sonar and torpedoes) and anti-surface warfare (conducting surveillance tasks to allow the mothership to engage enemy vessels with Harpoon surface-to-surface missiles).

The helicopters are equipped with a "sophisticated command, control and communications suite", according to the MoD, which revealed details of some of the systems that will be used by the Seahawks. These include an APS-143 maritime surveillance and tracking radar, an L3 Helicopter Long Range Active Sonar (HELRAS) dipping sonar, Whitehead A244S torpedoes, and a Raytheon AAS-44 electro-optic system to provide infrared detection and tracking.

Having travelled to San Diego, to witness the conclusion of the integration programme, and to Washington, for meetings with US Secretary of Defense Robert Gates and other senior officials, Teo said he had "encouraged the US to participate actively and constructively as a partner to the region in the evolving security architecture". He said that the growing strategic power of China and India made it necessary for "an open and inclusive regional security architecture" to evolve that could balance these various interests in order to deliver a "peaceful and stable Asia-Pacific".
