Girl found dead at foot of Block 535 Hougang St 52 By Johnson Choo, Channel NewsAsia


  


SINGAPORE : A 13-year-old girl was found lying at the bottom of a block of flats in Hougang on Tuesday.

This was at about 7.55pm at Block 535 Hougang Street 52.

She was pronounced dead about half an hour later by paramedics.

The girl is said to be a resident in the block.

Neighbours who know her said she was a polite girl. Her family members declined to speak to the media.

Police have classified the case as unnatural death.

They are appealing to those with information to call the Police Hotline at 1800-255 0000. - CNA

STUDENT SETS TEACHER'S HAIR ON FIRE IN CLASS
Class so shocked they froze

RIGHT in the middle of the class, the girl sneaked up behind the teacher and held a burning lighter to her hair.

The girl immediately tried to put out the fire with her bare hands.

But the damage had been done.

Hair at least the size of a palm was singed, and the teacher's dress was partly burnt before she left in tears.

It happened in front of the whole class.

'I saw her walking past playing with a lighter. She put it at the teacher's hair and it just burst into flames!' said eyewitness Adam.

'And then we could all smell that terrible burning smell.'

The student, Janet, had walked up six rows of tables from her seat right at the back of the class before burning the teacher's hair with a lighter.

The teacher had long hair that was half-way down her back.

JUST SAT THERE

'We saw the flames but we all just sat there, shocked, and didn't do anything,' said another classmate, Emma.

'I mean, who would ever expect anyone to ever do anything like that? And to a teacher too!'

The names of all students have been changed to protect their identities.

Yes, it happened right here in Singapore on Mar 22.

And the culprit?

A 13-year-old girl in Secondary 2.

She has since dropped out of the school, which is in the West Coast area.

But it's not just Janet that the school authorities are worried about.

Perhaps more disturbing is that the teacher, in her 30s, continues to be haunted by the incident.

Though she did not suffer any physical injuries, she has been badly affected and is said to be undergoing counselling.

When contacted, her school confirmed the incident and revealed that the incident was not related to any disciplinary issue between teacher and student.

The school requested that The New Paper not speak to the traumatised teacher.

However, The New Paper spoke to five of Janet's classmates about the incident.

They said the class was having an English lesson conducted by the teacher who teaches English and music for eight periods a week.

The teacher had her back to the class, and was writing on the white board.

Janet, who sat at the back, was playing with a lighter and chatting with some friends.

HALFWAY THROUGH LESSON

Then, right in the middle of the lesson, Janet walked up to the teacher and waved the flame at her teacher's back.

Singed hair and a burning dress was followed by the frantic putting out of the fire.

'We all were shocked, but she (Janet) was also very shocked. I don't think she really wanted to set our teacher's hair on fire,' said eyewitness Joanna.

'Because she quickly started putting out the fire on her teacher's hair with her own hands!'

Both the teary teacher and the student then walked out in turn, leaving the rest of the class stunned.

Though students are aware that the teacher was traumatised by the event, they do not know why she has not returned to class.

'Our teacher looked as if she was going to cry right before she walked out of class,' revealed Adam.

NOT TEACHING THEM ANYMORE

'After that, she only came back to class once or twice to talk to us about the incident. But she hasn't come back to teach us - we have been having only relief teachers.

'I wonder why actually, because we've all seen her around school sometimes.'

Janet was contacted by a close friend on The New Paper's behalf but declined to comment.

However, the same friend who is in another class was quick to jump to Janet's defence.

'She was just playing - nothing serious. She was just a bit bored during class and was playing with a lighter,' said Kate, who was also in the same primary school as Janet.


'And so she told her neighbour that she dared to burn the teacher's hair.

'No-one stopped her, so she just went ahead to show that she can. But she didn't expect it to really catch fire - and she was the one who put it out.'

However, not all the eight friends interviewed by The New Paper were as comfortable with Janet.

One student, Emma, insisted that she not be named because she was apprehensive about Janet, 'especially when you know she dares to do a lot of things'.

'I don't know her that well,' Emma added.

The normal academic student was new to the class, as she had been moved from the Sec 1 express stream.

NICE AND WARM GIRL

'But I think on the whole she seems to be okay. Can be quite nice and warm if you really know her better,' continued Emma.

But when asked about why they thought Janet had done that, they were stumped.

'Our teacher is actually okay - boring, but others are like that also.

'Of course she shouts when she's angry but she's quite nice. Very naggy though,' said Amelia.

'She (Janet) seems nice too. We haven't seen her in class since she walked out with her bags that day. But I wonder why she did that?'

Student and father apologised to teacher

HERE'S the reply from the school principal:

I confirm that the incident of a student burning one of my teachers' hair did happen on Mar 22 this year.

After a thorough investigation, it was established that there was no conflict between the teacher and the student and that the incident was not due to any outstanding issue between them.

There was no physical injury to the teacher.

The student could not explain or provide a reason for her behaviour. The student and her father have since apologised to the teacher.

Following the incident, the student's father decided on Mar 26 to pull his child out of school of his own accord in the best interest of the child and the teacher.

The school accepted this decision and has assured the father that we will help her get back to schooling when she is ready.

The school is also providing its full support to the teacher to help her cope with the incident.

TELINGKAH DUA PEMINAT SETIA RADIO BERAKHIR DI MAHKAMAH

PERKENALAN menerusi udara dua pendengar setia stesen radio Melayu setempat, Ria, berakhir di mahkamah semalam dengan seorang daripada mereka didapati bersalah mengasari dan berkelakuan nakal terhadap yang seorang lagi.

Mereka menjadi musuh gara-gara perasaan cemburu mengenai siapa yang lebih 'popular' di radio dan mengenai hutang yang tidak dibayar.

Selepas perbicaraan sehari semalam, Noraisha Abdul Rahman, 40-an tahun, didapati bersalah terhadap Cik Nachiah Sultan Mohammad, 45 tahun.

Majistret, Encik Alvin Koh, akan menjatuhkan hukuman pada 27 Mei.

Mereka, yang berkenalan dua tahun lalu, kerap menujukan lagu menerusi Ria dan mula akrab selepas bertemu di sebuah acara anjuran stesen radio itu.

Noraisha lebih terkenal dengan panggilan 'Nora Dangdut' apabila meminta lagu di radio, sementara Cik Nachiah pula sebagai 'Salbiah Mohamed Yusof'.

Cik Nachiah memberitahu mahkamah hubungan mereka mula dingin sekitar tiga bulan selepas berkenalan kerana beliau menjauhkan diri sebab enggan melayan tertuduh yang suka mengumpat.

Pada 16 November 2002, Noraisha pergi ke gerai Cik Nachiah di bazar Ramadan Balai Rakyat Kampung Ubi untuk bersemuka dengannya.

Sebabnya tidak dinyatakan, tetapi mahkamah diberitahu Noraisha gagal melunas hutang $200 daripada Cik Nachiah.

Cik Nachiah berkata Noraisha mengheretnya keluar dari gerainya dengan menarik blausnya hingga koyak dan beliau sendiri mengalami calar-calar di dada.

Noraisha juga memaki hamun Cik Nachiah di depan khalayak ramai.

Cik Nachiah membuat laporan polis serta aduan ke mahkamah dan menuntut Noraisha meminta maaf, tetapi dia enggan dan minta dibicara.

Dalam pembelaannya, Noraisha berkata dia tidak melakukan apa yang didakwa Cik Nachiah.

Dia ditawarkan ikat jamin $5,000 sementara menanti hukuman.

Tuduhan pertama membawa hukuman denda maksimum $5,000, sementara tuduhan kedua pula penjara maksimum dua tahun atau denda atau kedua-duanya sekali.

DAKWA DIDERA 'BOUNCER'

SEORANG ibu mendakwa anak lelakinya dipukul dan ditendang, di samping kepalanya dihentak dengan alat walkie-talkie oleh sekumpulan bouncer sebuah kelab malam di Orchard Road Ahad lalu.

Akibat kejadian itu, anak sulungnya menerima enam jahitan di Hospital Besar Singapura (SGH).

Marah dan tidak puas hati dengan apa yang diperlakukan ke atas anaknya itu, ibu yang hanya ingin dikenali sebagai Cik Lina, 50 tahun, itu merancang menyaman kelab malam berkenaan.

Semasa dihubungi, anak Cik Lina yang hanya memberikan namanya sebagai Encik Abu, 26 tahun, berkata bahawa beliau sedang menuju ke tandas kelab itu 2.30 pagi apabila 'tiba-tiba saya ditolak hingga jatuh'.

'Lalu saya ditarik seorang lelaki berkot hitam ke satu sudut gelap.

'Selepas saya berdiri untuk menjelaskan keadaan sebenar, dia tumbuk muka saya,' kata Encik Abu, pekerja sambilan restoran.

Beliau mengaku telah meminum dua gelas minuman keras sebelum kejadian tersebut.

Menurutnya, sekumpulan lelaki yang juga berkot hitam kemudian menuju ke arahnya lalu mula menumbuk dan menendangnya selepas beliau rebah ke lantai.

Rakannya, yang hanya ingin dikenali sebagai Encik Tan, 30 tahun, pula mendakwa mendengar salah seorang bouncer terbabit mengugut akan 'menghabiskan' Encik Abu jika beliau enggan keluar dari kelab itu.

Encik Tan yang berada di tempat kejadian mendakwa:

'Ketika itu, saya lihat salah seorang lelaki berkot itu menggunakan alat walkie-talkie untuk mengetuk kepala rakan saya itu.'

Semasa dihubungi, salah seorang pengurus di kelab malam itu yang hanya mengenalkan dirinya sebagai Encik Aladin berkata bahawa beliau tidak tahu-menahu mengenai kejadian tersebut meskipun beliau bekerja pada malam itu.

'Setahu saya, semua bouncer kami tidak dibenarkan memukul sesiapa.

'Mereka yang mabuk dan membuat kacau, kami akan menghalau mereka lalu mengharamkan mereka daripada masuk ke kelab malam kami,' katanya lagi.

Jurucakap polis yang dihubungi kelmarin mengesahkan pihaknya menerima panggilan mengenai kejadian itu dan siasatan kini sedang giat dijalankan.

BUDAK MAUT KENA SERPIHAN LEDAKAN GUNUNG BROMO

KESERONOKAN bercuti di Indonesia bertukar kepada tragedi menyayat hati apabila ledakan Gunung Bromo, dekat Surabaya, meragut nyawa anak satu pasangan dari Singapura petang kelmarin.

Muhammad Nur Hakim Azmi, 12 tahun, meninggal dunia akibat terkena hujan batu dan pasir panas yang dimuntahkan gunung berapi tersebut sekitar 4.20 petang (waktu Singapura).

Abang Allayarham, Muhammad Hasanuddin, 15 tahun, yang turut mendaki bersamanya, cedera parah dan dimasukkan ke unit rawatan rapi (ICU), Rumah Sakit Dr Soetomo di Surabaya.

Dia mengalami kelecuran dan cedera di bahagian leher.

Namun, keadaannya dilaporkan stabil.

Ibu bapa, nenek dan adik perempuan mereka yang berusia tiga tahun terselamat kerana berada di kaki gunung tersebut.

Kejadian itu turut meragut nyawa seorang warga Indonesia dan mencederakan empat warga negara itu yang lain.

Menyusuli kejadian itu, 20,000 penduduk terpaksa dipindahkan ke tempat yang lebih selamat.

Ayah mereka, Encik Azmi Ismail, lewat 30-an tahun dan menetap di Jurong West, ketika dihubungi menerusi satu panggilan jauh semalam, dengan nada tersekat-sekat, berkata:

'Muhammad Hasanuddin kini dalam keadaan stabil walaupun masih terlantar di hospital.

'Saya tak dapat pastikan bila kami sekeluarga akan pulang ke Singapura.'

Menurut akhbar Jawa Pos, Allahyarham Nur Hakim, jatuh tergolek dan ditimpa hujan batu.

Mayatnya dijumpai di lereng gunung.

Alahyarham Nur Hakim dan abangnya mendaki Gunung Bromo, dengan ditemani rakan dari Indonesia, Encik Naki, 40 tahun, yang juga cedera parah.

Keluarga Encik Azmi mula bercuti di Surabaya sejak tiga hari lalu.

Mereka menetap dengan saudara-mara di Surabaya.

Dalam pada itu, jenazah Nur Hakim selamat dikebumikan di Surabaya pagi semalam.

Beberapa saudara-mara dari Singapura turut ke sana untuk bersama-sama dengan keluarga tersebut.

Gunung setinggi 2,392 meter yang masih aktif dan sering bergegar, merupakan kawasan tarikan pelancong di Surabaya.

Semalam, asap tebal dan abu panas dilihat meledak dari gunung berapi yang pernah meragut nyawa 40 orang dalam 1966.

NS cut by six months
24 months will do, thanks to Mindef's high-tech push in weapons, training

NATIONAL service training will be cut by six months to a maximum of two years, a reduction made possible with the Singapore Armed Forces relying more on technology and less on having large numbers of soldiers.

The cuts, which will also apply to full-time national servicemen in the police and civil defence, are the first major changes to NS duration since 1971, when training was reduced from 36 to 30 months for officers, and from 30 to 24 months for those below the rank of corporal.

Now, 35 per cent of each year's intake serves 24 months, while the A-level students and diploma holders - who all hold the rank of corporal and above - serve 30 months. It is the latter group of increasingly better-educated and technology-savvy enlistees, who will have their NS stint shortened.

The cha- nges, announced in Parliament yesterday, will be phased in over the next few months, starting with those already in NS.

Servicemen who enlisted between January 2002 and last month will get a two-month cut and complete their NS no earlier than the end of this month.

Getting a four-month reduction will be those who enlist between this month and November this year.

The full six-month reduction will be for all new recruits who enlist from December.

Servicemen who disrupt their training, usually for studies, will get the same cuts as others in the same batch, when they return to complete their training. There will be no change for those who already serve 24 months.

Even with the new cuts, being physically fit will still make a difference.

Those who attain at least a silver award in pre-enlistment fitness tests will start Basic Military Training four weeks later than the rest, and complete NS four weeks earlier as well - making for an extra eight-week reduction in all.

Giving the details in a ministerial statement, Defence Minister Teo Chee Hean said the timing was right for the changes because two key factors were coming together now.

The first and more important was the transformation of the military over the next decade into a high-tech fighting force - the 'Third Generation SAF' - which would rely less on numbers of soldiers, and more on their higher education levels and capabilities.

The process was already bearing fruit, he said, citing how the Apache helicopter used by the air force combines a sophisticated radar system, precision-guided missiles and the near-instantaneous exchange of data to destroy tanks at long range, without needing large numbers of troops.

Firepower delivered by the new Primus 155mm artillery gun was another example. Four crew members do the job which needed 12 before. And they do it faster and more accurately.

'With the transformation of the SAF, more national servicemen will be deployed in positions which are more challenging and make better use of their education and training, while serving a shorter period of full-time NS,' said the minister.

The second factor is a projected surge in the number of 18-year-olds eligible for NS, the result of more births starting from the 1988 Dragon Year till around 1997.
This means that for 10 years from 2006, there will be 15 to 20 per cent more enlistees - up from about 19,100 a year now, to 24,300.
This will ensure enough soldiers for Singapore's defence needs as the SAF evolves into a leaner force, even with the shorter NS stints.

The minister was confident that after the surge in annual intake subsides - sometime around 2016 when it will fall to about 20,600 a year - the SAF will still be able to do its job.

It takes 12 months to train officers and section commanders, and in their second year, the commanders and troops can be deployed for operation duties. 'We aim to keep the period of full-time national service not longer than what is needed for our defence needs.'

At no time will Singapore's defences be compromised, he made very clear, both in his speech and in response to some of the questions raised by 10 MPs, all of whom backed the cut.

In fact, the transformation of the SAF into a technology-intensive force would result in a more capable and leaner military, he assured.

Already, by using simulators and other high-tech aids for everything from shooting a rifle to conducting a full-scale battle, the training of all troops, from recruits to top commanders, had been made more effective, while taking much less time.

Dispelling the notion that the changes were prompted by a need to cut costs, the minister said: 'We will put in whatever we need for the purpose of defence.'

But to get the most value out of every extra defence dollar available, he said: 'I would rather put it in the transformation of the SAF, rather than in getting more people or keeping them for a longer time.'

They approach men openly
Chinatown shopkeepers worry about 'Second Geylang' image from the presence of bold China girls

PROSTITUTES have boldly taken to the streets of Chinatown. Even after two police raids within a week and 19 arrests, a few remain.

Last night, three women were spotted approaching men outside the Chinatown MRT station, discreetly asking whether they were interested in 'having fun'.


Shopkeepers in the area are worried.

A jewellery shop owner, who gave his name only as Mr Tan, claimed his business has dropped about 30 per cent over the last two months.

He said in Mandarin: 'My customers tell me they're afraid to come here. The women (customers) complain there are many dirty old men who will look at them from head-to-toe, front and back.

'The men are also afraid to come because they feel that if the women approach them and if their wives see it, they may misunderstand,' he said.


'It gives people a a very bad impression of the area. People may start to think this is a second Geylang.'

Shopkeepers we spoke to said the women from China started coming to the area about two months ago.

Mr S W Chang, a healthcare products shop owner, said in Mandarin: 'I hope they will go away soon because otherwise, in the long run, their presence will affect business.

'It's not so good for the image of the area, and people may start to avoid coming here.'

When the police conducted two surprise checks in the vicinity last week, 19 women, all Chinese nationals, were arrested.

When The New Paper visited the MRT station, which is next to People's Park Complex, for a third time yesterday evening, there were women approaching men. But the scene was quieter than before the police raids on Wednesday and Sunday.

As early as 5.30pm last Tuesday, at least five women were seen standing alone outside the MRT station, as if waiting for someone. By 8pm, there were 10 of them.

Some of the women, who seemed to be in their 30s, told us were here on tourist passes.

They would pace up and down the sidewalk, occasionally stopping to talk to middle-aged men.

If the men rejected them, they would look for other targets.

The women were quite discreet though, and generally they blended in.

Most were in jeans or trousers and blouses.

Unless you stopped to observe them, you may not have noticed them.

Several women were overheard asking men what they were doing, or if they were alone.

One man was heard asking a woman how 'business' was for the day. She was then seen walking off with him.

Most of them declined to be interviewed.

However, a few who spoke to us said they came to Singapore with the hope of making some money and returning.

They tend to seek older men as potential clients because they admit they are not as young and good-looking as the girls who work at night clubs here.

To them, Chinatown was a good hunting ground because there are usually many retirees who sit around the open space.

'They also are more willing to spend money,' one of the women said in Mandarin.

We trailed five couples over 90 minutes. One couple boarded a public bus. The rest went straight to a nearby budget hotel on Mosque Street.

The hotel rates, as indicated on a banner outside, were $40 for the night, or $15 for transit (one or two hours).




A passer-by who was approached by the women, Mr Ivan Neo, 25, said: 'As I was walking to the MRT station they smiled and asked me what I was doing. When I said I was going home, they asked, 'Want to have some fun?'

'I asked what they meant by that, they said 'have sex, for $50'.'


Mr Neo, who works in the area, said he takes the train from the Chinatown MRT station almost every day, and often sees the women approaching older men.

'But if you look at them a bit longer than usual or smile at them, they will come and ask you also,' he said, adding that he has never taken up any offer from the women.

When this reporter asked the older men who loitered around the area, most of them denied they had ever had sex with the girls or been approached by them.

One retiree in his 60s, who declined to give his name, said: 'They are very poor things. They try to find work manning stalls, or in restaurants but they can't get jobs.'


He added with a sigh: 'It's tough to survive these days.'

He said he had never had sex with them.

'We're just old men who come downstairs to chat with friends. After a while we go back home and sleep, that's all.'

Police: 19 women nabbed last week

THE police confirmed that 19 women from China have been arrested for soliciting in the vicinity of People's Park Complex.

Ten of them were arrested on Wednesday afternoon, and the other nine on Sunday.

Of these, three have been charged and 11 have been repatriated.

The police are still investigating the remaining five women.

According to police statistics, 2,301 foreign women were arrested for 'vice activities' in Singapore last year, compared with 3,422 in 2002.

Police spokesman Karen Chen said: 'As a result of the police enforcement actions, the level of vice activities in Singapore is largely under control.'

While prostitution is not an offence in Singapore, soliciting is.

Any person who persistently loiters in a public place or solicits for the purpose of prostitution or any other immoral purpose, can be found guilty of an offence and can be fined up to $1,000.

If found guilty again, the person can be jailed for six months and fined $2,000.

Ms Chen said: 'Singapore has adopted a pragmatic solution (to prostitution and brothels) by confining prostitution to certain areas, and through enforcement against prostitutes who solicit in public, and pimps who force women into prostitution.'

Change of venue?

THE presence of prostitutes from China is not new. But until now, most have been confined to Geylang.

Last week, The Sunday Times reported that Chinese women were seen approaching elderly men in a coffeeshop on Geylang Lorong 23. The women were said to be enticed by their CPF pensions.

Their presence has made some brothels unhappy because they walk the streets and are able to negotiate their own rates.

Going smoke-free won't hurt business at pubs, clubs

SEVERAL cities in developed countries have adopted the laudable move of banning smoking in enclosed spaces, including restaurants, bars and clubs. The health of employees and patrons was a major factor in these decisions. So why is Singapore trailing behind?

The music scene here is developing rapidly. With regular gigs by world-renowned DJs and musicians, the public has access to top entertainment.

Yet the thought of spending several hours in a smoke-filled enclosure has often discouraged me from attending these events.

A night of clubbing leaves you smelling like an ash tray, even if you don't smoke. It simply destroys the clubbing experience for me.

I have seen several online discussions where frequent club-goers have expressed a similar view, although there are several who insist that 'smoking completes the experience' and so on.

However, numerous studies have shown the hazards of smoking and second-hand smoke.

Why should Singaporeans have to endanger their health for a few hours of music?

Club owners sometimes ask non-smokers to go outside if they want fresh air. But it is smokers who should go out, to allow their smoke to dissipate in the open air.

In the enclosed air-conditioned environment of a pub or club, the smoke becomes concentrated, increasing the health hazard.

As for smokers, do they really want to increase their health risk by inhaling concentrated second-hand smoke all night if they can just go outside for a smoke break, then return to clean air within the premises?

Pub owners claim a smoking ban will affect their business, when the evidence so far has shown otherwise.

In New York, bar and tobacco lobbyists predicted the loss of 65,000 jobs if its hospitality venues went smoke-free. In fact, employment in the sector increased by almost 10,000 jobs.

In February, a study showed no-smoking policies do not harm businesses and, in some cases, even improve them.
