3) Thirdly, he says that the Penang branch of the Institute of Engineers (IEM) told him that the fees were not excessive.
The Penang Chapter of the IEM is just an association of engineers lah. It is like asking the association of property developers if their houses are too expensive or not.
The Board of Engineers, however is the properly legally-authorized body to determine the scale of fees. No way you can justify consulting fees of RM220 million for 20km of roads.
