Cabul doktor pelatih: 10 mangsa, 7 saksi dipanggil

KUALA LUMPUR: Jawatankuasa Siasatan Bebas memanggil 17 individu berhubung kes gangguan seksual terhadap pegawai perubatan siswazah oleh seorang ketua jabatan di sebuah hospital di Lembah Klang.
Menteri Kesihatan Dzulkefly Ahmad berkata individu yang dipanggil itu termasuk 10 orang mangsa dan 7 saksi ditemu bual dan disiasat berhubung perkara berkenaan.
“Jawatankuasa itu bermesyuarat sebanyak 2 kali dan kita memanggil individu-individu itu untuk membantu siasatan namun saya tidak boleh mendedahkannya (hasil siasatan dan temu bual),” katanya pada sidang media selepas merasmikan Majlis Pelancaran 1st Malaysian Men’s Health Conference, Universiti Malaya (UM) hari ini.
Media sebelum ini melaporkan seorang ketua jabatan Ortopedik di sebuah hospital awam di Lembah Klang, beberapa kali membuat gangguan seksual terhadap beberapa pegawai perubatan siswazah (PPS) di bawah seliaan beliau.
Susulan pembongkaran kes itu, lebih ramai pegawai perubatan termasuk pelatih perubatan siswazah tampil membuat aduan yang serupa kepada Pejabat Menteri Kesihatan serta Menteri Pembangunan Wanita, Keluarga dan Masyarakat melalui pelbagai saluran.
Dalam perkembangan lain, menjawab mengenai Skim Perlindungan Kesihatan Nasional, Dzulkefly berkata pihak kementerian akan berbincang dengan Bank Negara Malaysia dan Kementerian Kewangan mengenai usaha dan pelaksanaannya pada Rabu ini.
“Tidak ada satu timeline (garis masa) yang jelas, tapi kita sekarang berada di ambang 100 hari janji Pakatan Harapan (PH) dan perkara ini terkandung dalam manifesto 10 Janji dalam 100 Hari PH pada pilihan raya umum ke-14 (PRU14). Andai diluluskan Kabinet, kita akan membuat pra pelancarannya,” katanya.
Dzulkefly berkata skim tersebut adalah lebih mendalam, berbeza dengan Skim Peduli Sihat yang melibatkan rawatan asas sahaja yang dibuat oleh negeri Selangor.
Persidangan 1st Malaysian Men’s Health merupakan persidangan julung kali yang dianjurkan UM dan Malaysian Clearinghouse for Men’s Health dengan kerjasama Kementerian Kesihatan Malaysia, Persatuan Andrologi Malaysia dan Kajian Penuaan Lelaki (MSASM).
Turut hadir pada majlis itu ialah Timbalan Ketua Pengarah Kesihatan Datuk Dr Chong Chee Kheong dan Naib Canselor Universiti Malaya, Datuk Ir Dr Abdul Rahim Hashim. |

Doctors confused by transfers

KUALA LUMPUR: A few specialists from a hospital in the Klang Valley are claiming top officials have informed them that staff members at the orthopaedic department whose department head (HoD) was accused of sexual harassment would be transferred out of the hospital for bringing charges against him.
Confusion has arisen because others have been told the decision to transfer staff members was put on hold.
Meanwhile, Health Minister Dr Dzulkefly Ahmad told The Star that people should not listen to hearsay but wait for an official statement instead.
In July, The Star carried a front page report on house officers who alleged they had been sexually harassed by an orthopaedic HoD at a hospital in the Klang Valley.
In response to the story, Dr Dzulkefly asked victims to e-mail him directly, and a committee comprising representatives from both the Health and the Women, Family and Community Development Ministries was set up to look into the matter.
On Sept 2, Dr Dzulkefly said the Health Ministry was awaiting the final report from this independent investigation committee and revealed 38 victims had e-mailed or written to him.
Now, one specialist – who declined to be named – said he was shocked to be told last Thursday to expect his transfer letter in two weeks following an inquiry into the sexual harassment case.
The specialist said he and a few other specialists had received calls informing them that the current orthopaedic team – made up of 14 specialists, 25 medical officers (MOs) and 15 paramedics (nurses, medical assistants and administrative staff) – would be disbanded and replaced with a new team.
The official claimed that the tran­s­fer order was decided at a meeting on Thursday in Putrajaya, he said.
“He told us we have been given the transfer order by the Health Ministry’s top ranking management officials, and that letters would follow through. He said this was a consequence of the sexual harassment charges against ‘your ex-head of department’.”
“Most of us are very upset. Colleagues and patients who have heard the news have questioned the transfer order, and if we were the sexual predator in question,” he said.
He said after the call, he called another official who confirmed the transfer order. Another specialist also received a confirmation via text message from a different source. However, one official said the transfer had been put on hold.
“Around the same time as this news, there was an emergency meeting held at a hospital to identify doctors who would volunteer to move to the hospital in question,” he said.
The specialist said it would be unjust for them to be punished as they were not involved in the HoD’s sexual harassment case, and did not know what occurred behind closed doors.
He also said not all staff members – including himself – were called to the inquiry.
He said this incident had demoralised many dedicated doctors who had sacrificed family time, spending long hours at the hospital.
Another specialist said some of them had already been verbally informed of their new posts – and when to report for duty – Sept 18 for specialists and Oct 1 for medical officers.
“We find this totally unacceptable. Transfers have to made with a valid reason and this unjustified wholesale transfer is shocking.
“Whenever we asked about the transfer (from the minister’s office and secretary of the independent inquiry committee), we were told it was to ‘dismantle the toxic environment’, and that we were ‘guilty by association’ and ‘inaction’, and it was ‘collateral damage’,” he said.
Many doctors are worried that their livelihoods would be affected if they have to move.
Some junior medical officers and postgraduate medical officers have research ongoing while others have professional examinations coming up, he said. Many specialists had settled down near the hospital, and have schoolgoing children and sick parents to care for.
A sudden change like this would surely disrupt their lives.
Another specialist said the ministry should hear out those affected if they were going to carry out the transfer.
Meanwhile, an elderly patient who wanted to be known only as A, is concerned that her follow-up treatments would be messed up and that she would have to travel far to see her doctor, whom she trusts.
“I depend on my working daughter who has to juggle her work hours to take me to hospital.
“I’m staying near the hospital and it is convenient for us now. I’m sure other patients have similar concerns,” she said. |

Report on harassment of housemen goes to MACC

PETALING JAYA: The health ministry has submitted its report on harassment of female housemen at a public hospital to the Malaysian Anti-Corruption Agency (MACC).
Deputy Health Minister Dr Lee Boon Chye said MACC will investigate if there is any case to answer for possible corruption or abuse of power.
The Star quoted him as urging victims to make a police report as this had not been done. Earlier news reports had claimed the victims had already made police reports but there was no action.
News reports in July had reported that housemen were allegedly bullied and sexually harassed by the head of department in a hospital in the Klang Valley.
Last week, Health Minister Dzulkefly Ahmad confirmed that a senior doctor who allegedly sexually harassed several trainee doctors would be suspended to facilitate further investigations by the authorities.
In a statement, he said investigations carried out by an independent inquiry body found that there were sufficient grounds for his ministry to take further action against the hospital head of department for his misconduct.
A recent survey found that a majority of junior doctors and medical housemen in the country claimed to have been bullied at their workplace, with 17% saying it was so bad that they thought of ending their lives.
Shortly before the media report on the doctor, a separate report by a houseman at a hospital in Kuala Lumpur against a senior doctor who was allegedly abusive went viral as well. |

Geng Sex Predator yang terlibat kebanyakkan dah resigned pastuh lari pergi hospital swasta. Satu department kena cuci. Nurse / Doctor yang dah tahu pasal kes cabul neh tapi buat diam je habis kena transfer.. KKM dah report ke SPRM untuk kes mangsa yang dah buat report polis. Tapi report polis tak wujud.
Fuhh makin berat kes neh.

SUNGAI BULOH: Ketua Jabatan Ortopedik sebuah hospital awam yang didakwa terbabit dengan kes gangguan seksual digantung daripada menjalankan tugas selama dua bulan bermula semalam, kata Menteri Kesihatan, Dr Dzulkefly Ahmad.
Beliau berkata, keputusan menggantung tugas Ketua Jabatan yang sebelum ini diarahkan untuk bercuti dibuat oleh Suruhanjaya Perkhidmatan Awam (SPA) bagi membolehkan siasatan lanjut dijalankan oleh pihak yang berkenaan, termasuk Kementerian Kesihatan.
“Kementerian Kesihatan akan memulakan siasatan dalamannya minggu hadapan dan laporan itu kemudian akan diserahkan kepada SPA untuk proses menamatkan perkhidmatan Ketua Jabatan berkenaan.
"Beliau bagaimanapun mempunyai hak untuk mempertahankan kedudukannya,” katanya kepada pemberita selepas mesyuarat tertutup bersama kakitangan jabatan, hari ini.
Minggu lalu, sebuah badan bebas yang ditubuhkan bagi menyiasat kes berkenaan mengesyorkan ketua jabatan itu digantung tugas.
Dzulkefly dilaporkan sebagai berkata akan cuba untuk menyelesaikan perkara itu. |
