LRT disruptions raising doubts

FAILURE to keep train schedules predictable is not going to endear the light rail transit (LRT) system to passengers.
This is an unacceptable possibility for what is, in effect, the backbone of the much touted integrated public transportation system meant to solve the Greater Kuala Lumpur traffic congestion.
For as long as passengers have no confidence that the system is reliable and works like clockwork, they will refuse to use the service, especially at peak hours.
Unfortunately, the system has done exactly this; letting passengers down when it is most needed, leaving many stranded.
Granted, buses were made available by operator Rapid Rail Sdn Bhd (Rapid Rail), but it is the congested roads that drove them to the LRT in the first place.
Letting them down a few more times at critical moments in their daily routine will surely see only the brave risking the displeasure of bosses.
Yet, in cities like London, even bosses take the trains, underground and buses on a daily basis because of their predictability, comfort and affordability.
But, when buses are caught in traffic and trains are unreliable, will public transportation in the Klang Valley and Kuala Lumpur ever be solved? To say that the traffic problem needs an urgent solution is an understatement.
The Kelana Jaya Line was already giving problems in April when the extension was still under construction.
Upon completion of the extension and some two months into operation, there have been two instances of service disruption.
Glitches in the signalling and communication system is blamed for the recent one, while a malfunction in the train movement caused the April incident.
However, when fully operational, the line is, admittedly, efficient. That, though, does not detract from, firstly, the embarrassment.
The question immediately arising is whether the technology may be too complicated for Malaysians to handle? Secondly, is there complacency on the part of Rapid Rail? For example, does its management consider it enough to provide alternative connections for ticket holders when breakdowns occur?
Malaysians are only too well acquainted with counter services disruption when the Internet connection drops.
Few officers are ever apologetic when they announce to the client “try tomorrow”. If the LRT and its equivalents — the monorail, the soon-to-come-into-service MRT, the ERL, HSR — all consider glitches as a necessary consequence of technology, then the country is in trouble. Billions of ringgit will go to waste if travellers will not risk the inconvenience of constant disruption.
The bottom line then is the need for excellent maintenance and competent maintenance staff.
Is the LRT manpower adequate in this respect and are they well trained? Just when the intra-city and inter-city train network is looking rejuvenated and ready to take on the modern era, sloppiness appears, causing concern.
Maybe the “ringmaster” needs to crack his whip, but this time to prevent the rail network from turning into a circus.
The Transport Ministry must prevent management complacency in Rapid Rail or the system will become a white elephant. |

Nice gesture, but ensure reliability

It is a nice gesture to offer commuters using the Light Rail Transit (LRT) Kelana Jaya line between Putra Heights and Gombak free rides for three days beginning tomorrow.
Prasarana Malaysia Bhd said commuters who change lines to the LRT Sri Petaling/Ampang Line, Monorail or Bus Rapid Transit-Sunway Line (BRT) at the integrated stations would have to pay the difference in fares for the three lines.
“Similarly commuters coming from the BRT, Sri Petaling/Ampang and Monorail Line and continuing into the Kelana Jaya Line, the segment travel on the LRT Kelana Jaya Line will be complimentary,” it said in a statement.
In addition, Prasarana is also providing a 50 per cent fare discount on LRT and Monorail lines and BRT users before 7am from Sept 16.
This is a token of apology to the commuters after LRT services on the Kelana Jaya line stalled on Friday morning after a power trip occurred between the Setiawangsa and KLCC stations. The incident forced hundreds of stranded passengers to evacuate the trains and walk along the tracks to the nearby Keramat and Damai LRT stations.
There have many expressions of anger and disappointment, including a tweet from Transport Minister Datuk Seri Liow Tiong Lai, which read: “@MyRapidKL should explain LRT breakdown this morning. Concerned about recent disruptions. Two breakdowns in a week is very worrying.”
Prasana also pointed out the passengers didn’t walk on the tracks, but on purpose-built walkways that are used for maintenance and passenger evacuation. “All standard operating procedures were followed during Friday’s evacuation of passengers near the Sri Rampai and Damai stations,” Prasarana president and group CEO Datuk Azmi Aziz.
It also took pain to explain why it took a while before it could evacuate the trains, leaving passengers stranded in them. “The wait in the train might be uncomfortable while awaiting rescue or evacuation but we would never place our commuters in a dangerous position if the situation is not right,” Prasarana group communications and strategic marketing head Lim Jin was quoted as saying.
Prasana has to restore public confidence and assured commuters of the reliability of its services. Since it started operation, the LRT has proven to be an effective public transportation system, especially for those heading to the city centre for work.
The trains are usually packed during peak hours. This travel option has actually reduced the number of cars on the road during rush hours.
“When you have this kind of hiccup, you must quickly explain, upgrade and take steps to regain public confidence to continue using public transport,” Liow said.
The service breakdown – twice in a week – has put a dent in the commuters’ confidence. Prasana will have to ensure that it doesn’t happen frequently.
There is also a need to ensure schedules are adhered to. Prasana has to prove that it is competent enough to provide a reliable service that runs like clockwork. |

LRT Tersangkut Pula Dalam Terowong KLCC, Penumpang Sesak Nafas (Video)
SELEPAS gangguan perkhidmatan sebanyak dua kali dalam tempoh seminggu, isu LRT sekali menjadi viral di laman sosial apabila salah sebuah tren dikatakan tersangkut dalam terowong dekat KLCC, mengakibatkan penumpang terperangkap kira-kira 30 minit.
Salah seorang penumpang yang berada dalam kejadian itu memberitahu di halaman Facebook miliknya sambil menyertakan beberapa video dan satu gambar yang berkaitan dengan kejadian itu.
Arif Rusli, melalui laman Facebook miliknya menggambarkan detik-detik yang disifatkan panik ketika terperangkap bersama penumpang lain dalam tren tersebut.
Menurutnya, pada tempoh 10 minit pertama lampu tren mula terpadam, hanya lampu kcemasan yang masih menyala namun penghawa dingin masih lagi berfungsi. Pada masa itu perasaannya masih lagi seperti biasa "OK".
Namun selepas kira-kira 15 minit semua lampu termasuk lampu kecemasan sudah tidak menyala ditambah dengan penghawa dingin juga tidak berfungsi menyebabkan dia dan para penumpang lain mulai panik.
"Kami mula sesak nafas, kerana panik anda akan sesak nafas dengan lebih cepat, kemudian kami buat keputusan untuk membuka tingkap udara, yang hanya boleh dibuka separuh" tulisnya.
"Bagaimanapun, oleh kerana kami berada dalam terowong, masih sukar untuk kami bernafas. Pada waktu itu orang ramai sudah mula menjerit untuk pecahkan pintu kaca. Lihat betapa terdesaknya kami," tulisnya lagi menceritakan detik cemas pada waktu itu.
"Selepas 35 minit tersangkut, rapiKL ambil keputusan untuk mengeluarkan kami. Lihat video di bawah..." tulisnya lagi.
Arif turut mempersoalkan adakah RapidKL dan Prasarana, penyedia perkhidmatan LRT tersebut tiada SOP (Standard Operating Procedure) terutama ketika berlaku kecemasan.
"Nak tanya sikit je. RapidKL aka Prasarana memang takde SOP ke? Terutama bila berlaku kecemasan. The fact that bila lampu and udara/oksigen takde, u guys should already be prepared to evacuate all of us! Bukan tunggu and try to fix the fucking bloody train for another 15 mins!!!
Nak kata Bangang macam kasar tapi itula hakikatnya. Bangang! Just imagine kalau ada warga emas, asthma, pregnant lady etc yang susah bernafas. Are you going to be responsible?
