A Hong Kong textbook is causing outrage after being revealed to stereotype Filipinos as domestic helpers. The textbook, first publicised by Hong Kong-based activist blogger Tom Grundy on his blog Hong Wrong, has reportedly been shared widely among "parenting, Filipino and teacher forums online". On a page entitled "Racial Harmony", students are asked to fill in the blanks next to photos of people of different nationalities. The British character is shown to be an English teacher; the Japanese character as a sushi restaurant owner; and the Filipino character is a domestic helper.
As Grundy has noted, the version of the textbook shown is a teacher's edition, meaning that the answers written are actually those intended to be "correct".
The Hong Kong Equal Opportunities Commission responded to the Hong Wrong report in astatement, writing that educational material "should not reinforce stereotypes of any kind".
According to Inquirer.net, a Philippines' Department of Foreign Affairs spokesman declined to comment on the matter.
The textbook is reportedly published by Singapore's Educational Publishing House Ltd, which Grundy also notes is the publisher of another textbook containing a similar exercise teaching students about people who are "white, black, brown or yellow", encouraging them to learn the “common characteristics of the people of these races”.
As the story has spread on social media, many people have responded with outrage, some calling the textbook racist and promoting stereotypes.
Hong Kong has been criticised in the past for segregation and discrimination towards ethnic minorities, including in textbooks. Some parents of ethnic minority children have also spoken out recently alleging that their children are belittled in schools.
Statistics from the Philippine Overseas Employment Administration (POEA) from 2012 showed that Hong Kong is the fourth top destination for land-based service workers, the top category of Filipinos who seek jobs overseas.
Land-based service workers include Filipino domestic workers, now formally referred to as Household Service Workers (HSWs).
In June last year, Hong Kong football fans tagged the Philippines as "slave nation" when they booed the Azkals football team.
