There are few more things that the SysAdmin can throttle-down your speed, etc... That must be sucks, bro.... Knowing that you have a line that can download a DVD in minutes or hours, yet you don't have the right connections to get it.... 
BTW, gua pernah maintain servers etc but the boss asked me whether certain things can be blocked etc, I'll just answer with a straight face "Nope". I don't see the logic of blocking most of the things that can put a smile to a face thus making them work better anyway.... Most of the time, ppl just wanna see their emails, watch few minutes of youtube etc... Unless, it's too much... But, that you can monitor without taking it away without due considerations..... But, maybe that's just me....

akan dapat result rendah ke?

kalo laju jugak, mungkin ko pc ko ada blok dgn spyware atau online/realtime scanner kot.
AV macam norton 360 internet security biasanya akan filter dulu memana website yg kita nak masuk. tu pasal jadi slow.

Tu la guna Smokeping tu.... KAu try je nanti....
Ni yg dia explain pasal Smokeping service tu... Intensively monitor an IP address for 24+ hours to detect packet loss and/or excessive latency variability -- from three different locations!
Then kalau kau nak kau boleh le download Dr. TCP kat situ & modify kau punya TCP Stack untuk optimise kau punya network data queue.... Sebab kalau TCP Stack kau kecik sangat & network kau laju, kejap je filled up so all those extra bandwidth to gone wasted le.... BTW, kalau kau guna Vista, yg aku dengar TCP Stack dia boleh tahan gak tapi XP hancus sikit sebab too rigid....
