Depends...  What you wanted to do?  My production house did something like that thru web-based application for mySchoolNet few years ago.  Not sure what happened now cuz we did the pilot & developed the first phase only.  Their internal problems forced us to cut our losses & packed our things....

Sekarang ni dah banyak choice of software, platform and path to be considered & taken....  So, depending on what you want, the design & planning can follow suit after that....

Blackboard tu commercial product.. license dia punyalah mahal.. nak tambah apa apa module kena tambah $$$ lagi.

Sebagai altenatif, boleh gunakan LMS (Learning Management System / Elearning system) yang free, contohnya:

4. Dokeos - http://www.dokeos.com/
5. DrupalEd - http://www.funnymonkey.com/come-and-get-it

Paling popular digunakan oleh IPTA/S kat Malaysia ni samada Moodle (eg: Nilai College), Dokeos (e: Sunway College JB), Claroline (eg: UTM kalau tak silap).

Secara personal, aku rekomen gunakan Dokeos kerana selain mudah diinstall dan diconfigure, ianya juga cantik dari segi GUI nya (more user friendly).
