For RM200m by EC on GE 2008, we are going to get many waves of smoke screens unless

the proposals below are done.

overall costs of GE 2008 is tens of billions Ringgit down the drain to bring rot to all.

The following measures are just good practice like any proper internal processes that do not need legal amendment and most Government departments are doing that to secure their responsibilities. If these procedures are not done, irregularities have occurred and should be penalised.

Ballot Boxes:

Like all assets of the Government, the ballot box of 50,000 pieces worth likely RM15m if it is RM300 a piece must be properly marked and taken into the inventory and this should be verified by the Auditor General. If these boxes need to be destroyed for whatever reasons, then proper procedures must be applied. I don't understand why we need 50,000 for 222 Parliament and 576 state seats. If there are 10 million voters and 700 pieces in each ballot box, then we 15,000 such boxes. For the state and parliament seats we would need the maximum 30,000 boxes. With the turnout ranging from 60-85% turnout, we would need much lesser than the 30,000 boxes. With most seats with 2 candidates, the ballot papers would be small and hence each box can contain more than 700 pieces. Imagine, 500 pages A4 paper if proper packed is only a few inches thick and 11 inches long and 8 inches wide. So for a ballot paper one third of an A4 size the ballot boxes can certainly contain at least 1,500 pieces in the seats of the urban areas. So it is very likely that 20,000 ballot boxes are in surplus and where do they end up - in stock? Anyway, such plastic boxes (brittle in nature) would not likely to last till the next General Election if ever to be held.

So to prove transparencies, each state must acccount for those boxes as follows:-

1) A list of all boxes properly marked to all political parties and audited by the Auditor General in each state if it is not done by the EC Hq.

2) A list of all boxes in each Parliament Constituency for Parliament and State Seats properly marked and extended to the candidates. The said boxes (including unused ones) should be verified at the counting centre at the start and end of the counting and properly recorded with copies extended to the political candidates and parties concerned.

3) Then the Auditor General needs to conduct a spot check on the boxes within 3 months of the General Election as concluded.

4) A proper procedure to be followed when such plastic boxes need to be destroyed.

Ballot papers

The ballot papers as ordered and printed should be verified at the time these ballot papers are delivered. The record of such ballot papers (serially numbered) should be given to all political parties and others on request or exhibited in the public places. The serial number of the Electoral roll on the ballot counterfoil do not provide any safeguard as to authenticity of the ballot papers as nobody would check them for frauds at the counting centres as time consuming except a hidden agenda of fear. Now do-away with that is no safeguard for "extra ghost ballot papers as switched".

1) The ballot papers as issued should be marked by candidates/the polling agents by signature or special rubber stamp prior to drop into the box at the bottom of the ballot paper rather than at the back.

2) The unused portions of the ballot papers should be recorded and verified at the counting centres. This can be held at the time counting was going on and these records be given to the candidates or their agents.

Other pressing issues outside the campaign issues

Nominations

1) A legal copy of the Birth Certificate of the candidate be presented at the nomination centre and then exhibited on the notice board for one week of the EC headquarter and district offices.

Electoral Rolls

2) Rectify the faulty Electoral Rolls by deleting all dubious citizens and those who have migrated and given up Malaysian citizenship as per mentioned in the Police Reports as up to 50% of those voters on the Rolls can be holders of Project IC. (meaningless for Sabah to have GE2008 when this issue is not addressed)

3) Have a complete set of valid Electoral Rolls in the State Headquarters for public viewing after the General Elections is announced; if not allow a CD to be available on the in-house computer.

Official Voting Results

1) All official tallying and counting documents at the election centres must be given to the candidates and their agents on the night before declaring final results with an hour of objection time. Independent scrutineers or auditors be employed to verify the results before declaring final results.

2) The results to be issued to be in the Official Gazette be exhibited in the State Headquarters and other major towns on due date after polling day.

Campaign materials - amount of money, quantity and locations

While the EC talked about the regulation of the campaign materials, where are the procedures and how can EC ensue that it is within the limit of the election expenses. Candidates only report what they paid for but sponsored items are excluded. All those publicity in the TV and radio are worth much more than the expenses allowed.Indelible ink

While the EC wants to spend RM200m for the General Elections 2008, another wasted item would be in the indelible ink if not legally enforceable (if we really get the genine one not fake), where is the law to be applied for this? There are already objection from some quarters in Islam. If not properly applied, it is already a frauds in GE 2008. Of course there are other measures to counter this abuse if the ballot boxes, ballot papers and counting and recording of processes are properly implemented.

Elections Court

Since EC does not act on those incidences of electoral offence, may be an  Election Court be convened the same day when such offence is committed during the period of GE 2008.

If you guys notice, during the past chinese new year, when the chinese pay with fireworks, the police will come .... However for this year, it's totally opposite ... is it because it's near to the election and the gov want to make everyone happy ???!!!
