BAE SYSTEMS AWARDS NEW PYLON CONTRACT TO SMEA

SME Aerospace (SMEA) is a premier metal-based aerospace parts manufacturer in the Malaysia, the agreement includes manufacture of of 16 inboard and 16 outboard pylons for one of our key export customers.

We have had a relationship with SME Aerospace since 1992 for the manufacture of Hawk pylons and SME has to date built over 600 at its factory in Sungai Buloh, near Kuala Lumpur, Malaysia.

THALES DELIVERS AMASCOS MISSION SYSTEMS TO RMAF

Thales has delivered the first of two further AMASCOS mission systems to the Royal Malaysian Air Force (RMAF).

Thales said the AMASCOS was to support the conversion of four RMAF's Beech 200 aircraft to a highly-capable maritime surveillance platform, due to enter service next year.

It said the AMASCOS delivered an effective maritime surveillance, airborne maritime patrol and ground surveillance capability.

"Its modular and flexible design can accommodate a number of high-definition sensors (optical, radar, acoustic, electronic support measures) and integrate the data into a comprehensive yet easy to operate maritime situational awareness picture. Users are able to focus on the task in hand and remain one step ahead of the actions of those under their surveillance," Thales said. (Bernama)

REVIEW RINGKAS MESINGAN M134D "MINIGUN" PUTD

Meskipun TDM telah lama melahirkan keperluan untuk keupayaan helikopter penyerang, keperluan tersebut tidak pernah dipenuhi kerrana terdapat keperluan yang lebih mendesak disamping PUTD masih jumlah muda usia penubuhannya. Pun begitu harapan TDM tidak dihampakan apabila kerajaan membeli sejumlah 11 buah helikopter Agusta A109M yang dioptimakan untuk tugas pengawasan medan dan tugas kawalan dan perintah. Meskipun boleh dilengkapi dengan pod mesingan dan roket, helikopter PUTD tidak dilengkapi dengan sistem persenjataan tersebut. Terdapat spekulasi bahawa berat sistem pengawasan serta penderia elektro-optik yang dipasang pada helikopter A109M membataskan bebanan tambahan yang boleh dibawa terutamanya sistem persenjataan. Tambahan pula, keupayaan pengawasan serta sistem komunikasinya yang canggih menjadikannya satu aset pengganda kuasa dalam keupayaan tempur TDM.

Pun begitu, pencerobohan kumpulan bersenjata daripada kepulauan Mindanao telah mengubah segala- galanya dalam sekelip mata. Meskipun bantuan rapat udara diberikan secara berterusan oleh pesawat pejuang TUDM, operasi pasukan keselamatan seringkali dilakukan tanpa bantuan tembakan secara langsung daripada udara. Bukan itu sahaja, helikopter pasukan keselamatan juga tidak dilengkapi dengan sebarang keupayaan ofensif untuk mempertahankan diri sekiranya diserang musuh.

Untuk itu, sejumlah helikopter milik PUTD mula dipasang dengan mesingan gatling M134D berkaliber 7.62mm keluaran firma Dillon Aero daripada Amerika.  Mesingan ini mempunyai enam laras dan beroperasi  menggunakan konsep gatling.  Oleh itu ia memungkinkan  mesingan ini mempunyai kadar tembakan yang sangat tinggi iaitu kira- kira 3,000 butir peluru seminit atau 50 butir peluru sesaat. Kadar tembakan yang tinggi  adalah penting bagi mesingan yang dipasang pada pesawat kerana ia memberi keupayaan untuk jurutembak menembak sasaran dengan jumlah tembakan yang tinggi  dalam jangkamasa yang singkat terutamanya ketika pesawat bergerak laju untuk menidakkan musuh peluang untuk membidik senjatanya ke arah pesawat dengan tepat.

Semasa pameran LIMA 2015, tim RENTAKA telah dapat melihat dengan dekat mesingan M134D yang dipasang pada helikopter A109M PUTD. (Rentaka)

BOEING PROGRESSES MALAYSIAN HORNET UPGRADE PROGRAMME

Boeing is more than halfway through a programme to upgrade the mission systems on board the Royal Malaysian Air Force's (RMAF's) fleet of eight F/A-18 Hornet fighter aircraft as it seeks to increase its presence in the market.
A Boeing spokesperson confirmed to IHS Jane's on 26 March that system modifications on six of the eight RMAF Hornets have so far been completed. IHS Jane's understands that the upgrade brings the software capabilities of the RMAF aircraft to a comparable standard to that of the US Navy and Marine Corps.

The programme, which is progressing as a US Foreign Military Sale, also allows the RMAF Hornets to operate the advanced medium-range air-to-air missile (AMRAAM) and the joint direct attack munition (JDAM). (IHS Janes)

MALAYSIA REVEALS PLANS FOR LAKSAMANA-CLASS CORVETTE UPGRADES

The Royal Malaysian Navy (RMN) has given further details of the proposed service life extension programme (SLEP) for its Laksamana (ASSAD)-class corvettes.
The plans, which include a replacement of the ships' surface-to-surface missile launchers and fire-control radar, were outlined by Commander Badarudin Bin Taha, a staff officer from the RMN's plans development division, during the fifth annual OPVs & Corvettes Asia Pacific conference in Singapore.

Other components of the SLEP include replacing the ships' active search and navigation radar, heavy machine guns, combat management system, electronic support measures and integrated bridge and platform management systems. Also being considered for upgrade are the vessels' 105 mm chaff launchers and identification friend-or-foe interrogator. (IHS Janes)

NATION’S FIRST FORWARD SEA BASE ON SCHEDULE IN SABAH

The first forward operating base at sea, converted from a decommissioned oil platform, will be in place along Sabah’s east coast by early next month.

According to Defence Minister Datuk Seri Hishammuddin Hussein, it will be the first such base aimed at giving security forces a decisive advantage in protecting the coastline there.

“It took a few months for us to upgrade and it will be positioned early next month.

“Besides oil platforms, we also have vessels that we have identified as mobile forward bases,” he told reporters after delivering a talk on Malaysia’s Defence and Security Policies at the Armed Forces Defence College here yesterday.

Hishammuddin said work was ongoing in Johor to turn the vessels into mobile forward bases to be positioned in Sabah.

The bases are part of the Sea Basing concept, which involves the placement of naval vessels and personnel as well as a small naval base offshore to intercept unknown ships or intruders far from the country’s coastlines.

“This is a new approach and if it is a success, we can not only add more mobile forward bases but also share our experiences with neighbouring countries who are facing the same threats,” said Hishammuddin.

He said the forward bases would also accommodate unmanned aerial vehicles, armed helicopters and patrol boats.

On the proposal to decommission the Royal Malaysia Air Force’s MiG 29N fighter aircraft, Hishammuddin said the replacement chosen would be subject to three conditions.

“It depends on our ability to fund the assets. Whatever assets we acquire also depends on the threats we face and how we can convince the people that the assets are needed by the armed forces,” he said.

Hishammuddin added that the decision to purchase replacements would be announced under the 11th Malaysia Plan.

The RMAF has 16 Russian-made MiG 29N jet fighters, which are used for air interdiction operations.

Bernama reported that French aircraft manufacturer Dassault Aviation had offered its Rafale aircraft, while British multinational BAE Systems had offered the Eurofighter Typhoon and Boeing its F/A-18E Super Hornet to replace the MiG aircraft. (The Star)

MALAYSIA PLANS TO UPGRADE FOUR KEDAH-CLASS CORVETTES FOR ASW ROLE

The Royal Malaysian Navy (RMN) plans to upgrade four of its Kedah (Meko 100 RMN)-class corvettes for anti-submarine warfare (ASW) operations, an RMN official has confirmed.
The RMN operates six Kedah-class vessels, which were commissioned between June 2006 and December 2010. The vessels are based on the Blohm+Voss MEKO 100 design and were built by local prime contractor Penang Shipbuilding & Construction (now Boustead Naval Shipyard) in partnership with a German naval consortium.

To achieve the ASW upgrade, the RMN is proposing to equip the four vessels with torpedo launchers, towed array and hull-mounted sonars, and equipment to support the operation of an ASW helicopter, the official told the annual OPVs & Corvettes Asia Pacific conference in Singapore.

The other two vessels-in-class will be upgraded for anti-surface warfare (ASuW) operations. The RMN has said that it plans to equip the ships with an organic helicopter and surface-to-surface  and surface-to-air missiles.

However, the service declined to give further details on systems being considered for both the ASW and ASuW upgrades. "We have given our recommendations on the type of equipment that the vessels need, but approval will depend on funding and other requirements from the headquarters," said the official.

According to IHS Jane's Fighting Ships , the Kedah-class is currently armed with an Otobreda 76 mm main gun, one 30 mm gun, and two 12.7 mm machine guns. The RMN has not indicated which ships will be upgraded for the ASW and ASuW roles. (IHS JNI)

MALAYSIAN NAVY MULLS CHINESE KIT FOR LAKSAMANA-CLASS UPGRADES

A senior official from the Royal Malaysian Navy (RMN) has confirmed to IHS Jane'sthat the service is considering installing Chinese-made equipment on its Laksamana-class corvettes.

The RMN has proposed to the Malaysian government a service life extension programme (SLEP) for the four ships, which were commissioned between July 1997 and July 1999. The official declined, however, to give further details on systems being considered, adding only that all options are being considered (including weapons and combat systems).

IHS Jane's reported on 20 April that the RMN is looking to replace the ships' surface-to-surface missile launchers, fire-control radar, machine guns, combat management system, electronic support measures, and integrated bridge and platform management systems. Also being considered for upgrade are the corvettes' 105 mm chaff launchers and identification friend-or-foe interrogator.

Besides being armed with an Oto Melara 76/62 Super Rapid main gun and two Breda twin 40 mm cannons, the Laksamana-class vessels are fitted for Otomat anti-ship and Aspide surface-to-air missiles, according to IHS Jane's Fighting Ships . However the missile systems currently are non-operational.

The scope of any upgrade work will be determined by the available budget, under the five-year government funding allocations known as the Malaysia Plan. The RMN said in January that it had requested funding for 36 programmes under the 11th Malaysia Plan, which will cover the period 2016-20. The request, which includes plans to upgrade the Kedah- and Laksamana-class corvettes, would cost about MYR10.1 billion (USD2.79 billion). (IHS Janes Navy International)

SENARIO M-MRCA MALAYSIA Part 1

Kunjungan editorial RENTAKA pada LIMA 15 yang lalu dipenuhi dengan berbagai-bagai pertanyaan yang amat memerlukan jawapan. Namun diantara semua persoalan yang ada, hanya ada satu persoalan yang amat memerlukan jawapan iaitu siapakah pengganti MIG-29N Malaysia. Umum mengetahui bahawa pesawat MIG-29N buatan Rusia yang telah diguna pakai oleh Tentera Udara Diraja Malaysia sejak awal 90an akan ditamatkan perkhidmatannya pada tahun ini. Namun sehingga kini tiada lagi calon pengganti diumumkan oleh kerajaan.

Pada edisi LIMA kali ini pihak RENTAKA telah mengambil peluang untuk merapati pengeluar calon-calon utama untuk MMRCA kali ini. Pihak Boeing masih dengan tawaran Advance Super Hornet Block II. Pihak Boeing masih yakin bahawa tawaran mereka adalah yang terbaik memandangkan dengan jaminan tiada penambahan atau kenaikan harga dari segi pakej yang ditawarkan. Dengan kebolehan menaik taraf dengan mudah, peralatan tambahan canggih seperti “Conformal Fuel Tanks” (CFT) dan Pod Senjata Tertutup boleh ditambah kepada pesawat dengan mudah tanpa memerlukan proses pemasangan yang rumit dan memakan masa. Namun pesawat AEW adalah didalam pakej yang berlainan.

SENARIO M-MRCA MALAYSIA Part 2

Dassault pula kali ini agak menampilkan keyakinan yang tinggi tentang keupayaan pesawat pejuang Rafale memandangkan ia telah terbukti efektif dalam semua misi tempurnya di segenap pelusuk dunia dan dalam pelbagai keadaan cuaca. Oleh itu tidak hairanlah jika mereka disamping masih berkeras bahawa ia ialah calon yang terbaik untuk TUDM kerana Rafale ialah pesawat yang telah pun terbukti keupayaannya sewaktu didalam peperangan revolusi Libya dimana pesawat Rafale telah beraksi dengan cemerlang dengan berada dibarisan terhadapat didalam serangan-serangan udara terhadap pasukan tentera Muaamar Ghadafi. Apabila ditanya mengenai status Rafale didalam program India MMRCA, wakil Dassault berkata bahawa isu asal telah selesai, namun kedua-dua pihak kini menjadi amat berhati-hati dan kesemua isi perjanjian kini diteliti semua dan ia akan mengambil masa yang lama.



BAE seperti biasa, sentiasa agresif didalam mengetengahkan pesawat Typhoon, bukan sahaja kepada kerajaan, malah kehadiran replica pesawat Typhoon yang berskala sebenar sudah menjadi begitu sinonim di Malaysia terutama kepada pengunjung-pengunjung pameran ketenteraan. Namun kali ini BAE mengambil langkah lebih proaktif dengan mengambil peluang mengadakan sesi pertemuan dan berkenalan dengan kesemua pihak wartawan yang hadir pada pameran LIMA 15. Diadakan di suatu tempat yang amat eksklusif, pihak BAE mengambil peluang mendekati para-para wartawan dimana dimajlis tersebut hampir kesemua deligasi BAE turun untuk besama-sama dengan para wartawan.

Ketika ditanya oleh wakil kami tentang kemungkinan Typhoon dipilih, wakil BAE hanya tersenyum dan berkata peluang kami masih cerah namun diikuti dengan senyap yang panjang, dan beliau berkata hanya jika satu pesawat keluaran negara Eropah yang lain tidak berjaya. Adakah ini menunjukan bahawa calon pengganti telah pun dipilih sehinggakan deligasi BAE berkata begitu? BAE juga menawarkan kepada kerajaan Malaysia untuk menyewa dan beli pesawat Typhoon di samping dengan berbagai-bagai lagi tawaran-tawaran serta offset-offset dari segi pendidikan mahupun ekonomi kepada kerajaan Malaysia sekaligus tidak hanya tertumpu kepada pembangunan kententeraan sahaja.

Di Saab, wakil kami dapat bercakap panjang dengan ketua delegasi dengan panjang lebar. Pihak SAAB amat ramah dan mesra dengan pihak RENTAKA terutama disewaktu sesi demonstrasi simulator. seperti lebih tertumpu dengan tawaran pakej sewaan pesawat Gripen C/D kepada kerajaan Malaysia sebagai pengganti untuk mengisi kekosongan yang ditinggalkan oleh MIG29N sebelum kemasukan penggantinya. Apabila ditanya dengan lebih lanjut, pihak SAAB menawarkan sebanyak 16 unit pesawat Gripen C/D kepada TUDM, namun tentang jenis sewaan dan adakah akan bersama dengan opsyen beli seperti mana perjanjian sewa beli pesawat latihan MB 339, pihak SAAB hanya berkata yang ianya adalah bergantung kepada kerajaan.

Apabila dimajukan soalan samada adakah pesawat AEW termasuk didalam perjanjian ini, respon dari pihak SAAB ialah tidak sama sekali kerana perjanjian ini hanya melibatkan pensewaan pesawat Gripen C/D sahaja. Pesawat AEW Erieye adalah didalam satu pakej yang berbeza sama sekali dimana 4 unit Erieye telah ditawarkan kepada kerajaan Malaysia dan ianya pakej pembelian dan bukan pakej sewaan seperti pesawat Gripen. Apabila ditanya adakah SAAB masih didalam perlumbaan MMRCA Malaysia, jawapan yang kami terima dari SAAB ialah, mereka masih lagi salah satu calon namun dari pemerhatian kami SAAB seperti lebih menumpukan kepada sewaan Gripen buat masa terdekat ini.

SENARIO M-MRCA MALAYSIA Part 4

Namun apa yang paling mencuri tumpuan ialah tawaran daripada Airod untuk menaik taraf pesawat MIG29N di LIMA 15. Pesawat MIG29N akan dinaik taraf oleh Airod Aerospace Technology Systems sendiri dibawah kebenaran RAC MIG dengan kerjasama bersama Sukhoi Technical Center Malaysia akan dapat memanjangkan hayat MIG29N sehingga 2,000 jam.

Selain dari pemanjangan jangka hayat penerbangan, pihak Airod juga menawarkan pembaharuan kepada sistem kokpit ergonomic dengan pemasangan paparan beresolusi tinggi, sistem avionik berserta radar kawalan tembakan yang lebih baik. Selain itu pemasangan tangki minyak dalaman secara konformal pada badan pesawat yang mampu nenambah sehingga 30% jarak operasi. Dengan proses penaikan taraf ini, pesawat MIG29NM akan mempunyai lebih banyak persamaan dengan pesawat Sukhoi Su-30 MKM.



Kesimpulannya, pemilihan calon untuk penggantian pesawat MIG-29N TUDM perlu dibuat didalam masa terdekat. Walau apa pun jenis pesawat yang dipilih oleh pihak TUDM dan Kerajaan namun perkara yang lebih penting yang perlu diutamakan ialah apabila pesawat MIG-29N dipencenkan terdapat kekosongan didalam pertahanan udara. Kekosongan ini hanya akan dapat diisi apabila calon MMRCA yang telah dipilih telah dapat kelayakan terbang dan beroperasi sepenuhnya. Didalam edisi LIMA 2015, hanya SAAB yang benar menumpukan kepada tawaran sewaan pesawat Gripen C/D tanpa syarat mahupun ikatan yang lebih besar. Tawaran ini kami dianggap terbaik untuk mengisi kekosongan yang akan ditinggalkan oleh pesawat MIG-29N TUDM apabila disaraakan kelak. Namun terdetik diisi hati kami bahawa pesawat MIG29N TUDM akan terus dipakai didalam jangka-masa sekurang-kurangnya 3 tahun lagi.

RMAF getting more Amraams

SHAH ALAM: The US State Department announced on May 5, 2015 that Malaysia is buying 10 AIM-120C7 Amraam missiles and associated equipment, parts and logistical support for an estimated cost of $21 million. The missiles will be fitted to RMAF F/A-18D Hornets.

This will be the second time Malaysia is buying the Amraams, the first was in 2005 when we purchased 20 of the C5 version.



The C7 version, the latest variant of the Amraam available for export was introduced in 2003. The latest variant of the missile, the D model is only introduced into US service in 2014, so it will be while before it will be available for export.

RMAF Hornets were originally fitted with AIM-7 Sparrow and L/M version of the Sidewinders when the eight were delivered in 1997.

MALAYSIA ORDERS ADDITIONAL AIM-120 AMRAAM

The State Department has made a determination approving a possible Foreign Military Sale to Malaysia for AIM-120C7 AMRAAM Missiles and associated equipment, parts and logistical support for an estimated cost of $21 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.
The Government of Malaysia has requested a possible sale of 10 AIM-120C7 Advanced Medium Range Air-to-Air Missiles (AMRAAM), missile containers, spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, site surveys and studies, and other related elements of logistical and program support. The estimated cost is $21 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a key partner which has been, and continues to be, an important force for political stability and economic progress in Southeast Asia. This sale will increase Malaysia’s interoperability with the United States, enhancing regularly scheduled joint exercises and training. It also ensures a sustained air-to-air capability for Malaysia’s F/A-18D aircraft.

Malaysia will use this capability as a deterrent to regional threats and to strengthen its homeland defense. Malaysia, which already has AMRAAM missiles in its inventory, will have no difficulty absorbing these additional missiles into its armed forces.

The proposed sale of this equipment and support does not alter the basic military balance in the region.

The principal contractor will be Raytheon Corporation in Tucson, Arizona. The purchaser has requested offsets. At this time, agreements are undetermined and will be defined in negotiations between the purchaser and contractor.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Malaysia.

There is no adverse impact on U.S. defense readiness as a result of this proposed sale.

MALAYSIAN ARMY SETS OUT PLANS FOR MORE MBTs

The Malaysian Army is seeking an additional regiment of main battle tanks (MBTs) along with self-propelled artillery, according to army Chief General Raja Mohamed Affandi Raja Mohamed Noor.
In a written reply to IHS Jane's to questions about the army's development plans, Gen Raja Affandi said the army needed an additional tank regiment to be equipped with either an upgraded version of the PT-91M MBT that is in service or an MBT with similar capabilities.

Tun Azizan - Mobile Sea Base Ship












Tun Azizan is the first sea base concept in Malaysia and Southeast Asia and has been structured to accommodate up to 99 passengers with facilities for accommodation, food storage, laundry, an operations & communication room, power generation, air conditioning, fresh water system as well as military equipment and infrastructure. All features and equipment have been fitted according to the technical requirements the Malaysian Armed Forces.


Petronas, MISC, MMHE Convert Cargo Vessel Into Mobile Sea Base



KUALA LUMPUR (Bernama) -- Petronas, together with MISC Bhd and Malaysia Marine Heavy Engineering (MMHE), has converted Tun Azizan, a cargo vessel, into a mobile sea base ship with the necessity features to function as a long-term national security asset.

Petronas Senior Vice-President of Corporate Strategy and Risk Adif Zulkilfli said the group awarded the Engineering, Procurement, Construction, Installation and Commissioning contracts to MISC and its partner MMHE in November 2014 to refurbish and repurpose an idle cargo vessel into a mobile sea base.

Tun Azizan, the first sea base concept in Malaysia and Southeast Asia, can accommodate 99 passengers with facilities such as accommodation, food storage, laundry room, an operations and communication room, power generation, air conditioning, fresh water system as well as military equipment and infrastructure.

The name " Tun Azizan " was chosen for the vessel as a tribute to the late Tun Azizan Zainul Abidin, who was Petronas President, Chief Executive Officer and Chairman from 1988 to 2004.

" All features and equipment have been fitted according to the technical requirements of the Malaysian Armed Forces (ATM), " Adif said in a statement today.

During the conversion and fabrication, Petronas achieved 199,000 man-hours meeting excellent Health Safety and Environment (HSE) standards as well as Zero Lost Time Injuries (LTI).

Thailand's Chaiseri wins malaysian army 4x4 contract






Thai firm Chaiseri Metal & Rubber has won a contract from the Malaysian government to supply 4x4 multipurpose armoured vehicles to the Malaysian Army, it has been confirmed to IHS Jane's . The contract represents one of Thailand's largest known military export programmes.

Karn Hirankul, general director of Chaiseri, said on 7 September that the on-order vehicles would be modified versions of Chaiseri's 4x4 'First Win' vehicle, which is in operation by the Royal Thai Army and Thailand's Ministry of Justice's Department of Special Investigation. In Malaysia the vehicles will be known as AV4.

Karn said that under the terms of the contract, the value of which was not revealed, the first six AV4 units will be built by Chaiseri at its facilities in Pathum Thani province and delivered to Malaysia in the first quarter of 2016. The remaining vehicles will be produced under licence by Malaysia's DRB-Hicom Defence Technologies (Deftech) following a technology transfer programme that conforms to Malaysia's defence offset policy.

Chaiseri and Deftech hope the contract will expand at a later stage, with both companies previously outlining a requirement in Malaysia for up to 200 4x4 vehicles. To this end, IHS Jane's understands that options included in the contract allow for additional sales.

It is thought that the AV4 will replace some of the several hundred Rheinmetall Condor armoured personnel carriers that have been in service with the Malaysian Army since the early 1980s.

The First Win weighs 10 tonnes and can carry up to 10 troops plus the driver. It is powered by a 300 bhp Cummins diesel engine and can be fitted with a 7.62 mm or .50 calibre machine gun in a protected weapon station.
