Japan Aims To Launch F-3 Development In 2016-17

By Bradley Perrett

October 22, 2012

Bradley Perrett Nagoya, Japan

Sometime around 2030, if U.S. Air Force plans come to pass, a fighter that leaps ahead of Lockheed Martin F-22 and F-35 technology will enter U.S. service. At about the same time, if Japan's plans come to pass, a similarly advanced fighter will enter service on that side of the Pacific.

It might be the same fighter. Merging Japan's 2030s requirement into evolving U.S. plans for post-F-35 fighters seems to make great industrial sense. Japan plans to begin developing a homegrown fighter within five years, with the aim of beginning production under the designation F-3 around 2027. The defense ministry wants to lay the groundwork to go its own way by investing in stealth technology and building its own powerful fighter engine.

IHI Corp. is to develop a technology-demonstrator engine of 15 metric tons (33,000 lb.) thrust, according to an official document seen by Aviation Week.

Mitsubishi Heavy Industries is already building a small airframe technology demonstrator, the ATD-X Shinshin, which the ministry expects to test in the fiscal year beginning April 1, 2014. Mitsubishi Heavy is also very likely to build the F-3, which Japanese officials expect will carry a pilot.

Full-scale development would begin in 2016 or 2017 and the first prototype would fly in 2024-25, according to the ministry's plans. Series production is to begin in 2027 and the type would begin replacing Mitsubishi Heavy Industries F-2 strike fighters in the first half of the 2030s. In the second half of that decade it would begin replacing Boeing F-15Js. The F-15s are older but are likely to remain the mainstay of Japan's air-defense squadrons, with suitable upgrades (see following article).

The exact status of the ministry's plans is unclear, but they probably represent what it hopes to achieve, with some expectation of obtaining approval. It projects production of about 200 F-3s, which would follow the Lockheed Martin F-35 Lightning into Japanese service. Japan has decided to buy 42 F-35s and may build parts of them. The U.S. Navy and U.S. Air Force tentatively plan to begin fielding new fighters in 2030-35, the former sometimes using the name F/A-XX and the latter referring to its proposed F-X.

Two years ago, the ministry disclosed a research effort for what it called the i3 Fighter, intended to assemble a suite of advanced technologies for a future combat aircraft—or, some suspect, to be offered to the U.S. as a Japanese contribution to the next U.S. fighter. The ministry's Technical and Research Development Institute is leading the i3 Fighter work.

TAI and Saab to design Turkey’s indigenous fighter

Bets open on Turkey’s first fighter aircraft

Burak Bekdil ANKARA - Hürriyet Daily News

Turkish arms manufacturer TAI has signed a technical assistance deal with Swedish Saab to build a fighter jet, but analysts remain skeptical about the feasibility of an indigenous Turkish fighter

A JAS - 39 Gripen fighter, manufactured by Swedish aerospace and defense company Saab, is seen. Turkish Aerospace (TAI) has signed a preliminary deal with Saab to work on developing a Turkish fighter.
It is no secret that Prime Minister Recep Tayyip Erdoğan has been passionate about two “ made in Turkey ” vehicles : a car and a fighter aircraft. Interestingly, Turkish officials have found one company that builds both and could help Turkey design and develop indigenous models. Talks with Sweden’s Saab for a Turkish fighter jet are inching forward but industry sources and analysts remain skeptical.

Turkish officials have been in talks with Saab (and with Korean Aerospace Industries) to find the best modality for this ambitious project since 2010 and 2011. In August 2011, the Undersecretariat for Defense Industries (SSM), signed a deal with Turkish Aerospace Industries (TAI) to carry out the conceptual design work for fighter and jet trainer aircraft Turkey hopes to build.

In recent months a Turkish delegation, including SSM officials, visited Saab headquarters and production facilities in Sweden. And more recently, TAI and Saab penned a preliminary agreement for technical assistance which will pave the way for a subsequent support deal. As part of the planned agreement, TAI is expected to acquire Saab’s aircraft design tools.

Designing the first ever Turkish fighter, according to defense analysts, is a necessary but not critical step. “What is crucial here is whether this project would enable Turkey to earn capabilities to successfully integrate avionics, electronics and weapon systems into the chosen platform,” a London-based analyst said.

Saab is the maker of the JAS 39 Gripen, a lightweight single-engine multi-role fighter. It was designed to replace the Saab 35 Draken and 37 Viggen in the Swedish Air Force (Flygvapnet). Saab has cooperated with other aerospace companies in marketing the aircraft internationally, and has achieved moderate success in Central Europe, South Africa and Southeast Asia. More than 240 Gripens have been delivered or ordered.

In 2010, Sweden awarded Saab a four-year contract to improve the Gripen’s equipment, integrate new weapons, and lower its operating costs. In August, Sweden announced it planned to buy 40 to 60 Gripen NG. The Swedish order followed Switzerland’s decision to buy 22 of the E/F variants.

US dependency on fighters

For its fighter program, dubbed the TF-X, Turkey hopes to copy the modality it had devised to co-produce the T-129 attack helicopters with the Italian-British AgustaWestland. “ We think this model has worked successfully and could be a template for our fighter program, ” said one aviation official. But defense sources here said the program was exposed to the risk of a prolonged conceptual design and this would make the whole project “ not very meaningful. ”

“ Turkey hopes to fly its national fighter by 2023. This is not a realistic target, ” said one source. “ If the conceptual design work takes about seven to eight years from now on, the technology on which the design will be based would be too old at the production stage. You may need a time machine to efficiently use the aircraft. ”

Major weapons makers are also cautious and skeptical. “ We wanted to help Turkey out with its ambitions to design and develop its own fighter jet. But we had to step back when we understood that the technical requirements for the aircraft are far from being realistic, ” said a top official from a Western aircraft maker.

Another Western defense executive commented: “ We have been working with the Turks for decades. And we fear Turkey may end up keeping an arsenal of second-class weapons systems built at home at exorbitant prices. ”

Turkey, whose present fighter fleet is made up of U.S.-made aircraft, also plans to buy the F-35 Joint Strike Fighter, a next-generation, multinational program also led by the United States. But Turkish officials say they want to develop another future jet fighter with a country other than the United States to reduce Turkey’s overdependence on Washington.

Turkey to replace F-16s with local jets

Turkey eyes replacing F-16s with locally produced fighter jets by 2023, Turkey’s defense undersecretary said yesterday.

“ We’re working on the conceptual design of a new fighter jet that will replace our F-16 fighters, ” Defense Industry Undersecretary Murad Bayar said yesterday on the sidelines of the two-day International Air&Space Power (ICAP) Conference being held in Istanbul.

Recently, Turkish arms manufacturer TAI has signed a technical assistance deal with Swedish Saab on technical assistance to build a fighter jet, as Daily News reported.

Turkish officials have been in talks with Saab (and with Korean Aerospace Industries) to find the best modality for the ambitious project of building its own fighter since 2010 and 2011. In August 2011, the Undersecretariat for Defense Industries, signed a deal with TAI to carry out the conceptual design work for fighter and jet trainer aircraft Turkey hopes to build.

In recent months a Turkish delegation, including SSM officials, visited Saab headquarters and production facilities in Sweden. And more recently, TAI and Saab penned a preliminary agreement for technical assistance which will pave the way for a subsequent support deal.

In yesterday’s statements, Bayar said the project of designing a local fighter began last year and after some trials one of the designs has matured.

After completing the design phase, the undersecretary will make an offer on developing a fighter to the Defense Industry Executive Committee, the highest defense procurement body of Turkey, which includes Prime Minister Recep Tayyip Erdoğan, Defense Minister İsmet Yılmaz, Chief of the Turkish General Staff Gen. Necdet Özel, as well as Bayar himself.

Recalling that Turkey had been one of the partners in the multinational Joint Strike Fighter (JSF) consortium that builds F-35 fighters, Bayar said the roles of the new model to be developed and the F-35 would be different. Therefore, new fighters will be configured as air-to-air planes and they will complement each other with F-35s.

Defense sources had told to Daily News that the program was exposed to the risk of a prolonged conceptual design and this would make the whole project “ not very meaningful. ”

Boeing F/A-XX 6th Gen Fighter Concept

Boeing unveils updated F/A-XX sixth-gen fighter concept

Boeing is unveiling an updated version of its F/A-XX sixth-generation fighter concept at the Navy League's Sea-Air-Space Exposition in Washington DC this week.

The tail-less twin-engine stealth fighter design comes in " manned and unmanned options as possibilities per the US Navy, " Boeing says. The design features diverterless supersonic inlets reminiscent of those found on the Lockheed Martin F-35 Joint Strike Fighter.

The Boeing concept also features canards, which is somewhat of a surprise because the motion of those forward mounted control surfaces is generally assumed to compromise a stealth aircraft's frontal radar cross-section. But the lack of vertical tail surfaces suggests the aircraft would be optimized for all-aspect broadband stealth, which would be needed for operations in the most challenging anti-access/area denial environments.

Also of note in the manned version of the company's F/A-XX concept is the placement of the cockpit-rearward visibility appears to be restricted without the aid of a sensor apparatus similar to the F-35's distributed aperture system of six infrared cameras.

The Boeing F/A-XX concept is a response to a USN request for information (RFI) from April 2012 soliciting data for a replacement for the service's Boeing F/A-18E/F Super Hornet and EA-18G Growler fleets in the 2030s. The Super Hornet fleet is expected to start reaching the end of the jet's 9000h useful lifespan during that time period.

" The intent of this research is to solicit industry inputs on candidate solutions for CVN [nuclear-powered aircraft carrier] based aircraft to provide air supremacy with a multi-role strike capability in an anti-access/area denied (A2AD) operational environment, " the navy RFI stated. " Primary missions include, but are not limited to, air warfare (AW), strike warfare (STW), surface warfare (SUW), and close air support (CAS). "

Navy leaders had said at the time that they expect any new F/A-XX design to have greatly increased range and offer far superior kinematic performance compared to existing tactical aircraft.

Tejas grounds Medium Combat Aircraft project

Troubles in India’s ambitious Light Combat Aircraft (LCA) project has inflicted gaping wounds where it would hurt the Indian Air Force (IAF) the most—the future plans for an Advanced Medium Combat Aircraft (AMCA).

The Ministry of Defence (MoD) has “put on hold” the AMCA project that is being spearheaded by Defence Research and Development Organisation’s (DRDO) Aeronautical Development Agency (ADA).

The reason for the sudden decision to send the AMCA project—which began in right earnest in 2006 as the Medium Combat Aircraft (MCA) development in 2006—to cold storage is to help ADA to focus all its energies to first work on completing the much-delayed LCA project. “ The AMCA has been put on hold for the moment. This decision was taken recently to let the ADA focus on the LCA project, ” top Defence Ministry sources told The Sunday Standard. The AMCA project, for which the IAF provided the final Air Staff Qualitative Requirements (ASQR) in April 2010, may be taken up at a later date, sources said. But that will still be far away in the future.

India will buy Rafale planes from the French Dassault Aviation as part of its 126 Medium Multi Role Combat Aircraft (MMRCA); in the tender there is a provision to buy another 63 as a follow-on order. That apart, India is working on the Fifth Generation Fighter Aircraft (FGFA) in collaboration with Russia. With the final agreement on the design and development of the FGFA three months away, India will get at least 140 FGFAs for induction by 2027. Considering that most of the capabilities of AMCA will be covered by the MMRCA and FGFA planes, the revival of the AMCA will be a well thought-out one, sources said.

The AMCA’s envisaged features include stealth, multi-role operations, adequate precision strike capabilities, including critical first-day missions such as Suppression of Enemy Air Defence (SEAD) and Destruction of Enemy Air Defence (DEAD).

The much-touted Tejas has taken 30 years already, at an escalated project cost of Rs 5,489 crore. Since the LCA project was sanctioned in 1983 at a cost of Rs 560 crore, the time overrun has resulted in a 10-fold increase in the project cost. The plane is yet to get even its Initial Operational Clearance (IOC) so that the IAF could take the plane for a spin. But sources pointed out that the LCA still lacks certain critical capabilities, including a reliable radar, and is deficient in at least 100 technical parameters. “ The plane cannot fly on its own. It needs a lifeline in the form of support and monitoring of its systems from the ground by technicians, ” they said.

The LCA, in fact, gave creditable flying displays during the AeroIndia show in Yelahanka in Bangalore in February this year, and followed it up with weapons firing to hit both ground and aerial targets during the Iron Fist fire power display by the IAF in the Rajasthan’s Pokhran ranges, again in February this year. “ The common man thinks the plane is doing fine, its engine sounds great and the manoeuvres are perfect. But those flying and weapons firing displays are done with ground monitoring and support. The plane is still not ready to flying on its own, ” sources stressed. Their guess is the LCA may not meet its schedule of obtaining the IOC before July this year and it could take till December this year or early next year before it is ready. To give an example of LCA’s troubles, the sources noted that LCA was grounded for three months between September and December 2012 following problems with its landing gear. “ Normally, a combat plane is ready for its next sortie following a 30-minute attention from ground service personnel soon after it has returned from a mission. In the case of LCA, after a single sortie of about an hour or so, it needs three days of servicing before it can go for its next sortie, ” they said.

At present, the IAF has placed an order for 40 LCAs Mk1 to raise two squadrons by 2016-17 with HAL which is the nodal agency for production of Tejas. But these will be delivered with the American General Electric F404 engines which provide only 80 Kilo Newton power.

Later, 80 more LCAs of its Mk2 version will be ordered for raising four more squadrons. The LCA Mk2 will be powered by the GE F414 engines that provide a 90 Kilo Newton thrust.

Russian T-50 Fighter Jet to Start State Flight Test in 2014

Russia will start state flight tests of its fifth-generation T-50 fighter jet in 2014, United Aircraft Corporation’s President Mikhail Pogosyan told reporters on Tuesday.

“ In 2013 we are expected to wrap up its preliminary tests and start operational testing. In 2014, we are planning to start official state tests, ” Pogosyan said on Tuesday, adding “ the first stage of the state trials should be complete by 2015. ”

The test program involves six prototype airframes, including four flying, one static and one systems test airframe. Another flying prototype will join the tests this year, Pogosyan said. “Flight testing this year will go ahead with five aircraft,” he said.

The T-50, also known as PAK-FA (future tactical fighter aircraft), first flew in January 2010 and was presented to the public at the Moscow Air Show in 2011.

The T-50, which will be the core of Russia’s future fighter fleet, is a fifth-generation multirole fighter aircraft featuring elements of “ stealth ” technology, ” super-maneuverability, super-cruise capability (supersonic flight without use of afterburner), and an advanced avionics suite including an X-band active phased-array radar.

India will also buy a fighter aircraft based on the T-50, known as the FGFA (fifth-generation fighter aircraft).

United Aircraft Corporation is the state holding company uniting Russia’s aircraft building industry including Sukhoi, a military and civil aircraft manufacturer.
