PAS tells PM to take leave for submarine probe

KUALA LUMPUR, April 22 — Prime Minister Datuk Seri Najib Razak should take leave while Malaysia investigates a billion-ringgit submarine purchase signed when he was the defence minister, PAS vice-president Datuk Mahfuz Omar said today.

“I ask for the prime minister to take leave while a commission conducts the investigation,” Mahfuz (picture) said after visiting the Defence Services Asia (DSA) exhibition here.

Human rights group Suaram had asked French lawyers to file the case with Parisian prosecutors to investigate the submarine deal between the Malaysian government and DCN, one of France’s biggest defence conglomerates.

DCN’s subsidiary Armaris manufactured the two Scorpene-class diesel submarines that were sold to Malaysia.

“Ongoing investigations show that there are possibly elements of corruption in the case of the two submarines that were purchased from Amaris,” said Mahfuz, referring to the French probe.

Then-Deputy Defence Minister Datuk Zainal Abidin Zin had told Parliament in 2007 that 114 million euros (RM490 million) were paid to Perimekar Sdn Bhd for “co-ordination and support services”, which was about 11 per cent of the sales price of the submarines.

However, the case filed in Paris states that there were no such services. In addition, the case alleged that no Perimekar director or shareholder had the slightest experience in the construction, maintenance or submarine logistics.

Perimekar was owned by another company, KS Ombak Laut Sdn Bhd, that was controlled by Abdul Razak Baginda, whose wife Mazalinda Mahzan is listed as a principal shareholder. Razak is a close associate of Najib.

Razak gained publicity after his lover, Mongolian translator Altantuya Shaaribuu, was murdered in 2006 with her body blown up by explosives. Two elite policemen were convicted of her murder despite the court’s failure in establishing a motive for their actions.

“The prime minister’s act of taking leave will give us the confidence that the prime minister is not involved at all in this (submarine) case and that he is sincere in wanting a thorough and comprehensive investigation,” said Mahfuz.

Mahfuz pointed out that Perimekar was registered in 2001, a few months before the contracts for the sale were signed.

Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi denied today that payments related to the submarine deal were issued to individuals or individual companies.

“There is no individual company or individuals that were involved in payment,” he told reporters when questioned on the 114 million euro payment to Perimekar in the submarine deal.
