Sektor maritim kuasai LIMA 2009

KAPAL selam pertama negara, KD Tunku Abdul Rahman milik Tentera Laut Diraja Malaysia (TLDM) yang buat kali pertama menyertai LIMA 2009, akan menjadi tarikan utama pada pameran itu nanti di Langkawi.

LANGKAWI 23 Nov. – Pameran Udara dan Maritim Antarabangsa Langkawi (LIMA 09) dijangka menjadi tarikan terbaru kerana mencipta kelainan dan mempunyai keistimewaan tersendiri apabila buat pertama kali melibatkan lebih banyak penyertaan sektor maritim berbanding udara.

Menteri Pertahanan, Datuk Seri Dr. Ahmad Zahid Hamidi, berkata, terdapat peningkatan jumlah kapal menyertai LIMA 09 sepanjang ia berlangsung dari 1 hingga 5 Disember ini.

“Pameran atau pertunjukan udara tetap seperti biasa, cuma jumlah pesawat komersial sedikit kurang berbanding dahulu kerana kedudukan kewangan yang tidak mengizinkan disebabkan terlalu banyak mengambil bahagian dalam pameran udara di negara-negara lain.

“Sebanyak 94 buah kapal dan bot pelbagai jenis akan menyertai LIMA kali ini berbanding hanya 71 buah pada LIMA 2007,” kata beliau pada sidang akhbar selepas mempengerusikan Mesyuarat Jawatankuasa Kabinet Mengenai LIMA 2009 di sebuah hotel, di sini, hari ini.

Turut hadir Timbalan Menteri Pengangkutan, Datuk Rahim Bakri dan Timbalan Menteri Kewangan, Datuk Chor Chee Heung.

Bagaimanapun, kata Ahmad Zahid, pengunjung-pengunjung masih boleh menyaksikan pameran atau pertunjukan udara yang tetap menjadi tarikan melibatkan pesawat-pesawat canggih pasukan tentera beberapa negara yang mengambil bahagian.

“LIMA 09 cuma kurang penyertaan pesawat komersial tetapi pesawat tentera masih boleh dilihat, begitu juga dengan pertunjukan udara, kali ini tidak ada pasukan aerobatik seperti Red Arrow melakukan aksi udara.

“Bagaimanapun pertunjukan udara tetap berlangsung, kali ini kita boleh menyaksikan aksi menarik oleh Tentera Udara Diraja Malaysia (TUDM) dan tentera udara dari Singapura. Orang ramai berpeluang untuk melihat pesawat canggih yang dibawa seperti F 16.

Sementara itu, kata Ahmad Zahid, pihaknya bekerjasama dengan pelbagai agensi termasuk Kementerian Pelancongan dan Kementerian Pengangkutan bagi mempromosikan LIMA 09 menerusi pelbagai pendekatan.

Menurut beliau, antaranya, sempena LIMA 09, Kementerian Pengangkutan bersetuju memberi tempoh sehingga tiga bulan kepada pengusaha-pengusaha kereta sewa yang tidak mempunyai permit tetapi telah dikenal pasti supaya beroperasi bagi kemudahan pengunjung ke Langkawi.

Ahmad Zahid berkata, sebanyak 324 syarikat daripada 25 buah negara menyertai LIMA 09.

BAE Systems back to forge bonds

KUALA LUMPUR: Britain's BAE Systems will again show its support for both the Langkawi International Maritime and Aerospace exhibition and the Malaysian defence industry by taking part in this year's Lima.

Hailing Lima as a key showcase for the maritime and aerospace industries, BAE Systems group business development director Alan Garwood said Lima had always been an important part of the company's calendar, adding that it had participated in each of the nine shows before this.

"It not only provides an excellent stimulus for BAE Systems to forge stronger bonds with the Malaysian government, but is also an excellent platform for us to exhibit our capabilities that range from communications, electronic warfare systems, military air support, air defence, mission support systems to intelligence and surveillance."

Visitors to Lima '09 will have the opportunity to see BAE Systems' premier services and products, including replicas of naval guns, unmanned autonomous air systems, the Hawk advanced jet trainer and an offshore patrol vessel.

BAE Systems is the premier global defence, security and aerospace company, delivering a full range of products for air, land and naval defence. It is also well-known for its security solutions.

"The growing risks in today's world call for products that help protect the lives of citizens, law enforcement officers and military personnel.

In Malaysia, BAE Systems delivers support to the Royal Malaysian Air Force with its fleet of Hawk 108 and 208 jet trainers.

The company provides technical advice, assists with the repair and overhaul of aircraft equipment and carries out aircraft modifications when required.

Lima 09: Airbus pamer tiga pesawat baru


ALOR SETAR: Airbus, syarikat pengeluar pesawat terkemuka yang berpangkalan di Perancis akan mempamerkan tiga pesawat baru serba canggih keluarannya pada Pertunjukan Angkasa dan Maritim Antarabangsa Langkawi (Lima) 2009 mulai Selasa depan.

Syarikat itu dalam satu kenyataan yang dikeluarkan di sini berkata, antara yang akan dipamerkan ialah model pesawat A350 XWB yang sedang dibangunkan.

Ia adalah pesawat dengan fiuslaj (rangka utama) paling lebar dalam saiz kategori sederhana dan menawarkan tahap penggunaan minyak 25 peratus lebih rendah, berbanding pesawat bersaiz sama dalam perkhidmatan ketika ini.

"Pesawat itu dipilih oleh AirAsia X bagi memenuhi keperluan penerbangan jarak jauh masa depan dan syarikat itu mengesahkan pesanan sebanyak 10 buah pesawat A350 XWB.

"Bagi pasaran kargo, pula Airbus akan memperagakan model pesawat fret A330-200F yang mampu membawa fret seberat 64 tan bagi jarak penerbangan sehingga 4,000 batu nautika.

"Versi terbaru pesawat itu sedang menjalani ujian penerbangan dan akan mula berkhidmat tahun depan," kata kenyataan itu.

Selain itu, bagi bidang ketenteraan, Airbus akan mempamerkan model baru pesawat A400M yang dimajukan anak syarikatnya, Airbus Military.

"Ia akan menjadi pesawat pengangkutan paling moden dan serbaguna dalam sejarah yang menggabungkan pelbagai keupayaan taktikal, strategik dan logistik.

"Malaysia adalah antara pelanggan bagi pesawat ini," katanya.

Kenyataan itu juga menyebut orang ramai akan berpeluang menyaksikan dengan lebih dekat model keratan A380 berskala 1/20 yang memperlihatkan susun atur dalaman umum bagi pesawat penumpang terbesar di dunia itu.

Pesawat komersial itu kini digunakan oleh empat syarikat penerbangan ke 12 destinasi di seluruh dunia dan setakat ini, Airbus mendapat 202 pesanan daripada 17 pelanggan.

Antara syarikat yang menempah pesawat A380 itu, ialah Penerbangan Malaysia (MAS) yang dijangka menerima pesawat pertamanya pada separuh kedua 2011.

Segmen maritim dibuka kepada umum sepanjang Lima '09

LANGKAWI: Buat pertama kalinya, segmen maritim Pameran Udara dan Maritim Antarabangsa Langkawi (Lima '09) akan dibuka kepada orang ramai sepanjang pameran itu mulai 1 hingga 5 Disember ini, bagi meningkatkan jumlah kehadiran pengunjung ke pameran itu.

Menteri Pertahanan, Datuk Seri Dr Ahmad Zahid Hamidi, berkata sebelum ini segmen berkenaan hanya dibuka kepada orang ramai pada hari terakhir pameran itu sahaja.

"Kita telah berbincang dengan penganjur Lima '09 dan mereka bersetuju memberi peluang itu untuk meningkatkan kehadiran pengunjung ke segmen maritim," katanya kepada pemberita selepas meninjau persiapan di Awana Porto Malai dan di Dewan Pameran Antarabangsa Mahsuri, di sini hari ini.

Penyertaan untuk segmen maritim meningkat kepada 94 kapal dan bot untuk mengadakan pertunjukan statik maritim di Awana Porto Malai, berbanding 71 kapal pada LIMA '07.

Katanya pada pameran LIMA 09, buat pertama kalinya orang ramai berpeluang melihat kapal selam pertama Malaysia, KD Tunku Abdul Rahman.

Sementara itu, Ahmad Zahid berkata bagi pertunjukan aeroangkasa, ia masih sama seperti sebelum ini iaitu dibuka kepada orang ramai pada hari terakhir pameran.

Beliau berkata satu perbincangan akan diadakan dengan pihak penganjur untuk mengurangkan harga tiket (harga asal RM20) bagi menggalakkan kedatangan lebih ramai pengunjung.

Katanya pertunjukan udara dijangka menarik perhatian ramai dengan kemunculan helikopter Apache dan jet pejuang F-16 Tentera Udara Singapura, pesawat dari Tentera Udara Amerika Syarikat, Brunei dan Tentera Udara Diraja Malaysia (TUDM).

Sehingga kini, lebih 300 syarikat dari 24 negara telah mengesahkan menyertai pada Llima '09. - Bernama

Pameran LIMA 09 catat rekod lagi

KUALA LUMPUR 25 Nov. - Pameran Udara dan Maritim Antarabangsa Langkawi (LIMA 09), sekali lagi mencatat rekod penganjuran apabila seramai 17 menteri pertahanan akan hadir sepanjang lima hari pameran dwitahunan itu yang bermula 1 Disember ini.

Menurut penganjur, HW LIMA Exhibitions, antara negara yang menghantar menteri pertahanan mereka adalah Perancis, Singapura dan Sweden.

"Kehadiran 17 menteri pertahanan tersebut merupakan rekod tertinggi sejak LIMA mula dianjurkan pada tahun 1991.

"Rekod ini adalah suatu yang sangat penting kerana ia sekali gus membuktikan kedudukan LIMA sebagai pameran udara dan maritim terbesar di rantau ini,'' katanya dalam satu kenyataan hari ini.

Tambah HW LIMA, mereka juga menjangkakan kehadiran pengunjung pada pameran kali ini bakal mencipta rekod baru iaitu melebihi 40,000 orang.

Jelasnya, keyakinan itu timbul berdasarkan kepelbagaian aset ketenteraan yang dipamerkan.

Selain itu, menurut HW LIMA, pertunjukan udara dan maritim membabitkan pesawat Tentera Udara Diraja Malaysia (TUDM) dan pameran statik kapal selam, KD Tuanku Abdul Rahman yang merupakan aset terkini milik Tentera Laut Diraja Malaysia (TLDM) juga bakal menarik perhatian ramai pengunjung.

LIMA 09 yang akan dirasmikan oleh Perdana Menteri, Datuk Seri Najib Tun Razak, sebelum ini telah mencipta beberapa rekod antaranya membabitkan sektor maritim yang menampilkan penyertaan 94 buah kapal dan bot iaitu yang terbesar dalam sejarah penganjuran LIMA.

Malah, semalam Menteri Pertahanan, Datuk Seri Dr. Ahmad Zahid Hamidi ketika membuat kenyataan juga mendedahkan bahawa, buat pertama kali pameran sektor maritim dibuka kepada orang ramai setiap hari sepanjang ia berlangsung.

Penganjuran kali ini juga menyaksikan sebanyak 325 syarikat pertahanan daripada 25 buah negara mengambil bahagian untuk mengetengahkan produk ketenteraan masing-masing.

THE local defence industry is abuzz with speculation that the procurement of the Eurocopter EC725 Cougar medium-utility helicopters will be inked at the Langkawi International Maritime and Aerospace 2009 (Lima 2009), in Langkawi next week.

The Defence Ministry has remained tight-lipped on speculation about the RM1.604 billion deal, nixed last year by then Prime Minister and Defence Minister Datuk Seri Abdullah Ahmad Badawi due to the global economic crisis.

Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi, when contacted by Malay Mail, declined to confirm or deny speculation that the government will sign a Letter of Acceptance (LOA) with Eurocopter Malaysia Sdn Bhd, the Malaysian-based subsidiary of the pan-European helicopter manufacturer, Eurocopter.

He also dismissed reports by the Indonesian media that the Malaysian government had agreed to purchase some 30 Panser Pindad APS-3 armoured personnel carriers developed by the republic's State-owned arms maker, PT Pindad.

Ahmad Zahid said the ministry was only conducting an evaluation of the Panser as part of its planned purchase of APCs for the Malaysian contingent in Lebanon and the Army’s wheeled APCs requirements.“We have not concluded the deal,” he said.

Malay Mail was informed that the government was concluding its negotiations with Renault Defence Trucks of France for the procurement of the Vehicule de l’Avant Binde (VAB) — a French-designed APC — for the Lebanon mission.

Malay Mail was further informed that French Defence Minister Herve Morin was expected in Langkawi to witness the signing of the LOA.

Another deal expected to be signed at the Lima show is the RM500 million for the Intergrated In-Service Support agreement with the government and Boustead DCNS Naval Corporation Sdn Bhd for the maintenance and support of the two Tunku Abdul Rahman class submarines purchased from DCNS and Izar.

French embassy officials in Kuala Lumpur, when contacted, also declined to comment on the issue. But they confirmed that Morin was expected to be in Langkawi for Lima 2009.

Local defence analyst Benjamin Mahmud said he had also heard the speculation which he described as “good news”. He, however, said he was not “totally” convinced that the Cougar deal would be finalised at Lima 2009.

“I heard the same thing, the good news. But even I am not 100 per cent sure it will happen. Some are saying that the government and Eurocopter will only sign an extension to the Letter of Intent (LOI), which was issued to Eurocopter Malaysia when the ministry decided to procure the Cougar for the Nuri replacement programme.”

If indeed the speculated signing is for the extension of the LOI, he did not expect the procurement to be finalised within the next two years.

After the deal was suspended, the government and Eurocopter signed an extension agreement to guarantee that the price of the Cougars will be fixed at RM1.604 billion as when the original LOI was issued.

Another extension to the LOI was signed in June during the Paris Air Show. It is expected to expire next year.Meanwhile, due to operational commitments, the French Air Force was unable to sent a Cougar to be displayed at this year's show. The Cougar was at the previous Lima show two years ago.

The Cougar saga began when the Cabinet decided that the Nuri helicopters operated by the Royal Malaysian Air Force (RMAF) should be replaced, following a fatal crash near Genting Sempah near Genting Highlands on July 13, 2007.

The Nuri replacement programme (NRO) tender was floated in the search for 12 medium-utility helicopters to be delivered to RMAF, starting in 2010.

Four helicopters — namely the Cougar, Agusta-Westland AW101; Mil Mi-17 and the Sikorsky S-92 — were offered to fulfil the requirement.

RMAF operates some 30 Nuri helicopters and ministry officials have cited on various occasions that the helicopters would remain in service until 2015.

On Sept 26 last year, Abdullah announced that the ministry had chosen the Cougar to meet the NRP — and the LOI had been issued to Eurocopter Malaysia.

The announcement created a big controversy, with the Opposition charging that the deal was highly irregular.

They also claimed that Malaysia was paying a much higher price for the Cougars compared with the deal obtained by Brazil.

Several reports were also lodged with the Malaysian Anti-Corruption Commission, citing irregularities in the award of the LOI. One of the notable complaints was made by the local agent for the Mi-17 helicopters, a former Umno politician who has since crossed over to the Opposition.

Malaysia's air force revives competition for maritime patrol aircraft

Malaysia is resuming its efforts to buy maritime patrol aircraft, but this time with a greatly reduced budget, say industry sources.

In 2005, Fokker Services and Malaysian maintenance, repair and overhaul firm Airod won a pitch to supply Fokker 50 maritime patrol aircraft to the Malaysian Maritime Enforcement Agency (MMEA). But the deal never went through because the agency failed to get the funding.

This time, the Royal Malaysian Air Force is spearheading the campaign, and is initially seeking four aircraft, say industry sources.

Malaysia has been relying largely on four Beechcraft Super King Air aircraft that it received in 1994 for maritime patrol duties, while the MMEA ordered two Bombardier 415 multipurpose amphibious aircraft last year.

The air force is seeking an MPA fleet because it wants to eventually phase out the King Airs, widen its operations and have an aircraft with better payload performance, the industry sources say.

Malaysia is likely to issue a request for proposals in next year's first quarter, and finalise a deal in time for delivery in 2010-12, says one source.

Aircraft-makers that may look to pitch for the business include Alenia Aeronautica, with its ATR 42 Surveyor MP, Indonesian Aerospace, with its CN-235 MPA, Fokker Services again, with the Fokker 50, and Saab with its Saab 340 or Saab 2000.

Pokcik,I'll go for CN235MPA or ATR72MPA for commonality as these types are already in used in Malaysia. Embraer is just to fast for MPA purpose since it uses jet engine meanwhile SAAB340 is says no longer on production line. Just my 2 cents!
