A FEW years back, an editor from a large Indian newspaper told me that the news from a country that is carried around the world shows what the world thinks of that country.
He was making a point to illustrate how the world was taking India a little more seriously.
Prior to India’s economic boom, he said newspapers from the Western world carried mainly human interest stories from India, the more degrading the better the chance of it seeing print.
If a man had cut off his tongue, then that will be the news from India.
But as India’s economy, society and influence grew, the news the world was reading about India consequently changed.
Countries started carrying news articles about India’s economic prospects, political influence and potential, all of which builds on the perception of India.
And perception of what the world thinks of a country can be a powerful force in the world of business and investment.
That was most recently displayed in Malaysia’s ranking in the World Competitiveness Report.
Our ranking slipped three notches to 24 and that was largely a result of the perception among executives surveyed that Malaysia is worse off than a year ago, in particular the area of institutional framework, which is influenced heavily by the Government.
Whether that is real is debatable but again perception influences decisions.
And if the news the world is reading moulds the perception of a country, what must the world be thinking after reading or watching news from Malaysia over the past one month?
First, there was news that Kartika Sari Dewi Shukarno would receive six lashes of the cane for drinking beer.
Then the world was treated to news that Selangor, the most industrialised and arguably most forward state in the country, was considering a ban on the sale of alcohol.
And finally, we have the emotionally charged cow-head protest over the relocation of a Hindu temple in Shah Alam.
Such news from a moderate and multiracial country would have been surprising to many around the globe, especially to the country’s largest investors.
It could be even more surprising to them considering the news from Malaysia over a decade ago used to be more about its economic prowess and growing political influence.
After all, in a growing and competitive world, perception can influence the flow of money and investments.
And if people, after reading such news, start to form opinions that could negatively influence the perception they have on Malaysia, then such news could have implications on investments into the country.
That is something the country must avoid as it will have consequences on job and wealth creation.
Amidst all the negativity, the one sliver of good news, however, has come from a David vs Goliath case involving McCurry vs McDonald’s.
The eight-year court battle over the right to use the “Mc” prefix has seen the small one-shop curry house in Jalan Ipoh emerge victor against a global franchise giant.
News of the Federal Court’s verdict was flashed all around the world, and in most cases elicited a smile across the faces of many.
It’s the type of reaction Malaysia could do more with.

And ownership of capital resides with the kokusen / pak arab / asian giants.
Of which; 2/3 dr owners of capital ni minum arak; langgan betina + low tolerance to religious bigots. Ketuanan materialisme kan?
Jd kita tak perlu terkejut competitiveness ranking influenced by the quoted news articles.
Domestically; competitiveness malaysia akan terus menjunam kerna structural imbalance akibat dari polisi2 lagak pandai puak2 politaik.
Hampir 2 dekad polisi wage depression digunakan utk hasilkan produktiviti; yakni productivity 'increase' is not on efficiency improvement ttp polisi menghambakan golongan pekerja.

nop....ok camni..aku ceritakan skit pasal ranking ni...coz aku pun ada terlibat secara tak langsung sedikit sebanyak...sebagai contoh Dealing with ConstructionPermits - salah satu indikator....tak banyak berubah dari tahun lepas padahal jangkaan kita kita akan naik ke tangga 26 dari 104 sekaligus akan naikkan ranking kita ke tangga lingkungan 12 or 13 keseluruhan terbaik....camner method depa kira? ok, utk indikator diatas iaitu dealing with construction permits (OSC di PBT), depa hantar borang soal selidik kepada 30 legal firm. tak silap hanya 4-5 legal firm yg jawap....nilah silapnya...depa tanya soalan teknikal kat legal firm!! bukan nak tanya developer, arkitek,engineer...so kalau tanya dengan orang tak tau pasal teknikal, sure jawapan depa merapu dan mengarut. Dan benda ni diambil kira pulak oleh World bank. kat malaysia pnyelaras bagi ranking ni adalah MPC iaitu agensi di bawah MITI.

actually aku pun terlibat dalam perihal ranking...kami wakil malaysia pun dah buat RTD (perbincangan meja bulat) utk naikkan ranking malaysia ni...jangkaan kami dan MPC (Malaysia Productivity Corporation) kita dijangka naik ke tagga 11 tapi keputusan mengecewakan ...ni sedikit dari report yg aku buat....point aku adalah depa buat ranking adalah bukan based on persepsi tapi kaji selidik...tapi target group depa tak kena...

4. Areas of improvement that Focus Groups have deliberated are:
• Reducing number of days/time/hours;
• Reducing procedures/ processes;
• Managing costs;
• Study on recovery rate; and
• Addressing issues of backlog of cases
The details of the simulated KPIs, strategies and initiatives to be undertaken are as in Attachment 1.
Conclusion
An encouraging implication from the RTD was that, despite the economic slowdown, leaders from the public and private sectors are collectively committed to enhance Malaysia’s competitiveness. |

Target group is one thing.
Tp what about the execution of the targeted improvements? Could it be why lawyers were sought for their opinions is because they are the ones that have the "real" experience?
Issues of undertable counter staff; approvals left idle on the desk until greasing money paid? <-- Does the KPIs developed account for this; by employing it as an inherent risk mitigation measure against corrupt practiceS? |

Most of us aware pasal kejatuhan ranking ni dan since aku terlibat secara langsung dalam polisi dan pelaksanaan infrastruktur telekomunikasi, competitive index/ranking is one of the indicator yang terlibat. My personal opinion, tgk dan fikir dengan fikiran terbuka dan luaskan minda. Apa faktor-faktor yang menyumbang kepada kejatuhan indeks ni, which sector yg heavily affected, does the current policy implemented affected it/get affected? Then we know where we stand now. This should be the basis for the future planning
Setuju juga dengan metodologi ranking ini dikeluarkan. Does it represent a fair sampling, correct target group? |
