Re: Dialogue with SESB on 5th February 2008

CASH is grateful for this long awaited dialogue hopefully there is an Ang Pau for the consumers in this time when the Chinese New Year of the rat is coming in a few days time.

We share the common interest to serve the consumers as electricity is a very important basic item and we are all aware of the history of the utility company since 1963 with the Sabah Electricity Board or SEB or LLS until 1998 when SESB was the new vehicle to provide the expected improvement in this important sector to energise the development of the State.

The consumers are fully aware of the problems and difficulties encountered by the SESB but little is made public making the mutuality aspect of the provider of energy and consumers not fully colloborated. While SESB is the sole provider of electricity, how dependent is it in the five independent power providers in Sabah when SESB pays a higher rate for their supplies?

Joshua Kong as CASH's deputy president had lodged a Police Report on 19th October 2007 on the frauds committed on the consumers based on a modus operandi of manipulating the statement of accounts. It is estimated that the losses in these common cases over two decades and more borne by the unsuspecting consumers can be any thing up to a billion Ringgit.

Meanwhile we attach a memorandum on "power to brighten Sabah" with three proposals namely 1) SESB TO GO BACK TO THE LOCAL; 2) SET UP OF A TRUST FUND OF RM1BILLION and 3) SET UP OF SABAH ENERGY COMMISSION for your serious attention.

We look forward to your prompt response to resolve the pressing power issues for mutual interest with the vested interest and participation of the local people.

Memorandum to SESB from Consumers Association of Sabah & Labuan (CASH) 31 January 2008
POWER TO BRIGHTEN SABAH:

While we have sunshine and blue sky throughout the year, it is timely to give some serious thoughts for the power to really brighten Sabah as for most parts of Sabah it is still darkness for most homes especially in the important hinterland land of Sabah which has an equally role to play in the livelihood and economy of Malaysia in the less developed Sabah when Sabah's contribution to the overall economy and well being of the people of Malaysia is very significant for a few decades.

Energy is very important for the proper development of the State of Sabah now lying at the bottom of most indicators in the nation, hence appropriate attention to provide adequate power supply to most areas in Sabah is essential after so much neglect in this area for a few decades.

Although Sabah Electricity Sdn. Bhd. is a new vehicle since 1st September, 1998 to handle the expected improvement in the management of power supply to the State, there is still a large gap in the provision of electricity to most areas in Sabah for reasons best known to the national leaders.

Unfortunately it is still much to be desired for the many areas in the urban and suburban zones where supply is available as there are still many complaints of the quality of supplies like frequent blackouts some lasting for days and the rather high tariff of charges making Sabah an expensive place to do business. The scenario of poor supplies is worsened by the frequent reports on the power infrastructure thefts.

In all sincerity and seriousness, CASH would like to make three proposals for the improvement of the power supplies in the State to benefit all consumers and would urge the appropriate authorities to serious consider our pleas as follows:-


1) SESB TO GO BACK TO THE LOCAL
Without prejudice to anyone in the nation, it is timely that the management of the power utility be returned to Sabahans who should be given another chance for genuine local people to look after our own very basic interests to avoid the likely sabotage coming from the disgruntled people -local and dubious citizens & illegal - who are tempted to be in power theft and disruptions to the established infrastructure. The sense of belonging must be nurtured at the local level and most local people must be given a chance to feel it that way.



2) SET UP OF A TRUST FUND OF RM1BILLION
Since the past is important since 1963, it is undeniable that much losses including frauds committed on the consumers had been incurred by all those terrible disruptions of power supplies resulting in financial penalties of all sort and such losses had been a great burden for all without redemption.

In the interest of all consumers and to bring general relief once and for all, it is proposed that the Government with the consent of the Tenaga Nasional Bhd being the parent company of SESB set up a trust fund to expedite the electrification of the valuable hinterland of Sabah and to whatever desirable improvement to the supply of electricity in the urban areas so that the past wrongs to the consumers are indemnified in a harmonious way. It is like a seed as a catalyst to revive Sabah.

This trust fund of RM1 billions would be managed by an independent body with an emphasis on delivery without the interference of political consideration but working in cooperation with SESB without violating the monopoly of power supply. This would function like an extension as what the independent power suppliers are already in place in Sabah.


3) SET UP SABAH ENERGY COMMISSION
CASH would like SESB as the sole operator of electricity gives its support to the set up of an Energy Commission in Sabah to deal with the long term planning and address all the prevailing consumer issues in Sabah as far as electricity is concerned. This Commission may look at the overall situation of the energy needs of the State poised to be moving toward greater developments in Sabah.



CASH trusts that these three proposals would meet with the political will of the Government and the relevant authorities as soon as possible in line with the proposed Sabah Development Corridor.

JK's Digest No. 3 of February 2008 (191 of 2008)  Dedicated to our Electricity woes.

Like many people may have given up hopes in our homeland, it is still a ray of hope around.

If the Chinese of 250,000 are bordering the poverty line in Sabah, I think that figure is really understated because it is the same illegal socalled leader who must present his birth certificate to prove he is a Tan.  With a wrong voice, that is actually the root of the Sabah problems as outsiders have invaded Sabah for the wrong reasons so much so that we are all doom.  That is why I am so outspoken with the revival of Sabah in great decline over the decades due to degradation and deprivation.

Why Sari Tan likes to play with the race when his own is in question because he is either a Malay=Muslim, when the Malay is not even a race?

Actually it is not only the Chinese who are poor due to the national policies, Sabahans are generally so poor that if we move around Sabah, you will know who the people who have got the money.  These people are likely outsiders who want to exploit Sabah and then blame Sabahans for the destiny of poor Sabah.   We need to identify all those past and present leaders including senior civil servants who are outsiders by the presentation of birth certificates.  Even many Sarawakians are also in possession of anak negeri certificates to rob Sabahans.  Go and check that out.   

Why are Sabahans so poor?  The reasons are known and one of that is that there is a great gap of electricity supplies in the Supply Average Interruption Duration Index (SAIDI) when TNB recorded SAIDI of 101 and SESB 2,717 in recent  year.  It is known that SAIDI for Sabah was over 4,000 three years ago.  As we are all subject to penalties for the delay in datelines nationwide, Sabahans must have been paying billions of Ringgit annually in such penalties rates enforced at a single rate nationwide.  It is also known that with the power supply at its worst amongst the world, a lot of losses -material, time, education, equipment damaged and nobody has indemnified the people for such losses making doing business in Sabah very frustrative, expensive and incompetitive.

Against that background, CASH has requested a Trust Fund to be known as Sabah Indemnity Noble Trust (SAINT) to be managed by CASH and others.  The initial trust fund to be RM1billion.
So why cannot Sabahans be given that opportunity to make good all those losses including financial frauds borne by consumers of up to RM1billion when the following scenarios are to be compared:-
1)        When  'Sultan' Zulhasnan, the RM700 million man can manipulate that public fund.
2)        The illegal Government had been saying Hindraf formerly Hindu Rights Action Force now- Human Rights Action Force and rightly to be Human Indians Right Action Force was wrong but ...
3)        If the floods victims in a few states in Peninsula Malaysia were to be relieved with up to RM1 billion for a couple of months of suffering ....
4)        If the subsidies for several items are into many billions annually also abused ...
5)        Tenaga Nasional Bhd is capable to provide the fund for the Trust fund...
6)        Paradigm in the delivery system...

Zulhasnan has manipulated RM700 million worth of government contracts in Kuala Lumpur and has given them to his friends and cronies. The Umno division leaders of Segambut, Seputeh, Bukit Bintang and Kepong have all benefited from Zulhasnan's patronage. Ali Baba had his 40 thieves. Zulhasnan has his four.

2)        The illegal Government had been saying Hindraf formerly Hindu Rights Action Force now- Human Rights Action Force and rightly to be Human Indians Right Action Force was wrong but the Indians community is now getting a lot of pledges of goodies. Even the one day holiday for Thaipusam has cost the employers a few billions Ringgit of lost business globally when it is productive efforts that make people more sustainable.  Would so many more holidays make most people rich?  So what is the problem for Sabah to have a Billion Ringgit trust fund without demonstration or are we already slaves in our homeland?
3)        If the floods victims in a few states in Peninsula Malaysia were to be relieved with up to RM1 billion for a couple of months of suffering, what about Sabahans suffering for a few decades with many power blackouts including major ones regularly?  So RM1billion is only a token sum as an indemnity without Sabahans going for confrontation and demonstations.
4)        If the subsidies for several major basic items are into many billions annually and mostly also abused by the people who are supposed to improve their livelihood like the fishermen and padi growers, what is wrong with a RM1 billion in the case of Sabah as a sense of paving over some long outstanding disputes over power cuts too many times?
5)        Tenaga Nasional Bhd is capable to provide the fund for the Trust fund as it is really for mutual benefit when the locals are more involved.
6)        Paradigm in the delivery system is needed to be examined in the sense that only consumers - right or wrong - are been penalised by hefty penalties like late filings or delayed of completion of projects.  So far the implementors had never being punished in the way they had handled those public projects.  Is this reasonable to penalise such implementors for shortcoming in a paradigm shift to boost the delivery system?  Is it true that some civil servants/ board workers would be rewarded with productivity generated as in the case of Income Tax Board?  

It is not easy to go to the SESB with the memorandum as the wait of two years for such a dialogue of mutual interest has matured in our presentation following the lodgement of the Police Report on the frauds.  The venue was changed in the day before to 10 floor at 10 a.m. at the SESB building and I was given a reserved parking space in front of the SESB building.  Earlier in the morning as I woke up at 6.05 a.m., I look to the east and saw a rainbow-like red curve across the sky over Mt Kinabalu.  At the venue, there was a lady reporter who shared my birthday after I asked her email address using the 238 similar like mine.  Then SESB gave CASH president a memento of RED box symbolic of an ang pau for 2008.  Then every participant was given a SESB umbrella.
Then in Malaysiakini, it was reported Lim Kit Siang yesterday filed a suit against the Election Commission and the government seeking a court order for the setting up of a caretaker government after the Parliament is dissolved.  So Joshua Kong without any party should be qualified to be the caretaker Prime Minister to be knowledgeable enough to deal with EC and the other relevant authorities.  Don't be like what is happening to the Royal Commission of Inquiry on Judiciary where selective process rears its ugly head.

Also the Government of the day be reminded of STRONG MALAYSIA LOVES SABAH.
