Where has all these money gone? Gone to the drains? Gone to the little holes when Malaysia has gone to be the prostitute nation slowly but surely?
If that has really gone to the Bumiputra's pockets mainly due to (New Economic Policy) NEP, and yet the present ILLEGAL Government complains of the 'failure' hence the need to prolong NEP, then where would we be when the bulk of national resources substantial quantum from Sabah are already 'evaporated'?
That may be true with the too many mega projects which had 'disappeared' and some sheer white elephants mainly due to greed and massive corruption always denied. Or simply money had disappeared to unqualified quarters for hidden agenda aplenty to glorify the illegal leaders? If you look at the trend of national financial disbursements, the bulk of the money are paid out in the last quarters year in and year out for decades, and don't tell me the productivity and the performance are so good only at the last quarters? This is a financial malaise to be addressed.

While NEP has been lauded by some quarters for the brief maintenance of societal peace, it is none other a peace of BLOOD paper if it is prolonged as it was started with the bloody dilemma of May 13, 1969 created by known quarters as the UMNO. It has become "never ending problems" and "now evil people" with the unsatisfiable greed into scenario like global terrorism, polygamy, and self destructions for never grown up people. It is known in history why many nations have collapsed for whatever reasons, and can Malaysia not a candidate of that soon? Why have some nations to be known as banana republic? Thank God, Sabah did not become the tobacco state when the once booming tobacco business was wiped out by the USA's introduction of massive import duties to protect its own home tobacco industries.
If this money had been diverted away from Malaysia through dubious means then the Parliament must be useless - maybe too many lawyers without the appropriate sense of figures. The whole system has failed when the leaking Parliament is symbolic of the nations failings. So why are the Parliamentarians paid for?

Integrity

Paper for the Parliament's Select Committee on Integrity - Re-defining Malay Dilemma  15 Jun 06 K. K.



        Integrity is defined as strict adherence to moral values and principles, uprightness; the quality or state of being whole and unimpaired.
        Without bringing in religions, uprightness is akin to righteousness as free from sin or guilt. What sort of values and principles and likely subject to many religions with a dominant one in Malaysia?
        Integrity would begets respect and vice versa.  
        While Integrity is very wide ranging in all human relationships, I would like to address a few key issues here namely Malay, National Religion, Economy, Corruption and Sabah scenario.
General
Malay as migrant people in the context of natives and bumiputra need to be addressed.
        Tun Dr. Mahathir said that Malay came from Sumatra, hence a migrant people to Malaya - not part of the Malay archipelago. Actually Malaya although known as Malay Peninsula is part of Indo China.  See map at the front.
        If Malay as migrant people can be both natives (birth) and bumiputra (prince) and so are all other immigrant people in Malaya in 1957 and in Malaysia in 1963.
        It is ironic that many groups of people including Pakistani, Indians, Filipinos via conversion can be classified as Malay by the religion.  It is also ironic that people in Malay peninsula can be considered Malay when people of the Malay Archipelago is not, so unlike Chinese for China, Japanese for Japan, English for England.
        So this anomaly albeit belated must be resolved by the amendment in the Constitution for a confusion (hence root of all bias as per pages 6-9) to be removed for the Integrity of the nation after re-defining the Malay Dilemma.
        It is timely in the interest of all Malaysians that all people in Malaysia be on equal terms except that the truly classified natives be accorded some privileges.  That is integrity to redress the root cause of Malay Dilemma. Good to read an article by Azly Rahman titled 'Brand New Malay Dilemma" (Malaysiakini).
National Religion and its moral values and principles amongst other religions
        When we talk of Integrity in the society of Malaysia with the national religion in Islam (construed as Islamic state since 29.9.2001), how do we have a strict adherence to moral values and principles based on Islam since independence in 1957 and 1963?
Economy under the New Economic Policy or revived New National Agenda and impacts thereof on society as far as Integrity is concerned.
        When we consider the Integrity as the quality or state of being whole and unimpaired, is the Malaysian society in that kind of society to be if we continue to have a parallel system under the New Economic Policy or revived New National Agenda?
        "Do not do unto others, if you do not want that to be done on you" must be evaluated on all policies to give credibility to Integrity and human dignity.
        I am not here to undermine any religions, when there is such a common belief in all major religions as "Do not do unto others, if you do not want that to be done on you".  Have we deviated much from that when you have sort of undeclared Apartheid when all the ingredients of that phenomenon prevail here? When we do not treat others fairly and justly, we lose all respect for the Integrity and human dignity.
Corruption  and the root cause of degradation even in Muslim nations as none of the Muslims nations appear in the top 30 of Transparency Index International.
        While Integrity is wide ranging, we have to zoom into corruption when that is the sticking eye sore in Malaysia?
        As far as corruption is concerned and when moral values are concerned in Malaysia, it is to be founded in Islam?  Does that prevail in that religion?  According to an old article in the New Straits Times by learned Ustaz, corruption does not feature in Islam.  Some may claim otherwise.  Even  Malaysiakini had a letter titled "Islamic govts not necessarily corruption free" by Jess  Feb 17, 06 2:00pm   http://www.malaysiakini.com/letters/47075.
       Whatever, anyone may claim, but visibility is obvious.  If corruption is not that bad in Malaysia, why are we here talking about Integrity and an Institute on National Integrity set up at Government's fund?
        If you ask any businessmen dealing with the Government and its agencies, is there any real business, when corruption is rampant at all levels.  Even the Royal Commission of Inquiry on the Police Force gave that kind of verdict.  Even some of the private sectors are also involved with corruption. The heavy school bag can be due to sort of corruption or questionable commission paid to some school principals.  (DE 4th March 06). So corruption for Malaysia is at the level of cancer as the global Transparency Index has diagnosed that.
Recommendations of Solution
        We are here to seek views and solution for the remedy of malaise of Integrity or Mal-Integrity, would there be easy answers?
        When the fish rots, it starts from the head, and so we have to resolve the issue of Integrity at the high levels.
        No amount of education can imbue or instill good character for Integrity as we know who are the present violators of corruption.  Some of them are like wolves in sheep skin.
        Mahatma Gandhi said "if an eye for eye if applied, the whole world would be blind".  If that is how a famous sage Mahatma view that, then if suicide bombers do it in the name of Allah (although not yet seen in Malaysia but in neighbouring countries), then the whole world would become shredded corpses of God's creation.
         An eye for an eye would give due diligence in the context of Integrity for the fitting punishment of any grievous crimes not to the extent as contemplated by Mahatma, but what do suicide bombers want to achieve?                  Would there be any real Integrity (moral values and principles) in suicide bombers who have become self appointed judges making public pronouncements to hand out premature death sentences for self and others?  Even former male nurse Charles Cullen was sentenced to 11 life imprisonment by a New Jersey Court for murdering 22 and more patients through lethal doses of medication. (Contrast that).
        So as a start, as human nature is hard to be changed outside and within, then we must start with a new system away from the present Islamic State after nearly 50 years although freedom of religions are guaranteed. That guarantee is unclear when there is a dominant national religion and dubious dominant race. Rukun Negara as revived or Islam Hadhari may not have any impact on the people in the context of National Integrity Plan.  We know there is no model in the world - West in decadence and other third world countries in strife too helpless to move forward, and it would appear only Malaysia wants to do something, but how to get it moving?   If secularism is not the match to the challenges of Islamism, then what recourse do we have to restore some urgency to the basic fundamentals of Integrity in the context of spirituality?   We need to do soul searching to address our spirits and spiritually individually and corporately. If it is the system in much disarray, then there must be only one system for mankind who are supposed to be born free but not so when certain religions bind many.
        Integrity has a basis in our outlook individually (self esteem), family (love), nation and society (patriotism).  Even in the recent amendment in the Islamic family laws, we could see that the society especially the helpless womenfolk is torn apart by a fixed Islamic system.
For Sabah in particular.
We encounter the similar issues as in the nation and especially Extra People Identity Cards
        But have a long standing issue in the exploded population due to the present of extra people identity cards to the tune of one million and more for almost three decades of lacking in Integrity.
        That population malaise in Sabah is no more sidelined after Suhakam made that press release on 23rd December, 2005.  We all know the downsides of excessive alien people and dubious Malaysians in Sabah.  The Government has even sidelined genuine locals in favour of foreigners (Kamal Sadiq of University of California -Irvine in a paper titled "When States Prefer Non-Citizens over Citizens: Conflict over Illegal Immigration into Malaysia).  In the United Nations' University commissioned Discussion Paper No. 2002/113 written by Jomo K. S and Wee Chong Hui  as titled "The Political Economy of Malaysian Federalism - Economic Development, Public Policy and Conflict containment", we can see illustrations of the many disparities within the nation as far as the East and Peninsula (Mainland) are concerned.  Both papers are available in the Internet.        I would not need to quote the passages of the adverse high profile but misplaced publicity by a former Chief Minister in his highly questionable and damaging "rumblings" over the exploded population in Sabah.
        Suhakam's Deputy Commissioner Tan Sri Simon Sipaun reiterated that Consumers' Association Sabah & Labuan F.T. - CASH's effort in Signature Campaign is an expression of human rights in democracy (DE 3rd March, 2006)                                         
        Hopefully that noble effort by Patriotic Citizens' Forum on Identity Cards (PaCIFIC) sponsored by Consumer Association of Sabah & Labuan FT - CASH would bring back some Integrity in Sabah only when the Royal Commission of Inquiry is established soonest possible.  Lets go for that as a patriotic exercise when Patriotism begins at home if we are sincere in this Integrity endeavour.

Re-define the race Malay as far as bumiputra. religion and economy are concerned.
Re-value moral, ethic and corruption.
Revoke millions of genuine identity cards given to dubious 'citizens' via the Royal Commission of Inquiry.

BURDEN OF THE DOOM NATION
The Sabah Scenario
The incredible has sort of being exposed when I received this kind of list of 55 items (see the next three pages).
        Actually the 55 items are just samples of what are going on that go unreported in the official press, and yet Malaysia claims to have a press that is far from FREE.  Would this be any good even in the 21st century when there is cry for justice, fairness and survival in globalisation?
        So who would like to add on the list as per pages 2-4 for the common good of the young nation of 50 years in 2007?  We need to know in the information age.
        Enough pains and dilemmas have emerged themselves through the social, economic and financial dimensions irregularly but consistently.  When those developments are exposed, the citizens find themselves helpless to deal with them as the entrapment would be too much for the nation.  The Government is also in dilemma in many cases where bail out in the use of taxpayers' funds of billion of Ringgit were regularly done without the consent of the people.  I do not want to list them here for the obvious ones are known while many cases are still in hidden agenda.
        For Sabah, the scenarios are definitely worst if compared with those listed are in Peninsula Malaysia but do we learn anything at all in short 43 years in Malaysia?  Sabah had been so rich as labelled as Texas of Malaysia and if all the wealth and resources are retained within Sabah, every Sabahan would be a millionaire in Ringgit.  Even the little that is left is still outside the hands of Sabahans.  Instead of wealth, much incidences of burden are emerging in Sabah as we share the crisis in the nation facing new challenging in the 21st Century.
        Sabahans have to go the national approach in dealing with global crisis, while our own local ones are swept under the carpet or just overlooked. The fuel crisis is just a simple illustration.  Despite our fossil wealth, we still are penalised for the increase of fuel costs across the board as applied for the nation. Against a background of our backwardness in many areas with a very big rural hinterland, and many disadvantages like shipping costs and remoteness and higher costs of living not to mention the rampant corruptions at all levels,  Sabah case must be viewed with some adjustments that can bring some relief especially to many working people.  I hope working and business people would indicate how they have been burdened by rising costs in transportation like parking charges and fuel costs which have pushed many living costs up when salaries adjustment are not possible with the almost stagnant economy. Can we voice that out?
        On the contrary, the ugly adjustments have occurred like the ethnic cleansing where a million and more illegals have become dubious citizens through genuine identity cards.  The other is the "apartheid phenomenon" even in the rewarding of loans and scholarships for the qualified students.  The Government should come out with an updated list as how scholarships and loans by Sabah Foundation had been given over the decades, rather than just publish those names of defaulters in repayment of loans.  What about those given scholarship when they fail in their obligations?  Also Petronas should also publish its full list of scholarships given out through the decades.  How many of the awardees come from Sabah?   You can go on as well but with much pain to be released.  Joshua Kong jkong823@tm.net.my  26th March, 2006

        Arbibi Ashoy (Islamic alternative vs oppressive laws) is disingenuous in his insinuation that only Muslim's want a corrupt-free government and that non-Muslims don't. He blames the non-Muslims for voting in the current government.
        He fails to acknowledge that an overwhelming number of the voters in Terengganu, who are Muslims (more than 80% of Terengganu's population), voted to replace the PAS state government in the last elections.
        And what guarantee is there that a so-called 慖slamic government
