There are so many questions to be answered before this project can really proceed to succeed.


1) Who owns Trans-Peninsula Petroleum Sdn Bhd as I believe the whole project would be bailed out by public fund if there is still such funds available?
2) Why is there still a threat to shipping through the Malacca Straits when DPM said it was under control? No faith in his statement and again use that stupid excuse to do the pipeline?
3) How would the outlay be re-couped by the operations of the pipeline?
4) After the likely failed project in IDR Johore, has this Pipeline project being given proper hearing from all sides?
5) Who are involved with the two oil refineries and how much would that cost?
6) Has the feasibilities of the twin projects pipeline and oil refineries being considered jointly as one of the projects depends on the another? Would the individual project fail if we have the pipeline only without the oil refineries or the oil refineries without the pipeline? Which must be completed first?
7) What about the impact of the new oil refineries on the existing Terengganu's oil refineries?
8) With the crisis hit southern Thailand where independence is demanded, would there be a possibility that Thailand may decide to cut a channel making this pipeline redundant?
9)  How would this project affect the overall investment climate in the nation vis-a-vis Sabah and Sarawak?

Prime Minister Abdullah Ahmad Badawi today said Malaysia will build a US$7 billion pipeline to transport Middle East oil across the north of its peninsula to East Asian countries.

"Yes we have agreed," Abdullah told reporters.

Abdullah, who is also the finance minister, said the project was one of the government's major initiatives to develop Malaysia's northern region.

"Anything that happens there is part of that, we take into account all of this. We have always wanted to do more for that area and that also will take care of the eastern corridor," he said.
Abdullah declined to elaborate.
From Yan to Bachok
The New Straits Times today reported that Trans-Peninsula Petroleum Sdn Bhd, the company that will construct the 312-kilometre pipeline, said it will invest as much as seven billion dollars in the ambitious project over eight years.
The pipeline will run from northwestern Kedah state, across Perak state to northeastern Kelantan state which faces the South China Sea, which chairman Rahim Kamil Sulaiman said will bypass the piracy-prone Malacca Strait.

"The initial phase of two million barrels of oil per day is expected to cost about two billion dollars, and the investment will increase to 4.5 billion dollars and seven billion dollars upon completion of the second and third phases of the project, respectively," Rahim told the newspaper.

Half of the world's oil shipments currently pass through the 960-kilometre strategic Malacca Strait, the busiest seaway in the world.

"Investors will also be invited, among them the key oil producers of the Middle East, Islamic funds and major consumers in East Asia," Rahim said.

Rahim said tankers will offload crude oil from the Middle East in the coastal town of Yan in Kedah.

The oil will then be transported through the pipeline to Bachok on Kelantan's coast, for distribution to countries in the East Asian region, he said.

There will be three storage tanks located in Yan, and Jeli and Bachok in Kelantan, while the initial storage capacity of the pipeline will be around 60 million barrels of oil, the newspaper said.

"This will be upgraded later to serve as the regional strategic reserve of the East Asian countries, especially China, Japan and South Korea," it said.
Rahim also said that his company was not involved in the proposed construction of two oil refineries
Najib described the ambitious project, which would provide an alternate route for the transport of Middle East oil to the region, as "purely a commercial initiative".

The pipeline "can lower transport costs and avoid some risk," Najib, also defence minister.
The project was revealed in March by the Kedah chief minister, and involves the construction of two oil refineries and a 312-kilometre pipeline from Kedah to Kelantan.

How many projects worth billions Ringgit each initiated based in Kedah had been carried through successfully in the recent past?

project ni nk reducekan kos/risk transfer the crude by tanker via malacca straits. in a sense mmg bagus since northen malaysia can be a hub for crude transfer from Midle East to East Asia. however the facilities is still under studies.

Proposal To Change Pipeline Site Worries Federal Govt - Awang Adek


BACHOK, May 20 (Bernama) -- The federal government is worried over a proposal by the Kelantan government to shift the site of the RM24 billion oil pipeline project from Yan in Kedah to Tumpat and not Bachok could lead to investors cancelling their investments.

Deputy Finance Minister Datuk Dr Awang Adek Hussin said the federal government's plan for the pipeline to be laid from Yan to Bachok had been agreed to by the investors after conducting feasibility studies for several years.

"This is not a RM3 million project, you want to do it anywhere, no problem as it did not involve many investors, but this is an international-level investment which cannot be changed to our whims and fancies," he told reporters after presenting sports aid to Umno branch youth leaders here.

He was commenting on a statement by Kelantan Menteri Besar Datuk Nik Abdul Aziz Nik Mat who proposed the mega project site be moved from Yan to the Malaysia-Thailand border town of Tumpat as it would provide jobs not only to Kelantanese but also to Thais in the Muslim-majority southern provinces.

Awang Adek, who is Bachok MP and Umno division chief, said investors from Arab countries and China took a long time to draw up the pipeline route and it was absurd to overhaul the plans merely to suit the state government's request.

"We are in a highly competitive global environment to woo investments. Nobody should raise trivial matters that can scare away investors," he said.

Awang Adek, however, said he believed the Pas-led state government would eventually drop its request as it would not want to be criticised by the Kelantan people for its unwise move.

(AFP) - Oil industry players have given only cautious approval to Malaysia's multi-billion-dollar northern pipeline project, citing slowing oil demand in the Asian region and cost concerns.

The owner of the project has said it will cost seven billion dollars over seven years to build, with the aim of transporting Middle East oil to East Asia by diverting it from the congested Malacca Strait.

"It saves you some money but it also costs a lot to build the pipeline," the chairman of the Asia Oil and Gas Conference, Fereidun Fesharaki, told AFP on the sidelines of the meeting, which has just been completed.

"Studies should be done to see if it is really economical," he said.

The project's owner, Malaysian firm Trans-Peninsula Petroleum, last month said the 300-kilometre (188-mile) pipeline will cut across the north of Malaysia's peninsula with facilities for storage and transit of crude oil on both coasts.

The oil will come mainly from the Middle East and also Africa for the East Asian oil market, especially oil-hungry China, the company said.

However, Fesharaki, an expert on Asia-Pacific energy markets and a former energy adviser to Iran's prime minister, downplayed rising energy demand in Asia.

With the exception of China, demand for oil in the rest of the region is slowing because of higher prices, he said.

"The pipeline assumes that demand will explode, but demand will not explode. That's the real story," he added.

The pipeline development will be complemented by the construction of two refineries in northern Kedah state on Malaysia's west coast, according to the state's chief minister.

Officials from Iran's state oil company said during the oil and gas conference that the firm will invest in the construction of one of the refineries.

They will also put money into a separate pipeline to transport Iranian-supplied crude from ships berthed in deeper waters off Malaysia's west coast to the refinery.

Ghanimi Fard, the executive director for international affairs with the National Iranian Oil Company (NIOC), said the success of the trans-peninsular pipeline would depend on the amount of oil demand from East Asia.

"When we had a growing market for energy, it made sense but based on today's information ... we may not be as sure of the viability of this pipeline," he said.

Koh Ban Heng, the chief executive of Singapore Petroleum Company Limited, said the pipeline was a good alternative to the Malacca Strait, but expressed concerns over the cost of the project.

"We would welcome the pipeline for the sake of energy security because of the limited capacity of the Malacca Strait (but) a big company has to get involved in this, as the capital expenditure is huge," Koh told AFP.

Malaysia's Prime Minister Abdullah Ahmad Badawi first announced the development last month as part of the government's efforts to develop the country's northern region.

Trans-Peninsula has said the pipeline project will be operational by 2011, with a maximum capacity of 180 million barrels of storage and six million barrels per day throughput.

Malaysia's Ranhill Engineers and Constructors Sdn Bhd and Indonesia's PT Tripatra are to build the pipeline, while Al-Banader International Group of Saudi Arabia will provide the oil, Trans-Peninsula said.

On completion in 2014, the pipeline will divert about 20 percent of oil transiting through the Strait of Malacca, it said.

Half of the world's oil shipments currently pass through the 960-kilometre strait, the busiest seaway in the world, which links the Indian Ocean and the South China Sea.

The Strait was notorious for pirate attacks but security officials, who fear the economic and strategic ramifications of any disruption to the vital maritime traffic, say security has vastly improved, though threats remain.

The DAP has cast doubts on the financial capability of the company - linked to a high-profile ex-politician - which will undertake the RM23.9 billion oil pipeline project.

Its search of records filed with the Companies Commission of Malaysia (CCM) has revealed that Trans-Peninsula Petroleum Sdn Bhd - which has a paid up capital at RM150,000 - had reported accumulated losses of RM155,376 as at June 30 last year.

揟his must be a record for a company with a RM150,000 paid up capital to carry out a RM23.9 billion project,
