M'sia Wants Global Warming Addressed With Global Accord

NUSA DUA (Bali), May 1 (Bernama) -- Malaysia Tuesday asked the US to join Kyoto Protocol signatories to address global warming with a global agreement.

It also urged developed countries not to take advantage of the issue to create unfavourable conditions for other countries.

Datuk Ahmad Husni Hanadzlah, Head of the Malaysian Delegation to the 116th Inter-Parliamentary Union (IPU) meeting here, said if each country insisted on playing by its own rule, then there would be no tenable solution to the problem which was getting more serious by the day.

"Twenty-five countries have not signed the protocol. The US has signed but has no intention of ratifying it," he told some 1,400 parliamentarians from 126 countries attending the six-day meeting at the Bali International Convention Centre on this resort island of Indonesia.

He said Malaysia's concern on the non-participation of some countries in the protocol was due to the fact that as of December last year, the 169 countries that have ratified Kyoto Protocol accounted for only 62 per cent of emissions.

Furthermore, he said, some parties alleged that certain countries that have signed and ratified Kyoto are not required to reduce carbon emissions, whereas all countries must do their part to manage carbon emissions as stated in the protocol.

Husni said Malaysia also wanted the Compliance Committee, set up under the Marrakech Accord, to actively play its role to oversee the enforcement of Kyoto Protocol and ensure violators are met with higher emission targets and suspension of emission trading.

"Malaysia is also very concerned about some practices by some industrialised countries. Kyoto allows for flexibility but unfortunately it has been interpreted by some countries to be the easy way out in fulfilling their obligations who go on producing greenhouse gasses by paying others to keep their carbon sink," said the Deputy Minister of International Trade and Industry.

He said there were also countries that took advantage to create unfavourable conditions for other countries, including Malaysia, which was on the receiving end when faced with difficulties to export its timber products due to some European countries timber certification schemes for government procurements.

"This certification scheme acts as a non-tariff barrier to trade by putting extra cost to producers," he said, adding that, as for palm oil, orders stopped even as soon as the European Parliament started debating over it.

He blasted the NGOs that complained about palm oils to be unsustainable because it was causing deforestation.

He said they have never even been to Malaysia let alone to its rainforest and were blind to the fact that over 60 per cent of Malaysia today were still covered by virgin rainforest, and over 70 per cent if perennial tree crops were added.

Husni's text of speech was in great demand from other delegates after his delivery during the general debate on the main theme of the meeting "Global Warming: Ten Years After Kyoto", to the extent that the Malaysian delegation had to photocopy many copies to be distributed.
