Why so costly and difficult to register a political party?

Is it easy to register a society?
Is it easy to register a political party?
Is it easy to register a company?
There are standard guidelines to register such bodies in line with guarantee of the Constitution to freedom of association of the people with a common interest to serve the people.
When all these guidelines are fulfilled, why are some societies or political parties be ignored, rejected or delayed? Actually the rules are very simple but a lot of unwritten practices are added on making it a tough job and a costly experience before anything can even get off the ground.
Even limited companies can be registered within 24 hours if all conditions of registration are fulfilled.
So what is a society or association? So what is a political party?
Why do they take so long to get them registered?
In a democracy if really there is such a thing in Malaysia in the 21st century, why do some people fear other people getting a new political party?
What we have observed is that some people would get special treatment in the registration of new political parties, and what do you call that when the Constitution should accord the same treatment for all.
So we can come to the conclusion that the ruling parties are uncertain of their own destiny when challenged.
Also in the interest of public interest, all political parties should be given funding to carry out their basis function as ears, eyes and voices of the public at large especially in an era of knowledge economy.
The British did give special timber concessions to the few new political parties in North Borneo just before independence.
We definitely need a level playing field in the name of justice.
