Perbadanan majukan industri halal ditubuhkan

KUALA LUMPUR 1 Sept.- Kerajaan akan menubuhkan Perbadanan Kemajuan Industri Halal yang akan diletakkan di bawah Jabatan Perdana Menteri dengan geran pelancaran berjumlah RM25 juta.

Perdana Menteri yang juga Menteri Kewangan, Datuk Seri Abdullah Ahmad Badawi berkata, perbadanan itu akan menyelaras serta memastikan segala usaha memajukan industri halal dilaksanakan secara bersepadu lagi menyeluruh.

揚erbadanan ini akan menyelaraskan usaha-usaha mengemaskini piawaian halal, membangunkan industri halal tempatan, mempromosi produk dan perkhidmatan halal Malaysia di pasaran dunia serta menyokong pelaburan,

Where are we heading to when there are 100,000 Police, then Rela, then Rukun Tetanga and now the territorial armies coming to solve crimes in the nation?


How would this affect the revenue and the budget in 2007?

Another group to assist cops

PETALING JAYA: Territorial Army personnel may be the latest group after Rela members and the Rukun Tetangga to be recruited to help police fight crime.

Deputy Home Affairs Minister Datuk Tan Chai Ho said the Government may deploy Territorial Army personnel in the streets to help police fight crime, after taking into account public requests and the manpower shortage faced by the police.

A proposal on the matter would be made to the police and Defence Ministry, he said, adding that the group was made up of volunteers who had received military training and could be deployed to assist police in crime prevention.

?he Territorial Army may assist police in crime prevention patrols and their role will be similar to that of the Rela voluntary corps in maintaining the security of a particular area and helping the authorities like the police and Immigration Department,? he told reporters yesterday after launching the Bandar Tun Razak parliamentary constituency? territorial army company.

The proposal, he said, was still at the preliminary stage ?s we must first get the approval from the police and the Defence Ministry?.

Tan said currently, 43 parliamentary constituencies had territorial army companies with about 45,000 personnel.  

The Government, he said, aimed to set up territorial army companies in all 219 parliamentary constituencies by 2010.

Just over a week ago, Home Affairs Minister Datuk Seri Mohd Radzi Sheikh Ahmad said the Government was planning to recruit Rela members to help police tackle the snatch theft scourge.  

Rela members will focus on snatch theft hotspots in Kuala Lumpur. If the move proves successful, it will be extended to other areas nationwide, he said.

Several days later, Prime Minister Datuk Seri Abdullah Ahmad Badawi said the Rukun Tetangga should be quickly revived to fight increasing crime in the country.

When contacted, Deputy Inspector-General of Police Tan Sri Musa Hassan said that at the moment, police did not see the need for Territorial Army personnel to be roped in to assist them in crime prevention, adding that the police were in discussions with Rela.

Budget Won't Be Beneficial If Delivery System Is Inefficient


PENANG, Sept 4 (Bernama) -- The Budget 2007 unveiled in Parliament last Friday will not benefit the people if the public service delivery is inefficient and not of high quality.

Prime Minister Datuk Seri Abdullah Ahmad Badawi said, civil servants should realise that they served as facilitators for members of the public to obtain whatever services in the government.

He said the people would not benefit from the budget if government servants acted as stumbling blocs in the delivery system.

"The delivery system should be of high quality and meet the needs of the people... (government servants) must give emphasis to the people's problems and become facilitators, and not serve as bottlenecks... private companies, entrepreneurs and ordinary citizens want efficient service," he said at a gathering with department heads and leaders here Monday.

He said government officers should focus on the people's problems instead of causing difficulties for the people who were dealing with them.

Abdullah said to realise Vision 2020, there should be a balance between development of the nation and the people to ensure none of the Malaysian citizens were sidelined or felt marginalised when Malaysia achieve the developed status.

At the same time, state governments should also plan their development programmes for each district by giving priority to economic development for the local populace to ensure that no one would be left behind from the pace of development.

He said for example, when the government planned to develop an area for housing, development must be in tandem with the state's economic activities, such as by creating small and medium scale factories to provide employment opportunities for the people.

"When building houses, we cannot force the people in the area to move out... no meaning if they move out if the (new) area does not provide employment, and moving out would only be burdensome for them like incurring transport costs to work... this must be given attention," he said.

He said the industrial and economic distribution must be taken into account for an area which would be developed for housing.

The Prime Minister also said, the electronic sector in developed nations were now faced with competition, with companies resorting to outsourcing for lower cost products, and this, he added, provided opportunities for local small and medium industries to be producers for these products.

"We should seize the opportunity... we should be knowledgeable and skilled workers... if we do not grab the opportunity we will be left behind and will remain at the old level and abandoned... this must be given attention," he said.

He said all parties must make preparations and the government itself through the budget focused on development of the human capital.

"We can't wait until the nation is developed before we develop our areas... we are already on our way to achieving developed nation status and we do not want to see areas left behind," he said.

Also present at the gathering were Penang Chief Minister Tan Sri Dr Koh Tsu Koon dan his deputy Datuk Seri Abdul Rashid Abdullah, the people's elected representatives and more than 500 heads of departments and government agencies.

Earlier, Abdullah attended a closed door briefing on the state development by the state secretary's office.
