88% says NO

That was the result of a Polls on TV2 LIVE programme called "FAST Forward" on 22nd January, 2007 held in Kota Kinabalu Studio.

The Poll was "The award of Permanent Residence to the qualified illegal immigrants"
Yes for that was 12% while 88% was against that.

Is that conclusive?

The speakers were Datuk Deputy Commissioner of Police Sabah and Datuk Dr. Mohd. Yaakub Hj Johari and conducted by Hamida Hamid.

What was said in the LIVE forum did not refer to the dubious citizens with genuine identity cards given to illegal of 1-2 millions.

If you examine all the weekly forum in the newspapers, you would see similar response and the letters would be more than 90% against the presence of illegal immigrants (including dubious citizens) in Sabah.

Debate over who comprise the real Sabahans



WHO are the real Sabahans? This subject has been raised again and again, and it was reportedly claimed that the real Sabahans are perhaps the Muruts and orang Rungus.
The rest - the Malays, the Bruneis, Kedayans, Bisayas, orang Sungais, Kadazans, Chinese and Indians are all immigrants.
Based on this, the conclusive proof can only be that the leadership and successive governments of Sabah had been taken over by immigrants since 1880 when the British colonial Government brought over people from China, Indo-China, India and the Malay Archipelago to become leaders and administrators of Sabah.
When we talk about a reverse take-over by immigrants we have to bear in mind that this has been so since the late 19th century. Yayasan Islam Sabah feels sorry for the Muruts and orang Rungus. This trend of sidelining the original natives is happening around the world - for example in Australia and the USA where the Aborigines and Red Indians are confined to living in the Reservations.
A number of writers in Forum claim that Yayasan Islam Sabah supports and accepts the use of false and fake Identity Cards. This is far from the truth.
None of our statements ever stated that YIS accepts illegals, false ICs and other similar wrong doings. What YIS has always maintained is that what is wrong is wrong. The controversy over ICs has arisen from allegations made by a few politicians and writers - including the authors of the three books - that staff of the National Registration Department had issued ICs to illegals or new arrivals.
The problem with these allegations are that they are swayed by or are only based on views, comments and admissions of "self-confessed criminal wrongdoers." The Authority to say that any ICs is false or fake or that it was obtained by false supporting documents is the NRD.
It is important to stress here that both Usno (now Umno) and PBS have pursued the objective of increasing the number of their supporters who, in turn, they expect to become their potential voters.
This has been happening since Day One of Merdeka. It is also important to note that maybe more than 50per cent of Sabahans had obtained their ICs through Statutory Declarations or (Surat Sumpah) during the initial 30 years that Sabah became a part of Malaysia.
However, it has also been claimed that recently in Tenom and Sipitang both of which have a combined population of not more than 100,000, almost 30per cent or 30,000 who claimed that they did not possess Birth Certificates were issued with Ics.
After 50 years of Merdeka and progress, surely, everybody should have had Birth Certificates as late as 10 years ago. Unfortunately, the issuance of ICs based simply on Statutory Declarations as proof of local birth as happened at Tenom and Sipitang has never been denied by any person.
The remedy to this problem is simple - if NRD staff are found to have issued ICs to illegals, then those alarmists and cynics who are very positively convinced that they are correct in their assumption can just simply vote out the Barisan Nasional Government at the next general election and vote into power the opposition parties.
Even taking into account the figures given by Datuk Dr. Jeffrey Kitingan that 600,000 (which he later changed to 300,000) illegals were given ICs , original Sabahans still constitute the majority of citizens or voters. This is based on the fact that the number of ICs issued up to the year 2006 is 2,011,602.
Therefore, based on all the allegations made, the voters from among this majority can be more easily convinced by the opposition parties to vote to get rid of the holders of allegedly fake ICs. Then, perhaps, this new government can take the step of declaring those ICs that had been obtained through Statutory Declarations as not valid and the holders, therefore, categorised as "Non-Citizens".
YIS feels that this is the best solution and should satisfy those who refuse to accept facts and the legal authority of the Federal Government, and still continue with their objective.
In the course of pursuing our objective to protect the welfare, rights and interests of Sabah's Muslim population, YIS is also fully aware that this objective should not be pursued to the detriment or jeopardy of the Non-Muslim population.
Our stand has always been that we do not condone wrongdoings. It is common knowledge and as admitted by the "self-confessed criminal wrongdoers" that the Federal Government had taken action against those responsible for selling fake ICs and detained 52 people under the Internal Security Act in 1997 after the 1994 general elections were held.
This clearly demonstrates that nobody condones wrongdoings.
As stated by us on several occasions, and in the context of the above scenario, the fact is that there are bound to be cases of fake ICs. And on this subject we will not compromise and will maintain that where ICs are found beyond reasonable doubt to have been issued under dubious circumstances or through the use of false supporting documents, then the holders of such ICs should be prosecuted.
If they are also determined to be immigrants, they should be subsequently deported. In this respect, we have even urged the police and other relevant authorities to undertake full and thorough investigations.

Kota Kinabalu: Police expect to keep a tighter leash on moneylenders in Sabah and Sarawak when the Moneylenders Act 1951 is extended to both states soon.

And as for the illegal ones, police intend to open personal files with a view to put them under Restricted Residence.

Commercial Crime Investigation Department Director, Datuk Ramli Yusuff said they are presently seeking clearance from the Housing and Local Government Ministry to have the law extended.

"Our government is serious on this蓋e are going all out on this Ah Long (loan shark) business," he said at the Sabah Police Contingent headquarters at Kepayan, here, Monday.

Having said this, he pointed out that there were weaknesses in the Moneylenders Act 1951 and that police are proposing amendments to be made to the law before it is extended to Sabah.

Under the existing ordinance in Sabah police have no enforcement powers to arrest legal moneylenders who run foul of the law, he said, adding they could only issue summonses.

"So now we (need) to tighten up the procedures, which police believe are lacking, because there is no proper monitoring of Ah Longs," Ramli said.

He said under the existing ordinance, moneylending licences are issued by the Sabah Finance Ministry while renewal of licences in Sandakan and Kota Kinabalu is done by the Officer in-Charge of Police Department (OCPD) and in other districts by senior administrative officers, which would normally be District Officers.

Pulau Bum Bum Folks Hoping For "Pak Lah Touch"

SEMPORNA, Feb 13 (Bernama) -- About 43 years ago, Pulau Bum Bum was only inhabited by a small number of fishermen with almost no basic amenities.

Now, it has 30,000 islanders and is seen as the "Pearl of Semporna" for being the largest and busiest island in this district and as the gateway to Pulau Sipadan, a world-class diving haven.

Also, Pulau Bum Bum, located only a stone throw from Semporna town, has enjoyed commendable level of development, including the newly-built centralised school, the first in Sabah, with more of such schools in the pipeline.

While majority of the islanders are satisfied with the development of Pulau Bum Bum, blessed with tremendous economic potential, particularly in tourism, they are deeply concerned over the slow progress in education.

"I am equally concerned over the matter. Not that the authorities are not doing anything about it, it's just that there are so much more to be done...not to mention schools in the other 11 surrounding islands which are in bad shape," Sulabayan assemblyman Datuk Mohd Lan Allani told Bernama.

He said it was not enough to build schools without considering the availability of other infrastructures and utilities like water, electricity, transport and living quarters for school administrators, teaching staff and hostels for students.

"Each of these factors take on more serious, indeed critical dimensions, in rural and isolated areas like our offshore islands and in the deep interiors of Sabah than they would to the urban areas.

"I allocate one-third of my assemblyman's funds to education in Bum Bum annually, yet things are far from satisfactory. Why? We have a fine and modern school building.

"Recently, the island was connected to the electricity grid on the mainland and a submarine pipeline for treated water was also completed. But the connections to the school are not in place, so what good is it to the teachers and students? The computer-equipped resource centre cannot function and the staff quarters cannot be used," Mohd Lan said.

He said commuting daily to and fro to the school from nearby islands or the mainland was not only time-consuming and costly for students and some teachers but also dangerous in times of bad weather.

"Bum Bum is a large island with many villages. Yet, it has no proper road network and lacks sufficient and safe jetties. It is a daily hassle for parents to send their children to school.

"And considering they are mostly simple fishermen with little or no cash income, you can imagine the dilemma they face to educate their children," he said.

As the elected representative, Mohd Lan said he always advised the parents to take their children's education seriously.

"Education is a two-way process. Parents and their children must change their mindset towards education. My fear is if they do not avail themselves of the opportunity for a good education for their children, progress will by-pass them and the outside world will overwhelm them," he said.

Mohd Lan said he was encouraged by the Federal Cabinet's directive for a total overhaul of the national education system and the Education Minister's warning to education officers and school administrators to deliver or face disciplinary action.

"I also think a thorough study should be made about the impact on the quality of rural education resulting from the blanket policy of posting fresh graduates to rural schools. Currently they are posted to rural schools simply because they are single or to make up the numbers.

"Apart from being inexperienced in teaching, most are too young and lack a real understanding of the geographic, cultural and social-economic norms and values of the different ethnic and religious communities they have to fit into.

"This can be traumatic to them and also to their students. Teachers posted to rural schools should be mature, experienced and have the right mental attitude to work with commitment in the rural socio-economic environment," he said.

On the Prime Minister's visit to Semporna, Mohd Lan said Datuk Seri Abdullah Ahmad Badawi can see for himself the situation in Semporna, particularly the education development and the problems faced by school administrators, teachers, students and their parents.

"I hope Datuk Seri Abdullah will give his full attention to address the problem of educational development in Semporna, just as he is giving to the speedy and efficient implementation of the Ninth Malaysia Plan projects in this district.

"For this, I and the people of Semporna, especially Pulau Bum Bum, will forever be indebted to Datuk Seri Abdullah Ahmad Badawi," he added to the beginning of a better tomorrow for the islanders.

Read the TWO articles within the week (see below), it is doubling and mind boggling.

Was it a reporting error? If the figure is related to those states concerned,

then the nation would have a few millions uncollected MyKad costing billions of Ringgit

when such cards are destroyed regularly.

Only illegal Governments favouring dubious people are likely capable to give rise to such figures.

Unclaimed MyKads would give the impression that there are too many dubious people without fixed addresses in Malaysia.

Time for a total change.

Govt To Lose More Than RM7.6 Million From Uncollected MyKad

CAMERON HIGHLANDS, Feb 7 (Bernama) -- The disposal of the existing uncollected MyKad at the National Registration Department (JPN) will see the government's RM7.6 million expenditure to make them go to waste.

Deputy Home Minister Datuk Tan Chai Ho said currently there are some 200,000 uncollected MyKad which cost the government RM38 each to produce, and these cards will be sent to the JPN headquarters in Putrajaya to be destroyed.

"I hope state assemblymen can help the government here as they know the people of their constituencies who have yet to collect their MyKad better," he told reporters after visiting the Tanah Rata JPN office, here Wednesday.

He asked those who have yet to apply for MyKad to do so now, and avoid waiting until the last minute.

"There are 400,080 Malaysians who have yet to apply for their MyKad. Although the government has not announced the expiry date for the old identification cards, they should not wait until the last minute. Make the applications now," he said.

Tan also said that the Immigration Department was waiting for the order from the Cabinet before starting to collect levy on foreign vehicles entering Malaysia.

"The department has made the preparations by establishing infrastructural facilities. It is only waiting for the Cabinet to set the enforcement date. When the government announces it, we will start collecting," he said.

He said so far, the ministry had not received any order from the government, and it had not been informed of the levy collection's enforcement date.

"In terms of preparation, it is done by my ministry. The collection will be done by the Immigration Department but we do not fix the date," he said.

KOTA KINABALU: Police have called in 28 people in their investigations into the 'Project IC' scandal where genuine Malaysian identity cards were allegedly issued to non-citizens.

Police Commercial Crimes director Datuk Ramli Yusuff said that they recorded the statements of a "cross section" of people whether private citizens or government officials.

"We have made no arrest. These investigations will take some time as it dates back to 1989.

"I cannot say anything at this moment as the investigations is still on going," he told reporters after meeting with Sabah Commercial Crime Unit officers at the Kepayan state police headquarters.

He said a task force had been set up for the 'Project IC' investigations with senior officers from Kuala Lumpur assisting in the local investigators.

Ramli said their investigations were based on several police reports made by politicians and individuals who claimed that certain groups were involved in helping non-Malaysians in allegedly obtaining their identity cards.

However, Ramli said that police for years have been taking action against those holding fake ICs and also illegal immigrants in the state.

The decade old issue of ICs held by foreigners became a topic of debate in a local media recently that prompted Chief Minister Datuk Musa Aman to order the relevant authorities to give an explanation to the public and wanted all quarters including the media to stop politicising it.

Ramli declined to say who were the people questioned by police only saying that it would be "premature" for them to make any statement at this point.

I would like to refer to the letter titled 'Debate over who comprise the real Sabahans' by Raden Hj Kakung for Sec-Gen, Yayasan Islam Sabah

        In that letter I quote "The controversy over ICs has arisen from allegations made by a few politicians and writers - including the authors of the three books - that staff of the National Registration Department had issued ICs to illegals or new arrivals."
        I would like to question Raden if he had got his facts right in that very long and controversial letter.  If we compare those press statements and published letters from Yayasan Islam Sabah (YIS) since early 2006, there have been discrepancies.
        The project IC or Project M is not a controversy any more as it is a fact but always denied.  That 'controversy' as alleged did not arise from allegations by the authors of the three books.  If Raden has any specific problems on the IC Crisis, I can try my best to answer him.  Since he used the word "Authors", I think I am one of them who have written three books titled "EPIC of Sabah" in three editions while another also have written three books on the project IC.
        Since Raden has made serious allegations as in all YIS previous statements, I must be given a chance to respond.  In all my books, I have tried to substantiate the facts by attaching the relevant news cutting and my purpose was to draw the public attention to those points as raised by me.  Some buyers complained that my books got so many press cuttings.  So I did not make any unjustified allegations but sometimes I made some comments based on research.
        It is very sad how some guilty parties with guilty conscience try to point their fingers at others when I did a statistical approach to unearth the extra people ICs (EPIC) based on the official figures.  Then some senior Government politicians including Federal Ministers and the Chief Minister of Sabah want to decry the accuracy of the official statistics by bringing other irrelevant factors.
        Another point I want to raise is that there had been press reports of many senior Government officers of the National Registration Department including Directors detained under ISA, but  those identity cards in the thousands were unlikely to have been revoked.  Would have been of public goodness if these detained officers were brought before the open courts for trials.  At last, some few characters out to clear their guilty conscience had come out openly to declared the existence of project IC.
        I hope those in the timber and plantation businesses should come out to tell us that there are cases where genuine identity cards were waiting for the illegals to collect when they arrived in Sabah a few decades ago.  The letter I wrote in May 1987 as published in Daily Express in all my three books has confirmed beyond doubt that NRD had issued excessive identity cards.  Why did not Raden or YIS challenge that letter then and in 2002 when I had my first EPIC book but now feel helpless out of the dark tunnel of the project IC when 1-2 millions dubious citizens must come before the Royal Commission of Inquiry.

Harris's statement (see below) has several distortions.  The obvious ones are:-

Harris added based on the population census, Sabah figures were definitely higher because of the opening of nearly four million acres of oil palm plantations that employed a few hundred thousand workers.

I am talking of Malaysians in Sabah, but most of  these workers are not citizens.  The four million acres are progressive but the population already exploded since 1980s.  Project IC is the main factor - period.

"The false allegations were also made in a number of books claiming that illegal immigrants were being issued with identity cards.

"These were deliberate lies, and tantamount to provoking racial feelings. In one book, it was claimed that 600,000 were issued with identity cards. This is not true because of the unbelievably large number it claimed, but very provocative designed to raise unhealthy inter-racial sentiments," he said.

These statements of Harris are at least 19 years too late.

Project IC boils on in Sabah

Former ISA detainee willing to testify in court as many foreigners own up to receiving MyKad under the project

KOTA KINABALU: Former Internal Security Act (ISA) detainee Hassnar Ebrahim shocked a lot of people, particularly the locals, when he exposed a Malaysian identification card (IC) scam or known as Project IC in Sabah, during a recent interview with a local newspaper.

The locals here are stunned as many of them who reside in the state抯 interiors have yet to own the sophisticated Malaysian IC or MyKad, but based on Hassnar抯 claims, it seems that the card was easily accessible to foreigners.

While Project IC is not a new issue in Sabah, it continues to be debated by many who gave their opinions and expressed concern as the matter is related to the issue of illegal immigrants in Sabah, which is perceived as the mother of all social woes in the state.

Hassnar, an entrepreneur, confessed that he unknowingly became involved with others who made it possible for thousands of foreigners to secure the Malaysian ICs. The former Sandakan district chief, while refusing police抯 request to make a statement on the issue, however, is willing to give testimony in court.

Hassnar was detained under the ISA on Aug 9, 1998 for two months, and then placed under house arrest for two years in Sandakan from Sept 6, 1998. He was also among the material witnesses during the Likas election petition trial in 1999.

Meanwhile, Sabah Parti Keadilan Rakyat (PKR) deputy chairman Datuk Dr Jeffrey Kitingan claimed that currently there are 1.7 million foreigners in Sabah, including 600,000 who possessed the ICs.

Responding to the allegation, former Sabah Chief Minister Datuk Seri Salleh Said Keruak challenged Dr Jeffrey to list the names of the 1.7 million people but the latter has yet to respond.

Sabah Chief Minister Datuk Seri Musa Aman said the state government viewed the matter very seriously and was doing all it could to solve the matter. He asked those who exposed the issue to come forward and cooperate with the police.

"Do not simply talk through the newspapers. Cooperate with the authorities," said Musa, who also directed the National Registration Department (NRD) and the Immigration Department to explain the issue to the public in the interest of all.

Following the exposure, Sabah Police Commissioner Datuk Mohd Mokhtar Hassan had requested Hassnar to assist the police in the investigation. He said the police could not finish the investigation into Project IC without the cooperation from those with information.

As such, the police were putting Hassnar抯 statement on the issue on record to speed up investigations, he said.

Mohd Mokhtar said that the police would not arrest Hassnar or anyone without sufficient proof to link them with the criminal activity.

Several residents here met by Bernama admitted that they were from the Philippines and had secured the Malaysian IC through the said project.

"True. Project IC exists. I secured my IC from the project in the early 1980s," said Fuad Arif from Pulau Tawi-Tawi, Philippines, who now resides in Kampung Sabang in Menggatal near here with his family. (Project IC boils on in Sabah)

According to him, he came to Sabah in the middle of the 1970s with his parents, and they had stayed at Pulau Mantanani before moving to the village.

"After living here for several years, I finally received my Malaysian IC in 1984. At that time, a middleman came to our village to distribute the cards.

"I still remember the middleman coming to every house in the village to fill up forms for the IC and collect fees of about RM10 for stamp duty.

"One of the documents used to support the IC application was the late birth certificate registration letters," he told Bernama here.

Fuad said that once the ICs were ready, the middleman would return to the village to distribute the cards to the residents, who were immigrants and had lived there for a long time.

In fluent Bahasa Melayu, he said that his family believed that they would have a better future in Sabah compared to in Tawi-Tawi in the Philippines.

"There is no unrest here. We are free to roam anywhere we want. We can go to Tanjung Aru, Mount Kinabalu or Kota Kinabalu," said Fuad, who is the holder of the IC bearing registration number H0504933.

Earlier, Parti Bersatu Sabah (PBS) secretary-general Radin Malleh had questioned the authenticity of ICs with numbers starting from H0288001 to H03840000, involving 96,000 holders; H0480001 to H05760000 (96,000); H0609601 to H0610000 (400); H0658001 to H0658200 (200); H0658401 to H0659000 (600); and H0666001 to H0666400 (400), saying he had taken up the matter in the Dewan Rakyat when he was the Member of Parliament for Tenom.

Another Kampung Sabang resident, Jamili Bungsu, 53, said that the issuing of ICs under the project was rampant in the early 1980s until 1985.

"Just imagine, in the early 1980s at Kampung Pondo in Pulau Gaya (near Kota Kinabalu), there were only about 10 houses there. But the numbers increased immediately during that time to almost 500 squatter homes whose occupants were immigrants from the Philippines.

"It was not their fault that there were locals who were willing to arrange ICs for them. Not many knew who the masterminds behind the operation were. It might have been done by those with high ranks as it was not easy to make an IC," he said.

A man from Kampung Pulau Gaya, Jaidy Kamlun, 26, said most immigrants who secured the ICs through the project had been living in the country for a long time and were involved in the state抯 development projects.

"In Pulau Gaya alone, there are more than 10,000 immigrants from a neighbouring country and most of them were helped by 憀ocals

Don't use that excuse (non cooperation by Hassnar) to delay the completion of the Police investigation into Project IC and Project Mahathir of 1-2 million dubious citizens in Sabah.  The Police had already 28 statements and that is enough.
Hassnar had already done enough of Police reports and Police statements when he was detained under ISA.  
What had happened amongst NRD, the Police and the Hassnar with population explosion of illegal people becoming dubious citizens is obvious. Hassnar had admitted his mistakes and repented for them and Royal Commission must proceed so that Hassnar can be a witness there to provide his evidence already aplenty in Court and elsewhere.
We do our individual IC personally, but under Project IC that was in bulk.

The fact cannot be denied any more and the Police should now strongly recommend a Royal Commission of Inquiry to settle the case of EPIC once and for all.
Long overdue since 1980s as there had been enough of sufferings for Sabahans.
Another observation is that Tun Dr Mahathir (also nominee for Nobel Prize) has been 'quiet' over the allegation  of Project Mahathir (the mastermind) even appearing in the newspapers in 1999.   So long ago?  He cannot pretend he did not know.  But he was attacking the Judge for the N13 Likas Elections Court Case in 2001 in Sabah.  So he cannot plead ignorance of a grievous humanity crime against Sabahans.  
Also it was reported about two years ago, that Tun Dr. M was not receiving any money from the Petronas as advisor.  He was reported as saying that he was given an office and other facilities to use.  Now in Parliament it was reported that he is remunerated with a monthly allowance of RM15,000.
So you draw your own conclusion and can we now proceed to the Courts for Mahathir to state his case of Project M and Project Petronas as Election Commission has challenged unhappy people to bring them to Courts over rigged elections.
So we need to yet to establish the Royal Commission of Inquiry on IC and misconduct of General Elections and in the Sabah case the first one since 8th April 1967.

PRESS RELEASE OF CASH'S Deputy President  3rd April 2007.

With reference to the latest but much belated outburst to close down the
Kinarut Refugee centre - a place likened to be hell in Sabah - CASH would
like to see all Refugee Centres in Sabah to be closed down to resolve
some of the woes related to illegal migrants into Sabah since the late
1960s especially after President Marcos declared Martial Law in the Philippines in 1972.  Most of these Filipino people and Indonesians (spirit of confrontation) take the advantage of that to come over here as economic migrants and trouble makers with the hidden agenda  to justify the dubious claim on Sabah.  The soaring rates of crimes in once peaceful Sabah bear testimony of the imported terrorism, gangsterism and lawless culture (Major Iliyas of KK ).
        It is incredible that the demand to close down only Kinarut place is coming up again almost  three decades of neglect by the authorities.
        As per Dr Chong Eng Leong, the figures of refugees (actually not recognised by Malaysia but UNHCR), has been static since 1970s an unusual development when it is known most of them already come under the Project IC and Project Mahathir since the USNO time perpetrated by successive Governments. Some may blame the PBS for the conflict then with Federal Government under the fourth Prime Minister of Malaysia.  It was during the late eighties and early nineties that extra people identity cards (EPIC) just soared according to the official statistics of genuine Malaysians when the bulk of that are illegal becoming dubious citizens. That is now history in 1994 when PBS just collapsed despite winning a very slim majority.
        So what is the need now to have such refugee centres when there are technically no refugees who have somehow become dubious citizens. Those who claim to hold IMM13 can be recent arrivals and hope the relevant authorities will confirm this scenario.
        When Datuk Dr Jeffrey mentioned about illegal to be given different ICs, we need to define "illegal" in the right context.  As a transition measure all illegal arrested without documents or with fake documents should be deported as soon as possible.  For those illegals under Project IC, those genuine ICs should be revoked for fraudulent application procedures, and to give them a temporary identification paper until they (1-2 millions too many to handle within short time) are deported to the original countries like Philippines, Indonesia, Pakistan, and other countries.  After due process those offsprings born in Sabah but of dubious parents, we have to decide what to do with them but definitely most of them cannot be bumiputra.  There was a great disappointment when the Chief Minister Datuk Musa Aman wanted to resettle the illegals in the squatters Sri Tanjung within Sabah.
        About the Cabinet Committee on Illegals chaired by the Deputy Prime Minister, a year of nothing much has been seen since May 2006 in Sabah, and now Tan Sri Dompok again conveyed the revived interest of that committee to handle the illegal in Sabah  soon.  I hope this Committee is not finding the excuse to announce that all refugees and project IC holders are 'legallised' by default, when all refugee camps are closed.  There was this sort of indication in the International Conference organised by Tenaganita in November 2005.  Is the renewed 'drama' on closure an act of fait accomplice for the dubious people?
        Also it is best that those 1-2 millions EPIC be transferred to islands (not so near to Sabah coastline) over a certain period to minimise the security risk while they are being processed to be deported home.  
        What would the refugee camps land be utilised for when closed?  CASH would propose to the Government that a dog and animal sanctuary cum pound for stray pets to be doubled up as a tourism site to be managed by CASH for the benefit of all in a meaningful caring and sharing society.

no more mykad for 6 months in Sabah

JK's Digest No. 21 of April 2007 (80 of 2007)  Suspense issue of new MyKad in Sabah.


There are already too many MyKad issued in Sabah as 2.4 millions as excessive for a population
of 1,998,000 Malaysians  in 2000.

The Government needs to take stock and many staff can go on leave in Sabah for the next 6 months.


The normal birth rate per week is less than 1,000 hence once the backlog of old identity cards are exchanged for MyKad, very little work is needed daily.


If NRD continues to register excessive new MyKad, this would mean these people are likely to be fake citizens.


Meanwhile actions in enforcement to be taken to review / revoke up to 2 million ICs including  those who had gone elsewhere in the nation and overseas.

PRESS RELEASE OF CASH'S Deputy President 9th April 2007.

1 to 2 million fake citizens in Sabah

Further to the data on the Mykads issued nationwide especially in Sabah, the

figure given by the Home Affairs Minister at 2.4 millions is extraordinary excessive by

about 700,000 based on the official census 2000. (NB: The news item in DE (9 April)

is a bit confused in 1.4m or 2.4m). It was reported 2,011,602 Mykad were issued by

NRD in Sabah. (DE 13 July, 2006)

According to the Official Census 2000 , there were 1,988,661 Malaysians and 614,824 others making a total of 2.6 millions (revised downward from 3.1 million). There were 251,295 and 275,544 in the age group of 0-4 and 5-9 respectively. Those in the ages of 6 and 7 in 2000 would likely have obtained their MyKads. So if every one 12 years and above in Sabah obtained their MyKad in March 2007, there would appear to be only 1.7m entitled to be given MyKad. So we have an excess of 700,000 outsiders given based on the 2000 figures. I believe many eligible by the age requirement only have yet to obtain their Mykad in Sabah.

Also in the period between 1970 and 2000 based on the analysis in EPIC of Sabah by Joshua Y. C. Kong, there were extra people with Malaysian IC by virtue of them as Malaysians of a million and more. With all the research done, and the migratory movement of Malaysians in the same period, it would be appropriate to state that there are 1 to 2 millions new Malaysians in Sabah, most of them not born in Sabah and Malaysia. This estimates are verifiable with the figures stipulated in Joshua Kong's paper titled "The Number of EPIC in Sabah" delivered at the Suhakam's Roundtable on Citizenship on 31st July 2006.

With the latest figures of MyKad in Sabah, Sabah is now the second highest populated State after Selangor. In the 2000 Population Census, Sabah had the highest non Malaysian at 23.6% while the nearest one in Kuala Lumpur FT was at 6.7% when the national average was only 5.9%.

It is indeed worrying that Sabah is already occupied by foreigners or dubious/fake citizens in the majority and this has presented us with all sort of problems unheard of in Sabah.

Without a matching rise in real local GDP and an extraordinary increase in local and foreign people in Sabah, poverty and hard core poverty is an irreversible scenario. The state appears to be ill equipped to resolve the very pressing poverty within the genuine local groups. CASH had submitted a memorandum to the Government over the recent price hikes and the ensued declined standard of living including the hardship for many groups. Instead of attending to the issues raised, CASH was unfortunately shot down for that effort sort of triggered by theTwelve-year-old Daniel Boniface hanging himself in Miri.

Now we have seen why an 11 years old Donni John Duin had hanged himself in March 2007, and the plight of the hardship of that deceased boy's family as highlighted in the press. That is happening due to a culminating consequence of human neglect and helplessness.

So we have this inseparable societal crisis linked to the extraordinary increase in the population of Sabah when many fake citizens have further deprived the local of the opportunities while introducing all the social ills into the local communities. We have been regularly reminded of the crimes prone activities associated with the squatter areas and refugees camps occupied by illegal people mired in social ills affecting others in the local society.

Such harsh reality of great disparity in Sabah once so rich needs to be tackled by a more responsible, responsive and proactive State and Federal Governments. Another reality in our midst is the abundant lopsided deals favouring a small group resulting in the neglect of the others. Unless the Governments installed by questioned means of the Election Commission subject of a Police Report, deal with the Project IC and related crisis now, we may enter an era of greater dilapidation in prolonged oppression, degradation, and corruption in high places in a vicious circle of corruption and abuses of power with impunity. Patel's closing statement in his Sunday's article was "sooner or later the Federal Government will have to resolve the problem" (fake citizens). Why not sooner." It is already long overdue for a reversal exercise.

Have we got any other choice in Sabah to let others rule our lives for so long? Nation building as complex as in prevailing circumstances of cooperation or otherwise is like making a solid tasty cake. Would you have a good cake if some of the ingredients are of poor quality like expired flour? Wealth creation and retention are both elusive in a segregated society with all sorts of leakages and curses.

Foreigner caught with MyKad details of dead local

Kota Kinabalu: The game was up for foreigner when he went to the Road Transport Department (JPJ) in Penampang to settle a summons for a traffic offence early this month - the details on his MyKad and driving licence were that of Bivon Baladus, who had died on September 30, 2003.

Barely a month later, the lorry-driver obtained his driving-licence, showing his own photo but using the name and address of the deceased. To be exact, it was issued on October 30, 2003.

What struck the officer was that the photo in the MyKad was that of the man with an identification number but details like the name, address and old identity card (IC) number were those belonging to Bivon.

Likewise, the photo in the driving-licence was that of the lorry-driver but it was Bivon's name, address and old IC number in the document.

The officer remembered that Bivon had died four years ago.

Feeling suspicious, he visited Bivon's family at Kg Marahang, Gana in Papar to verify the documents (MyKad and driving-licence) on April 3.

Bivon's father Baladus Bin Majanau, 71, a former village chief of Kg Marahang, Gana, produced his son's death certificate as proof and a copy of the latter's old IC.

Baladus lodged a report at the Penampang Police-Station on April 4 and was advised to check out the authenticity of the MyKad with the National Registration Department's (JPN) in Papar. However, he was asked to go to the NRD Headquarters in Kota Kinabalu.

On April 6, the officer concerned confirmed that it was a dubious MyKad, according to Baladus. Consequently, he (Baladus) went back to the police in the hope of seeing further action.

Fed up with the act of passing the buck, Baladus and his daughter Nelly sought help from their former Kawang Assemblywoman Datuk Ariah Tengku Ahmad who brought them to see Parti Keadilan Rakyat (PKR) Sabah Deputy Chairperson, Christina Liew at her office here.

"I am not surprised蒻any years ago, a dubious voter used my late brother Leonard Pritchard's old IC to cast his ballot in the 1994 State Elections," said Ariah. Liew has taken up the case.

"Those who are involved should be punished under the law because they have committed treason. I challenge the YBs to raise this concern in the current sitting of the State Legislative Assembly," said Liew.

"It is incumbent upon elected representatives who are policy-makers to tackle the problem, instead of leaving it solely to government officers," said Liew.

Meanwhile, she disclosed that the party has formed a Panel of Lawyers chaired by veteran lawyer Datuk Chau Chin Tang to handle the infamous Project IC issue.

So that is an OFFICIAL declaration of the BN's Government. Daily Express says "Why the high poverty".


So when that happen after 4 decades of rotten illegal Governments since 1963 in Sabah, it is a time for a new Government with a new system.  Federalism has failed Sabah miserably.  So it is time for UMNO to go home to KL, and not to rob Sabah and Sabahans in all ways to make Sabah so poor.


Sabah UMNO has been fooling themselves for too long and the consequences is Tsunami of Illegals and Illegalities.  BN and UMNO have also found cohorts with guerillas and terrorist within and without Sabah.  You tell me how can this TII be resolved  when the illegal Federal and State Governments have enabled 1 to 2 millions fake (EPIC) citizens in Sabah plus hundreds of thousands of illegals documentless.


ENOUGH IS ENOUGH.


If the Government cannot do it but it has rejected the effort of Consumers Association of Sabah & Labuan (CASH) calling for Royal Commission of Inquiry, it simply convey an insincere intention when the Government expect others to help.  We all know the attitudes of those in the plantations exploiting the dubious people and illegals.


If CASH has been rejected, then it is my sincere effort to get rid of the problems imported into Sabah.


I have kindly iterated how many times and in fact countless that I can do it amicably.


First the Federal Government reaps what it denies when Tun Dr Mahathir said "He knew nothing about Project Mahathir".  When there is a denial, the Federal Government is helpless in the scenario.  You can only resolve the problems if acknowledged or it is a witch hunt.  All those who had been named to be involved with Project M should be questioned one by one by the Police.


Secondly, I believe I can solve the problem because I heard the Voice after writing the book "EPIC of Sabah" in July 2002.  That was when I started to agitate Suhakam and CASH (no faith in political parties) to find solution for revoking genuine identity cards issued to illegals.



Thirdly, to redeem Sabah in its backwardness, we need extra funding to run good programmes to revive Sabah and Sabahans.  As a good starter, I had filed a case against Malaysia to the International Criminal Court (ICC) -August 2005- for at least RM40 billions in compensation for a Trust Fund.  Malaysia very rich in Petronas with the recent fuel price can easily pay Mega ICC Group Sabah (MIGS) of this amount into a Trust Fund.  Obviously I have to manage this Fund with selected few.



Fourthly, the Federal & State Governments had never fought for the rights of the Sabahans in the context of domestic security and sovereignty vis-a-vis the Philippines Claim on Sabah - a fake claim - and instead these leaders had fallen head, body and soul with those known terrorists and kidnappers.  I have taken the initiative to file a complaint to ICC (Oct 2006) against Philippines for the rampage of illegals from there in Sabah for more than 3 decades.  The amount expected RM40 billions.  This strategy would be the ideal approach to impart the right sense into Manila.  Now it is up to them how to settle this 'blood and suffering' debt.  Afterall the revived claim is also part of the hideous crimes of Ferdinand Marcos in Jabidah Massacre 1968, and if Marcos has got US$ billions in the Swiss Bank, that money should be released to Joshua Kong as part of this settlement..



Fifthly, the Federal & State Governments have been lenient to the Indonesian Government and the Indonesians.  With cheap land in Karamunsing Kota Kinabalu, the Jakarta Government has not be concerned about their people doing rampage in Sabah for more than 3 decades possibly the spirit of confrontation still prevails.  Similarly, I had filed a complaint to ICC (Oct 2006) against Indonesia and expected similar settlement like the Manila case.

Sixthly, I have lodged at least 11 Police and ACA reports in the last three years to alert the Government although illegal to the reality of Sabahans becoming refugees in homeland.  Please lets us have true justice in Sabah for Sabahans.

So in a nutshell the Tsunami of illegals and illegalities have impacted the whole nation like it or not when
Malaysia Boleh suddenly become tak Boleh.
Since I have survive all voodoos of thousands of time, I have been fully qualified to handle the tough job as the Chief Minister of Sabah NOW.   Please continue to pray for me,  Sabah and Sabahans.

Gov't Cannot Solve Illegal Immigrant Problem Alone, Says Ongkili
KOTA KINABALU, May 17 (Bernama) -- Resolving the illegal immigrant problem in Sabah rests not only on the government but also on the private sector and the people, Minister in the Prime Minister's Department Datuk Dr Maximus Ongkili said today.

As such, there was a need for concerted efforts to solve the perennial problem once and for all, he said.

"We can say that many of the problems (illegal immigrants) are institutional in nature, pertaining to security, the issue of illegals gaining citizenship or being on the electoral rolls.

"But we are also 'guilty', especially some of those in the plantation sector who are involved in hiring them illegally because they are cheap and our own people also allow them to set up squatters starting out small...they also rent out their land," he told reporters after delivering a keynote address in conjunction with a United Nations policy dialogue, "Localising The Millennium Development Goals (MGDs) - Improving Equity in Sabah" here.

Dr Ongkili said the authorities had taken action against some of the locals who had helped or tried to help these illegal immigrants to acquire citizenship.

He said the federal government was serious about solving the problem and had even set up a cabinet committee headed by Deputy Prime Minister Datuk Seri Najib Tun Razak to look into the matter.

According to statistics from the Federal Special Task Force, there were still 100,000 to 150,000 illegal immigrants in Sabah.

Earlier, in his speech, Dr Ongkili said one of the millennium development goals in the state was to eradicate extreme poverty by 2010.

In 1990, 30 per cent of households in Sabah lived below the poverty line and by 2004 the figure was reduced to 23 per cent, he said, adding that Sabah's poverty level is by far the highest in Malaysia.

"We will only achieve the Ninth Malaysia Plan's target of halving the national poverty level and eradicating hardcore poverty if substantial progress is made in Sabah," he said.

Actually PaCiFIC was initially intended to be the vehicle of a Grand NGOs Coalition to tackle the
Project IC/ Project Mahathir in January 2006.


Now many may see the wood in the forests in 2007 and so CASH proposes that we get together as
NGOs to push for the Royal Commission of Inquiry.

I would like to hear from you to support this revived and energised PaCiFIC.


This is now apt as I had submitted the 11 Police and ACA Reports to SUHAKAM and Public Complaints Bureau of the
Prime Minister Department.
