Avic Defense, adopting an increasingly Western approach to military aircraft sales, says it is willing to allow foreign production of its latest export product, the L-15 Falcon supersonic trainer.

The aircraft is likely to retain the key advantage of an aircraft from a developing country, however, since the manufacturer is also suggesting it will be cheaply priced.

The L-15 is joining a crowded market as one of four trainers with the high flight performance needed for direct pilot transition to the most advanced fighters. Other players in the field are the Korea Aerospace T-50, Yakovlev Yak-130 and Alenia M-346.

The M-346 is a derivative of the Yak-130, while the L-15 resembles the Russian aircraft and was developed with help from Yakovlev.

Avic Defense’s trainer business, Hongdu Aviation of Nanchang, has already had considerable success in allowing a customer to set up a separate production line. Its JL-8 (or K-8) subsonic jet trainer has been assembled in Egypt as part of an order for 120.

But the willingness of Avic Defense to allow foreign assembly of the L-15 is more surprising, since the company has not yet put the Falcon into large-scale production at home. Moreover, manufacturers in up-and-coming aircraft industries, far more than most Western competitors, are usually highly protective of their home production lines.

“Because the L-15 has been developed and made in China, we are very competitive in price,” says Avic Defense President Wang Yawei, also asserting that the aircraft’s performance is at least comparable with that of its competitors.

Five L-15s have been built so far, Wang told Aviation Week during an interview in the company’s offices in central Beijing. One of the five is slated to be at the Dubai Airshow to perform the type’s first foreign flight demonstration. Despite skepticism in some aerospace companies about the value of air-show flight displays, Avic Defense feels they can bring great success after its experience with the Egyptian order.

Export sales may be particularly crucial for the L-15, since it is not assured of large-scale domestic sales. The Chinese air force could instead buy the JL-9, a massively modified derivative of the MiG-21, as its supersonic trainer.

The JL-9, also called the FTC-2000, is a product of the Guizhou Aircraft subsidiary of Avic General Aircraft.

Aerodynamically, the L-15 features prominent leading-edge extensions that help it to emulate the extreme maneuverability of the latest fighters. The flight control system is digitally commanded.

As to the similarity to the Yak-130, “the development of the L-15 was primarily based on the results of domestic technology research,” says Wang.

“[But] in seeking to catch up with the mainstream development of such advanced trainers, we proceeded with international cooperation in certain areas, benefiting from our long-term relationships. We cooperated with international partners on aerodynamic design and testing.”

In the development of the latest-generation trainers, such cooperation has inevitably resulted in an interchange of ideas and the partners learning from each other, says Wang. “So the similar characteristics of these similar products simply reflect technological cooperation and the requirements of the market.”

Avic Defense specializes in fighters, trainers, drones and missiles, although it also has considerable nonmilitary and even nonaeronautic activities. Its key factories are the combat aircraft plants at Chengdu and Shenyang, Hongdu Aircraft, the missile facilities at Luoyang and three maintenance businesses.

The J-10 is the latest fighter from Chengdu to enter service, although a successor is close to flight testing (see p. 26).

Despite reports of an imminent sale to Pakistan, Wang plays down the immediate potential of the J-10 (or Jian-10) as an export product, because Avic Defense is too busy filling domestic orders.

“The J-10 is one of the major fighter aircraft for the Chinese air force,” he stresses. “The main responsibility of our facilities is to operate at full load to provide this advanced military aviation equipment to the Chinese air force. Whether the J-10 will be offered in the international market will be decided in the future.”

China has agreed to sell 36 J-10s to Pakistan, the Financial Times and Pakistan’s Daily Times quote unnamed Pakistani officials as saying. Wang told Aviation Week he has not heard of such reports.

For the moment, the company is promoting export sales of its FC-1 Xiaolong (or JF-17 Thunder), which it says is of the same technology generation as the J-10. The FC-1 has been jointly developed with Pakistan.

Separately, details of Shenyang’s F-8T, the latest version of another Avic Defense product, have been revealed. The fighter, whose origins date back to the 1960s, now offers 15,400 lb. thrust, up 4% from the previously reported rating, and a multifunction X band pulse-Doppler radar with a detection range of 75 km. (40 nm.) for 3-sq.-meter targets.

A brochure shows the aircraft with Avic Defense’s advanced PL-12 air-to-air missile. Weight is 10.4 metric tons empty, 15.2 tons at normal takeoff and 20 tons maximum.

China bnyk mendapat manfaat dari kerjasama dengan PAF, sebab bnyak input2 keupayaan western systems manufacturing dan philosophy yg telah biasa digunakan oleh PAF dpt disalurkan kepada China yg sekian lama locked in dgn Russian aircraft manufacturing systems/capabilities..standard yg ditekankan oleh PAF dari segi kualiti bahan binaan, keupayaan sensor fusions dan weapon systems ke atas pengeluar pesawat China mungkin menghasilkan J10 dan FC-1 yg hampir setanding dgn kualiti pesawat buatan Barat

Next generation of Chinese tanks will possess all-dimensional attack capability

"China will produce the next generation of main battle tank which is able to launch all-dimensional attacks and conduct all-directional self-protection with the number of tank crew reduced to 2,” said Mao Ming, director of China North Vehicle Research Institute (CNVRI) when receiving the interview of Tank and Armored Vehicle magazine.

According to Mao Ming, the most advanced tank in active service in the PLA is type-99 main battle tank, which has 3 crew members after a feeding man is eliminated. He held that the next generation of main battle tank is likely to have only 2 crew members, i.e., a gunner and a driver sitting side by side.

Mao Ming said that the enhanced information ability will be the most important change to the next generation of tanks. The target detecting device in the tank is connected with a command-and-attack network with many command systems and sensors from which the tank will receive real time useful information about the target. The fire performance of the tank will be further expanded.
Besides direct aiming and launching missiles, the tank also has indirect aiming and shooting ability. It can not only hit near-distance and far-distance objects, but also hit aerial targets. Generally speaking, the main battle tank of the next generation will combine the direct and indirect aiming to realize all-dimensional attacking.

When it comes to the weight of the tank, Mao Ming pointed out that China’s main battle tank of the next generation should be lightweight with good strategic mobile capacity which meant rapid deployment in the combat area. The chassis system of the tank will be a general-purpose one with changeable and modularized loads for battles in the city or field battles in north China and in south China.

China may build Middle East naval base

China's rapidly-expanding navy is considering building its first foreign naval base, according to a senior admiral.


In a sign of the growing confidence of the Chinese military, Admiral Yin Zhuo said that the country may set up a base in the Gulf of Aden in order to support missions against Somali pirates.

Since the end of last year, China has sent four flotillas to the Middle East in order to take part in anti-piracy operations together with US, European, Indian and Russian warships. The latest mission, which departed from China in October, involved two missile frigates.

Mr Yin said a permanent base in the region would help supply Chinese ships. "We are not saying we need our navy everywhere in order to fulfil our international commitments," he said, cautiously. "We are saying to fulfil our international commitments, we need to strengthen our supply capacity."

His words, which came just a few days after China rescued 25 sailors from Somali pirates, were posted in an interview on the Defence ministry website. China is reported to have paid a USD4 million (Pounds2.5 million) ransom to free the De Xin Hai, a coal carrier.

Mr Yin, who is a senior researcher at the navy's Equipment Research centre, pointed out that the first Chinese ships in the Gulf of Aden spent 124 days at sea without docking, a logistical challenge.

However, Chinese ships have since been permitted to dock at a French base.

"If China establishes a similar long-term supply base, I believe that the nations in the region and the other countries involved with the (anti-pirate) escorts would understand," he said. "I think a permanent, stable base would be good for our operations."

Yin added he was aware that Chinese naval ships in the waters near the Gulf have aroused suspicions, but believed other nations understood Beijing's intention was to counter pirates. As the world's largest importer of oil, China is believed to want to establish bases throughout the Indian Ocean and South China Sea to protect its tankers.

J-10 fighter enters international market at $40 million

Recently, the U.S. think tank, International Assessment and Strategy Center, published an article about the Chinese J-10 fighter. The article claimed that the J-10 fighter is about to enter the international market after 2010, while its price tag of 40 million U.S. dollars is half of its U.S. counterpart, the F-16 fighter.

According to the article, the J-10 fighter is going to sell on the international weapons market around 2010 after extensive R&D and equipping of the Chinese Air Force is complete. It is understood that the Chinese Air Force started developing J-10 back in the 1960s, and it has been fully equipped for the last five years.

The progress that China has made in developing the engine makes the fighter very competitive on international markets; while with its good quality electronics and weapon systems, the price is just half of an American F-16. Pakistan is sure to be the first buyer, and many countries including Iran and the Philippines are also planning to introduce the fighter.

According to Pakistani sources, Pakistan has already reached an agreement with China to buy 36 J-10 fighters at a total value of 1.4 billion U.S. dollars (40 million U.S. dollars for each fighter). While the single price for an F-16, which U.S. sold to the UAE affiliated with AN/APG-80 radar, was 80 million U.S dollars. At the moment it is unclear whether spare parts, maintenance support, training and other services are included into the J-10's price. It is estimated that Pakistan might buy 70 to 150 J-10 fighters in all.


Besides price, what makes the J-10 attractive is its competitive electronics and weapon systems. The latest version, sometimes called the J-10B (or FC-20 when slated for Pakistan) emerged in Internet photos in January 2009. It features a driverless supersonic inlet similar in principle to that of the Joint Strike Fighter. The nose is redesigned, with an infrared search-and-track system in front of the windscreen and what appears to be a canted radar bulkhead consisting of a fixed, electronically scanned array radar. If true, this would be a major advance for China's radar technology, and may make the J-10 competitive with upgraded Western and Russian fourth-generation-plus fighters. The cockpit is dominated by three multifunction displays and a heads-up display.

The J-10 has 11 hardpoints, including five on the fuselage. Its principal counter-air weapon is the Luoyang PL 12 active radar-guided air-to-air missile (AAM) with 70-km. range. With a twin-AAM pylon on the inner wing mount, plus two on forward fuselage mounts, the J-10 can carry eight PL-12s. Short-range AAMs include the PL-8, a copy of the Israeli Python-3, and an improved version of this missile, the PL-9, both helmet-sighted. The J-10 may soon feature a more capable helmet-mounted display and a new fifth-generation AAM from Luoyang.

The fighter's market success will depend on China's ability to produce reliable advanced turbofan engines. Rival fighter maker Shenyang has been developing its WS-10A Taihang turbofan since the mid-1980s, which could offer 13.2 tons of thrust. Russian sources believe it is beset by developmental difficulties.

Chengdu may have a competing Huashan advanced turbofan engine program, which some Chinese sources note is based on its late-1990s acquisition of the engineering data and sales rights to the Tumansky R-79 turbofan developed for the defunct Yakovlev Yak-141 supersonic vertical/short-takeoff-and-landing fighter. Nevertheless, Russian sources say China remains interested in more powerful versions of the Salyut AL-31FN, which could come in 13.5- and, eventually, 15-ton-thrust versions.

Chengdu remains ready to develop a carrier-based version of the J-10. During the PLAAF anniversary, a test pilot was reported noting that ground-test simulations prove the J-10 can operate from a carrier.
