Economic summit

The SW-4 proposal, which could result in an agreement at this week's Indonesia-Poland trade talks, is one of several new ventures IAe is banking on as part of a new five-year business plan. IAe also seeks to licence-build Harbin Aircraft Industry Z-9A helicopters.

"We are discussing a licensing and risk sharing agreement with those two producers," says IAe managing director of commerce and business development Iwan Soemekto.

The SW-4 and Z-9A would help IAe fill the void left by the closure of its Bell 412 and Eurocopter BO105 production lines. But IAe needs PZL and Harbin parent AVIC II to cover the costs of setting up the new production lines because it has failed in attempts to secure its own loans.

For PZL and AVIC II to make such investments, the Indonesian government first must guarantee sales. IAe hopes the army will agree to acquire Z-9s, the police SW-4s and the air force additional licence-built Eurocopter NAS 332 Super Pumas. IAe has licence-built several Super Pumas for the air force, but needs to extend its licence agreement with Eurocopter to deliver an additional nine on back order. Eurocopter is now negotiating an extension with IAe, but has rejected an IAe proposal to also begin licence-building EC120s.

On the civilian side, IAe aims to develop a 19-seat turboprop with companies in Malaysia and potentially other South-East Asian countries. The new aircraft, dubbed the N219, will replace the 26-seat Casa-developed NC-212 as IAe's primary commercial aircraft project.


But IAe needs to line up $60-80 million to develop the N219, convince Malaysian companies to partner on the project and persuade local airlines to buy the aircraft. Industry observers doubt IAe can succeed in any of these efforts, saying Malaysian companies do not want to play secondary roles in the project as proposed by IAe.

"We have an existing relationship [supporting Malaysia's IAe-built CN-235s] but it's too premature to look at anything beyond that," says Airod's Kamil.

Observers also say private investors and potential local partners, only being courted after local banks last year rejected IAe's request for $173 million in loans, are skittish. While Indonesia's fast-growing regional airline sector could use small turboprops, sales will be tough given IAe's long history with failed projects, including the N2130 regional jet and N250 turboprop, and its uncertain future.

Island hopping

"Indonesia is a very big country. There is a lot of potential for island-to-island hopping. Whether they can sell externally is a separate matter," says ST Aero's Tay.

New IAe chief executive Edwin Soedarmo acknowledges customers are unhappy and that there is a huge image problem that must be overcome. "We need to improve our customer service," he says.

Financially, IAe needs new manufacturing lines and new partners to keep its 3,100 employees busy. "IAe needs to find a new partner soon, and I mean this year, or it will be dead," says one senior industry official.

IAe had 9,670 employees before a temporary shutdown in July, which coincided with the launch of a massive restructuring programme that is still being implemented. The shutdown was followed by an executive shake-up that included the hiring of Iwan and promotion of Edwin, the former director of IAe's engineering and research group. The new executive team claims it now has the government's support, which was lacking in recent years as the police and military shifted most of their maintenance out of IAe and asked for imported rather than indigenous aircraft.

"Building the N219 is a medium- to long-term project to develop the company," says Iwan. "In the next one-to-three years we need to rely on the old project, which is the CN-235."

IAe has a backlog of eight CN-235s, about half of which should be delivered this year, and is trying to sell additional CN-235s to Malaysia, Libya and Thailand. The company also hopes to expand its commercial aerostructures components business, which netted less than $1 million in revenues last year. IAe believes a new contract for small Airbus A380 wing components will contribute $20 million in additional annual revenues starting this year and it is bidding on a contract for Airbus A320 wing leading-edge components.

"We need to put something up for future growth before we go to privatisation," Iwan says.

Airod is looking at an IPO and is discussing a possible tie-up with BAE Systems that could result in it taking a 20-40% equity stake, or the forming of a joint-venture defence aircraft maintenance facility. BAE is now conducting due diligence and says a decision on whether to forge a deal should be made in the next two months. An infusion of funds from BAE or an IPO could help Airod push further into the international market.

Kamil believes Airod can compete internationally even against more established companies offering similar products, such as ST Aero. "Our focus is to meet customer needs and not just try to sell one package," he says. "It [the amount of competition] also depends on the type of upgrade. For example there are not many companies that do the [C-130] stretch. Only two other companies, Marshall Aerospace and OGMA of Portugal, have it."

But according to ST Aero's Tay, Airod's failure so far to export any of its C-130 upgrade packages is an "indication that while there may be a resolve do to something, it's not so simple.

"The question is are you able to retain the right mix of people and experience level? If not, you always will be nobody. Secondly, you must be able to gain international acceptance. That is a key thing because there are many other people offering the same job. The question is, who will you put your trust with?"


Tay says companies in the region generally have a lot of challenges to overcome: "They are trying very hard [to compete] and sometimes they may have a certain advantage of having committed work from the in-country requirements. But it's a long haul. It's not something you can decide to do tomorrow.

"The initial phase is to serve your national needs. Then the question is, are you able to expand to serve an external market? It's always possible, but there are a lot of considerations - among them political considerations and export licences - especially in the military business.

"Many countries build a defence budget based on commitments from OEMs because of industrial co-operation plans [ICPs] or programmes. My experience is it's never very successful. Most ICPs are wasted and that's why the Singapore government never had any ICPs in its programmes."

Police probe Rosmiza’s escape

Did they leave his hospital bed unattended, or were both the policemen assigned to guard suspected car thief Rosmiza Man asleep at 5.30am on Thursday?
These are questions senior police officials hope to get answers to when they conclude their investigations into Rosmiza’s escape from the Universiti Sains Malaysia Hospital in Kubang Kerian.

Rearresting the 24-year-old remains a priority. Police have launched a manhunt to track him down.
Rosmiza, from Sarawak, whose last known address was No 6, Kampung Baku Hilir, Kuching, escaped while being warded at HUSM on Thursday.
Police are awaiting word from the deputy public prosecutor before deciding on the next course of action on the two Lance Corporals, currently suspended from duty.

Asked about the suspect’s wife, who was arrested a day after he escaped, Kelantan CID chief ACP Mohd Razalli Mohd Yusof said she was under the custody of Malacca police for alleged involvement in a cheating case there.
Rosmiza was arrested last Saturday for possessing a stolen car after a car chase with the police in Tanah Merah. He was injured in the chase and was sent to HUSM for treatment. He escaped about 5.30am from a ward with two policemen standing guard outside.

Taser X26 senjata alternatif

CYBERJAYA: Kementerian Keselamatan Dalam Negeri (KKDN) sedang mengkaji penggunaan senjata kawalan elektronik Taser X26 sebagai alternatif selain penggunaan senjata api seperti pistol dalam menjalankan tugas memerangi dan mencegah jenayah.

Senjata kawalan elektronik Taser X26 sejenis senjata berteknologi tinggi, dicipta khas bagi menangani masalah jenayah tanpa mencederakan penjenayah tetapi kejutan elektrik tidak berbahaya sehingga menyebabkan penjenayah pengsan lima saat.
Ketua Setiausaha KKDN, Datuk Abdul Aziz Mohd Yusof, berkata kementerian juga akan meneliti sama ada penggunaan senjata itu boleh diperluaskan kepada penguat kuasa di agensi lain seperti warder penjara dan pengawal keselamatan.
Katanya, kajian itu juga meneliti sama ada penggunaan senjata itu perlu dilesenkan bagi mengelak disalahguna atau ada pihak mengambil kesempatan menggunakannya untuk melakukan jenayah.
“Semua perkara diambil kira dalam kajian itu nanti, walaupun pada dasarnya kita berminat menggunakan senjata itu untuk pasukan polis,” katanya ketika ditemui selepas melancarkan Taser X26, di sini, semalam.
Katanya, setakat ini, kementerian berpuas hati dengan penggunaan senjata itu yang mesra pengguna serta risiko kecederaan anggota yang minimum terhadap polis dan penjenayah.
Kaedah menggunakan senjata elektronik Taser X26 itu diperkenalkan kepada masyarakat antarabangsa melalui penguatkuasaan undang-undang sejak 1974 dan mengikut rekod, 200,000 unit senjata itu sudah diedarkan di seluruh dunia.
Hadir sama, Ketua Pengarah Jabatan Penjara, Datuk Mustapa Abdul Rahman; Presiden Persatuan Perkhidmatan Kawalan Keselamatan Malaysia, Datuk Rahmat Ismail; Provos Marshal Darat Kor Polis Tentera Diraja, Brig Jen Abdul Rani Ismail; dan Pengarah Urusan Pro Ice Holdings Sdn Bhd, syarikat pengedar Taser X26, Roger Tan.
Kaedah menggunakan senjata elektronik Taser X26 itu diperkenalkan kepada masyarakat antarabangsa melalui penguatkuasaan undang-undang sejak 1974 dan mengikut rekod, 200,000 unit senjata itu sudah diedarkan di seluruh dunia.

Katanya, setakat ini, kementerian berpuas hati dengan penggunaan senjata itu yang mesra pengguna serta risiko kecederaan anggota yang minimum terhadap polis dan penjenayah.
"Dengan senjata ini, kita boleh kurangkan penggunaan senjata api seperti pistol sebagai tindakan pertama menangani penjenayah.
“Saya juga diberitahu ia tidak berbahaya kepada kesihatan mereka yang ditembak dan keberkesanan alat ini juga sudah teruji kerana digunakan oleh beberapa negara," katanya.

CYBERJAYA 24 Jan. - Pada masa akan datang, anggota polis dan pasukan penguat kuasa keselamatan mempunyai pilihan untuk tidak menggunakan senjata api ketika berhadapan dengan musuh apabila mereka dibekalkan dengan senjata elektronik, Taser X26 yang mampu membuatkan mangsa pengsan untuk tempoh lima saat.

taser ni dia tembak dua jarum. jarum ni bersambung dengan pistol oleh dua wayar halus. jarum tu pulak memang cukup tajam dan bila dah kena, memang susah nak tanggal. setakat rentap tu rasanya tak tertanggal. kalo tak salah, setakat kain setebal 10mm, tak ada masalah. tapi saya kena check balik.

tapi boleh ker nak tembak guna taser ni jika penjenayah guna senjata api dan anggota polis x ada peluang utk mendekati....???

揝aya nekad mahu menumpaskan babi tunggal itu walaupun seluar saya koyak rabak penuh lumpur bercampur darah akibat luka parah ditusuk taringnya.

RMAF Sees Indonesian Plane Suitable For Maritime Patrol

BANDUNG, Feb 14 (Bernama) -- The Royal Malaysian Air Force (RMAF) has expressed interest in using the Indonesian-supplied CN-235 military transport aircraft for maritime patrol.

RMAF chief Jen Datuk Seri Nik Ismail Nik Mohamed said the plane would be suitable to patrol the Strait of Melaka and Malaysian waters with some modifications and installation of additional equipment.

"The RMAF still requires aircraft for patrolling Malaysian territorial waters and we find the CN-235 already has a good platform,"
he said.

However, the Malaysian government had not made any decision on purchasing the plane for maritime surveillance, he told Malaysian reporters after receiving a CN-235 VIP model from PT Dirgantara Indonesia (PTDI), the manufacturer of the plane, at the PRDI hangar here.

Also present were Indonesian Minister of State-Owned Enterprises Sugiharto and PTDI first director M. Nuril Fuad.

The CN-235, a short take-off and landing aircraft powered by two turboprop engines, was developed jointly by Spanish company EADS CASA and Dirgantara.

Malaysia ordered eight of the planes, two for VIP transport, at a total cost of US$140 million (RM523.6 million). The first plane was delivered in 1999 and the final Tuesday.

Nik Ismail said the RMAF was satisfied with the aircraft's performance and there was no major problem even though some of the planes had flown 4,000 hours.

He said RMAF had taken over maintenance of the planes although it still sourced spare parts from PTDI and from time to time sent personnel to the Indonesian company for training.

Taser International, Inc. (Scottsdale, AZ), announced that it completed a live-fire demonstration of the Taser Extended Range Electro-Muscular Projectile (XREP), completing a research and development program for the US Navy's Office of Naval Research (ONR).

Multiple rounds were fired from a 12-gauge shotgun, one of the most prevalent shoulder-fired launchers in use today, at ranges up to 30 meters, demonstrating a Technology Readiness Level (TRL) of 6 (system-prototype demonstration in relevant environment).

"The Marine Corps Systems Command conveyed an interest in this type of technology to ONR. The requirement was to 'clear facilities,' basically what our Marines are doing today in Iraq and elsewhere, going building to building and room to room. Our goal was to 'cut the tether' by projecting non-lethal electro-muscular disruptive effects to ranges greater than existing handheld devices," said John Beadling, an ONR support contractor working with the government project officer for XREP.

In addition, more than 35 human volunteers have been exposed to the electrical discharge from the Taser XREP, demonstrating a similar incapacitating bio-effect to the TASER X26 device used by law-enforcement and military personnel around the world. Stephen Kunich, representing the US Air Force Air Combat Command Security Forces, volunteered for a five-second exposure during the demonstration.

After the exposure, Mr. Kunich commented: "The effect locked up muscles and totally overwhelmed the senses. I was completely incapacitated. Additionally, I was amazed at the instantaneous physical recovery. There isn't much doubt of full compliance after exposure to a Taser weapon like XREP."

The XREP technology will now begin the transition from research to production. For this reason, specifications and visual images of the XREP will not be released until a formal product launch, expected in 2007.

Armada TLDM siap sedia terima NGPV

LUMUT 15 Feb. - Panglima Armada Tentera Laut Diraja Malaysia (TLDM), Laksamana Muda Datuk Abdul Aziz Jaafar berkata, anggota pasukan itu kini giat menjalani latihan intensif sebagai persediaan menerima dua Kapal Peronda Generasi Baru (NGPV) tidak lama lagi.

Menurut beliau, latihan tersebut penting bagi memastikan proses pengendalian kapal berkenaan yang tertangguh penerimaannya sejak beberapa tahun lalu, dapat dilakukan dengan cekap dan berkesan.

Katanya, sebanyak 78 anggota termasuk 14 pegawai akan ditempatkan di setiap NGPV berkenaan dan salah sebuah daripadanya dijangka siap dalam tempoh satu atau dua bulan lagi.

``Pada masa ini kita amat berpuas hati dengan perkembangan pembuatan kapal tersebut selepas tindakan diambil oleh kerajaan baru-baru ini,'' katanya.

Beliau berkata demikian kepada pemberita selepas melancarkan Hari Kualiti Formasi Markas Armada TLDM di sini hari ini.

Pada majlis itu, KD Duyong (Tim 1) menerima hadiah Kualiti Mutu Kerja dengan ciptaan alat mengatasi masalah penandaan sesuatu lokasi kemalangan, manakala 50 anggota dan pegawai lagi menerima anugerah perkhidmatan cemerlang.

NGPV yang dibina oleh PSC-Naval Dorkyard Sdn. Bhd. (PSCND) sebelum ini menimbulkan kontroversi apabila gagal disiapkan mengikut tempoh ditetapkan.

Ekoran itu, Jawatankuasa Kira-Kira Wang Negara (PAC) yang membuat siasatan merumuskan projek penswastaan pembinaan limbungan dan kapal peronda TLDM oleh PSCND itu gagal dan menggesa kerajaan mengambil tindakan segera menanganinya.

Kerajaan kemudian mengambil alih pembinaan enam buah kapal peronda itu melalui Lembaga Tabung Angkatan Tentera (LTAT) dan ia dikendalikan oleh anak syarikat LTAT, Boustead Holdings Bhd. (Boustead).

Salah satu kapal tersebut iaitu PV Pahang yang berukuran 91.1 meter panjang dan 12.85 meter lebar serta mempunyai kelajuan lebih 20 knot menyertai Pameran Udara dan Maritim Antarabangsa Langkawi 2005, Disember lalu.

Abdul Aziz berkata, penerimaan dua kapal NGPV itu amat bermakna kepada armada TLDM dalam usaha mengukuhkan lagi kesiapsiagaan pasukan tersebut mengawal perairan negara.

Malaysia to replace Sikorsky S-61s

Malaysia is finally expected to embark on a programme to replace its Sikorsky S-61 Nuri helicopters next month, after protracted delays in finalising a five-year budget plan.

The country抯 air force needs to replace 30-plus aircraft, but industry sources say that a request for quotations is likely to be for a single-figure total of new aircraft between 2006 and 2010.

Malaysia requires an upgraded combat search and rescue (CSAR) capability and Royal Malaysian air force chief Sri Mik Ismail Bin Nik Mohamed has previously stated that the acquisition is a 搕op priority

EADS locks Malaysia radar deal

EADS is to supply Malaysia with two TRML-3D surveillance and tracking acquisition radar systems.
The multimode phased array radars are designed for short- and medium-range detection, tracking and classification of targets, with particular emphasis on small, fast and low-flying aircraft, missiles and hovering helicopters.

The system, to be supplied to Malaysia in early 2008, is a mobile 3D radar with an integrated secondary radar system and operator workstations contained in a single vehicle.
